The Illawarra Branch of the Australasian Institute of Mining and Metallurgy over recent years has established an enviable reputation for organising and conducting conferences, colloquia and symposia. And this Symposium must surely enhance that reputation. The subject of the Symposium, Seam Gas Drainage has become a matter of great import- ance to the Australian Coal Industry in a comparatively short time. Our short experience being due to our operations, until recent times anyway, not being unduly affected by gas. The Australian Industry, by virtue of its mines getting deeper and higher rates of extraction being required is now encountering the difficulties with gas which have for so long been part of the coal mining scene in many other countries. Because these gas emissions affect our working conditions by way of creating hazards and affect our production by way of bringing about cessation of operations from time to time this Symposium must be regarded as being very timely out here. I must congratulate the Branch Committee on the general set,yp :o.f the programme of papers. The classification of papers into four groups and the sequence in which the papers were presented provided an excellent flow through from introduction to finality. It is not my intention to further discuss individual papers - already they have been well discussed in this forum and as I understand it outside in the early hours of the morning,

Thank you for the invitation to this forum today. I have a hectic schedule in the Mabo legislation process but it is important not to lose sight of the bigger picture and to attend today to talk to you about the Government's role in the development of our country.More importantly, I hope over the next couple of hours to get some feedback on developments in this area from people very much involved on a day to day basis.

Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. In recent times, with the global mining industry’s focus on sustainable development there has been a significant focus on mine closure and rehabilitation performance and reporting through the development of the International Council on Mining Metals (ICMM), the Global Reporting Initiative and the Equator Principles. In addition, financial reporting obligations under International Financial Reporting Standards and the Sarbanes Oxley Act (2002) have also led to better understanding and improvements with industry closure performance, liability management and reporting.Under these sustainable development principles and financial reporting obligations, mining companies are required to consider mine closure planning and associated cost estimates across all life cycle phases of the mine. Internal processes have been developed within mining companies to better understand their closure liabilities and obligations and likely costs and cost estimating processes are generally developed for long-term life-of-mine (asset) planning and budgeting, financial reporting for corporate balance sheet provisioning purposes, and regulator reporting for environmental bonding and financial assurances.These days mining companies need to plan for, prepare and actually mine for closure right from the start of a project. This means that their closure and rehabilitation liabilities throughout each stage of the mine life cycle phases must be understood, planned for, managed and controlled.So how is the industry performing? Understanding of closure liabilities is improving and reflected in liability cost estimations that are recognising the likely issues to be faced at closure, but there is a way to go to ensure that the industry doesn’t add to the increasing legacy liabilities being passed onto the wider community.CITATION:Slight, M and Lacy, H, 2016. The Golden Cross mine was an open-pit and underground gold and silver operation from December 1991 to April 1998. Closure of the mine has been based on an approach agreed among stakeholders. The initial phase was the release of a closure plan which was regarded as the blueprint for the following phases and the closure works required to implement the plan. The second phase involved lodgment of consent applications and their granting for the final water management configuration. The final phase is monitoring, confirmation that the site is performing as required by the closure plan and consents and settlement of final ownership, management and surety arrangements. Industry best practice modelling techniques have been used to finalise closure design and have been shown to be good predictors of site water management and discharge performance. Site discharges are in compliance with toxicology based water quality criteria for the protection of aquatic life and most discharges from the site, including those from the closed cyanide-tailings facility, can now be discharged without further active intervention or treatment.

How do you initiate closure planning for a mine site that is on the doorstep of a major community without generating the extremes of panic or complacency? That is the question that is faced by Australia's largest gold mine, the Kalgoorlie Consolidated Gold Mines (KCGM) Super Pit in Kalgoorlie-Boulder. KCGM's Community Relations Manager, Danielle van Kampen, will reveal the lengthy closure planning process that is in train to alert yet not alarm the community about the future of the Super Pit and to generate discussion on issues of importance. What will happen to the 'big hole' that generates both mining and tourism dollars for the City of Kalgoorlie-Boulder as its anticipated closure date of 2021 comes closer? How do you communicate a constantly evolving closure date? Although the process may generate more questions than answers, the project will be discussed at length and with the added benefit of independent community recent research in the form of the public 2009 Closure Consultation and the KCGM 2010 Social Impact Assessment. The MMG Century mine, which is the largest zinc/lead mine in Australia, began operating in 1999 and ceased mining from the open pit in July 2015, with processing completed in early 2016. Closure plans were developed from 2006, and detailed planning for closure commenced in early 2011 with the appointment of a dedicated closure planning resource. The site will continue to be managed during the active and passive closure phases to complete rehabilitation commitments and demonstrate that closure completion criteria have been achieved.Completion of the mining/processing phase of the project provides an opportunity to reflect on successes, missed opportunities and lessons learnt with respect to planning and execution of mine closure. This paper highlights examples of success at Century and also identifies key learnings and areas for improvement in progressive closure outcomes. Specific examples examine mine planning and execution involving bulk movement of waste rock and construction of permanent waste encapsulation landforms. The paper also provides recommendations for other sites that are planning for closure.Decisions made during the operational phase of the project life can result in a significant increase in closure liability and reduce the likelihood of achieving lease relinquishment. The Centre for Mining Technology and Equipment was established in 1991 to develop innovative technologies for the mining and processing industries, to introduce these technologies to the industry, and where appropriate, to co-operate with equipment manufacturers to transform these technologies into equipment products. It is an unincorporated joint venture between the University of Queensland, CSIRO and the Australian Minerals Industries Research Association. Base funding for the CMTE is provided by the Federal Government as a Co-operative Research Centre.

