The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. As in every business venture, the primary objective of a mining operation is to make money for those who supply the venture capital. Therefore, all decisions concerning the operation of the mining operation should be made in light of the resulting effect on profit. The ultimate control is on profit, but the process is controlled, for example, by aiming for a recovery or concentrate grade knowing its effect on profit. The normal procedure used to determi.ne the profitability of a venture is to "present worth" all costs and incomes back to some arbitrary year zero. Every company has formed a management decision as to what it will require as a minimum return before it will undertake an investment. Once the economic analysis is completed, investment will be made only if the venture shows a positive present worth. If two alternatives are available, the alternative with the larger positive present worth is the one chosen. The same principles can be applied to the selection of a production schedule.

Within the Pofadder district of Namaqualand, South Africa, economically exploited deposits of bedded barite and zinc-lead-silver-copper sulfides occur in close proximity within highly metamorphosed mid-Proterozoic pre-tectonic para¬gneisses of the Namaqualand Metamorphic Complex (NMC) (figure i). The paragneisses belong to the Bushmanland Group (SACS, 1980) that comprises a relatively straight-forward regional sequence of basal leucogneisses, intermediate mica-sillimanite schists and glassy quartzites, and a mixed upper zone of banded iron formations (BIF), minor marbles, quartz muscovite schists and localised uppermost quartz-pebble conglomerates and amygdaloidal mafic gneisses (Joubert, 1974) (figure ii). The base metal and barite mineralisation occurs in close association with BIFs, generally above the glassy quartzites, although in some cases possibly below them. In the regional context, the Bushmanland Group paragneisses are, to the north, intercalated with and ultimately replaced by meta-volcanic sequences of talc-alkaline affinity (Reid, 1977) belonging to the Orange River Group (SACS, 1980). The metavolcanics are generally of acidic to intermediate composition and show evidence of subaerial formation from 'high altitude shield volcanism' with many acidic ashflow and welded tuff bands, mesocratic and lesser melanocratic lavas and some fanglomerates (Ritter, 1980). To the south and east, the schist/quartzite associations are initially intercalated with and eventually replaced by cordierite gneiss/metacarbonate/biotite gneiss associations of shallow marine affinity (Moore, 1980a). The Bushmanland Group paragneisses appear to represent sedimentary material in the extreme distal portions of a talc-alkaline volcanic environment adjacent to a shallow platform sea.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

Added value is a term loosely used in the industry, but what exactly does it mean? What does it take to make a value-added product and more importantly how does a company maintain the value added to its products? Most people agree that value-added means the value of a mineral minus the cost to produce it. But what is misleading is that producing value added products does not necessarily guarantee the profitability of the products. In some cases firms that make "value-added" products are not very profitable. It is not only important to understand how to make a value-added product but also how competitive forces in the market can erode the value added. Therefore, when we look at value-added opportunities, we must understand how to obtain the value added and more importantly how to maintain the value. There are four major factors that limit a company's ability to add value to its products. This paper will examine these factors and will use the ground calcium carbonate and mica industries as examples.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations. In 1989 Newmont Gold company initiated a project to develop a treatment process for higher grade refractory gold ores to be mined from deposits along the Carlin Trend in Nevada. Extensive laboratory and pilot testing have identified a unique whole ore roasting process for oxidizing these ores prior to gold recovery by conventional cyanidation techniques. Subsequent detailed engineering studies by Fluor Daniel evaluated three different dry grinding flowsheets for feed preparation to this roasting circuit. The selected flowsheet will incorporate a two compartment ball mill with an attached drying chamber that is driven by a 11.2 MW (15,000 hp) wrap-around motor.

When a new tunnelling project starts, it has been a vital tradition for decades to cast and erect master rings horizontally on a flat surface to demonstrate the compliance with dimensional tolerances. Some tenders ask for the erection of two or even three rings upon each other or repeated master ring erections at intervals throughout the project. Especially for large diameters, this is a challenging and risky task for the workforce in the segment factory. A truck-mounted crane is often necessary, and in some cases it can take up to a week to complete a master ring. The concept of virtual rings has the potential to replace this tradition by assembling master rings digitally instead of physically. This is based on a best-fit approach, considering the 3D coordinates from laser tracker measurements of segments or segment moulds. Building a virtual ring, a sub-millimeter accuracy can be achieved, the alignment of neighboring circumferential and ring joints observed, and the fit of bolt holes checked. The traditional method, on the other hand, is discussed controversially despite the significant amount of work and risks—particularly as the horizontal position of the ring and absence of gaskets do not simulate the reality in the excavated tunnel. This paper will highlight the technical aspects of virtual rings, as well as their pros and cons, illustrated by a case study from London Thames Tideway where a total of 30 physical master rings could be replaced by virtual rings.

