The system W-Hf was determined by use of metal -lographic and X-ray methods. The only interrnetal-lie phase W2Hf melts peritectically at 2650° ± 50°C. A eutectic between W2Hf and ß-Hf solid solution exists at 78 at. pct Hf arul 1930º ± 10°C. The addition of tungsten loulers the hafnium transfornzation; there is a eutectoid at 93 at. pct Hf and 1560°C. The solubility limits of the terminal solid solutions were determined. At the beginning of this investigation, the system had not been elaborated; only crystallographic work had been done to determine the structure of the occurring intermetallic compound W2Hf, and a certain analogy to the system W-Zr was to be expected. Special emphasis was placed in this program on the Hf-rich part of the diagram. Following the completion of our experiments, a phase diagram was suggested by Braun and RUdY.1 EXPERIMENTAL METHODS The investigation utilized tungsten powder supplied by the General Electric Co. with a purity of about 99.9 pct and hafnium crystal bar of about 97.7 pct purity, 2.3 pct Zr, supplied by Foote Mineral Co. Typical analyses are given in Table I. The procedures followed were identical with the ones described for the Re-Nb diagram.' Tungsten powder was compacted at 16,000 psi and the necessary amount of hafnium was added in the form of small pieces cut from the crystal bar, with a reasonable excess of tungsten powder to make up for powder losses on melting. High hafnium or tungsten melts were prepared from premelted tungsten and hafnium or by employing master alloys. The melting was done in a Heraeus arc-furnace under argon. Discussion of the paper of ENRIQUE HAUSER, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 521 to 534. GEORGE A. BURRELL, Pittsburgh, Pa. Mr. Hauser determined the influence of inert gases on the properties of fire-damp mixtures, and one might take some issue with his work on the effect of hydrogen, on those mixtures. It is valuable information to have, but as far as the practical application of it goes, it is not of much significance, because one does not find it in mines, at least not in any appreciable amount. Ethylene is formed in considerable quantities as a product of heat reaction, but normally, in the coal mines, as a result of a great many analyses we have made at the Bureau of Mines, we cannot say that ethylene is a combustible gas found in the fire-damp in coal mines.

IT has been observed by a number of investigators that under certain conditions metals freeze into an aggregate of small hexagonal strands, parallel to one another and with their axes approximately in the direction of growth.'" This structure has been termed "cellular structure" and is explained in various ways by different workers, notably by Rutter and Chalmers." These investigators attribute the phenomenon to the presence of minute quantities of solute atoms which induce constitutional supercooling. However, if this is true, observations of the cellular structure in extremely pure substances, like frozen distilled water' and germanium of less than 0.0001 atomic pct metallic solute,' are difficult to comprehend. The purpose of this communication is to describe several observations made of the prismatic structure in zinc of 99.99 pct purity. Zinc single and bicrystals grown in a constant gradient electrical resistance furnace exhibit the cellular structure after etching in 15 pct HC1. (See Figs. 1 and 2.) It is noticed that the hexagonal substructure sometimes continues unbroken across the bicrystalline grain boundary.

One of the most difficult problems associated with modern mechanised longwall mining is the lack of system flexibility to deal with local changes in geology, seam thickness and the face design parameters. As a consequence of system rigidity and the quest for increasing the coal face performance, the percentage extraction in the U.K. is currently below 52%. The paper outlines the current guidelines used in face design which permit coal to be left in situ for various purposes and discusses the strata control implications in extracting subsequent panels in the same and adjacent coal seams. The paper examines the application of strata mechanics to the design of longwall layouts for maximizing .the percentage of coal extraction. Remedial measures include optimizing pillar dimensions, reduction in roof coal left for support purposes by improving the use of available powered support technology and application of thick seam mining methods including sub-level caving and techniques of extracting coal from odd shaped pillars. Case studies are described where coal extraction has been maximized by adopting a new single heading retreat mining system; a shallow seam partial extraction system utilizing, existing heading machines and minimisin8 coal sterilization in pillars by replacing longwall access roadways by goaf scour.

