I have the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am indebted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort. of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it " greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], .... and crops out in oval masses, filling fissures.....The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." Dr. Hunt remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought up by volcanic agency, and the diamonds remain unaltered. In the volcanic rooks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. The substances or materials employed in this manufacture, are the same as those used in the preparation of mortar and concrete, viz., the different kinds of lime and sand. Instead of, or in conjunction with, sand there may be used calcined clay, blast-furnace slag, clinkers or ashes from furnaces, natural puzzolana, powdered chippings from stone quarries, etc. Of the different kinds of sand, pitsand—siliceous sand, as it commonly occurs mixed with gravel—and the sand found on the seashore, where the salt has been washed out by long exposure, whilst out of reach of the tide, may be used. The purer the above-named materials are from admixtures of clay, earth, or organic substances, the more complete will be their combination with the lime, the quicker will the manufactured brick or block set, and the more satisfactory will be the quality which it ultimately attains. For this reason, subdivided blast-furnace slag is preferable in most cases to sand, and the only sand which, in reference to setting capacity, is analogous to blast-furnace slag, is the volcanic sand occurring in different localities in North and South Wales, as an almost pure calcined silica. The lime used for the manufacture may be either slaked or unslaked. In the first case, (slaked), in order. to obtain satisfactory results, the lime must be strongly hydraulic. The use of unslaked lime, however, is by far preferable. A process for using fresh or unslaked lime has been patented in England by Major-General Scott. Lime thus prepared is called " selenitic lime," and consists of a mixture of fresh (unslaked) lime with sulphate of lime, or plaster of Paris. The graystone lime, for instance, found by the Medway, is mixed with from 5 to 7 per cent. of plaster, which has the effect of keeping the lime from slaking when water is added. This mixture also partakes of the nature of cement, and when used for mortar, or concrete, attains in a shorter time a greater degree of hardness than the same lime would ever have obtained after being slaked. Bodmer's process for the manufacture of artificial stone bricks consists chiefly in the use of automatic measuring, forwarding, and mixing apparatus, by means of which the materials are supplied and unite in a continuous stream, and are accurately measured. This remarkable mine, to which attention has lately been drawn, is situated not far from the New River, in Ashe County, North Carolina, on a spur of the Blue Ridge which lies between the main crest of this name and the so-called Iron Mountain, a part of the Unaka or Smoky Mountain range. It is on a true fissure-lode, which cuts the strata of gneiss and mica-schist of the region. These, which have the lithological characters of what I have called the Montalban or White Mountain series, have here a dip of about forty-five degrees to the southeast, while the lode is vertical, with a course north 60' east. Both the country-rock and the lode, as is usual in this region, are decomposed to considerable depths; and the latter exhibits a cap of hydrous peroxide of iron or gossan, blocks of which, left by the denudation of the softer inclosing rock, are scattered over the surface, and first called attention to the locality as a source of iron ore. In sinking upon this lode, it was found that the porous gossan at a certain depth became charged with carbonate and red oxide of copper, and lower down was replaced by sulphuretted ores of this metal of remarkable richness. This deposit was worked for copper, in an irregular manner, before the late civil war, but was afterwards abandoned, and only reopened during the present year, by Messrs. S. S. & J. E. Clayton, of Baltimore. The outcrop has been traced for 1900 feet, and the sulphuretted copper ores have been met with in five shafts in a distance of 661 feet, a drift having moreover been carried for the above distance through the solid ore. The breadth of the lode, so far as opened, varies from six to eight feet to fourteen feet in places, and that of the outcrop of gossan is, in some parts, twenty feet. After comparing this deposit with the copper mines of Ducktown, Polk County, Tennessee, and those of Carroll County, Virginia, it is evident that we have, at Ore Knob, to do with the same kind of black ores as were met with in these mines, and will be noticed further on, Beneath the gossan, at Ore Knob, is found, in some parts, an iron-black, friable, drusy, crystalline, sulphuretted ore, inclosing grains of quartz, garnet, and magnetite, besides a black non-magnetic mineral, not attacked by nitric acid. Since many accounts of Silver Islet Mine, in Lake Superior, have already been published, it is