Australian Bureau of Statistics (ABS) data shows that since 2006 the balance of capital costs associated with mine development has become weighted greater than 75 per cent to enabling infrastructure and less than 25 per cent on process plant, equipment and machinery. The well-developed mine planning techniques including pit optimisation and scheduling and process plant design and optimisation have typically proceeded in a linear fashion from geology, mine planning, through processing, with some iterations back to the mine. Only then is attention paid to planning and costing of enabling infrastructure in any detail.Optimisation has typically involved developing cut-off grades, mine plans and schedules and ore processing that produces maximum economic ore. Infrastructure has then been sized æto suitÆ the mining and processing core business drivers.What the ABS data, together with global trends, indicates is that infrastructure can no longer be an afterthought if miners wish to achieve robust project value estimates, realistic ore to market costing and resource statements based on achievable economic cut-off grades.In addition, with such a large proportion of the costs originating from non-mining or processing activities, a mining operation can only be truly optimal if these aspects are given due consideration in the mine design stages, based on quality geometallurgical inputs so that the size and cost of enabling infrastructure is optimised to maximise project value.This paper outlines an iterative holistic approach to mining project development, which integrates the geometallurgical approach and enables infrastructure planning into project design and evaluation. Clearly a plant designed only to treat average ore at the nameplate rate will fail to achieve nameplate in any typical year. To insert the necessary capability to achieve nameplate it is common process engineering design practice that plant must be able to treat an ore with 80th percentile value (hardness or competence values for example) at the nameplate rate. In the authorÆs experience, apart from a couple of notable cases, this has been applied reasonably well as a principal, and with widespread success. However, in a number of recent instances it became clear that the use of the 80th percentile number would have resulted in significant under design of the plant. This paper makes the case that the 80th percentile, as a principal, has can have serious flaws and its use needs to be assessed on a case by case basis. The discussion in this paper is the first step in developing a new design principal, and the associated methodology for selection of a design value, that will ensure plants are designed to achieve their nameplate capacities.CITATION:David, D, 2013. There has been much debate in recent years regarding the number of Geology (Earth Science) graduates produced in Australia. The key variable has commonly been assumed to be the placement of graduates in the mineral and petroleum industries. Although not wishing to deny the importance of this element, we contend that Geoscience studies should be given to a wider variety of graduates. The essence is to make students and future citizens more environmentally aware. INTRODUCTION Geoscience is fundamental to exploration and to the well-being of the minerals industry and hence the Australian economy. The value of mineral primary products exports for the past three years has been: 1895 $15.3 billion 1986 $14.8 billion 1987 $16.3 billion (Data source: B.M.R) The mining industry supplies about 40% of Australia's export earnings. However the overall value of Geoscience to the Australian economy is much greater. At the opening of the ANZAAS conference in Townsville during May 1987, Sir Bruce Watson , Chairman of the Mt. Isa Mines Ltd., made a plea for a national re-examination of the way science is taught in secondary schools. In particular he emphasized the point that the community should be more aware of the importance of Geoscience and the value of the mining industry to Australia.

In an environment of accelerating capital costs, limited capital availability and strongly cyclic metal prices, there is a difference between a robust mining and processing operation and one that would maximise shareholder returns in an idealised world. A higher cut-off grade policy is likely to improve operating margins and may reduce the scale of operations and thus limit capital exposure. This will leave some metal in the ground, but it is marginal material which carries the greatest cost and risk exposures. Where do we draw the line?CITATION:McCarthy, P L, 2013. Is bigger better? ‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. Courses in chemical engineering and metallurgical engineering at the University of Queensland were compared and the main difference was found to be the greater emphasis on the application of chemical engineering fundamentals, particularly chemical thermodynamics, to specific processes in the metallurgy course. This reflects the distinctive features of extractive metallurgical processes which are not common in other chemical engineering processes and which justify the study of extractive metallurgy in its own right. B.Sc. courses in metallurgy provide one way in which the specialist knowledge of extractive metallurgy can be taught. General metallurgy courses are considered to be preferable to those restricted solely to extractive metallurgy since graduates of a general course have a wider choice of employment, while excessive emphasis on extractive metallurgical applications in chemical engineering courses could reduce the non-specific nature of these courses. Postgraduate diploma and higher degree programmes are avenues for non- metallurgists to acquire knowledge of the discipline.

New developments are taking place in the recovery of gold from leached pulps that are based upon the adsorption of the metal cyanide species onto ion exchange resins. Despite the success of several resin-in-pulp pilot plant operations in the Western World and large-scale plants in the former Soviet Union, the process is yet to gain recognition as a viable alternative to the carbon-in-pulp process. An experimental research program has investigated the use of a variety of different types of resins for the recovery of gold, but to-date no resin studied has the desired properties of high selective loading capacity for gold cyanide and a simple inexpensive elution procedure. In addition very little is known concerning the physical strength of resins and their ability to resist shattering due to osmotic shock during cycles of adsorption and elution. The ability of ion exchange resins to enhance the leaching of refractory and re-adsorbing ores has not been investigated. This paper highlights the necessary factors that need to be addressed before commercialisation of ion exchange technology for gold extraction is feasible.