MANY recent contributions in the field of theoretical metallography have been concerned with crystallographic definitions or descriptions of various phenomena. The lattice orientation of the crystal being studied must be known before such definitions can be made. Practically all the metallic crystals used do not have crystal faces-other than the unknown "plane of polish"; hence resort must be had to other means of determin-ing orientations. Some use has been made of etch-figures, slip bands, optical properties, etc., for this purpose; but for. accurate results, and because of the fewer restrictions to their use, the various X-ray methods have been the most satisfactory.1 The methods that, have been used may be divided into two general classes: (1) oscillation methods, and (2) transmission Laue methods-2

Advances in the production of quality steel have emphasized the need for greater knowledge of the amount and distribution of oxygen in the steel. Control of inclusion content and quality is largely dependent on such knowledge. While many analytical methods have been devised for the accomplishment of this end, few are without serious limitations in accuracy, convenience, or skill required in application. Usually at least two methods are necessary to determine total oxygen and constituent oxides. Because of the great importance of this problem and the specific interest in the application of such methods of analysis, the various procedures were carefully reviewed at the Union Carbide and Carbon Research Laboratories, with the view of developing a method free from the limitations mentioned above. Intensive experimentation finally led to an improved iodine extraction analysis described by Cunningham and Price.1 After this had been thoroughly checked from the standpoint of the analytical chemist, it was rechecked from that of the metallurgist. This involved preparation of a number of small heats of varying composition with determination of total oxygen in the molten metal by the alumina method2 and an analysis of the solidified material without the aluminum addition by means of iodine extraction; the oxides of iron, manganese, silicon and aluminum also being determined by the iodine analysis. The report of this work constitutes the subject of this paper. The Iodine Method Fundamentally the iodine method is well established. It is based on the procedure first described by Eggertz3 and depends upon the fact that iron, manganese, silicon and aluminum, as well as the metallic constituents of the pertinent sulfides, carbides and nitrides of these metals

The paper outlines the parameters required for an estimation of the size of chain pillars for longwall coal mining. The principal parameters are: stress distribution around the edge of the extracted coal panel, strength properties and geometry of the pillars. The principal thrust of the paper is directed toward correlating the chain pillar strength to the magnitude and direction of strata load expected to act on the pillars. A brief review of the pillar strength formulae pertinent to chain pillar stability is given. The chain pillars are categorized as 'yielding' or 'stiff', depending on the duty required of them. The coal measure strata is classified as 'soft' or 'hard' conditions, the degree of competence of the roof and floor greatly influencing the caving characteristics of the gob and the stability of the roof chain pillars.

In the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for " phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in .the case of wrought iron; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

C. S. Smith has described a method for measuring the relative values of different solid-solid and solid-liquid interfacial tensi0ns. When a polyphase alloy is held at an elevated temperature, individual particles of each phase adjust their shapes and minimize the interfacial energy. Wherever three interfaces meet, the dihedral angles are such that the three interfacial tensions, considered as forces, are in equilibrium. When the angles between three forces in equilibrium at a point are known, it is possible to determine any two in terms of the third. In this way ratios of interfacial tensions have been .obtained. The value of a given interfacial tension ratio was found to be independent of the alloy system from which it was determined. Smith also has employed the method when one of the phases is liquid. When equilibrium is reached with respect to In the course of work on grain growth in high purity aluminum a simple optical method was developed for detecting the presence or absence of preferred orientation in annealed specimens. It has been demonstrated in the laboratory by A. J. Phillips1 that a transformation or conversion from beta directly to alpha may take place in a brass of 61 to 62.5 per cent copper content. The completion of the transformiation is dependent on a rapid rate of cooling from the all-beta field through the alpha + beta range to the alpha field. Phillips states that in a slowly cooled alloy containing 62 per cent copper and 38 per cent zinc the copper content of the beta is progressively decreased from 62 to 56 per cent by precipitation of alpha. Rapid cooling tends to prevent the separation of alpha with a copper content of more than 62 per cent by reducing to a minimum the time required for passing through the alpha + beta range. Upon crossing beyond the (alpha + beta) (alpha) boundary to the all-alpha region below, the material is transformed from beta to alpha. It, is essential that there be no change in composition. Phillips obtained his results by quenching a 62:38 copper-zinc alloy from 850" C. in iced brine at -8" C. No reference to the occurrence of this transformation in a manufacturing process has been found in the literature. An investigation of the microstructures of a number of hot forgings made from leaded brass rods yielded one forging in which this striking conversion from beta to alpha had occurred. The purpose of this paper is to describe the transformation and certain conditions under which it may occur during the hot pressing of brass. The conversion was noted in a shape forged from a leaded brass rod, the composition of which was: Cu, 60.26 per cent; Zn, 37.86; Pb, 1.88. In this study the lead content was disregarded and the alloy was considered to be equivalent to an alloy of 61.40 per cent copper and 35.60 per cent zinc (9812 parts = 100 parts). The possibility that the lead might obstruct or accelerate the precipitation of alpha was not studied. The lead appears as black globules in the photomicrographs and has a negligible solubility in the alloy.

