1.1-1. Current Status. The history of surface mining is essentially that of mining coal, copper, and iron ores, and the nonmetallic minerals--clays, gypsum, phosphate rock, sand, gravel, and stone. Table 1.1-1 is a comparison of the estimated world production of crude metallic and nonmetallic ores and coal with that of the United States for 1964, in short tons. It includes an estimate of the quantity produced by surface mining methods. Two-thirds of the 8.8 billion tons are mined from surface, ranging from a third of the coal, half the metallic ores, and nearly all clays, stone, sand, and gravel. In the United States, production by surface methods parallels that of the world with two major exceptions: 74% of copper ore and 90% of usable iron ore are mined from the surface, whereas outside the country less than 40% of copper ore and only 50% of usable iron ore are mined from the surface. In surface mining of both metallic ores and coal, much waste is stripped, but in mining nonmetallics the ratio between waste and ore is small. Assuming that the stripping ratio for surface mining in the United States will apply equally to world production, it is estimated on a weighted basis that over 21 billion tons of waste, or a total of nearly 27 billion short tons of material, are mined annually in the world by surface methods. Data are not available to confirm the assumption for waste stripping outside the U.S., but the estimate expresses an order of magnitude that is worth noting. Table 1.1-2 shows the materials-crude ore, coal, and waste-mined by surface methods and the relation to total mined by both surface and under- ground methods in the United States during 1964. Eighty-two percent of all crude metallic and nonmetallic ores and coal was mined from the sur- face, including 82% of metallic, 96% of nonmetallic ores, and 35% of coal. INTRODUCTION This paper defines equity as the issuance of a permanent interest in the business on a broadly distributed basis. As such, it excludes the issuance of equity to either a merchant bank or to another corporation. Nearly twenty years ago the equity markets were very simple: The instruments used were primarily common shares, convertible debentures or convertible preferred shares. Another equity-type option often used, especially by junior companies, was the sale of joint venture interests. Issue sizes were generally in the order of $25 - $100 million and issues were syndicated primarily in North America and Europe by one or two investment dealers. Mining corporations today benefit from a market with much more depth. Issues are syndicated by dealers on a truly international basis, and issue sizes now often range up to $300 million. Moreover, dealers are now willing to take significant risk in buying the issues for redistribution. This discussion of trends in equity markets will encompass: 1) common shares 2) warrants to buy common shares 3) convertible debentures 4) commodity backed instruments A review follows of events that affect the mining industry and investment dealers as they have a bearing on the equity markets for the metal producers. FACTORS AFFECTING THE MINING INDUSTRY The current business cycle, up to October 1987, had been characterised by a buoyant stock market and depressed base metal prices. Mining companies entered this period with weak balance sheets and little prospect of cash flows meeting capital needs. The issuance of equity and the sale of assets were used extensively to reduce debt to manageable levels. During this period, the relative high price for gold, and more important, the very high earnings and cash flow multiples afforded to gold producers, caused companies to target gold as the only game in town. The need for capital to acquire and develop gold properties prompted an unprecedented volume of equity issues. (Burns Fry led or co-managed over $1 billion of mining equity issues per year during this period). This high demand for equity capital by the industry prompted an increase in the use of equity instruments, such as commodity backed instruments. In addition, government tax incentive programs in Canada, such as flow-through shares, allowed smaller companies to raise significantly more equity than would otherwise have been possible. Over $1 billion in flow-through equity was raised in 1987 alone. The abundance of flow-through capital in Canada made it easy to form a new company. One flow-through share fund developed a system of providing the working capital required for a company to be eligible to receive flow-through share capital so that an entrepreneur required only a mining property to get started. Many new companies were formed and several flourished in a buoyant stock market environment to the point that market capitalizations grew to $100 million or more. The current period is in stark contrast to that before October 1987. The equity markets are generally available to the resource industry only on a window basis and only for senior companies and for special situations. The industry is benefitting from buoyant metal prices, and bankers are anxious to provide debt capital. Investment dealers previously processing several equity issues

BAUXITE is produced in Arkansas from two mining districts in the central portion of the State. These are (1) the Fourche Mountain district, immediately south and southeast of Little Rock in Pulaski County, and (2) the Bauxite (town) district, about five miles east of Becton in the eastern part of Saline County. These two mining districts are about twelve miles apart, separated by territory which, so far, has produced a negligible amount of commercial ore. Mining was by open-pit methods exclusively until 1924, when underground methods came into use. From 1924 to 1930 about 40 per cent of all of the ore produced in Arkansas was mined by underground methods, mainly by retreating caving.