supposed that the members of the Institute are familiar with the location and character of the mine. To many, however, a more detailed account of the ore and manner of treatment will, perhaps, not be without interest. The extraordinary richness of Silver Islet ores, and the difficulty of obtaining correct assays, induced the company to erect smelting works of its own. Accordingly, ground was broken at Wyandotte; Mich., early in the spring of 1871, and the work was pressed on with indomitable energy by Captain E. B. Ward of Detroit, as president, and Mr. Thomas MacFarlane, the discoverer of Silver Islet, as superintendent of the works, so that by July 1st the works were so far completed that smelting could be commenced. The intention was to work Western ores with those from Lake Superior, since the latter contain but a small amount of lead. This question having been repeatedly raised, and particularly revived in a discussion at the last meeting of the Institute, I beg to submit the following remarks, based partly upon personal experience, partly upon the results of large works in Europe, establishing, years ago, the practicability of certain methods, which may therefore be considered to have passed the stage of mere experiment. Before entering upon the merits of one system or the other, it is indispensable to lay down some recognized principles, which ought to serve as guides, in arriving at fair judgments in questions of this character. In a profession like that of mining, locally so much influenced by combinations of circumstances too various to mention, it is difficult to do more than lay down the main features of a system based upon general laws and recognized facts, leaving the details to the sound judgment and experience of the engineer, who, by virtue of his education, ought to be able to make such choice and such modifications in the plans of a mine as the particular case demands. Mineral resources, in some countries the sole property of the owner of the soil, in others controlled by the strong hand of a government, are nevertheless a gift of nature, in which, indirectly, the whole of the human race has as real an interest as the immediate owner himself. ECOLOGICAL CONSIDERATIONS IN CYANIDATION PLANT PRACTICES Ecological controls of tailing storage pond effluents are mainly concerned with mercury and residual cyanide and are critical problems for gold and silver recovery plant operators. For example, mercury for direct amalgamation of gold ore was used at Homestake until 1970 when the Federal Government acted to prevent further use thereby forcing the abandonment of this practice. However, mercury is still used at Homestake, in South Africa, and also in some Philippine and Canadian cyanide plants for barrel amalgamation of free gold gravity concentrates. The amount of mercury involved in South African practice is about 150 ounces for every 100,000 tons of ore milled and which reaches the tailings ponds. In South Africa, it is obligatory that no pond effluent be discharged beyond the mining property boundaries and waters containing mercury and cyanide must be evaporated either on the tailings pond or in specially constructed evaporation dams. In some cyanide plants such as Carlin and Cortez in the United States, all supernatant solution from the tailings ponds are returned to the plant for reuse. When all solution cannot be reused, the excess may be evaporated in shallow ponds, or by spray systems inside of the tailings dam. Such plant reuse of tailings effluent depends strictly upon the degree of contamination or "fouling" of the barren solution and tailing water with cyanicides. Foul solutions that cannot be returned from the tailings pond may be effectively cleaned up by cyanide regeneration. Cyanogens in plant solutions exist chiefly as free alkali cyanides, as zinc and copper double cyanides, as sulphocyanides, and as ferrocyanides. From the free cyanides and zinc double cyanides, substantially complete recovery of the cyanogen is easily effected. Part of the cyanogen combined with copper is also recovered; regeneration of the remainder with the cyanogen existing as sulphocyanide and ferrocyanides requires special treatment. At this stage, it would be generally more practical to eliminate the remaining cyanogen by chlorination. Ecologists have also been concerned with pollution of ground waters from cyanidation plant tailings. An accute problem is solution seepage down stream from tailings dams and strict attention to prevent or collect any seepage is a real necessity. The tolerance levels of the total cyanide content in potable water set by several U. S. and State health agencies are 10 ppb, and 20 ppb discharged into ground waters. The cyanide content so established is, strangely enough, based on the survival tolerance of fingerling trout. Decanted waste water from tailings dams may be effectively treated by the use of alkaline chlorination for the purpose of destroying all cyanide compounds. The alkaline hypochlorite used to oxidize the cyanide to cyanate is applied as such or generated within the waste solution by adding caustic (NaOH) and chlorine gas. A second chemical reaction involves complete destruction of the sodium cyanate.

