Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. This paper examines the basic features of the present tax environment, discusses some of the more important changes of recent years, and comments on the outlook for mining taxation in Canada.

Earth Sciences: The standard of living of the world's people depends upon human initiative, investigation, and know-how in exploiting the earth's resources. The Earth Sciences-geology, mineralogy, geophysics and geochemistry, meteorology, geography-are basic sciences dealing with those problems concerning the origin, constitution, and utilization of the earth's materials. The development of these fields in one department provides the greatest opportunity for direct contact and stimulus for scientists and teachers working in related fields. In the Earth Sciences, geology and mineralogy are obviously closely related. As rocks are the materials of which the earth is made, so in turn minerals are the constituents of the rocks. Conversely, a study of earth structures and the interplay of physical and chemical forces in the earth is necessary in order to understand the origin and source of minerals. Building on the basic core of knowledge of earth processes, earth structures, and earth history, the geologist will continue to push out the frontiers of stratigraphy, structural geology, pale-biology and petrology with growing insight into principles that control surface and subsurface rock conditions. To be born in the East, reared and educated in the West, to do graduate work in Germany, leading to the doctorate in metallurgy, and to wind up-for the time being at least-in the Middle West as head of one of the outstanding mining and engineering schools of the country, is a unique career. Curtis Laws Wilson, dean (and in most respects, president) of Missouri School of Mines and Metallurgy at Rolla, is a native of Baltimore. He came to Anaconda in 1918 and in due course was graduated from Montana School of Mines, with an exceptional record. In 1921, after experience in metallurgical research at Anaconda, he became instructor in metallurgy at his alma mater. Because of his ability as a teacher, he rose rapidly to head of the department after special work at Columbia in 1923-24. In 1927, Wilson was granted leave of absence to study physical metallurgy under the great Tammen at Goettingen, and returned with his doctorate to his work at Montana School of Mines. INTRODUCTION KNOWLEDGE of the thermal capacity of gases is of great importance in making metallurgical calculations. The metallurgist is, frequently called upon to investigate and determine furnace efficiencies in which the heat carried into or out of the furnace by gases is a large item in the heat balance. Not only do such problems present themselves in the determination of furnace efficiency, but also in the study of the application of heat is accessory apparatus, such as stoves, regenerators, waste-heat boilers, driers,.etc. The thermal effect of the use of excess air in the combustion of fuel, the theoretical temperatures of combustion, the quantity of heat in hot blast at various temperatures, the effect of hot blast on furnace temperatures, are a few more examples of frequently occurring calorific problems involving gases. So many are the applications of the data on the heat capacity of gases that the subject merits careful study. The heat in a gas maybe due to its heat of combustion, if it is a combustible gas, and to its temperature. The latter is called its sensible heat and is the heat absorbed or evolved by a gas as its temperature is raised or lowered. The heat of combustion of gases is well established and is commonly known. The values can be found in almost any mcdern treatise on metallurgy. The sensible heat of gases has not been so well established because it is in most cases a function of the temperature, and the values of specific heats of gases over a wide range of temperatures have only recently been determined. It is the purpose of this paper to deal with the sensible heat of gases.

The unstable metal market during 1949, with resulting lower metal prices, has focused every mine operator's attention on the problem of reducing operating costs. Improvement in mining methods, use of modern mechanical mining equipment, and increasing the efficiency of the labor force are the tools with which we will have to work. Careful planning is necessary to coordinate all phases so that no one phase is overdone. A mine may become over-mechanized if, for instance, capital charges against new equipment exceed the savings in labor costs, or where a large enough tonnage is not produced. The cooperation of labor is essential to any mechanization program. There have been too many instances where mechanization and improvements have done nothing more than make up for a decrease in labor efficiency, thus bringing the production of labor back to its old standard. The operator has gained little and labor has gained only a "softer job." In any mechanization program there are gains to be had by both the operator and labor. By the efficient application of modern equipment and improved mining methods the operator should gain by decreased costs, and labor may profit by receiving a share of these decreased costs.

