"The chemical treatment of mine-influenced waters is a longstanding environmental challenge for many coal operators, particularly in Central Appalachia. Mining conditions in this region present several unique obstacles to meeting NPDES effluent limits. Outlets are often located in remote areas with challenging terrain where conditions do not facilitate the implementation of large-scale commercial treatment systems. Furthermore, maintenance of these systems is often laborious, expensive, and time consuming. Many large mining complexes discharge water from numerous outlets, while using environmental technicians to assess the water quality and treatment regime multiple times per day. As an alternative solution, this paper describes the ongoing research and development of automated chemical treatment systems for mine water discharges. The current work explains the development of a bench-scale prototype that has been used to evaluate various monitoring, notification, and control strategies. Results from this testing are compared to present day practices to show the costs and benefits of implementing an automated treatment and monitoring program. INTRODUCTION Background The National Pollution Discharge Elimination System (NPDES), per Section 402 of the Clean Water Act, requires permitting of all point source discharges from coal mines. This program dictates that all water leaving a permitted boundary, whether it be process water or storm water, must leave through a monitored NPDES outlet. These permitted NPDES discharge points, also denoted outlets, outfalls or monitoring points, must meet a rigorous set of effluent limits to maintain compliance. Common effluent limits monitored by coal companies include but are not limited to iron, manganese, aluminum, total suspended solids (TSS), and pH. Raw mine water is often deficient in meeting these effluent limits, and as a result, various treatment processes are required to bring the water into compliance prior to environmental release. Depending on the mining and geologic conditions, water monitoring and treatment programs can constitute a significant operating cost for the mine operator. In Appalachia, acid mine drainage (AMD) constitutes one of the most significant and widespread water quality challenges that must be treated per NPDES guidelines. AMD is a general lowering of water pH that occurs when water and sulfide minerals interact within oxidizing conditions in coal and metal mining. Acid Rock Drainage (ARD) is a similar term that applies more generally to non-mining causes such as highway construction and other large-scale excavations. Today, mine influenced waters (MIW) is becoming more popular as the general term referring to all types of mining-induced water issues. AMD has been researched substantially over the last 30 years, with investigators studying various causal mechanisms and treatment strategies (e.g. Gazea, 1996; Ziemkiewicz, 1998; Skousen, 2000; Kleinmann, 2001; Johnson, 2003; Akcil, 2006; Kalin, 2006). This research has produced several pragmatic results, which provide numerous methods to predict, prevent, and treat AMD."

A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

"Failures of coal ribs are major hazards in underground coal mines. For the period of 2010 to 2014, rib falls were the leading cause of groundfall fatalities and accounted for 35% of all groundfall-related fatalities. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to reduce rib fall accidents and fatalities in underground coal mines. Numerical models can be used as part of the design methodology provided the models are appropriately calibrated and verified. The paper presents a coal rib model to simulate the mechanism of the coal deformation and fracturing that can lead to stress-driven rib falls. The proposed coal rib model was calibrated against published data from an instrumented rib site at the West Cliff mine in Australia. Fracturing of the coal rib was defined by critical values of shear strain of the coal material and rib displacement. A critical plastic shear strain of 2.8% and a sudden increase of rib displacement of 30 to 45 mm were sufficient to develop a fracture plane in the rib model. Accordingly, a discontinuous rib deformation was achieved and it compared favorably against field monitoring data. INTRODUCTION Coal ribs are the vertical walls of coal formed when entries are developed in a coal bed. Failures of coal ribs are a major hazard in underground coal mines. Furthermore, failing ribs can contribute indirectly to roof and floor instability by increasing opening widths across intersections and entryways. Over the last 18 years, there has been a continual occurrence of injuries and fatalities in underground coal mines due to rib falls. For the period of 2010 to 2014, rib falls (excluding longwall face and bursts) were the leading cause of ground fall fatalities and accounted for 35% of all groundfall-related fatalities [1]. Despite the threat of rib falls, the amount of rib falls and rib support research conducted in the U.S. is limited compared with what has been done in pillar and roof support design. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to minimize the number of rib fall accidents and fatalities in underground coal mines."

