Stuart Manwaring Buck, a member of the Institute from the first year of its existence, and one of its Managers from 1883 to 1885, died at his home in Bramwell, West Va., on July 16, 1921, at the age of 79 years. He was the son of David and Matilda S. Ruck of Boston, and was educated at Williams College, at the Massachusetts Institute of Technology and at the School of Mines at Freiberg, Germany. Mr. Buck was one of the pioneers in the development of the coal fields of West Virginia. From 1872 to 1877 he was connected with the Kana-wha and Ohio Coal Co. as engineer and as lessor; from 1877 to 1888 he was general manager of the East Bank Coal and Coke Co.; from 1888

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. While Director of the Survey, he was also, from 1880 to 1885, lecturer, and from 1885 to 1891, professor of mineralogy and lithology in the Imperial University, and, from 1889 to 1893, was Director of the Imperial Mining Bureau of Japan. In this capacity, he revised the mining laws of Japan, thus laying the foundation of Japan's mining administration. In 1894, he was again appointed lecturer in the Imperial University of Tokyo; in 1895, appointed Technical Adviser on Mines to the Imperial Household Department of Japan; and, in 1897, appointed President of the Imperial Steel Works, which was completed in 1900 with the expenditure of $10,000,000. In this capacity he did a great deal to promote the iron and. steel industry of this country. We owe him the ore-purchase contract with the Daiya iron mine in China, which remarkably facilitated the extension of the iron works in later days. The victory of the Russo-Japanese war must be said to be due to his merit in no small measure. He resigned the presidency of the Imperial Steel Works in 1901. The mining fraternity of North America was grieved and shocked to learn of the death of Dr. Willet G. Miller on Feb. 10, 1925. Doctor Miller was for many years the Provincial Geologist of Ontario and the one who more than any other had contributed by his personal work and the reports of his subordinates to the recent extraordinary mineral development of the Province. Doctor Miller was fifty-eight at the time of his decease. A man of unusually stalwart physique, he seemed destined to many years of useful service. His friends in both the American and Canadian Mining Institutes can with difficulty reconcile themselves to his loss. Doctor Miller was born in 1867 in Port Rowan, Ont., on the shores of Lake Erie. After preparation in the high school of his native town, he entered the University of Toronto and took his bachelor's degree in 1890. He pursued graduate studies in geology at Chicago, Harvard, and Heidelberg Universities. In 1893, he was first appointed lecturer and soon thereafter Professor of Geology in Queens University, Kingston, Ont., a chair which he held until 1902. He was then appointed Provincial Geologist of Ontario and was placed at the head of the Survey which was attached to the Department of Mines. Within the next year, 1903, he performed the service that made him famous. In the summer of 1903, in connection with the building of the Ontario Government Railway toward an objective on James Bay, veins had been noticed by construction parties just north of what is Cobalt Lake today, and in the rocky pass that is now traversed by the main line of the Canadian National Railway en route to Vancouver. The pink stain of cobalt bloom on the vein, known later as La Rose, caught the eye of a workman; in November, Doctor Miller recognized the silver in it, and brought the possibilities of the district to general attention. In December, he published an article in the Engineering and Mining Journal, stating that the veins could be worked at a handsome profit. During the winter and spring, the mining interest awoke, which resulted in the astonishingly productive silver district of Cobalt; but in which, Doctor Miller, because a government official, scrupulously refrained from having any financial interest whatever. Seldom has so high a sense of honor been manifested; and as the result, Doctor Miller commanded confidence and respect to an extraordinary degree. William Andrews Clark, former United States senator from Montana, died at his home in New York on March 2, at the age of 86, after a brief illness due to pneumonia. He was the last of the three great Montana mining magnates, Clark, Daly and Heinze. He was born in Connellsville, Pa., on Jan. 8, 1839, and in 1863 arrived in Bannock, Ida., with only five dollars, after a journey of 65 days. On reaching Idaho, he became successively a miner, teamster, machinist, railway builder, mine owner, capitalist and, in his more recent years, philanthropist and art collector.