The processing of black coal in Australia segregates waste in the form of coarse reject and fine tailings. The coarse reject is relatively easy to handle, while the tailings can be problematic. Conventionally, the two waste materials are disposed of separately, the coarse reject in dumps, and the tailings in man-made containments. Aqueous tailings slurry is pumped to a 'wet' tailings storage, where the fine particle size of the tailings limits dewatering. Their low bearing capacity and high compressibility result in tailings deposits being difficult to rehabilitate. Disposing of the waste streams separately moves away from the heterogeneous mixture in the undisturbed ground, and concentrates potential problems with each waste stream. The feasibility and desirability of the co-disposal of tailings and coarse reject by combined pumping is demonstrated. This technique is in operation at Jeebropilly Mine and is proposed for a number of other coal mines.

Acid mine drainage is an unavoidable consequence of some coal mining operations. Typically runoff pH is below 3.5 and at these pH levels heavy metals are mobilised. Leachate from coal reject dumps may require collection and treatment to raise the pH and precipitate the metals before being discharged.A bi-product of coal mining operations at Clarence Colliery is coarse washery reject. At present the coarse reject is deposited above ground and rehabilitated. Adjacent to Clarence Colliery is the Kable's Transport Pty Ltd sand mining operation. It has been proposed that co-disposal of the rejects from both operations may produce a product whose leachate has near neutral pH.

Engineered soil covers are used for final closure options for both waste rock and tailings disposal facilities. Currently, cover construction requires excavation of appropriate cover material from a nearby site. If no suitable materials are available, the mine operation may have to ship appropriate materials long distances to the site before the construction of the cover can even begin. This has led to the proposal to engineer cover materials using existing waste materials from the mining operation. The paper presented here describes the results of a laboratory scale testing program to evaluate the potential for blending waste rock, smelter slag and tailings for the creation of a suitable cover material at a site in Canada. Tailings from the local mill, waste rock and slag were collected in the field and blended to create a material with an air entry value similar to the tailings and with physical strength similar to the waste rock. Testing indicated this mixed material could be blended at a consistency of a paste and was suitable for pumping. It can also be compacted to a high-density material. The preliminary results show that it may be possible to blend waste rock, slag and tailings into a material that can be utilised in the construction of a water retaining cover.

Computer-controlled microscopes with digital image acquisition and analysis led to the creation of the new field of digital microscopy. These techniques not only allow a certain degree of automation but have also brought new possibilities to microstructural characterisation. One of these new and promising possibilities is co-site microscopy, which links different kinds of information obtained from different microscopy techniques. The present work presents the development and implementation of a co-site microscopy methodology that combines images obtained by reflected light microscopy (RLM) and scanning electron microscopy (SEM). This methodology can improve the SEM analytical capacity by adding colour information from RLM. It involves the whole sequence, from image acquisition at the microscopes to the analysis of the phases using pattern recognition techniques. An automatic registration procedure for the two kinds of images was developed, allowing the adjustment of magnification, translation, rotation and pixel size, and the correction of local distortions. Thus, the images from RLM and SEM can be combined to build a multidimensional data set of each field, which can then be used in a pattern recognition approach to discriminate different phases. The methodology was tested with a copper ore sample, aiming at the discrimination of minerals that are not distinguishable with either RLM or SEM.