The preparation of graduate talent for the mining industry is a challenging process, given the multifaceted and complex array of decisions mining engineers make in discharging their responsibilities. As leaders, mining engineers must manage operations, lead project teams, mentor junior engineers, chart the technological directions of companies and deal with several organizations for maintaining the technical and economic feasibility of operations within strategic and tactical framework. Traditionally, the completion of the bachelor of science degree curriculum, with a minimum cumulative grade point average (CGPA), has been used as a graduation measure by Missouri University of Science and Technology (Missouri S&T). Companies have long realized the limitations of the CGPA for recruiting graduates because mining engineering is an applied engineering discipline. Company recruiters have sought to correct the limitations by factoring experience and behaviors into the selection process when recruiting knowledgeable and well-rounded graduates. In this paper, the authors introduce a new metric, which combines the current CGPA (knowledge) with experience and attribute (KEA) metrics to gauge the job readiness of graduating engineers. The KEA metric, also called the job-readiness factor (JRF), is the sum of K (50%), E (30%) and A (20%). The KEA process has been applied to a graduating class in Missouri S&T to demonstrate the value of the new metric system. The results show a fairly positive correlation between CGPA and the KEA metric, with a coefficient of determination of about 70%. Overall, the KEA metric system provides a better picture of the capacity and job readiness of graduates entering the workforce.

NMBGMR has been collecting data on uranium mining districts, mines and mills since it was created in 1927 and has converted years of historical data into a relational database that can be imported in ArcMap. The database includes information on mining districts, mines, mills, geochemistry, photographs, and bibliography. The available data includes location, production, reserves, geologic, geochemical, resource potential, and other data. The NURE stream-sediment data provides geochemical analyses for >27,000 samples collected in New Mexico during 1970s. The NURE hydrogeochemical data provides analyses for water samples. ArcMap includes location of individual ore bodies as polygons and incorporates the mines and NURE data as individual site locations. The purposes of these databases are to provide computerized data that will aid in identifying and evaluating resource potential, resource development and management, production, and possible environmental concerns, such as physical hazards (i.e. hazardous mine openings), indoor radon, regional exposure to radiation from the mines, background geochemical data and point-sources of possible pollution in areas of known mineral deposits.

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done.As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal.Technology gaps targeted by the MINER ActThe MINER Act addressed several technology challenges:• Problems with donning and switching between self-contained, self-rescuers (SCSRs).• Poor visibility in smoke.• No wayfinding assistance for escape from the mine.• Limited breathable air supply.• Inability to locate trapped miners.• Inability to communicate with trapped miners.• Failure of mine seals."

The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.

Most of the production of copper in the United States comes from a few large companies. Often overlooked, however, are the more numerous small mining operations, which collectively produce a significant portion of the nation's copper. The objective of this paper is to describe the operations of a small mining company - Ranchers Exploration and Development Corporation - how it views its place in this industry of giants, how it exploits the advantages offered by its relatively small size, and how it protects itself from the hazards being small introduces. Environment is, of course, a critical factor for such a company because it does not have the resources which help large companies weather periods of financial stress. Ideally, this environment is characterized by a heal thy economy, strong product demand, relatively stable prices , adequate grades and tonnages of ore commensurate with depth and over-burden, ready access to utilities, a dependable labor pool, and suitable technical "know how". When the environment is right, properties which were previously uneconomical to operate attract the attention of companies whose primary interest is a return on investment commensurate with risk over a reasonable period of time. Naturally, the amount of the investment and the duration of operation determines the size of the company which would be interested in such a venture. Such is the case with Ranchers Bluebird Mine at Miami, Arizona - a small property operated by a small company in a favorable economic environment.