BY minimizing time that must be spent in the field, intelligent application of photogeology offers tremendous savings in exploration programs. In areas so remote and hazardous that ground exploration must be deferred, photogeology assumes its most important role, often in conjunction with airborne geophysics. There is still another advantage. Aerial photography may give the geologist a relatively quick understanding of large-scale structures and relationships that are difficult to interpret on the ground.

IN 1920, for the first time, the U. S. Geological Survey employed aerial photography in constructing planimetric maps. Contours were added by aerial photography and cultural details corrected. From 1925 to 1929 photogrammetric plotting machines and instruments of foreign design appeared in America for use in constructing complete topographic maps. During this period the only American technique developed was the Brock process, carried out with great success by Aero Service Corp. of Philadelphia, a pioneer in the field of photogrammetry. Between the first and second world wars the Multiplex projector, the Aerocartigraph, and the Stereoplanigraph appeared. The Multiplex projector, most popular of the three, determines three-dimensional values with very high accuracy. Many refinements have been added year by year, and it is now possible to photograph vast areas in a very short time and produce planimetric, topographic, and geologic maps of great value at very low cost per acre as compared with all methods previously known and in use. Both on the ground and in the air, however, accurate results can be produced only with highly skilled personnel and costly scientific instruments and machines. As early as 1928 the writer collected from the U. S. Army Engineers all available formulas and data on photogrammetry and personally contracted a local project of 2800 acres to be surveyed from the air. From the 10,000-ft altitude required for scale the cameras, each equipped with 4-K filters, pierced a ground haze of about 5000 ft, achieving clear, de- finable photography. The result was so gratifying, and the continuing progress in this method of surveying and mapping so great, that in the matter of economy it can hardly be surpassed. Pocahontas Land Corp., for example, constantly refers to its complete file of aero prints, covering its entire ownership in West Virginia, Virginia, and Kentucky. Photostats are enlarged or reduced from these prints to match the scale of company maps, to which various features are then added.

An in-seam tester, which is a hydraulically activated single-pick instrument to measure and record pick cutting forces, was designed and fabricated to establish criteria necessary for the design and development of a water-jet-assisted rotary drum cutting system using moderate-pressure jets (3,000 to 10,000 psi). Data are presented for cutting trials in a simulated coal block and underground in the Pittsburgh coal seam for water-jet assist and dry cutting. Data analysis indicates that water-jet assist significantly reduces pick forces.

IT is generally recognized that the .addition of limited small amounts of various lead salts may aid the extracting power of the mill cyanide solution in the dissolution of silver from ores and in some cases may aid in the treatment of gold ores. Excess soluble lead compounds retard the dissolution of precious metals by the usual mill cyanide solution. Another phase of cyanidation is the use of the zinc-lead couple as an aid to better precipitation of gold and silver from solution containing a low percentage of cyanide. The chemistry of the use of lead salts in cyanidation has been dis-cussed by Clennell;1 the addition of lead salts in various cyanide mills is recorded by von Bernewitz;2 and the reasons for the use of lead salts in cyanidation have been explained by Clevenger.3 This paper deals with the adaptation of cyanidation to a different condition, in which the presence of lead minerals in a gold ore that is refractory to direct cyanidation complicates the treatment. If free gold is roasted in the presence of sulfur and lead salts, or if pyritic gold ores containing even a small percentage of lead minerals are roasted to free the gold from the pyrite, lead compounds coat the gold particles enough to make them almost insoluble in the usual mill cyanide solution contain-ing lime for protective alkalinity. THE Sierra Consolidated Mines Co., organized in 1909, owns, together with other holdings, practically all of the productive mineral area in the Ocampo district. Lying within this area are 15 mines, large and small, that had previously been worked and appear to have yielded, since the discovery of the camp, about 100 years ago, bullion of a total value of over $50,000,000. The deepest mine, the Santa Juliana, had been worked to 1,100 ft. below the outcrop. The reopening of the mines involved, first, extensive and thorough development to open up the known ore-shoots at greater depth and explore the ledges for additional shoots, and, second, a revision of existing equipment and methods, so as to increase output and reduce cost of production. This paper will give some account of the metallurgical treatment and a description of the new mill to be built at El Salto.

