Froth flotation is now used to recover millions of tons of fine coal,(-1/2 mm), every year. For example, in Great Britain, 4-million tons of flotation concentrate was produced in 1960, about 3% of the mechanically cleaned out- put and 2% of the total salable output. Coal flotation is not so widely practiced in the U. S. as it is in Europe since much American coal occurs in thick seams of high grade and does not require cleaning. However, in the U. S., as elsewhere, the increasing mechanization of coal mining machinery has lead to a lowering in size and grade of product from the mine and to an increasing need for cleaning of coal to improve the grade before sale. With an increasing proportion of fines in the product, froth flotation has assumed a greater importance as a cleaning process for coal. In the last three years, over 40 flotation plants have been put into operation in the Appalachian area of the U. S.80 Fine coal recovered by means of froth flotation may be used as a powdered fuel alone or mixed with coarser grades. The removal of this fine coal from washery water makes possible the recirculation and re-use of the water and also leads to improved and more consistent operation of jigs and other separating machines which function less effectively when there is a build-up of fine solids in the washery water. Finally, froth flotation is of assistance in the production of a clarified effluent which may be discharged from the washery without polluting local rivers, streams, or wells. The 1961 cost of installing a new coal flotation plant in Great Britain would be about $19,000 per ton of dry solids input per hour, including the cost of new buildings and coal and shale filtration and water clarification equipment. The figure for the gravity concentration of the large coal, the main plant, would be about $4,800 per tph. The operating cost for the new coal flotation plant would be about $1.10 per ton. Even at this level of cost the cleaning operation is economic in Great Britain for coking coals. In the U. S., a froth flotation cost of 14$per ton of cleanfilter cake was quoted early in 1958 for one operation,l though admittedly this was a special case. Assuming a cake moisture con- tent of 30%, it is estimated that this cost is equivalent to a figure of 256 per ton of dry solids input, for the incorporation of coal flotation in an existing washery. A cost oh 416 per ton of concentrate was quoted76 in a recent analysis of flotation economics, this cost being brought up to $1.11 per ton after payment of royalty, welfare and association dues and taxes. Capital cost was $120,000 for a plant producing 133 tpd of concentrate. Before considering the treatment of coal by flotation it is appropriate to survey some of the properties of coal which are of importance in the process.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. The goal of this study is to evaluate the coal flotation process and the interaction of the chemical (reagent) and hydrodynamic (machine, operational) variables as they affect yield, flotation of various sized particles, and sulfur and ash rejection. Coal flotation is found to follow a first order process with the coal floating much faster than either pyrite or ash. This circumstance may be used to achieve gangue rejection during flotation. When floated with MZBC, cresol, or pine oil frothers, coal floats in the size sequence: 108 pm ( - 65 mesh), 589 x 808 pm (88 x 65 mesh), and 1.17 mm x: 589 pm (14 x 18 mesh). However with a substantial amount of fuel oil collector, all particles tend to float roughly in proportion to their content in the feed. An increasing aeration rate was found to be the most important variable in increasing the coal flotation rate. This increase in flotation rate, unfortunately, is also accompanied by an increase in the flotation rate of the pyrite. The rejection of pyrite during coal flotation is best accomplished at low aeration rates, low frother concentrations, and low impeller speeds.

PLANTS that normally burn coal now able too obtain a substantial increase over their normal supply for their greater power needs, and also additional tonnage for extra storage against the uncertainties of the future. Many plants previously burning oil or gas have already been converted to coal, and those which must yet change to coal will undoubtedly be able to obtain ample tonnage of coal of standard quality at reasonable prices. What a contrast this is to the conditions of 25 years ago, when the shortage of coal and transportation led to prices of $5 to $6 per ton at the mines, and degradation of quality, until the already overburdened railroads were called upon to haul 100,000 ton per day of extra ash alone. This was the result of a runaway market and the loading of gob, slate, and sub-quality coal amounting to an estimated increase in ash of 5 per cent of the total tonnage hauled. The problem of getting increased steam output from inferior coal caused unbelievable reductions in the low normal boiler efficiency of that time and untold labor in firing the hand- and stoker-fed furnaces of that day.