Normal dodecyl mercaptan was evaluated as a collector for flotation of sulfide minerals and precious metals. The reagent is from the class of normal mercaptoalkanes (n-alkyl thiols), and is commercially available in the form of a mixture of n-dodecyl mercaptan and a dispersant, under the trade name Pennfloat(TM)3. Reported are results of bench-scale flotation experiments on many commercially treated base metal and precious metal sulfide ores. Dosages, points of addition, and flotation pH were among the uariables studied. Most notable results were increased copper, molybdenum, and precious metals recoveries. Dosages of dodecyl mercaptan on some ores were considerably lower than required for conventional collectors.

One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

Although blasting remains the most inexpensive method of fragmentation in hardrock mining, the significance of the costs of blast-induced rockmass damage in terms of mining efficiency and safety is becoming increasingly recognized. There is no straightforward and systematic method of adequately measuring blast damage in on-going mining operations. This paper considers various techniques available to measure blast damage, making particular reference to recent underground hardrock mine studies. It concludes by proposing a damage audit procedure for integration into routine mine production control.

In longwall mining, the progressive caving of the roof allows stored energy to dissipate over an extended time. However, in some cases, the roof strata above the longwall panel are unusually strong and do not break with the movement of the working face. Instead, the roof material bridges over the expanse of the longwall, forming an unstable beam. Later, when this beam breaks, the stored energy can release suddenly, causing a seismic event to propagate to surrounding mine workings. The focus of this paper is to estimate the size of beams that form over longwall panels to the seismic energy recorded by the mine. Analytical calculations are used to verify two-dimensional models of longwall roof beams to determine the strain energy and gravitational energy developed, which is then released upon strata failure to surrounding mine workings. Models are developed using RS2 to model the stress, strain, and deflection along the bottom of the longwall roof beam to calculate gravitational and strain energies. Gravitational energy is shown to be the main driving factor in energy release, except for the beams with low heights. Analyses allow the determination of beam characteristics based on seismic data. The analysis is refined using swelling factor to compare various beam drop heights. The models show an increase in seismic magnitude for higher drop heights. However, the actual data provided by the Buchanan mine displays a decrease in seismic magnitude with increasing drop height, indicating that energy is dissipated into the broken gob material as drop height increases.

Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

Of the fossil fuels used for power generation coal is by far the most variable and complex in its properties. A thorough review of the characteristics of the coal to be fired is essential before boiler design can begin. Major parameters such as heating value, moisture content and ash properties will determine not only the boiler size and configuration, but also the performance of the unit with respect to the thermal efficiency, particulate and gaseous emissions, and unit availability and reliability. An example of a review completed on a large low-rank coal deposit for a power plant will be described.

TECHNOLOGY GAPS TARGETED BY THE MINER ACT The MINER Act addressed several technology challenges: • Problems with donning and switching between self-contained self-rescuers (SCSRs). • Poor visibility in smoke. • No wayfinding assistance for escape from the mine. • Limited breathable air supply. • Inability to locate trapped miners. • Inability to communicate with trapped miners. • Failure of mine seals. The MINER Act had several provisions that prescribed specific safety technologies intended to address these issues. Many of these were directed at post-accident technology requirements — an area in which Congress mandated additional technology investment. Specifically, the Act required mine operators to submit emergency response plans (ERPs) that contained provisions for implementing new or improved post-accident communications, tracking, lifelines, refuge alternatives and breathable air supplies along with training for emergency procedures and local coordination of emergency response. Most of the requirements were to be carried out within three years of the ratification of the MINER Act. In addition to these requirements for mine operators, the Act clarified and expanded NIOSH’s role and authority in enhancing the development of new mine safety technologies and expediting their commercial availability. The MINER Act also required NIOSH to develop research on refuge chambers, mine seals and the use of belt air and fire-retardant belts. Mine seals had to be upgraded and MSHA turned to NIOSH for applied research to establish the new explosion-resistance requirements. Progress toward closing the gaps."

