The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Government and labor sources have speculated that exposure to diesel exhaust may have adverse health consequences. The purpose of this discussion is to analyze the merits of these statements and place them in perspective to underground mining. It would be ideal to eliminate exposure to all substances until they are proven safe. This is impossible, since nothing can be proven safe. Rather, one must extrapolate by using the best available scientific information to make reasonable judgements and decisions. It makes little sense to ensure that a mine atmosphere maintains a lower concentration of a substance than that allowed for ambient environments. Such regulations are set at more stringent levels than those tolerated in the occupational work place. However, levels of pollutants that are in excess of concentrations tolerated in the work place would not be appropriate in any environment.

INTRODUCTION Health physics as a profession really got a significant start during the Manhattan Project of World War 11. The Health Physics Society has recently published its 25th anniversary issue of the journal (June 1980). There was concern over radiation exposures during and after uranium production, especially about radium and its daughter products [Jackson 19401 and, as evidenced by the frequency of articles in the literature, there still is. The reason for this concern was expressed by Harley as "Workers engaged in the mining and pro- cessing of radium-bearing materials are exposed to dusts of the parent, to radon, and to the radon daughter products. In- haled radioactive particulates may be retained in the lung or redistributed to other organs of the body. Relatively minute de- posits of radioactive substances, particularly alpha emitters, have been clearly shown to be the etiological factor in a variety of injuries to industrial and re- search workers. " [Harley 1953] Emphasis in measurements has been placed on radium in water and radon in air, since these are the principal mobilized phases; however, it should be kept in mind that radium-containing particles do become suspended in air as aerosols and radon absorbs in liquids. Much of the uranium mining and production is being carried out aboveground. The principal difference between underground and surface (pit or leach) mining of uranium is the reversal in the relative importance of roles for the types of radiation dose. For aboveground the major radiation exposure is external gamma ray, whereas for underground it is internal alpha; for aboveground, the whole body penetrating is of greater importance than the lung alpha dose. AS a result of the politics involved and the law- suits for any and all diseases as being occupationally- caused, today , more than ever before, the successful performance of the activities connected with uranium production--before-, during-, and after-the-fact-- must include the provision of first class radiation protection. Such protection can be achieved by good measurements, thorough risk evaluations, and adequate controls. Meeting the ALARA (As Low As Reasonably Achievable) philosophy necessarily entails the determination of what is reasonable exposure. The necessary and sufficient elements of radiation safety under the ALARA dictum require a hard look at the dose versus effects data. There are times when the health physicist needs to make decisions of judgement rather than compliance with a well-defined regulation value. In order to facilitate such decisions, the real world must be separated from opinions that are merely artifacts of statistical variation and from the unprovable "what ifs" that are slanted to question the morality of any non-Luddite. UNITS VOCABULARY FOR DOSIMETRY There have been many radiation quantifying and dosimetric units introduced in the past. Fortunately, most of them did not catch on enough to become required knowledge for reading the health physics literature. The unit definitions necessary for our purposes here are the following: -curie (Ci)--unit of radioactivity equal to 3.7 x 10 10 disintegrations per second Webster&apos;s 19711 or the quantity of radionuclide that undergoes 3.7 x 10 nuclear transformations per second. Environmental levels of radioactivity are usually measured in picocuries (10-l2 Ci) per cubic meter for air and in picocuries per liter (pCi/~) for water and sometimes for air. .roentgen (R)--exposure dose of x or gamma rays that gives 1 esu of charge (either sign) to 1 cc of dry air @ STP. The roentgen is equivalent to an energy absorption of 86.7 ergs/g of air [Gloyna and Ledbetter 19691. .rad--radiation absorbed dose of 100 ergs per gram of absorber. The SI unit for absorbed radiation dose is the Gray; 1 Gy = 100 rads. orem--radiation absorbed dose of 1 rad times the quality factor (QF) for that radiation. The QF is 1 for x rays, gamma rays, beta rays, and posi- trons. For heavy ionizing particulate radiation, QF is a function of the amount of energy trans- ferred per unit length of travel, i.e. , the linear energy transfer (LET); the values of QF:LET in keV/um are as follows: 1:<3.5; 1-2:3.5-7; 2-5:7-23; 5-10:23-53; and 10-20:53-175 [Morgan and Turner 19 671 . For radiobiology, relative biological effectiveness (RBE) is recommended for use instead of the quality factor above that is for radiation protection: the RBE is the ratio of the dose of 200 kVp x rays to the dose of radia- tion in question (both in rads) to cause the same