If we are lucky," says Hollis M. Dole, Assistant Secretary of the Interior, "coal, uranium and hydropower will provide us with maybe a third of the energy we require in 1985. The other two- thirds will have to be made available in liquid and gaseous form." Luck, however, may have run out, for if the facts and figures relating to supply and demand of natural gas over the next 20 years prove accurate, the United States may fall short in its attempts to bring the energy crisis under control. By the year 1990 the world will need to consume a minimum 150 quadrillion Btu of energy with gas requirements running as high as 42-43 trillion cu ft. By 1990, the U.S. alone will require 45-46 trillion cu ft. To meet anticipated demand, this country will have to overcome a deficiency of about 20 trillion cu ft since, by all pragmatic estimates, it will produce only 15-20 trillion cu ft of gas. The importation of natural gas into the U.S. will help but will not solve the problem. Adequate gas supplies will have to be supplied domestically. The Arctic, with its predicted huge reserves of gas, combined with imports of liquid natural gas (LNG) may provide as much as 15% of the 45-46 trillion figure, however, such reserves will not come into play as quickly as originally thought. The Alaskan gas fields, for instance, will provide a substantial supplement to domestic gas needs, but only after 1976.

The first of two initial 650-mw units of the Paradise Steam Station, located on the banks of the Green River in the south-central portion of the western Kentucky coal basin, is scheduled for operation in late fall of 1962. This plant will be the eighth large-capacity, modern station built by TVA in a series starting with Johnsonville, operated first in 1951. During the subsequent ten years, unit sizes have increased from a capability of 125 mw to 650 mw at Paradise. This new unit will take its place in a power system that serves an area of about 80,000 sq miles with a present installed capacity of over 12,000 mw. Upon completion of the Paradise units and other additional hydro and steam units presently under construction, the system capacity will have reached over 15,000 mw. Projected load estimates indicate that this system will provide a margin of slightly under 10% of dependable capacity above peak demand at that time. One Paradise 650-mw unit at that time will represent approximately 4yc of the total system installed capacity.

DURING the year just closed the bituminous industry has been marked by a continuation of the period of low prices and a steady deflation, accompanied by the closing of mines and the consolidation of small units into larger ones. This pro- gram has marked almost every field in the country, and it bids fair to continue for some time. Some figures recently published for Kentucky show that in 1924 there were 660 mines producing 45,147,000 tons; in 1928 the number had decreased to 537, while production had increased to 61,860,000 tons, and a similar movement is occurring all over the country. Prices throughout the early part of the year were very low, but during the fall and winter the prices received are more satisfactory than they were earlier in the year. One of the leading developments in the marketing of coal during the year was the trade practice movement, which began in the Harlan field, and has now been adopted in the Harlan, Hazard, Appalachian, Logan. Williamson and Kanawha fields. The purpose of this movement is to prevent the shipment of coal except on order, and by the publication of price lists to prevent much senseless price quotation. Where it has been practised the longest this movement has resulted in a considerable degree of stabilization, and, undoubtedly, it will help existing conditions very materially if it becomes universal.