Oil.—During the year 1938, there were 434 oil wells drilled in the Texas Panhandle, increasing the daily initial production by 192,706 bbl. —that is, 229 fewer oil wells drilled than in the previous year, with a decrease in total daily initial production of 129,626 bbl. The total daily potential of the field on Dec. 1, 1938, as determined by the Texas Railroad Commission, was 1,250,645 bbl., an increase of 210,663 bbl. over the previous year. On Dec. 1, 1938, the daily allowable of 82,466 bbl. was assigned to the field to be produced from 3931 wells. The total amount of oil produced for the year was 23,227,170 bbl. The total proven productive area includes 148,298 acres. This is 30,248 acres more than for last year, and represents a more accurate calculation of the areas and not new discoveries. Gas.—There were 103 gas wells drilled during 1938, having a combined open flow of 3,166,300,000 cu. ft.; that is, 65 less than the number of wells drilled in 1937, with a decrease in the open flow of 3,144,488 cu. ft. per day. Pipe-line Gas.—The pipe-line companies withdrew 230,307,854,000 cu. ft. of gas (a daily average of 630,980,000 cu. ft.). The total withdrawals by pipe line decreased 5,624,481,000 ft. from that of 1937. Natural Gaso1ine.—Throughout the greater part of the year, 46 gasoline-extraction plants processed 1,376,186,000 cu. ft. per day, a total of 502,308,010,000 cu. ft. for the year. This gas yielded about 275,875,000 gal. of natural gasoline. The total daily capacity of all the plants is 2,519,500,000 cu. ft. During the latter part of 1938, one of these plants was shut down, leaving 45 plants operating at the close of the year. Carbon Black.—Thirty carbon-black plants operated during 1938, burning 266,881,000,000 cu. ft., or a daily amount of 731,180,000 cu. ft. This produced approximately 400,000,000 lb. of carbon black. During the year one plant was dismantled and two plants were shut down.

Secondary oxides of Fe-Mn have been used in mineral exploration from the time gossans were first recognized Since gossans are conspicuous features and are largely explored, it is necessary to look for more subtle indication of blind mineralization. Sampling materials used in these geochemical studies consist of secondary Fe-Mn oxide-rich products of hydrothermal mineralization, and "in situ" weathering found in fracture fillings-as selvages along joints and disseminations in host rock. These materials were selectively collected and studied in the Silver City mining region. Two independent sampling methods were compared. The difference in the sampling methods was mainly in the ways samples were obtained and processed. One method involved systematic sampling of fracture fillings and coatings from which secondary Fe and Mn oxides and associated trace elements were then selectively extracted by chemical methods. The second approach involved collection of composite stream sediments and physical extraction of Fe-Mn oxide materials by gold panning, bromoform concentration, and electromagnetic separation. The source of the Fe-Mn-rich materials in the stream sediments is considered to be fracture fillings and coatings that mechanically entered the drainage basins. Map distributions of the two-sample types were compared. Both methods showed generally supportive patterns of anomalous metal dispersion, although anomaly-to-background contrast seems better in joint coatings. Both were useful in distinguishing geochemical differences between mining districts in the region. For example, the Pinos Altos district may contain more hydrothermally-introduced iron than the Central district, whereas the Central district has lead and zinc enrichments that are less on the amount of iron enrichment than is the case in the Pinos Altos district. The methods were qualitatively compared relative to time, expense, and other advantages and disadvantages.