INTRODUCTION Since 1975, Union Carbide Corporation has been conducting uranium exploration in southwestern South Dakota. This program has resulted in the discovery of an ore body about eight miles north of Edgemont in Fall River County. The site which was previously mined for uranium in the 1950&apos;s and 1960&apos;s consists of 950 lode claims (approximately 20,000 acres) and is within the Black Hills National Forest. Preliminary development plans indicate that fewer than 200 surface acres will be involved in the mining and heap leaching of the ore. The ore occurs in both the Fall River and Lakota formations. The exploration to date has developed something in excess of two million tons of ore averaging -0.1% U308. About 75% of the ore is expected to be mined from underground with 25% coming from five to seven small pits. The surface mining will be extensions of previously mined areas with a disturbance of 35-40 new acres near 35-40 previously disturbed acres requiring a total reclamation of 70-80 acres. Several options for processing the ore including conventional milling by UCC, conventional milling in joint venture with another producer, and heap leaching are under consideration. This paper is concerned with the preliminary assessment of the heap leaching option based on the limited test work conducted on surface samples and on available cores from the deeper ones. The final design for a commercial operation will not be available until an underground bulk sample has been obtained and evaluated. Union Carbide has been operating heap leach facilities commercially since 1973 at Gas Hills, Wyoming and Maybell, Colorado. The object of crushing and grinding for leaching is obviously to permit contact of the solvent and mineral and subsequent removal of pregnant solution in a reasonable time. Heap leaching is the leaching of ores that have been mined and transported to prepared, relatively impervious pads for leaching by sprinkling or ponding, and percolation of the lixiviate through the ore. Dump leaching is the leaching of dumps or low-grade ore or overburden without the use of prepared pads under them. Run-of-mine material, e. g., low -grade ore from open pit stripping operations, may be leached without crushing, and a fairly high recovery made by heap leaching. An alternate method for better grade gold/silver ores is to crush to 9 to 13 mm (318 to112 in. ) size for pad heap leaching, as used by Smoky Valley Mining Company at Round Mountain, Nevada, on gold ore, and to 38 rnrn (1 -1 12 in.), which will be done by Candelaria Partners, at Candelaria, Nevada, on silver ore. Heap leaching of copper probably began at Rio Tinto, Spain, about the year 1752. This was done by the leaching of weathering piles of ore in the open air followed by iron cementation of the liquor that drained off the heaps. Its application to the low -grade southwestern United States copper ores was overlooked for many years, and low- grade ores from Sacramento Hill at Bisbee, Arizona, were the first to be heap leached in 1923. Site preparation used a half century ago is the same today. "The need for some form of waterproofing of the pad was evident. Before leaching ore was piled, the site was cleared of cactus and brush. After clearing a gentle sloping area, it was then covered with a blanket of rolled and tamped clay or slime tailing. When heaps are built, a layer of coarse fragments may be put down first to assist drainage. A second method of leaching without grinding, usually for higher grade ores, is by vat or tank leaching of material crushed to 9 to 13 mm (318 to 112 in.) size. Such a plant is considerably more expensive than a heap leaching installation but much less costly than grinding for agitation leaching, and a recovery higher than that obtained by heap leaching is to be expected. Vat leaching has been widely used by the copper industry on higher grade copper ores but has been used in only a few small operations on that size gold or silver ores. However, such a plant should be considered for a modest tonnage of a few million tons, 3 to 7 g per mt (0.10 to 0.20 oz per st), of Carlin-type leachable ores crushed to 9 mm (318 in.).

At that time some 1.6 million tons of mineral averaging 0.40 kg U308 /t) (0.80 lb U308) were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leaching project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. The operators were most generous in allowing us to visit their site and in answering our questions. They were also helpful in discussing the problems associated with heap leaching. Their experience confirmed our belief that it was possible to operate a heap leach profitably on material too low grade for conventional milling.