MANY trends were evident in the coal industry during 1951. Some were favorable for the industry; others were not. Probably those having the most far-reaching consequences are those affecting coal's markets. The rapid dieselization of many railroads and the continued trend toward oil and natural gas for home heating has caused serious dislocations in various mining districts. Mines have been forced to close down or to work on a reduced time basis. Conversely the increased activity in the metallurgical industries has increased the demand for coking and special purpose coals, and the growing production of electric energy has increased the demand in certain areas for steam coals. The increased demand for metallurgical coal and for steam raising by the large utilities is more than equal tonnage-wise to the loss of coal to railroad dieselization and conversions to oil and gas in the domestic market. Since much of the expansion is at captive mines of large corporations, many commercial operators supplying railroad and domestic users have had their markets curtailed without any compensating demand from other sources. Feverish activity was in evidence in many areas by commercial operators attempting to find new markets. The Norfolk and Western Railway is the, only major American railroad committed to the burning of coal. It has an exceptionally good cost record. During 1951, fifteen additional modern coal-burning steam switching locomotives were authorized for construction in the company's Roanoke shops at a cost of about $1,450,000. When the new order is completed the road will own a total of sixty locomotives of the modern-switcher type, including thirty acquired by purchase last year. The Norfolk and Western today is the only American railroad building its own motive power. All of these locomotives burn coal. Production Coal production in the year 1951 will approximate 570 million tons of anthracite, bituminous coal, and lignite. Of this, approximately 7 pet is anthracite. Total production is approximately 30 million tons more than in 1950 and reflects the increase in general industrial activity. Exports are expected to be close to 50 million tons. The industrial stockpile is close to 75 million tons, the highest it has been since 1943. With the exception of the usual local stoppages the year 1951 was unmarked by labor disputes. It was a year of good labor-management relations with a negotiated wage increase unmarred by a work stoppage. This may be the beginning. of an era of sensible negotiations to find agreeable settlements of disputes without the usual protracted bickering and industry-wide strike. The United Mine Workers of America has condemned wildcat strikes, stating that in nearly every, instance proper grievance procedures have not been instituted. Government defense organizations, perhaps profiting by their experiences during World War II, are pursuing a more enlightened program with regard to the fuel requirements of the nation. Many prominent officials have stated that wherever possible coal should be considered the primary source of fuel in all defense expansion. With the increased consumption of steel by defense projects, approval of transportation facilities for liquid and gaseous fuels have been refused where these fuels would enter a coal producing area. Liquid and gaseous fuel producers also have failed to provide satisfactory evidence that they have sufficient reserves and are capable of supplying their product in adequate amounts for the periods of time required. Realization has at last become prevalent that the hydro-electric power installations in several areas are insufficient to handle increased demands.' Steam generating plants are being constructed in these areas and equipped to burn coal. Most notable of these, is the TWA area whose supplemental steam power plants are expected to consume 10 million tons of coal per year when completed. The Pacific Northwest is another area which is expected to follow the same pattern. Nearly all new steam-power generating plants are being equipped to burn coal either as a primary fuel or as an emergency measure. Metallurgical Coal The steel and other metallurgical industries are expanding rapidly to meet increased industrial demands and defense orders. Since these industries are dependent on coke, coke has had a year of high production and can be expected to break all existing records when steel-plant expansions are completed. Most notable of the expansion projects is that of the Delaware River area where the iron ore will be received by ship from Canada and South America. U. S. Steel is only one of several steel corporations that are planning on putting integrated steel producing units in this area. The Defense Solids Fuels Administration announced in December that through. The coal industry had another prosperous year in 1966. Since the turn of the decade, production has been climbing at an average rate of 6% per annum. Although the fast pace slackened somewhat, 1966 production showed a gain of almost 3 % over that of 1965. An impressive record can be drawn from the fact that output per man-day in 1966 was more than twice that of the early 1950's, and more than three times that of the early 1940's. And even though man-power requirements lessened, those men retained by the industry worked longer hours and benefited through higher hourly pay rates. However, cost to the customer increased a little. Such statements can only be made for a healthy industry -one that is constantly improving its efficiency. Coal currently provides more than 25% of the total U.S. energy output. About 50% of all U.S.- mined bituminous coal goes directly to the electric utility market. It should be noted that, now, well over one trillion kwh of electricity is generated annually. Dependence of the giant electric utility industry on coal is based on economy and an abundant, dependable supply of this fuel.

Mainland China, with one-fourth of the world's population and one-tenth of its coal production, can no longer be ignored as a considerable force on the world energy scene. In terms of annual productivity, China's 300 million tons of coal rank third behind the Soviet Union with 655 million and the United States 557 million (1968 Minerals Yearbook. USBM). When viewed from another angle, 1967 figures show that increased productivity from all coal-producing continents, with the exception of North America, was led by Chinese-dominated Asia with a 19% gain. Not unpredictably though, China, on a per capita basis, is closer to the bottom of the list among members of the industrial community. Despite its misspent youth, and despite the set- backs caused by the Big Leap Forward of the late 50's and the Cultural Revolution of the late 60'S, the People's Republic has managed to make some impressive strides in developing its coal industry over the past twenty years.