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load. An 81 hectare (200 acre) tailings impoundment at a taconite operation in Wyoming that ceased operations in 1983 has been a source of blowing dust. The site qualified for reclamation under Wyoming's Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction included: incorporating commercially available organic amendments and fertilizers into a 300 mm (12 in) thick "cap" of a sterile clay loam cover material, lowering the water level in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin, constructing a wide tailings pond spillway that allows flood control while minimizing seasonal water level fluctuations in the pond, and building rock berms and rock snow fences for wind erosion control and soil moisture preservation. Tree planting in the protective wind/snow shadows of rock berms and rock snow fences, and the plugging of a decant pipe are planned for future work.

Martin County Coal Corporation operates three underground mines and two surface mines on Wolf Creek in Martin County near Inez, Ky. The original underground development was begun in March of 1970. The property being developed is leased from Pocahontas Land Corporation. The A. T. Massey Coal Company, whose offices are located in Richmond, Virginia, is the parent company and sales agent for Martin County Coal. Duke Power Company is the customer who will take all the production from the mines which ultimately are scheduled to produce 2,500,000 tons annually. The Norfolk and Western Railway Company built a 24-mile railroad into this huge reserve of low-sulfur steam coal. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton seams are being deep-mined now and it is in three mines that the diesel haulage equipment is used. Those of you who attended the AIME meeting in Birmingham last October or the Diesel Symposium in Pittsburgh in January of this year are familiar with the introduction of trackless diesel-powered haulage equipment into our Martin County mines. I made a presentation at each of those meetings which dealt with our first experience with Wagner Mining Equipment haulage units. These machines are sold exclusively by Lake Shore, Inc. whose offices are in Iron Mountain, Michigan.

"Unmanned aerial vehicles (UAV), or drones, capable of collecting and retrieving water samples from pit lakes, tailings ponds and other mine water basins will revolutionize environmental programs by lowering sampling costs and reducing safety related risks. Costs typically include a boat and associated equipment, boat transportation, road maintenance, water safety devices, water safety training, and additional staff. Typically, the total cost can exceed $20,000 USD per sampling event (excluding lab analyses). Hazards include potential for drowning, unstable pit walls, and unconsolidated sediment surrounding tailings ponds. Hatch has developed a novel device for aerial drones which currently enables the collection of water samples from depths up to 390 ft (119 m). This system only requires a pilot, a sample technician, and a safe operations point overlooking the water body. Hatch anticipates this will reduce monitoring cost by at least 50% while improving safety, reducing staffing requirements and accelerating data acquisition. This manuscript demonstrates profiling and sample collection from a 95 ft (29 m) deep reservoir and a 377 ft (115 m) deep pit lake, and highlights the potential of this emerging technology. INTRODUCTION Working on or near water at active, closed, or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the United States Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at US metal, non-metal, and coal mines (MSHA, 2000). Open pit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including drowning, hypothermia, falls to the ground from the top of high walls, and rock avalanches resulting from steep, unstable pit walls. Some pit lakes are simply not easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on at least an annual basis is required to monitor the evolution of water quality over time, to verify the accuracy of numerical predictions, and to manage lake water chemistry in order to produce “treatable” influent to water treatment plants, and ultimately, produce acceptable site discharge water quality. As a product of these risks and the need for water sample, mining companies spend considerable expense on pit lake safety as part of monitoring. This includes training personnel for “on water” duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices, and mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface, employing spotters with direct communication to emergency medical services to watch sampling activities (because cell phones and radio signals can be blocked by pit walls), and utilizing redundancy to prepare for unexpected incidents and accidents. For example, one Canadian mining company requires pit lake water samplers to hold Marine Emergency Duties (MED) training to ensure the entire boat crew is sufficient and competent for the safe operation of the vessel, and uses three boats for water sampling: two on the water at all times, and one on the shoreline, ready to deploy. The costs of these safety mechanisms greatly adds to the overall expense associated with pit lake sampling. Consequently, environmental programs may need to reduce the frequency of pit lake sampling in order to keep monitoring programs within an acceptable budget"

Approximately 3 percent of the raw coal processed in U. S. Steel coal-preparation plants ultimately reports to slurry- tailing disposal. The usual disposal method is to pump the refuse slurry containing the minus-48 mesh (300 µm) refuse into dams or impoundments that are constructed of the coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically urlfeasible or technically impossible. U, S. Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, Portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition it was decided to study the stabilization of fine-coal-refuse slurry through use of cement-type additives.