Pebble phosphate mines of Florida have been established from south of Hardee County to north of the Georgia state line, a distance of over 200 miles. Mining has been carried out on an ever-increasing scale since 1885, but phosphate deposits that can be mined on the economical standards of today, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate usually occurs as rounded pebbles, ranging in size from about 1 in. down to approximately 400 mesh. The phosphate may vary from well-defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white "salt-and- pepper rock." The screen size distribution varies considerably between locations; the recoverable phosphate may extend down to the 400-mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

For centuries small amounts of copper have been recovered from acid mine-drainage waters. In recent years, the expansion of copper-bearing waste dump leaching for copper recovery has established a technological basis that is rapidly converting the art of copper leaching into a science. Copper leaching and recovery from solution has become an important adjunct of nearly all copper mining operations. Leaching of copper, whether from copper- bearing ore or waste, follows well established chemical reactions commonly in an acid circuit, but where leaching of copper is to be made in rock that is a high acid consumer, ammonia and ammonia carbonate, as well as cyanide leach solutions, can be used effectively. Current hydrometallurgical processes are being applied at an ever increasing rate to recover the trace amounts of copper in copper mine waste by in-place leaching. Currently approximately 300,000 tons of copper are produced annually in this manner while as recently as ten years ago, only one-eighth of this amount of precipitate copper was produced. Where copper occurs as an oxide in higher concentrations as to be classified as an ore rather than waste, then the hydrometallurgical processes are applied as percolation or agitation leaching in vats, pachuca tanks or prepared heaps. This approach gives better control over the recovery of the leach solutions, particularly in the processes where ammonia or cyanide leaching agents are to be used.

PROBABLY nowhere in the United States or its possessions is mining development more active at present than in the Philippine Islands. Only a few years ago only one company was of any importance, the Benguet Consolidated. Now, five companies are paying dividends, five others have reached the producing stage, some seven others may produce this year, and a score or so are being actively developed. Gold production in 1933 was valued at about $8,000,000, last year at about $11,000,000, and this year an output valued at about $17,000,000 is envisaged. At the beginning of 1934 about 1750 tons of ore was being milled daily; at the end of the year, the tonnage was approximately 3400. In 1933 there were only thirteen Institute members in the Philippines; a year ago there were 27, and now there are 46. About fifteen thousand amen were employed in the mining industry last year, with mine payrolls amounting to $3,500,000. An immense amount of new machinery has been required. One difficulty has so far hindered gold-mine development to some extent-lack of adequate power. Each company therefore finds it necessary to generate its own power, and for this purpose diesel engines are generally adopted.

Current trends in mining practices within the United Kingdom, with particular reference to longwall retreating systems in thick and steeply pitched coal seams at depth, are explained. Various successful mining layouts are considered with their associated machinery and operation, together with the future trends in mining practices to obtain higher outputs. Environmental difficulties are tabled and discussed, including strata control, methane emmision, and dust prevention, together with some modified systems and techniques to overcome them. The problems associated with developing and maintaining a continuance of longwall panels are outlined. The constraints on technical designs and output achievement imposed by noncommercial factors are also considered.