Riparian communities are those related to, or near a natural watercourse (or sometimes of a lake, impoundment, or tidewater). Generally, riparian communities contrast sharply with the dominant vegetation type in an area, for example, the willow-birch-aspen- dominated watercourse in the Black Hills with its associated beaver- muskrat-trout habitat as compared to the dominant monotype ponderosa pine forest on either side of the drainage. Riparian ecosystems are valuable for the aesthetics, namely, varied landscape; photography and art; human awareness; diversity of plant and animal life, some of which may be unique to that habitat; cover, food, and water for associated wildlife and domestic animals; for recreation; for domestic water supply; and as natural outdoor laboratories. One major negative impact on riparian communities is hazardous chemicals from effluents from agricultural, industrial, and mining- metallurgical processes. One such chemical is cyanide, long used in the processing of gold and silver, and discharged previously directly into some of our natural ecosystems. With present environmental awareness, industry and government are attempting to minimize or eliminate this contamination. Homestake Mining Company began processing gold ore in the Lead- Deadwood area of South Dakota in 1878 and has remained in production at variable activity levels to the present time. The amount of cyanide (and heavy metals) entering the ecosystem during this time can only be crudely estimated, in part because of the variability in activity and the lack of understanding and concern about environmental pollution until the 1960's. The extraction of gold and silver from ores with alkaline cyanide solutions is well known. Cyanide solutions are also good solvents for many base metal minerals, particularly most of the copper minerals. Leaver and Woolf, who determined the solubilities of copper minerals in 0.10 pct sodium cyanide solution, showed that malachite, cuprite, chalcocite, and bornite are readily soluble in cyanide; least soluble are chalcopyrite and chrysocolla. The Mining Chemicals Laboratory of American Cyanamid Co. has studied the possibilities of using cyanide solutions for leaching base metals. In this article the authors present the results of their experiments with cyanide leaching to reduce the copper content of a zinc concentrate from 0.050 pct to the desired specification of less than 0.02 pct.

The principle of cyanide recovery or regeneration of cyanide from solution, be it a weak wash or a foul solution, is by acidulation. All or part of the cyanogen is converted thereby into hydrogen cyanide which is fixed by an alkali (generally lime) and returned to the cyaniding system (the Mills- Crowe process). The solution is made acid by bringing it into contact with sulfur dioxide. The acidified solution is stripped in a packed tower by a counter flow stream of air in which the air and the solution are brought into intimate contact. The air leaving the tank charged with hydrogen cyanide is then passed to another tank in which it is mixed with an alkaline solution, the latter absorbing the HCN and leaving the accompanying air clean for reuse in removing more HCN from the acidified solutions. Of the recoverable cyanide, 9770 is usually recovered in a three-unit disperser tower system. When there is a considerable content of copper, the solution is made acid following standard procedure; however, the HCN is not removed until the copper is reduced by regeneration. Copper removal at this point may be as high as 90%. After reduction of the copper, the acidified solution then is contacted with a lime solution which brings down calcium sulfate as a second step. The silver, gold, and copper are recovered in the form of a precipitate which can be shipped to a smelter. At the Hudson Bay Mining and Smelting Company, Ltd., most of the precious metals have been recovered in the copper and lead concentrates, but it has been found profitable to submit the flotation tailings to a scavenger cyanide treatment for the recovery of exposed gold contained in pyrite rejected during flotation. Due to the fine particle size, maximum dissolution is achieved in a four-hour contact period. In the cyanidation plant, the thickened flotation tailing at 70% solids is given a four-hour agitation in weak calcium cyanide solution and filtered. Filter cake is repulped and discharged either to the tailing storage area or to the mine as backfill. Clarification, de-aeration and precipitation of pregnant solutions are carried out in a standard Merrill-Crowe unit. Typical analysis of precipitate is as follows: Au, 0.47%, Ag, 4. 88%; Cu, 46.0%; Zn, 13. 8%. Cyanicides in the form of copper minerals limit the reuse of barren solution. To recover the substantial quantities of cyanogen chemically combined with base metals in this solution, a cyanide regeneration plant is in operation. The barren solution is acidified with sulfuric acid in a spray tower where an upward current of air from a blower sweeps the liberated hydrocyanic acid gas to an adsorption unit where it meets a fine rain of lime suspended in plant solution with which it combines to form calcium cyanide. THE ores mined by the Santa Gertrudis Co. at Pachuca, Mexico, are mainly silver-bearing; they also yield some gold and carry a little copper. Strong cyanide solutions are used to dissolve the silver and gold, and the mechanical loss of cyanide at the tailings filter has been considerable. Prior to the year 1923, the pulp, after agitation, was given a 35 to 37-min. wash with barren solution in a Butters-type leaf filter; the discharged slime cake was repulped and pumped into eight Merrill self-sluicing slime presses in which the slime was given a further wash with barren solution for 25 to 35 min., followed by a 10-min. water wash. At that time the barren solution titrated around 0.350 per cent. free KCN and 0.500 per cent. total KCN. (Aero brand cyanide is used.) It can readily be seen that a 10-min. water wash would leave considerable cyanide in the filter cake, which of course was a total loss. This averaged 0.522 kg. (1.15 lb.) KCN per ton of solution. As the daily discharge to. the dam was 1600 tons1 of slime of a 2: 1 ratio of liquid to solid, the value of this mechanical loss of cyanide was an important item and its recovery held alluring possibilities.