The feeling was so different from that existing in the United States among those engaged in producing coal that it made a profound impression on me, and many times since then I have speculated about the reasons for the difference in opinion in the two countries. Here, of course, our units are much smaller and more numerous, there is not so large a proportion of technically trained men, and we have the American trait of depreciating the things we do at home; but among those not actively

THE use of coke in metallurgy, to any important degree, dates from the middle of the 18th century. Its utilization came most opportunely for European civilization. The forests of Europe, except in the most remote and inaccessible regions, had been largely fed, in the form of charcoal, into the smelting furnaces. For a hundred years-the middle of the 17th to the middle of the 18th century-there was a stationary condition of population corresponding to the exhaustion of European forests. This situation, which was particularly evident in Great Britain, was due to the fact that the forests had been depleted and the practical utilization of coke had not begun. The coking industry is essential for our metallurgical industries, which in turn are basal to healthy economic progress. But coke is of great importance, not only on its own account, but for its byproducts, which enter fundamentally into all the arts of peace and war. The dyestuff industry and the manufacture of explosives are intimately connected with one another, as was shown by the recent war. The subject of coking coal, therefore, is well worthy the serious attention both of practical industry and the scientific investigator. The most valuable coking coals, from the metallurgical standpoint, are derived from the coals of highest ranks. Coals, for example, that have a carbon ratio of from 70 to 80 per cent. yield the most valuable coke for the blast furnace. The difficulty of investigating these coals, however, is great, for they are rather friable and delicate and possess a high carbon content, which makes them difficult to manipulate. They present, on account of their high carbon content, a considerable degree of opacity when examined, in thin sections, under the microscope. The tenderness of structure and blackness of such high-grade coking coals as those of Connellsville and the Pocahontas region make them extremely difficult to investigate.

INTRODUCTION The economy of the Philippines, like that of many other developing nations, has been severely strained by the rapid escalation of imported crude oil prices over the past decade. In an effort to reduce its dependence on imported crude, significantly increased emphasis, both in the public and private sectors, is being placed on the rapid development of Philippine coal resources. This paper is designed to present an overview of the Philippine coal industry, its historical development, present status, and future potential. COAL RESOURCES AND RESERVES In 1977, a British consulting firm collated all available data on Philippine coal resources and estimated the total coals potential at about 0.9 to 1.4 billion metric tons (mt). In 1981, using more recent data the Philippine Bureau of Energy Development (BED) estimated the potential at 1.7 billion mt. The BED estimated the proven coal reserves at 257 million mt. These coal resources are scattered throughout the major islands comprising the Philippine archipelago. However, about 52 percent of the currently proven reserves are located in the tiny island of Semirara between the islands of Mindoro and Panay. About 25 percent is located in the Cagayan Valley in northeastern Luzon while 13 percent is located in Mindanao. The remaining 10 percent is scattered in the islands of Cebu, Samar, Mindoro, Negros, Polillo, Batan, and Catanduanes. The bulk of Philippine coal is sub-bituminous in rank. Some bituminous coal with coking properties has been reported in Malangas, Zamboanga del Sur in western Mindanao, and in Catanduanes, but the exact tonnages have not been accurately established. It is believed, however, to be at most 5 million tons. A little semi-anthracite coal exists in Malangas with the remaining unmined reserves estimated at a little more than one million tons. Table 1 shows the quality ranges of Philippine coal deposits.. Figure 1 shows the distribution of known Philippine coal resources PHILIPPINE COAL PRODUCTION In 1981, total coal production was 330,720 mt. Though modest by world standards, this was the highest production figure in Philippine coal mining history. This came from 25 mines, mainly small scale underground mines of capacities varying from 10 to 100 tons per day (tpd). The actual production capability was about 800,000 mt in 1981, but the producers had to scale down production to the level of local demand. Even then, some 50,000 tons of coal remained unused by year-end. The 1981 production came from the following areas: Cebu 224,751 mt (68%) Zamboanga del Sur 57,095 mt (17%) Semirara 13,222 mt (4%) Polillo 17,132 mt (5%) Cebu has always been the main source of Philippine coal production. Coal mining has been carried out in Cebu for the last 50 years, although it has been characterized by a very crude mining technology. Due to the limited size of coal deposits and complicated geology, however, Cebu's share of the total national production is expected to go down to only 10 percent by 1985. Except for Semirara's open-pit production, the balance of Philippine coal production comes from underground mines. These underground mines generally use room-and-pillar methods, except for those at Zamboanga del Sur and Polillo which use modified longwall methods patterned after those used in Taiwan. Due to the much higher mining recovery, most underground mines are now planning on switching to longwall. At Semirara, an open pit mine is now being developed for a one million ton per year capacity by 1984, and will then be the largest Philippine coal mine. While present earthmoving work is done with bulldozers, loaders, and trucks, the main coal extraction equipment will be bucket wheel excavators imported from Austria. PRESENT COAL UTILIZATION Existing coal production is sold mainly to coal- fired cement plants and power plants. The balance is sold to a sugar central, a coconut oil mill, a food processing plant, and two plants producing carbide and ferro-silicon alloys.