In early 1970, General Mills Chemicals, Inc. announced the availability of en improved liquid ion exchange reagent, LIX® 64N, for the recovery of copper from various solutions, such as dump leach liquors. LIX 64N has been shown to be a considerable advance over LIX 64, and is presently in use in three commercial plants. Results have been very gratifying. For example, one of the plants was designed for operational production of 40,000 pounds copper per day, and in fact reached this output within the third week following startup of the plant. In addition to the operating plants, another is scheduled to come on stream this month with L D( 64N being used to extract and recover both copper and nickel. The chemical properties and operating characteristics of this reagent have been fully described in a previous paper. 1 LIX 64N is quite an effective and selective extractint for copper, even with copper contents as high as 15 g/l, but the reagent is somewhat limited in pH range, and loses some of its extraction efficiency as the pH drops below 0.8. Liquors derived from vat leaching, electrolytic tankhouae bleed streams, or some of the new leach schemes derived to solubilize copper from sulfide concentrates are examples of the liquors that present major problems when treated via liquid ion exchange. LIX 64N could extract some of the copper from such streams, but recovery was limited to about 75 percent. Also, in some parts of the world there are streams which are relatively low in copper (-5 g/l) but which are very high in acid (25-50 g/1 H2SO4). Again, LIX 64N can attain only about 75 percent recovery from such streams. "The San Juan Basin, New Mexico contains many heavy mineral beach-placer sandstone deposits of Cretaceous age. Beach-placer sandstone deposits are concentrations of heavy minerals that formed by mechanical concentrations (i.e. settling) of heavy minerals on beaches or in longshore bars in a marginal-marine environment. They have high concentrations of several elements, such as Ti, Zr, rare earth elements (REE), Sc, Y, U, Th, Nb, Ta and Fe. These elements are becoming increasingly more important to industry, because they are used in the manufacture of devices our society uses every day, i.e. cell phones, computers, and alternative energy devices, like solar panels. It is unlikely that any of the beach-placer sandstone deposits in the San Juan Basin will be mined in the near future because of small tonnage, low grades, high iron content, and distance to processing plants and markets. However, as the demand for some of these elements increases because of increased demand and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Current studies at the New Mexico Bureau of Geology and Mineral Resources are focused on the Apache Mesa (formerly Stinking Lake) deposit near Dulce, New Mexico. INTRODUCTION Beach-placer sandstone deposits are accumulations of heavy, resistant minerals (i.e. high specific gravity) that form on upper regions of beaches or in long-shore bars in a marginal-marine environment. They form by mechanical concentration (i.e. settling) of heavy minerals by the action of waves, currents, and winds (Fig. 1; Bryan et al., 2007). Modern examples are found along the Atlantic Coast, USA (Koch, 1986; Carpenter and Carpenter, 1991), southeastern Australia (Roy, 1999), and Andhra Pradesh, India (Rao et al., 2008), where they are mined for titanium, zircon, and monazite (a Ce-bearing rare earth, REE, mineral). Detrital heavy minerals comprise approximately 50-60% of these sandstones and typically consist of titanite, zircon, magnetite, ilmenite, monazite, apatite, rutile, xenotime, garnet, and allanite, among other minerals. Most of these minerals have a high specific gravity exceeding 4 and are dark colored, giving the sandstones a dark color, resulting in them being called black sandstones. Although beach-placer sandstone deposits are found in strata of all ages; the deposits in the San Juan Basin in New Mexico are restricted to Late Cretaceous rocks belonging to the Gallup, Dalton, Point Lookout, and Pictured Cliffs Sandstones (Fig. 2; Table 1; Chenoweth, 1957; Houston and Murphy, 1970, 1977). The beach-placer sandstones are black, dark gray, to olive-brown, resistant to erosion, and radioactive due to radioactive zircon, monazite, apatite, and thorium minerals. Anomalously high concentrations of Ti, Fe, Nb, Th, U, Zr, Sc, Y, and REE are characteristic of these deposits. Oregon Resources Corp. (ORC) has developed and permitted a new mining operation that incorporates a process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be extracted efficiently and economically, creating the only domestically mined source of a unique foundry grade chromite and specialty de-veining sand for precision casting. The operation will also provide an additional domestic source of garnet and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America.