OUTSTANDING among the year's events in copper has been the reimposition of an import duty of 4r. per pound in this country which became effective June 21. In consequence of this action by Congress, the Ottawa Empire conference recommended a duty of 2d. per pound equivalent at normal rate of exchange to our 4c. duty, on all copper originating outside of the Empire. Lip to the middle of this year only Russia and Japan had a closed market; the import duty on copper in Russia is 30 per cent ad valoremm and in Japan about 2c. Russia's consumption has always been in excess of production and she has imported from 2(1,000 to 40,000 ton, of copper per annum. Japan, with a production of 6,000 to 7,000 tons per month, has absorbed, in normal times, its production, but during recent: sears has exported varyiug quantities in 1929. 2,200 ton-: in 1930, 2,700 tons, and in 1931. 3,600 ton-. Aside from the-e two countries, the international market has heretofore been free. It and when the British Empire duty become, effective the world's markets will be divided into four unit: 1. Russia and Japan, 2. United States. 3. British Empire. 4. Rest of the world. The world's production at present is rennin it the rate of 930.000 tons per annum. This year's production will be over 1,000,000 tons because the several curtailment did not become effective until the second quarter. consumption will be slightly in excess. INTRODUCTION Kaolin clay, consisting largely of the mineral kaolinite, is widely used as a white pigment. In the United States, for instance, pigment kaolin production was nearly 6,000,000 tons in 1976 (1). Production for this year should be significantly above this level. Current prices for kaolinite 'pigments range from about $20.00/ ton to$260.00/tony,depending on the amount of processing needed to make the final product. Although much of this pigment kaolinite is used as an inert filler where product specifications are not very rigid, a large quantity of kaolinite is converted to products where very restrictive specifications exist. These specifications set severe limits on such properties as viscosity in a water suspension, particle size distribution, color, and brightness. This discussion will concentrate on methods available to improve the color and brightness of pigment kaolin and will review the advantages and problems associated with these various methods. The term "brightness" refers to the reflectance of the pigment to blue light (2). Since even the brightest commercial kaolins have a somewhat yellowish color, the blue reflectance (or brightness) is a reasonably good measure of their nearness to a perfectly white material. The authors have summarized the state-of-the-art in the kaolin clay industry very well. In some instances the problems which they have identified are common to all fine particle separations and in other cases the problems are unique to the kaolin clay industry itself. General areas of research which may be common to other systems and which deserve continued investigation at a higher level of support include: 1) Establishment of the relationship between flotation response and clay structure/composition. 2) Determination of temperature effects in the separation of fine particles. 3) Evaluation of the effect of bubble size on the quality of fine particle separation. The first two areas would require basic surface chemistry studies including microflotation, electrokinetics, adsorption density measurements, and microcalorimetry. The last area would be oriented toward the mechanics of bubble-particle attachment. Regarding the first area, the authors alluded to this research need by commenting on the variation in separation observed from one deposit to another. It seems that a detailed study characterizing the flotation response of various clay types with respect to structure and compositional features would be of considerable value. For example, I understand, that D. W. Fuerstenau's group has recently been successful in characterization, with respect to structure, of some silicate mineral types--chain, sheet and framework silicates. INTRODUCTION Economic deposits of phosphate are found at shallow depths (80 ft.) in central and northern Florida (Figure 1) where they have been mined since the late19th century(l).The present (1978) mining rate is approximately 40 million short tons per year of product (called “phosphate rock1”), which represents approximately 80% of the total U.S. production and 30% of the world production. The principal use of Florida phosphate is for the manufacture of fertilizer. There are 10 major mining companies and 20 active mines in Florida at the present time, strip mining approximately 5000 acres per year. The ore, known as "matrix," consists of gravelly clayey sands containing phosphate minerals (principally carbonate fluorapatite), quartz, and clay minerals. The clay to phosphate ratio is generally about 1:1 by weight and the sand to phosphate ratio ranges from, 1:1 to about 3:1. Mining is done by large electric draglines, which strip and cast the sandy overburden soils, generally 10 to 40 feet deep, and remove the matrix, generally 10 to 25 feet deep. Dragline bucket capacities are generally 20 to 45 cubic yards, but range up to 65 cubic yards. Mining cuts are usually 300 to 500 feet wide and up to several thousand feet long. The ore is cast into an earthen sump where high pressure water guns are used to slurrify it. Centrifugal pumps move the slurry through a pipeline to a beneficiation plant where the phosphate rock is separated from the waste sand and clays.

PETROLEUM has come to be one of the most important and essential of the mineral re- sources of the nation. It is the most advantageous source of mineral fuels and of lubricants, and as such it has provided in large measure for the phenomenal development in our modern means of travel and in the facilities for transportation by land, sea, and air. Without it the remark- ably rapid industrial and social progress in our country during the past thirty years could not have occurred. In view of its important place and the fact that petroleum is irreplaceable and existent in limited quantities in nature, its conservation is essential.