"INTRODUCTION This report summarizes a research about mines which are transitioning from surface to underground mines. It is a guide to make strategic decision in these increasing amount of mines. Capital and operating costs are linked with major strategic decisions in the exploitation of an ore body. This is the reason to analyze costs related to this transitioning world trend. There are multiple reasons for transitioning from Open-Pit (OP) to Underground (UG) mining. The primary economic incentive for going UG is that the cost per unit of ore from OP mining eventually exceeds that from UG extraction. This is due to the excessive amount of waste that must be extracted when the depth of the pit increases. In addition, the reduced footprint of UG operations contributes to diminish the environmental impact on the surface. Furthermore, it becomes more difficult to find new, easily accessible ore deposits. Then, a cost model helps to guide strategic decisions in the transition from OP-to-UG mines. Objectives • Propose a methodology to guide strategic decisions in the transition from OP to UG mining. • Create an integrated cost model based on existing OP and UG individual cases. • Identify and characterize a group of mines transitioning from OP to UG. • Analyze operating and capital costs of a particular transitioning from OP to UG mine. MAIN CONCEPTS Open Pit Mining (OP) The main decisions in OP mines are: Cut-off grade, Stripping Ratio (SR), equipment size, stockpiling, pushback sequencing and processing capacity. The stripping ratio is measured as the tonnage of waste required to be removed to reach and extract one tonne of ore. The material extracted from an OP exploitation can be classified as waste and ore. This classification depends on the cut-off grade. The cut-off grade indicates the minimum amount of material with economic value in a block. The waste from the mine is going to the waste dump and the ore is going to stockpiles where will be store and then going to the processing plant (leaching or concentrator). The waste of this process is going to the tailing pond big pools. And the product is sell in the market. Another important issue is the mining capacity which is going to define the investment in mining equipment. Underground Mining (UG) The first decision to be made in order to open an underground mine is selecting the mining method. Caving methods are the more productive and have lower operating costs. There are three caving methods: Block Caving (BC), Panel Caving (BC) and Sublevel Caving (BC). The access development could be an horizontal adit or a straight or downspiral decline. A shaft could be used for inclined or vertical access. Other key issues are: equipment capacity, cut-off grade and production sequencing."

Rich iron ore deposits were discovered during the 1960's in the mountain range of Serra dos Carajas, State of Para, Brazil, near the headwaters of the Tocantins River some 400 miles southwest from the state capital of Belem. (See Fig. 1 and 2). The key to the successful exploitation of this deposit was the development of an efficient an economical transportation system. The rugged terrain, and the dense tropical vegetation of the Amazonian jungle and the irregular coastline with its high tidal range presented severe obstacles to the planning and building of such system. Starting in 1972 extensive surveys and studies were carried out by Soros Associates on behalf of CVRD to determine the optimum way of transporting the ore from the mine site to the markets, most of which are located overseas. Overland transportation to the coast, loading into seagoing vessels and the ocean voyage to the ports of destination was treated as an integrated system in these studies.

Sometimes in assessing where we are and where we are going it is informative to take a look at where we have been. Whether or not it adds to our understanding of the present, I think it may be interesting to review some of the past history of our industry. As a starting point I chose to use the famous Paley Commission Report, formally known as "The U. S. President's materials Policy Commission -Resources for Freedom."(l) The Paley Commission report said "Fluorspar is an essential raw material for the steel, aluminum, and chemical industries." Of course this statement is still true. It also said, "United States known reserves of fluorspar would be sufficient for some 15 years at present rates of consumption--about 426 000 short tons in 1960. This simply demonstrates how even the most learned and competent people can observe all the facts avail-able to them at a given time and yet be unable to predict the future very accurately. We all know that reserves in other countries are more than adequate to supply the United States today, 25 years since the report was published. In fact, the report estimated free-world reserves at something over 36 million tonnes (40 million short tons). Contrast this with 246 million tonnes (271 million short tons) estimated as total world reserves from the section on fluorspar from Commodity Data Summaries of 1974, published by the Department of the Interior. (2) The Paley Report discusses other matters pertaining to fluorspar that are still of interest, such as improving mining methods. Furthermore, it certainly did a good forecasting job in noting that greater recycling should become possible in the aluminum industry in regard to fluorine lost in wastes and also concerning the substitution of fluorspar in the steel industry by other fluxing materials. It also suggested that non-fluorine containing propellants should be investigated as a replacement of those containing fluorine as a conservation matter. Some discussion was devoted to recovering the fluorine content of phosphate rock, which is being practiced today, but was in its infancy in 1950.