During 1972, Asarco's Silver Bell Unit embarked upon a project to test a digital computer-controlled grinding circuit against the performance of its other five grinding lines. The planning, implementation, and subsequent outcome of that project has been previously reported in a paper by Pitts 1, et al. This paper will describe the solutions to major problems incurred during the implementation of this control strategy on the remaining five primary grinding lines. Changes made in operating philosophy and methods during the expansion will also be discussed.

P. A. Beck (University of Illinois, Urbana, 111.)—An interesting result of this work is the fact that in cold rolled molybdenum sheet complete loss of work hardening is obtainable on annealing, without change in texture. The retainment of the cross-rolling texture on soft-annealing is particularly significant, since this is essentially a single orientation texture, where texture retainment could be achieved by only one of the two niechanisms which produce this effect in aluminum,16 namely by recrystallization in situ. Recrystallization in situ was originally discovered by Collins and Mathewson (1940) and by Crussard (1944) as a phenomenon taking place on annealing in relatively mildly deformed single crystals of aluminum. It now appears to be a major (in many cases the major) mechanism of annealing of severely cold rolled poly-crystalline material, not only in aluminum,le but in metals as different in character as beryllium," tita- nium,'" and molybdenum. All these data now confirm the general validity, at least for more or less pure metals, of the interpretation of the annealing process given a few years ago by Smith.'" The whole question of recrystallization is now reopened. Indeed, it appears that recrystallization, as defined traditionally, may not occur at all, since at the time "deformed material" is absorbed by "recrystallized grains," it has already become completely strain free by recovery and "recrystallization in situ."

The alternating direction explicit procedure (ADEP) makes use of the boundary conditions to reduce multi-dimensional problems to a series of one-dimensional problems. The method, previously applied to reservoirs containing only an under-saturated oil, has now been extended to cover the case of natural gas reservoirs. l his involves solving a non-linear partial differential equation, application of the procedure is straightforward and no calcuIational problems were encountered. INTRODUCTION There has been a growing interest in formulating mathematical models of petroleum and natural gas reservoirs — models which permit the engineer to examine and evaluate the physical and economic consequences of various alternative production policies. The tremendous reduction in the cost of solving such models in recent years has made possible their use as an almost routine management tool. This reduction is the result not only of improved computer hardware but also of the development of more efficient mathematical techniques. The present paper is concerned with the application of a recently proposed numerical method (ADEP) to two-dimensional gas reservoirs. STATEMENT OF THE PROBLEM Given a two-dimensional Region R, bounded by a closed Curve C (Fig. 1) such that the behavior on Curve C is known, the differential mass balance for each fluid phase in R, neglecting gravitational effects and assuming Darcy's law for fluid transport, can be written as:

A THOROUGH knowledge of the behavior of cement slurries under elevated tempera-tures and pressures is necessary in order to solve properly the many problems pre-sented in deep-well cementing operations. In the earlier days of the petroleum indus-try the depths of wells were shallow as compared to those of today, and the subsurface temperatures and pressures were not of sufficient magnitude to affect seriously the problem of proper control of cement-slurry properties. Today, however, the search for new reserves has extended drilling to such depths that bottom-hole temperatures of more than 200°F. and bottom-hole pressures of 3000 to 5000 lb. are not uncommon. Moreover, there is every indication that within the next few years wells will be drilled to even greater depths and bottom-hole temperatures and pressures will be correspondingly higher than those with which we are concerned today. It has been realized for some time that the behavior of cement slurries at high temperatures and pressures might be very different from that at atmospheric tempera-ture-pressure conditions, but while the temperature effects have been investigated with a reasonable degree of thoroughness, the pressure effects have received little public attention. While the trend toward deeper drilling may make changes in cementing technique and the choice of cements imperative, it was the purpose of this investigation to consider factors having a bearing on the latter, only secondary consideration being given, for the present, to details of tech-nique and equipment for oil-field use. More specifically, the purpose of this work was to consider the effect of temperature and pressure upon the behavior of cement slurries.