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

William R. Walker, assistant to the president of the U. S. Steel Corpn., died at St. Luke's Hospital, New York, on Dec. 20, 1922. He was born at LaPort, Ind., Nov. 26, 1857, and his whole career has been closely identified with the iron and steel industry. His first employment was with the North Chicago Rolling Mill Co., Chicago; then he was appointed chemist for the Crown Point Iron Co., at Crown Point, N. Y.; and later he was works superintendent for Spang, Chalfant & Co., of Pittsburgh. He was early associated with Robert Forsyth, the well-known engineer who constructed the South Chicago works of the North Chicago Rolling Mill Company. Prior to 1890, Mr. Walker was works manager for the Union Steel Co., and upon organization of the Illinois Steel Co. he became general manager of its South Chicago works. At the time of the formation of the U. S. Steel Corpn., in 1901, he was appointed assistant to the president, which position he held until the time of his death. Through the technical staffs and committees of the Steel Corpora tion, Mr. Walker had an excellent opportunity to study and direct the development of mechanical methods for coal mining, coal washing, beehive coking, including the collection and recovery of its byproducts, and to interest himself in byproduct coke ovens, and the design and operation of processes for the coking of special coal mixtures. He also brought his experience to bear on the design, construction and operation of the blast furnace and its appurtenances, as well as the bessemer, open-hearth and electric steel processes. Incidentally, he was interested in microscopy and metallography, and was familiar with the manufacture of products related to the iron and steel industry, such as tin, zinc, sulfuric acid and many other substances. Mr. Walker had the remarkable faculty of being able to discuss and conduct investigations in practically any technical branch of the ferrous industry. In the words of President James A. Farrell, "Mr. Wdker was a man of keen mental attainments and possessed an exceptional knowledge of the iron and steel industry, from both the scientific and the practical

Dr. Robert Bell died on June 18, 1917, at Rathwell, Manitoba, in the seventy-seventh year of his age. He was born in Toronto on June 3, 1841, and was a son of the Reverend Andrew Bell of the Free Church of Scotland. He was educated at the Grammar School of the County of Prescott, Ontario, and subsequently at McGill University and the University of Edinburgh. While still a boy of 15 years of age, he joined the Geological Survey of Canada, under Sir William Logan, in the capacity of Junior Assistant, and was rapidly promoted in the service, where lie remained-with but one short interval-for over fifty years, retiring as Chief Geologist and Acting Director in the year 1908. He married Agnes, daughter of the late Alexander Smith, of Westbourne, Glasgow, and Auchentroig, Stirlingshire, and is survived by one son and three daughters. Practically nothing was known of the geology of Canada, and very little with reference to its geography, when Mr. William E. (afterward Sir William) Logan was called upon to undertake the organization of the Geological Survey of Canada, and as its first Director to carry out the mapping of this vast area and the examination of its mineral resources. Dr. Bell's work as a member of Sir William Logan's staff in these early years consisted, therefore, exclusively of geological reconnaisance and geographical exploration. Even in later years, and until his administrative work confined him to his office, Dr. Bell's work remained essentially of this character. The exploratory traverses and track surveys which lie carried out were, chiefly within the area of the great Laurentian protaxis or Canadian Shield, which forms such a striking feature and which has played and will continue to play so important a role in shaping Canadian history and in influencing the character of the Canadian people. Dr. Bell's lines of exploration crossed and re-crossed this area from the Atlantic Coast to the Great Lakes on its western border, and from Lake Huron and Lake Superior on the south to the Arctic Sea, following the water ways of this great land. He also worked along the coast line when acting as geologist and naturalist to the "Neptune" Expedition in 1884, and to the "Alert" Expedition in 1885, both of which carried out explorations in Hudson's Bay and Hudson's Straits; also on the "Diana" Expedition in 1897, when he surveyed the coast of Baffin Land, and was one of the first white men who penetrated to the great 'lakes in the interior of that immense