Based largely on what we had learned from Western Nuclear&apos;s experience, we undertook a program involving a laboratory study to determine the characteristics of the mineral stockpiles, as related to heap leaching, and to conduct a pilot heap leach adjoining our Gas Hill mill. Basically the pilot heap construction and leach procedure were similar to those described in the literature l, 2 with certain modifications to permit detailed monitoring of the operation. In May 1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the following reasons: (1) The necessary equipment for heap construction was readily available. (2) Stockpiles of mineral from the various mining sites were on hand: (3) Construction of the heap could be made on an abandoned tailings pile minimizing problems associated with environmental approval. (4) Proximity of the mill would allow product streams to be absorbed into existing circuits. (5) Necessary utilities were available. (6) Tailings water from the existing circuit could be used for leaching. A program for the pilot heap leach was developed with the following primary objectives. (1) To confirm the data obtained in bench-scale tests particularly on uranium recovery, acid usage, and ore permeability. (2) To evaluate plastic liners used for base preparation. (3) To investigate heap configuration variables. (4) To determine heap leach amenability of the different mineral sources. (5) To establish the economics of heap leaching low-grade ores.

Heap leaching is used by the Carlin Gold Mining Co., Carlin, Nev., to supplement conventional processing of gold ore by agitation-leaching and countercurrent decantation. Selected open-pit ore containing about 0.072 oz Au per ton is crushed to 3/4 inch, dumped by truck on an asphalt pad, and leached by sprinkling with dilute cyanide solution for 7 days. The heap is then drained and removed by front-end loader to tailings disposal. About 70 percent of the gold is dissolved. Leach solution from the heap joins the pregnant solution from countercurrent decantation for gold recovery by zinc precipitation. Four leach pads, each with a capacity of 1,400 tons of ore, are in use. About 10,000 tons of ore are heap leached monthly from about April through October. Heap leaching is recessed during freezing weather. Labor, equipment, and reagent requirements for heap leaching are presented.

THE paper of Mr. Posnjak presents a laboratory confirmation of the well known facts that air ox-idation of pure solutions of ferrous sulfate is slow and difficult and that, like many other similar reactions, the speed, may be greatly accelerated by the presence of other substances, often in very small amounts, the effect of the presence of copper being determined ex-perimentally in this case. However, it should not be. overlooked that copper is always present in heap leach-ing solutions in amounts equal to or greater than those in the experiments described; therefore the paper may be considered as an explanation of present results rather than a possible improve-ment to be added to present practice. It is not practicable and it does not pay to precipitate copper by ce-mentation below a point about 5 lb. per 1000 gal., equivalent to about 0.0005 mol. Cu. per liter, compar-ing with the approxi-mately 0.0009 mol. per liter of curve 2 in the diagrams given of course, also, in the heaps local concentrations are usually very much higher than this, which is also true of the effluent li-quors, so that I feel that it is safe to say that copper is already present in amount sufficient to realize, as large an accelerating effect as is practicable. Too much im-provement or refinement cannot be expected in a method of this kind, due to commercial limitations. It should be remembered that chemically and physically there is no sharp dividing line between leaching in place, heap leaching, and the usual tank leaching practice, practi-cally the same reagents being used in all three. From the viewpoint of extractions, etc., it is not common sense to apply leaching in place to an orebody carrying enough copper to pay for mining; and the same is true of heap leaching, for an ore carrying enough to pay for the crushing, handling, etc., of ordinary leaching. That is to say, leaching in place should properly be consid-ered only for an ore too low-grade to pay for mining, and heap leaching for the next higher grade, still how-ever too low-grade to pay for crushing and other re-finements. There is no advantage in leaching without mining or in heap leaching except lower cost of in-stallation and handling; on the other hand there are very distinct disadvantages which are inherent and which should prohibit their use except where necessity requires. Copper oxide ore may be leached at all sizes from run-of-mine down to pulp, and consideration must be given to all available methods in determining the most economical one. Heap leaching was evaluated in a pilot plant at Gaspe Copper Mines, Ltd. which was designed to simultaneously leach two 1200-ton dumps of ore. The plant was operated for two years, in part under severe winter conditions. Two modes of leaching were investigated: acid leaching in which sulfuric acid was added externally to the leach solution, and pyritic leaching in which pyrite concentrate was added to the dump and acid was generated in situ by bacterial action. The pilot plant operation is described, and the results are compared with laboratory data obtained in 6-in.-diam columns. It is concluded that pyritic leaching offers certain operating advantages over acid leaching when copper is recovered by cementation in that iron buildup in the solution is prevented.