A proper economic analysis of pit slope design must reflect the trade-off between the benefits and the increased risk of slope failure inherent in steeper slope angles. This paper describes the results of a case study in which a newly developed probabilistic economic analysis procedure was applied to the selection of a pit slope design at a large porphyry copper mine in the southwestern U.S. The paper also demonstrates the availability of the required data such as the probability of failure schedule and cost of failure models, under "real-life" conditions.

13.9-1. Introduction. Any mining venture or project is undertaken with a view of gaining some benefits, which, with the modern limited corporation, means earning a return to the stockholders for the use of their funds. Thus, any manager, when confronted by an opportunity of expending funds, must realize that the funds should generate a satisfactory return. The problem then becomes one of how the manager should best expend, if he should expend, funds for opportunities that become available to him. In the evaluation of a mineral property, or of a project within an operating mineral property, there must be cognizance of the fact that the final return is dependent on many factors that are not present in other industries. The primary factor in mining operations is the orebody, which has a diminishing life. This diminishing life gives the decision maker a range of choices; for by expending more capital for a larger plant, he can work the deposit out in a shorter period (16). This may, in fact, maximize the return on the investment. Alternatively, he may wish to maximize the total profits, a course which usually requires a lower capital investment and allows a longer working life for the deposit before final depletion. Other factors that have great importance in the evaluation of mining projects are the taxation treatment of mining profits from the viewpoint of depletion, depreciation, and investment credit. Investment opportunities involve expending funds at the present time in return for future benefits. These future benefits have a degree of risk in that the annual amounts of benefits and their duration cannot be fore- cast accurately. The treatment of risk in economic analysis involves the quantification of the degree of variability of the expected future benefits and also of the initial capital expenditure. Fuel problems of two lesser developed countries (LDC 's) are presented. In particular, the paper reviews cement technology and the fuel-intensive cement industries of the Philippines and South Korea. Based on current financial and cost data, analyses are presented of the proposed substitution of high-sulfur and slow-sulfur American coal in place of fuel oil. The analyses show that economic substitution of coal for oil is not only based on relative prices for coal and oil, as expected, but also to be an inverse function of degree of intensity of energy use, and a direct function of financial incentives such as accelerated depreciation, taxes on the savings made by the use of coal, and cost of capital.

INTRODUCTION Mineral explorationists range throughout the world looking for mineral deposits which can subsequently be made into mines. Mines are not found! Mines are made, usually at great cost and not often without significant risk. The process of making a mineral deposit into a mine involves a great deal more than a complete appraisal of the deposit. The making of a mine demands detailed feasibility studies of many factors, any one of which, if shown to be negative, could prevent the deposit from becoming a successful mine. Total feasibility analysis involves at least three major fields of study: (1) economic analysis, (2) financial analysis, and (3) political and environmental analysis. Economic analysis is essential for proper decision making at many stages in the evaluation of a mineral deposit. It is the yardstick by which the proposed mining project and alter- native investment opportunities are measured. Economic analysis is concerned with costs and potential profits and can be applied at various stages in the evaluation of a mineral deposit to determine if the project merits the additional funds necessary to bring about each succeeding stage. The nearer any deposit approaches to becoming a mine, the more carefully the economic analysis should be made. Financial analysis has reference to how, where, and at what cost the investment funds can be obtained to finance the proposed mine project. Political and environmental analysis has reference to the many intangible factors that can affect the making of a successful mine. These factors loom larger today than ever before, due to the profusion of government regulations and various environmental constraints now imposed upon the mineral industry both by law and by the weight of public opinion. Ultimately, many of these intangible factors can be resolved back into the economic analysis as an added cost to mine development, but more and more often they have become insurmountable obstacles to any development of certain deposits. The role of financial analysis and the analysis of intangible factors must never be underestimated when making a feasibility study upon which to base investment decisions; however, the emphasis of this text will be upon economic factors. THE PARAMETERS OF MINERAL ECONOMIC ANALYSIS The two major elements of economic analysis are: 1) The potential earnings or annual generated cash flow of the project. 