Granules are used primarily as roofing material. From the earliest times, man has been faced with the basic problem of providing protection for himself, his family, and his property against the ravages of the weather. Basically, this problem is no different today than in the past, except that today the trend is to demand shelter which is also colorful and distinctive. There has been a gradual evolution from the thatched roof to the modem ranchstyle home. In his search for a more permanent and more attractive roof, the home owner has utilized many mineral materials. All granules, whether slate or colored granules, are referred to by the asphalt roofing industry as "Slate Granules." Early Roofing Materials The development of mineral roofing in the United States followed two trends: first, the slate industry, and second, the bituminous products. The early colonists were familiar with slab slate construction from Europe and it was natural for them to continue with this type of roofing. As early as 1780, the forerunners of the present bituminous products were finding favor. Those early products consisted of saturating burlap or similar material with crude tar or pitch. This type of roofing was soon improved by dusting a variety of materials on the surface of the roofing to prevent adhesion while in rolls. Such factors as fire resistance and protection from the actinic rays of the sun soon followed. This started the general pattern which is still followed today, that is, saturating felt materials and supplying a uniform grade of crushed mineral to the surface. In commercial and public buildings, metal roofs found early favor. The attractive green color of verdigris-coated copper became a symbol of churches and institutions of learning. Aluminum roofing has become economical for large structures and is finding limited popularity in rural areas. Tile, asbestos, and cement materials, being weather resistant, found early acclaim and are still popular. Today, by far the most widely used roofing materials in the United States are asphalt products. Two important characteristics-economy and weatherability-account for their popularity. Influence of Building Trends on Roofing The postwar building boom in 1947 had many attractive features for the American people. The ranch-style one story type of home seemed well suited for suburban developments which sprang up in such profusion. As the roof in modern home construction is one of the most conspicuous aspects of its architecture, the home owner could now express his tastes not only in paint and landscaping, but could also select an attractive and harmonious roof color. Variety of Minerals Used Many naturally occurring minerals are used today in the roofing industry. A noticeable decrease in activity characterized the year 1938 in the West Texas area. The total number of wells completed dropped to 2045 for 19381 as compared with 2806 completions in 1937,l a decline of 27.12 per cent. This trend contrasts the sharp increase of 76.29 per cent in completions in 1937 over the 1936 total. Of 2045 well completions during 1938,' 1788 were oil wellsll 16 were gas producers1 and 241 were listed as failures.' During 1938 the ratio of dry holes drilled to oil-producing or gas-producing wells completed was one dry hole to each 7.48 oil wells, which compares with one dry hole drilled to each 7.477 oil wells in 1937. Nearly 200 wells drilled during 1938 in West Texas were either wildcat or partly wildcat wells, an increase of about 25 over the year 1937, when approximately 175 wells drilled were so classified. The 200 exploratory wells drilled represent about 10 per cent of the total number of wells completed. West Texas produced 71,257,541 bbl.1 of oil in 1938 as compared with 75,743,000 bb1.2 of oil in 1937, a decrease of 4,485,459 bbl., or a 5.92 per cent decline. By comparison, West Texas produced 22.36 per cent more oil in 1937 than during 1936. In December 1938, the 9247 producing oil wells in West Texas1 averaged 22.08 bbl. per day per well as compared with December 1937, when 7571 wells1 produced an average of 25.18 bbl. per day per well, or a decline in daily well average of 12.32 per cent. Discoveries No outstanding new fields were discovered in West Texas during 1938, in spite of continued, active wildcatting operations. Several new oil-producing areas were, found, however, the value of which is still unknown.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation.