Adsorption isotherms for dodecyl sulfonate on alumina were determined at 45°C and 25°C and the data was used for calculating the partial molar heat and entropy of adsorbed ions under various concentrations. Changes in OH and AS observed at certain concentrations agree with the postulate of interaction of surfactant ions to form two-dimensional aggregates at the solid-liquid interface. Values of the total OH and AS for the aggregation process calculated using the Clausius-Clapeyron equation is used to interpret the interactions of surfactant ions with each other as well as with the solvent molecules.

INSULATING materials include a wide variety of nonmetallic mineral products such as exfoliated vermiculite, expanded gypsum, 85 pct magnesia, diatomite, asbestos, perlite, cellular glass, pumice, silica aerogel, expanded aggregates and mineral wool. Except mineral wool, most of these products, or the materials from which they are manufactured, are described in other chapters of this book. PROPERTIES OF INSULATING MATERIALS The insulating properties of the materials considered in this chapter result in general from entrapping extremely small pockets of air in such a manner that heat is not transferred by convection. The minimum heat conductivities of such insulating materials are slightly greater therefore than the conductivity of still air. In addition, conductivity varies with the overall density of the material, the temperature range in which the measurements are made, and the form into which the material is fabricated. However, the numerical value of heat conductivity should not be the sole criterion of an insulating material; for a particular application it may be advantageous to use a material of somewhat higher conductivity in order to secure other desirable engineering properties. This is especially true with certain materials that are used because of their refractoriness. Comparative insulating values of some commonly used insulating materials are shown in Table 1. In comparing the values presented in this table it should be borne in mind that heat conductivity varies with the mean temperature, with the overall density, and with the amount of moisture present. SEVERAL investigators have measured the heat capacity of cementite, using different methods of attack, but the agreement between the values obtained cannot be considered good. Naeser1 has made measurements of "average heat capacities" of iron carbide between 1026° and 85° K., using a water calorimeter. His computed true specific heat at 78.1° K. is 11.22 cal. per gram-formula mass, which, if correct, is much too high for any reasonably accurate extrapolation to 0° K. The cementite used by Naeser was obtained from a steel containing 0.9 per cent carbon, by electrolytically dissolving out the iron in a neutral bath of ferrous chloride. The cementite remained as a coarse, crystalline, gray powder. Andes" has measured the specific heat of iron carbide, from 102° to 323° K., as it exists in steel. The specific heats of several slugs of steel of known iron carbide content were determined, and the specific heat of the iron carbide (Fe3C) calculated by plotting specific heat versus percentage of carbon, and extrapolating to pure Fe3C (6.7 per cent C). The heat-capacity values for temperatures below 100° K. were obtained by comparing the temperature-specific heat curve for Fe3C to that of Fe. Since the two were very similar in the range examined experimentally and approach more closely at low temperatures, it was assumed that near the absolute zero the form of the curve for Fe3C would be similar to that of Fe. Andes calculates for the entropy of Fe3C, S298 = 23.55 e.u. The heat of formation of Fe3C has been studied by several workers. Kelley&apos; has reviewed these measurements and calculations, and selects those of Roth4 and Naeser5 as worthy of most consideration. Roth has given ?H = 5400 cal. ± 30 per cent as a result of his own and other work. Naeser has determined the heat of formation from Fe and different forms of carbon, and for graphite (ß) he finds OH = 5600 cal. Kelley accepts the rounded figure ?H = 5500 as the heat of formation at 298.1° K., but this value is quite uncertain.

More than 1.81 mt (2 million tons) of low grade ore have been heap leached at the Alligator Ridge mine. Since inception of leaching in 1980, several modifications have been made to ore agglomeration, heap construction, and leach operation practice. These modifications have improved the percolation rate of the ore and the rate of gold extraction from the ore. Changes made in each of these areas are described and the effects of the changes are discussed.