2) The investment costs necessary to realize such earnings. If the difference between the two elements is large enough, i.e., if the return on investment from the cash flow is high enough to attract investors, the project can be said to be financially feasible. The mineral economic analysis must take into consideration many parameters, some of which are known or knowable within certain limits, and others of which are unknown or unpredictable within certain limits and for which estimates must be made. Because both known and estimated parameters enter into the same analytical computations, it is important for the analyst to realize the nature of each when considering the results of an analysis. Some parameters such as the grade of mining block, although estimated, are said to be known within mathematically defined limits. Other parameters, such as the future price for minerals produced, etc., can only be estimated or "guestimated" within reasonable limits for which no precision can be assigned. Known or Knowable Mineral Economic Parameters Known or knowable parameters are: 1) Tonnage and grade of valuable minerals for the total mineral body and for individual mining blocks. 2) Metallurgical recovery of valuable mineral. 3) Minimum operating life of mineral de- posit at any specified production rate. 4) Royalty schedule, property payments, etc. 5) Sales-purchasing agreements, smelter schedules, marketing contracts, etc.

ILLINOIS supplies coal to seven states in the Upper Mississippi Valley -Illinois, Missouri, Iowa, Minnesota, Wisconsin, and portions of the Dakotas, Nebraska and Kansas. In this same area are marketed large quantities of coal from West Virginia, Kentucky, Pennsylvania, and else-where; fuel oil from the crude petroleum supplies of the Mid-Continent fields, and natural gas from Louisiana, Kansas and the Texas Panhandle. The boundaries of this "Illinois coal-market area" are determined by competition from other coal fields and from other forms of fuel. Within the area so described 90 per cent of Illinois coal is marketed. Thus in the Southwest, an abundance of fuel-oil supplies and natural gas domi-nates the market almost to the exclusion of coal. The westward move-ment of Illinois coal in Kansas, Nebraska and the Dakotas is met by an eastward flow of high-grade coals from Colorado, Wyoming and Montana. In the lake-shore counties of Minnesota and Wisconsin, the market is dominated by Appalachian coals, cheaply carried over the Great Lakes and reaching the ports of Lake Michigan and at the head of Lake Superior. Illinois coals find their largest market in the southern and western sections of these two lake states. Only small quantities of Illinois coals are shipped east of the state line. This market area is occupied entirely by the neighboring coal fields of Indiana and the Appalachian coal fields in Ohio, West Virginia, Kentucky and Pennsylvania.

Seventeen deeps, which contain hot or cold brines and/or metalliferous sediments, have been discovered in the axial rift zone of the Red Sea. Metalliferous activity results from the unique geological setting of this incipient ocean basin: oceanic crust intruding in a central rift zone flanked by thick evaporite sequences. Brine pools tend to occur in structural depressions where- transform faults intersect the spreading axis. The most significant metalliferous occurrence is in the Atlantis II Deep, which contains approximately 227 Mt (dry weight) of metalliferous sediment which averages 1.04% Zn and 0.28% Cu. Higher potentially economic grades (3-6% Zn, 1% Cu, 50 glt Ag) occur in the Southwest Basin of the Atlantis II Deep, comprising total metal tonnages of 1.7 Mt Zn, 0.4 Mt Cu, and 5000 t Ag. The Pre-Pilot Mining Test conducted in 1979 raised 15 000 m3 of mud by a slurry process and demonstrated the feasibility of mining, concentration by froth flotation, and tailings disposal at sea. A Pilot Mining Test is scheduled for 1983-1984. The metalliferous discoveries in the Red Sea provide a model example of deep marine mineral exploration. Detailed mapping of bottom bathymetry and brine-interface reflectors using a high-resolution narrow-beam echo sounder has been the most effective exploration tool in the Red Sea. Followup coring has discovered additional metalliferous deposits in basins without present-day brines, and potential exists for additional discoveries. Geochemical exploration using heavy metals values in sediments (iron, manganese, zinc, copper, and mercury) and sulfur isotope values of sulfides are considered to be the most promising techniques for discovery of currently inactive deposits. Positive sulfur isotope values in the range I to 17 are an indication of hydrothermal sulfides in the Red Sea, and there is considerable contrast from back- ground bacteriogenic sulfides ( - 10 to - 45).