Before hostilities between the colonies and Great Britain began in 1775, most of the coal used in the northern colonies undoubtedly came from England, with some supplies for New England coming from Nova Scotia; in New York and Philadelphia the supply came from England with some from the Virginia mines. Table 4 shows data obtained from the Public Records Office, London, for the years 1768-1772. This table supplements Table 3, which records only a few shipments from Richmond in 1768 and 1769; as there was no coal shown in imports coastwise in 1769 in Table 4, and only two small shipments in 1769 in Table 3, there may have been a cessation of shipments then, for some reason not now known. In Table 5 are incorporated all the data in the first two, with a few earlier years, and an attempt is made to estimate the amount used during the period by allowing for coal exported. With the small total tonnages a carryover from one year to another makes a large difference in the annual figures, but over the period the result may be fairly indicative of the amount of coal used before the Revolution. According to present day ideas the quantity of coal used during that war was very small, but apparently it was badly needed for the manufacture of the small amount of munitions made in those troublous days. As Philadelphia was the leading city along the Atlantic coast, and as the southeastern part of Pennsylvania was the leader in making iron, as well as making rifles, it is natural that the first call for coal came from there. At first, procuring supplies such as coal, powder and sulphur was handled by a Committee of Safety, which later became a Council of Safety and later this committee's functions were turned over to a Board of War, functioning with the military organization of the colony. . The organizations of the several colonies were slightly different, but Pennsylvania, Maryland and Virginia followed this scheme generally. Later in the war the Congress began to make arms for the troops, and it is difficult now, with the few records available, to tell when the state functions ceased and those of Congress began. WHEN the white pioneers of the eighteenth and nineteenth centuries advanced from the coastal settlements of southern Africa into the interior of the subcontinent, they found it inhabited, more or less sparsely, by brown or black peoples mainly of pastoral habits but equipped with a fighting spirit and certain fighting weapons. Some of the tribes were smiths, others were miners and metallurgists; all used fuel, either industrially or domestically. Some of that fuel was wood, some cattle dung, and in some places the natives mined outcrop coal. Coal was first discovered by Europeans in Natal about 1840. After proper deliberation and after allowing due time for a consideration of all the implications, the Natal Government decided in 1881 (40 years after) to import an English expert to investigate and report on the discovery. Things then moved rapidly, and in what to a geologist is the remarkably short space of eight years, Natal collieries were producing at the rate of nearly 30,000 long tons per annum or 100 long tons per working day!