INTRODUCTION By the end of 1979 pellet productive capacity from the processing of low grade iron ores in the Lake Superior-District will total 86 million tons per year. Of that tonnage, 72 million result from the processing of magnetic ores such as taconite, about 6 million tons from the flotation processing of relatively coarse grained specular hematite, and 8 million tons from the processing of fine grained non- magnetic ores at Tilden. The Tilden flowsheet represents a break- through in the processing of this type of crude ore and hence is unique in the Lake Superior District (1). Operations at Tilden started in late 1974 with Algoma Steel, J&L Steel Corp., The Cleve- land-Cliffs Iron Company, The Steel Company of Canada, Ltd., Wheeling- Pittsburgh Steel Corp., and Sharon Steel Corp. as participants. Cleveland-Cliffs operates and manages the operation. Other companies have conducted extensive pilot plant tests or are in commercial production in the processing of fine grained non-magnetic ore materials (2). Flowsheets and reagent schedules may be different for each particular application, but some of the problem areas in the processing of Tilden ores have also been experienced at operations such as the IOC Plant at Sept-Isles, at Lamco and at Bong in Liberia, and in pilot testing of Fabrica ores of Ferteco Mineracao in Brazil. With a grind of about 80-85% -500 mesh resulting in 50% of the particles in the concentrate being less than 15 microns, a discussion of the pro- cessing of Tilden type ores fits the topic of this workshop. There are very large tonnages of fine grained non-magnetic crude ores which exist throughout the Lake Superior District and other iron ore producing regions. The question of attainment of competitive nuclear electric power is of interest to uranium producers because the rate of attainment of this goal determines the date when there will be a solid, non-political, domestic uranium market. It is a burning question to those of us in the civilian nuclear power business, because our entire business future hinges on how well, and how soon, we can make electricity from nuclear reactions at prices comparable to electricity from coal. For an idea of the magnitudes involved, consider that the first fuel load of the Dresden (Illinois) nuclear power station, plus spares, will be about 90 tons of 1.5 pct UO2. This requires about two-and- a-half times as much natural uranium oxide feed to the diffusion plant, or 225 tons. This, in turn, represents about a month's production from the nearby Uranium Reduction Co. mill. Note also that the 180,000 kw electric output of the Dresden station will be about 0.1 pct of the national electric generating capacity in 1960.

Although the first application of strip mining dates back to 1866, the true origin of today's problem of land reclamation is found in World War II, when the yawning war machines demanded more, and faster fuel production. To meet the new wartime demands, the strip coal mining companies that had been producing coal for the normal needs of industry and commerce during peacetime worked to the full extent of their capacities but were unable to satisfy the voracious demand. To supplement the production of the established mining firms, a host of temporary, make-shift coal strip operations came into being-road contractors, ditchers and foundation excavators, earth movers of every type became strip coal operators. Unfortunately, many were of the here-today-gone-tomorrow category, and showed little concern for the condition of the land after mining. Likewise, the land owners of the mined properties (most of the land was on royalty lease or tonnage contract) showed little concern. Land owners realized from their acreages more income during the war years of coal production than could have been obtained in two or three lifetimes of conventional farming or other land uses. Most of these mined lands were sub-marginal with little productive promise. As a result the wartime stripping produced most of what are known today as "orphan banks" or "abandoned strip pits." It is of these that so much of the present day complaints about strip mine reclamation are being made.

AS far back as 40 years ago management made the initial steps toward utilizing the large amount of reject marble produced by the dimension stone quarries in sized products. In 1947 the Calcium Products Div. of the Georgia Marble Co. was organized to manufacture crushed, ground, and screened products from Georgia marble.* It became obvious early in operations that salability of any products of this type was determined by several factors: high calcium carbonate content, whiteness, dryness, and cleanness. Because no reject material could consistently meet these specifications, Calcium Products Div. now operates three underground quarries for raw material feed. In underground operations no stripping is required, surface contamination and trash are eliminated, weather causes no operational difficulties, and the raw material is maintained dry for plant processing.

This study is concerned primarily with a backward look at the projections made in the Report to the President by the President's Materials Policy Commission issued in June 1952. Only a few years have elapsed since the date of this report, but definite statistics available then were often not later than 1947. Today we have figures for the intervening years through 1957-virtually a ten-year span. What, if anything, has happened during this decade that was unexpected or wrongly appraised? In the light of more recent data and trends, will we be justified in modifying the longer-term predictions made in 1952? This study will attempt to answer such questions. Major sources and forms of energy will be considered from the standpoints of ultimately available amounts and the rates of production and demand. Electricity: The PMPC projections were made on the basis of an unexpected growth of about 10 pct per year. This was at a time when some experts in the field were assuming growth rates of not more than 8 pct.