Deep cuts in CO2 emissions will be required to stabilise and, in the long term, decrease CO2 concentrations in the atmosphere. Technologies for capturing CO2 from major stationary sources (power stations, industrial plants, etc) and storing that CO2 for long periods of time is one of few near term options for decreasing CO2 emissions. This transition to low carbon intensity energy and possibly the hydrogen economy through renewables and in the long-term technological developments such as artificial photosynthesis.Capture of CO2 from post combustion emissions can be done using a range of technologies though costs are currently high and dependent on the concentration of CO2 in the emissions. Techniques include solvents, pressure swing adsorption and the use of membranes. Options for decreasing capture costs by increasing the concentration of CO2 in the emission stream include the use of oxyfuels (in pulverized fuel types boilers) and by moving to integrated gasification combined cycle (IGCC) operations either simply for power generation or for poly-generation opportunities. Once the CO2 has been captured it can be stored using a variety of methods. Storage in the ocean has been suggested but is considered an unlikely option because of environmental uncertainties and political opposition. Mineral storage is a niche opportunity. The greatest potential lies in geological storage of CO2 and this option is commanding increased attention from the Australian and international community.In Australia, the Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC) is an important new initiative that will support energy companies and energy intensive industries in meeting challenges posed by greenhouse gas issues and assist them in their efforts to reduce their emissions profile.The progress of geo-sequestration and the challenges in the capture and separation of CO2 in the process industries are discussed.

Filter aids are currently used in many industries to increase filtrate clarity and filtration rates. In other industries filtration could be improved if accept- able filter aids could be obtained cheaply. The present paper describes a simple thermal process for making filter aids from coal, outlines the effects of coal properties and major operating variables, and discusses the properties of satisfactory products. Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization. The limits imposed on product yields by the composition of the parent coal are considered in relation to a range of Australian coals and one New Zealand coal; and the effects of temperature, residence time, and reactant flow rates have been studied in relation to product yields and characteristics.

Standard petrographic profiles for many Permian seams from New South Wales and Queensland have been drawn up. The standard profiles of seams of the same age and from one or more coalfields were used to compile an idealized or type seam sequence for those coals in which more than half the seam profiles were similar to one another. A marked similarity existed between at least 7 of the 10 type seam sequences formed. The configurations of the vitrite-plus-clarite contents of the plies of 95 per cent of the seams could be formed from different arrangements of 3 basic sequences: (i) a two-ply sequence with a lower vitrite-rich and an upper vitrite-poor ply; (ii) a two-ply sequence with a lower vitrite-poor and an upper vitrite-rich ply; and (iii) a four-ply sequence of 3 plies with vitrite-plus- clarite decreasing upwards, terminating in a vitrite- rich ply. The third basic sequence was very similar to a succession described for some British Carboniferous coals. Eighty per cent of the Australian Permian coal seams studied began with the first (i) basic type of sequence and are interpreted as originating in peat- forming areas which became progressively drier. More than half the seams were formed in an area with a stable depositional surface level which was subject to oscillations of small amplitude.. Many (30%) were formed in an area with a steadily rising depositional surface level.

The commonly used Stopes-Heerlen coal petrographic classification and nomenclature has over the years been subject to variable interpretations. This paper discusses the problem with specific reference to the inertinite maceral group. The effect of various interpretations of the Stopes-Heerlen system on maceral analysis is discussed and illustrated by means of comparative analyses conducted by a number of laboratories in Australia. An attempt is made to define the reflectance thresholds used by the authors to subdivide the inertinite group; the genetic and technological significance of these thresholds are compared. The difficulties of distinguishing structured and non-structured macerals of the inertinite group is discussed in terms of possible improvements to the present Stopes-Heerlen system by extending the classification to include transitional maceral types.

A new test coke oven of seven cubic foot capacity is described. The oven was designed to simulate conditions in a central section of a battery oven and a special feature is the achievement of unidirectional heating from the flues on either side of the charge. The method of charging permits close control of charge conditions'such as bulk density and moisture content. These conditions, as well as coking conditions (e.g. flue temper- atures., coking time) must be varied to simulate conditions in different batteries, The effects of several variables on coke quality are discussed. Using test oven conditions corresponding to those of Newcastle steelworks batteries, good agreement was obtained between strength indices of test oven and battery cokes; for 17 tests, the average A.S.T.M. stability and hardness indices for the test oven coke were 38,5% and 69.7%, while those for the battery coke were 37.1.% and 67.6%.

When a thin film of volatile matter is deposited under vacuum on a polished coal surface, and the coated surface is examined microscopically in piano--polarized reflected light, colour changes are observed characteristic of the various macerals present. The colour changes appear to be mainly due to interference between light reflected at the upper surface of the film and at the film/coal interface. A variety of source materials for the volatile matter required have been tested, including powdered bituminous coal, coal tars, boron oxide, and certain resins.