EXTENSIVE coal and lignite deposits exist in Turkey. Bituminous coal is the nation's principal mineral resource; important not only as fuel for the industrial development of the country, but also as a means of obtaining foreign exchange. Of the electrical power generated during 1939, 82.8 per cent was derived from coal.1 It is anticipated that the lignite deposits will be one of the major sources of power for the electrification of the country. BITUMINOUS COAL The locations of the four principal bituminous-coal2 basins are indicated on Fig. 1. The Eregli-Zonguldak basin lies on the Black Sea northwest of Ankara; the Canakkale basin lies near the junction of the Dardannelles; the Trakya basin is in European Turkey northwest of the Bosphorus and the Erzurum basin lies far to the east. The Eregli-Zonguldak basin is the most important of the four. This coal basin was discovered in 1829 but did not arouse interest until 1848; up to 1865, its annual production had not exceeded 50,000 metric tons. In 1865, during the Sultanate, working of coal mines was started by the Navy department, and the annual production was 61,145 metric tons. In 1908, the Minister of Commerce and Agriculture was authorized to develop the whole coal basin. Production reached 264,397 metric tons in 1910, and during 1915-1922, preceding the revolution, the total production of the basin was 2,676,043, or an average of 334,000 metric tons annually. The period of national revolution that followed was marked by a steady increase in coal production in Turkey, although world production decreased, because of the crisis of 1929-1932, about 52 per cent. AREA AND GEOLOGY OF THE COAL BASIN The geology of the Eregli-Zonguldak area is not yet completely known. The basin begins at Gungazi, to the west of Eregli, and extends to Sogutozu, a distance of about 106 miles. The coal beds, however, appear only in places and the overlying Cretaceous strata hide them elsewhere. This area includes the most important centers, such as Kandilli, Alacaagzi, Teflenli, Kozlu, Gelik (see Fig. 2). The geological sequence of the district is correlated with the Cretaceous of the Balkans; which is, in turn, a prolongation of the Alpine zone. Geological surveys made by G. Ralli, R. Zeiller and P. Arni3 show that the Eregli-Zonguldak formations fall into three natural divisions. Series a, The Alacaagzi in the district of that name (Fig. 2), is of the Culm stage. The strata strike generally east-west and dip about 30° south. This series appears also around Kandilli and Camli, with a steeper angle of dip, but the deposits there lack regularity. The mountains of Utah contain one of the largest deposits of high grade bituminous coal in the world. According to the United States Geological Survey, there are 13,130 square miles of land known to contain workable coal, and these extensive fields contain 196,000,000,000 tons of coal. More remarkable than the extent of the coal fields is the thickness of the coal beds. Over three-fourths of the output of coal in Utah is recovered from beds ranging from 8 to 17 feet in thickness, as com- pared to one-eighth of the output of the entire country from such beds. In 1917, Utah mined one-third of its coal from seams at least 16 feet thick, compared to one-half of one per cent of the total bituminous output of the country from like seams. Coal at Wales, in Sanpete county, and in the vicinity of Coalville, Utah, was, it is reported, the first discovered by white men in the state. Wales claims the distinction of having produced the first coal mined in Utah. Two men, who had been coal miners in Wales, learned of the coal from an old Indian chief who called it "rock that would burn." In 1857, the town of Wales was founded and coal mined, and in 1858 some coke was manufactured and hauled by ox team to Salt Lake City. South of Wales is Castle Valley, in Wasatch Plateau field. From 50 to 60 miles of the old Spanish Trail from Santa Fe. New Mexico, to Monterey, California, lies in Castle Valley. The coal in this field may or may not have been known at the time the trail was used extensively. The first published reference to this coal, however, was made by a party of the Corps of Topographic Engineers in their journal for October 11, 1853.

In 1876 the Utah and Pleasant Valley railroad commenced operations between Scofield, in Carbon county, and Springville, Utah county, and following the year 1878, when the Rio Grande Western railway began construction through the Carbon county field, development increased until in 1900, when large smelters commenced operations in Salt Lake valley and gave coal mining in Utah an impetus that first carried it to an annual output of a million tons. During the past fifteen years many new mines have been opened, and with the construction of the Utah railway, an exclusive coal road, from the properties of the United States Fuel company in Carbon and Emery counties to connect with the Union Pacific system at Provo, the state reached a maximum production of 6,005, l 99 tons in 1920."

In the year 1948, more than ever before, the coal industry established itself on the threshold of a new and exciting future expansion. While production did not equal the wartime and peacetime peaks of 1944 and 1947, it was, in review, a good coal year. During the latter part of the year a combination of mild weather, record stock piling, and general business slackening reduced coal demand to the extent that marginal mines suspended operations, while mines remaining active found it necessary to renew their attention to producing better products at lower operating costs.