D. B. DOWLING,* Ottawa, Ont.-I do not propose to start any argument, but really there is a comeback to what Mr. Coste says.1 Geography is probably not geology, but geology is geography. You cannot regard structure as geography on the surface, but it is geology as soon as you get under the surface. In Canada, it is quite true that they went too close to the Rocky Mountains. When boring in the foothills, as Mr. Coste says, they were too close to the mountains where they got into a faulted area, and if there had been storage, it probably would have lost a good deal of the oil. The situation in the Calgary field is one that might be interpreted in many ways, but in front f the foothills there is a very deep syncline. The gas and oil that is recovered on the edge of the, foothills is of such a nature that we must assume that it is not the pure crude oil. It seems to be somewhat refined, or a condensation product. The solution, or at least the argument that appeals to me, is that as the deeper part of that basin is, say, 6000 ft. below sea level, there must have been some breaking up of the oil on account of pressure and of the heat, and we are getting gas, traveling up toward the surface in the foothills; and as it comes up, it probably condenses again, and is caught in folds on the edge of the syncline so that we have a natural condensing machine there. The oil is not found on the eastern side of the folds, it is found on the western side. On the eastern side and on the summit there is a little light oil, gasoline, we will say, blowing into the well once in a while; now that looks like a natural condensation of the gas and a storage behind the summit.

EUGENE COSTE, ? Calgary, Alta.-Evidently in Argentine they have a petroliferous province just east of the Andes where very much the same conditions exist as are found on the east side of the Rocky Mountains and in the plains adjacent. It strikes me, though, that the same mistake is being made in Argentine in the exploration for oil as was made in Alberta, Canada; viz., drilling the wells too .near the seepages in the belt in the eastern part of the petroliferous province, too near the mountains. This same mistake was made in Alberta, with disastrous results; viz., only fissure production was found. The strata so near the mountains are tilted at a very strong angle, such as is described in this paper, and the dislocations are intense. On the other hand, we have found that when we get 100 or 200 mi. away from the mountains we get into oil and gas belts which are very prolific. So far our fields in Alberta have been gas, but in Wyoming, as you know, they get many thousands of barrels a day. I have no doubt that conditions in Argentine are exactly similar but that they have so far kept too near the mountains and that they want to explore the belts farther east to obtain better results.

LIFE in few countries is dominated by geographic conditions to the degree that it is in Peru. The broad plateau of the Andes, bordered by lofty ice-clad ranges with deeply eroded flanks, imposes a pattern on the region to which most human activities must conform. On the Pacific side, desert conditions prevail, interrupted only by irrigated valleys along rivers that descend from the highlands. Above seven or eight thousand feet the rocky ridges become grass covered, and the central zone is one of high pastures with cultivation in the valleys or on terraced slopes except at altitudes over 15,000 ft. where glaciated landscapes prevail. Each of the three belts has its own distinctive resources and climate, and each its own special ways in which its inhabitant, must make a living. The Pacific region is one of the most arid regions in the world. Except for the irrigation, the country is an unmiti¬gated desert. The climate, in spite of the tropical latitudes, is mild with the heat relieved by air from the adjoining cold ocean. Fogs are prevalent throughout the winter months but precipitation is scarcely measurable. Ideal conditions exist for cultivation of sugar and cotton which are the dominant crops.