I. INTRODUCTION. THE results of the cyanide-operations, given in detail in the following paper, show the progress that is being made at the Minas del Tajo. The old pan-amalgamation process, in operation up to and including 1905, while paying a profit on high-grade ores, was no longer able to treat profitably the ores in sight at that time, hence an alteration in the process was imperative. THE ore deposit of the Buckhorn Mines Co., Buckhorn, Nev., is peculiar in being a shallow kaolinized mass of material with basalt walls, and having apparently no direct connection with any of the usual gold-bearing rocks. The average ore contains 16 per cent. waiter of hydration, and the cyaniding of this hydrous clayey material offered unusual difficulties as compared with the typical gold quartz ores of Nevada. The orebody was thoroughly developed; then the mill was built according to the latest cyanide .practice, with such changes as were thought to be demanded by the peculiar nature of this ore. Upon starting the mill, the ore proved more difficult to handle than had been anticipated. It is hoped that an account of how these difficulties were met may prove of interest to anyone having a clayey ore to handle and to the profession in general.

(San Francisco Meeting, September, 1915) BELIEVING that the results accomplished in the mill of the Churchill Milling Co., Wonder, Nev., during the fiscal year ended Sept. 30, 1914, will be of interest, I am presenting the more prominent facts and figures showing the progress made in treating this ore with especial reference to tonnage, supplies, costs, and extractions. The mill is situated at Wonder, Nev., in the Wonder mining district, 55 miles east from Fallon, Nev., the nearest railroad point. All supplies are hauled this distance by freight teams, this method of transportation having been found more reliable for continuous service than trucks, the price paid for hauling being slightly under one cent per pound. INTRODUCTION. THE predominating value of the ores now being treated by the Palmarejo and Mexican Gold Fields, Ltd., is silver, although some gold is also carried. The present method of treatment consists of wet-crushing and concentrating, followed by the cyanidation of the unroasted sands and slimes. The sands are treated by leaching and the so-called accumulated slimes by a system of agitation and decantation. It is only within very recent years that the cyanidation of unroasted silver-ores has been commercially successful. In fact, at the time operations were begun at the cyanide-plant at Chinipas, February, 1902, I knew of no other leaching-plant treating similar ores successfully. The cyanide treatment of the Palmarejo ores differs but little from the ordinary practice in cyaniding gold-ores; and perhaps but little, if any, new information concerning the metallurgy of silver is to be gleaned from it. PALMAREJO MINE. The Palmarejo mines are located in the southwestern part of the State of Chihuahua, Mexico, on the foothills of the Sierra Madre mountains, at an elevation of 3,200 feet. The mills, 12. miles distant, are situated on the Chinipas river, near the town of Chinipas, which is about 150 miles northeast of Agiabampo, on the Gulf of California. Supplies are shipped via this port as this route is the best and most direct to the property. The ore-bodies in the Palmarejo mines have been deposited. along a series of rock-fractures, caused by an intrusion of eruptive rock. The most important of these fractures or fissures, both in width and value, are the Prieta and Blanca veins, which.