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. [SECRETARY'S NOTE.-All of these notices have been revised, and some of then have been more or less completely prepared, by me. To those which contain more particularly the expression of my personal feeling, my initials have been appended. The labor of preparing or editing these paragraphs has been in many respects both welcome and interesting, on the one hand, and sorrowful, on the other. In going through the list, I have repeatedly felt like one who, visiting the Morgue, suddenly comes upon the pale face of a dear friend, of whose death lie was not aware ; and, even when this fact was known to me, the work of recording it has brought upon me a flood of recollections, almost preventing the discharge of that official duty. The list for 1907 seems to me to he peculiarly sad, comprising, as it does, so many sudden deaths by violence or accident, so many veterans, removed too soon, and so many young men whose early departure impoverishes the future, even more than the present. Probably, this feeling on my part is largely due to the circumstance that the increased membership of the Institute necessarily in¬volves an increase of the annual death-list. Probably, also, it is connected with the circumstance that during the first years of the history of the Institute-say from 1871 to 1880-it was joined by men of all ages, and that the death-rate is consequently now above the average which would result from the normal annual addition, principally of young men. And finally, I must admit that, as one of the original members of the Institute, and practically connected with it for nearly thirty-seven years as Acting President, President or Secretary, I am peculiarly impressed and depressed by the successive deaths of those who were my associates in the years of its early struggles and triumphs. I do not wish to inflict upon my younger colleagues the melancholy reflections of an increasingly lonesome old man. In fact, my prevailing mood concerning the Institute is not at all melancholy, but triumphant and hopeful. If I may be permitted to preach at all, I would enforce, from the texts given below, a moral which many of them declare so forcibly as to preclude the necessity of expository enforcements-namely, the duty of every one of us, old or young, to give to his brethren, as he goes along, and without waiting for some future occasion for a comprehensive and monumental contribution to technical literature, the results of his observation and experience. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. Charles IV. Benton was born at Kezar Falls, Maine, Nov. 12, 1843. We have no accurate knowledge concerning the early part of his career. In 1871 he engaged with the N. Y. Honduras Rosario Mining Co., at San Juancinto, Honduras, C. A., and later was employed at the Monserrat mine at Yuscaran, and at Santa Lucia, Honduras, with the Tenero Mining Milling Co. of Pennsylvania. In 1897 he became a member of the Institute. At the time he was stricken with his last sickness he was employed at the Paymaster mine at Tucson, Ariz. He died at Fairmount, Denver, Colo., Sept. 9, 1907. William R. Boggs, Jr.-The notice in the Bulletin for January was incorrect in saying that the murder of Mr. Boggs occurred while he was employed as metallurgical. manager by Mr. W. B. A. Dingwall, at La Maroma, San Luis Potosi, Mex. Mr. Dingwall writes that in March, 1907, Mr. Boggs left him, to return to his home at Winston, N. C., whence he. subsequently went to Durango, Mex., to take, with the Topia Mining Co., a position which he occupied at the tine of his death, Nov. 17, 1907. Mr. Dingwall says that, while in his service, Mr. Boggs never had any trouble with the workmen, but was esteemed and liked by them, as by all who knew him ; and adds, injustice to the State of San Luis Potosi, that the population, even in the mining-camps of that State, is orderly and law-abiding, and that the authorities are vigilant and just. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. Pat Doyle was born in 1849. At the age of fifteen he entered the Civil Engineering College of Madras, India, and left it at seventeen, having achieved special distinction in mathematics, chemistry,. and geology. Before be was eighteen years old he was in charge of two of the most important Sub-Divisions in the Madras Presidency, where he had ample opportunities for acquiring a preliminary knowledge of his profession, which was his chief object in joining the Public Works Department. In 1867, his energetic measures saved the island of Seringham from disastrous inundation. At this period he began contributing to the press ; and after a varied practical experience he came into public notice again in 1876, with an article in the Colliery Guardian on Indian Mines and Mining. In 1877 he became a Fellow of the Statistical Society of London. He was a founder of the Straits Branch of the Royal Asiatic Society and a life member of the parent Society of Great- Britain and- Ireland, as well as a member of the Independent Asiatic Society of Bengal. In 1878-9 he was Chief Superintendent of the Public Works of Perak; was active in having the Associate Member Class added to the Institution of Civil Engineers; and became a member of the Society of Engineers of London and of the North of England Institute of Mining and Mechanical Engineers. ALEXANDER BURRELL Alexander Burrell, general manager of the Furnace Creek Oxide Copper Mining Co., and' a member of the Institute for 20 years, died suddenly at the Argo mine on Feb. 13, 1917. Mr. Burrell was one of the best known mining men in Montana. He was horn at Edinburgh, Scotland, Jan. 14, 1851, and came to Chicago with his parents in 1856. His father, who was a coppersmith, died soon after their arrival, and the ,son had few opportunities to gain an education in school, but was a natural student and was possessed of a liberal education acquired through self-teaching and through his constant reading and studying, particularly along scientific lines. It was this technical knowledge both of mining, and business, as well as his experience in the practical side of mining and his ability as an executive that won for him a high place in mining circles in Montana. Edgar Archibald Collins was born at Truro, Cornwall, Nov. 16; 1877. He was the fifth (and youngest) son of J. H. Collins, a well known Cornish geologist and engineer, who died in 1916. Edgar Collins spent part of his childhood at Rio Tinto, in Spain, and after returning to England was educated at Alleyne's School at Dulwich, near London. His technical training was acquired by practical experience in Cornwall, supplemented by private study and by his father's teaching. This method of training for the work of a mining engineer was preferred by his father to that of the technical schools then available, and judging by its result, was not unsuccessful. It is,-however, noteworthy that all members of the Collins family who were products of this system later sent, or planned to send, their own sons to technical schools. Edgar Collins came to Gilpin County, Colorado, in 1894, and returned there in 1898, after several intermediate years spent in Cornwall. In Colorado he worked, under his brother Arthur, in the California and other mines of the Gilpin County district, and thereby gained a practical skill and experience as a working miner, and a habit of minute observation of vein phenomena, which proved of the greatest value in later years. In 1899 he went to the Smuggler-Union it Telluride, as general assistant to his brother Arthur, and stood the brunt of 3 years of struggle with the Western Federation, gaining a reputation, for quiet courage and sound work under the most difficult conditions. After Arthur Collins' assassination in the Smuggler-Union office, in November, 1902, Edgar left Telluride, and shortly thereafter entered the employment of a syndicate headed by Arthur Winslow, of Boston, to search for and develop new mines. While so engaged he spent several unsuccessful months near Parral, in Mexico, and later visited and sampled the- newly discovered district of Grandpa, afterward known as Goldfield, in Nevada. This led to the acquisition by the Winslow syndicate of the Combination mine, at first under lease and option; and Edgar Collins was placed in charge. The Combination was really the starting point of Goldfield. It was a profitable mine before the discoveries at the Jumbo were made; and while the Combination, being a "Company-account" mine, controlled by a few responsible men, never attracted the publicity that centered around the sensationally profitable leases on the Jumbo and Mohawk, which publicity was used to further the feverish stock-dealings that characterized the new district. The Combination was really the pioneer mine, made the first shipments of rich ore, constructed the first water-line, and built the first mill (designed by F. L. Bosqui, an old friend and associate); and while it pursued a quiet and unobtrusive. career up to the time of its sale to and incorporation with the Goldfield Consolidated, was probably, in ;proportion to the amount of money risked, the most profitable bonanza in the recent history of gold mining.