Aberfoyle sought to reduce Hellyer project development risk to a greater degree than usual. Consequently the ore reserves estimate and feasibility study were particularly comprehensive. A detailed ore reserve study was completed based on extensive drill core and underground sampling, large scale pilot plant work and a detailed feasibility study. Leading external consultants were used for advice on commercial matters which impact on ore reserves and to audit major technical conclusions, including the results from pilot plant work and the ore reserve estimate. Other project risks were diminished by negotiating a State agreement covering security of title, royalty formula and environmental management procedures, by obtaining sales contracts, and by analysing Hellyer's position on an industry cost curve. The task of financing the project was much simplified by the extent and quality of information available from the ore reserves estimate and feasibility study report.

Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

Many flotation plants use pH to adjust the pulp chemistry of their system to achieve optimum separation. For example, in a sequential lead/zinc circuit the pH during sphalerite flotation is increased to 10.5 or greater to depress galena and pyrite, thereby improving selectivity for sphalerite. However, maintaining a pulp at a particular pH value does not necessarily provide the operator with an abundance of information regarding the chemistry changes occurring within a plant. This paper provides the reader with a number of pulp chemical observations in several plants, showing that the same trends are noted over time; however, the magnitude of the measured values do change. Further, the changes in magnitude are invariably associated with a change in mineralogy. Thus, is measuring pH enough? Can the Eh, dissolved oxygen and temperature be measured at the industrial scale reliably? And, are these measurements useful?

The recycling of metals can be very efficient with careful selection of the material being recycled. The volume and value of recycled ferrous scrap has lead to the development of steel mini-mills which in turn has caused major changes to the steel industry. Although much smaller in volume, the recycling of lead is very significant, with battery recycling accounting for 60 per cent of annual world production. This high recycle rate can be attributed to the relatively uniform feed-stock from lead-acid batteries. The recycling rates of other metals are considerably lower due to longer use and non-uniform product usage that results in less efficient segregation and processing. It is clear that recycling of metals has advantages but its sustainability is uncertain. What are the key benefits of metal recycling? Metal recycling has technical, economic and social impacts. It is relatively easy to assess recycling on a technical basis, but the social impacts are harder to evaluate. This paper examines some of the issues in evaluating the sustainability of metal recycling.

This paper points to the timely importance of commencing a centrally recognised perpetual collection of mineral specimens in the Northern Territory which has as one of its objectives the collection and preservation of Northern Territory minerals of scientific, educational and heritage value. Currently in the Northern Territory there is no government department or institution that has a resourced coordinated state-wide objective to collect and document collectable mineral specimens. Specimens held in storage by the Department of Mines and Energy and the Museum and Art Galleries of the NT are not catalogued and owe their existence to fortuitous circumstances, not as a result of a planned systematic scientific approach to mineralogy. Northern Territory mineral species and unique specimens have and will continue to be driven to extinction while no central and active, recognised repository exists. This situation persists despite the fact mineral production is the Territory's largest income earner. The paper presents the arguments that hopefully will assist decision-makers to commence development of a state mineral collection lodged within an appropriate institution in the Northern Territory.

The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

What is the real value of your data?Given that the cost of collecting and analysing an individual sample is always rising, it is important to understand the true value of a sample and that you are confident that you receive good value for your exploration dollar. Unfortunately too many samples are still collected today that will end up as worthless data; a liability to those who own it and a hindrance to finding that ore body.

Gekko Systems Pty Ltd have developed the Python Underground Processing Plant for the concentration of gold and sulfide ores. The Python plant has an established flow sheet including fine crushing, screening, gravity separation and flotation which aims to concentrate the valuable minerals (gold/sulfides). The aim of the plant is to achieve high valuable recovery into a mass yield of 10 - 30 per cent to reduce the amount of material that is needed to be taken to downstream processing. This paper examines the test work protocol for testing an ore to assess its suitability for the Python flow sheet. This paper will discuss the test methods employed to determine crushing requirements, continuous gravity recovery and flotation performance and how the results relate to Python design for the comminution, gravity and flotation circuits. Results from past test work will be discussed.

"Conventional wisdom is that gold not assayable is not recoverable or does not exist. There has been no formal study on the possibility that gold assays using advanced spectroscopy such as mass spectrometry and neutron activation could grossly underestimate the gold recoverable by proprietary extraction techniques. Such gold is not considered here to be æinvisibleÆ to detection but rather æabnormalÆ or ædistortedÆ at atomic level. Large-scale extraction of gold from æabnormalÆ ores has not been demonstrated, hence this emerging field still lacks credibility and acceptance. For fear of harming their reputation, few academic researchers or companies are expected to venture into this field until it is well proven. This paper aims to create awareness amongst metallurgists of the potential of æabnormalÆ gold ores by reviewing unconventional observations, the pseudoscience mainly available in non-peer reviewed web sites, and hypotheses for the recovery of ænon-assayableÆ gold, including: the occurrence of high levels of nano-sized gold in clays detectable by high-precision analytical instruments, which represents æinvisibleÆ gold accounts of ambient transmutation of elements, mainly using thermal methods orbitally rearranged monoatomic elements (ORMEs), which are virtually undetectable by conventional means, and their conversion to normal metals the possibility of a æhigh spinÆ state of transition metals the formation of microclusters altering the chemical behaviour of gold and the possibility of clustering with other elements. It is suggested here that gold in ores displays a range of clustering, from ænormalÆ gold amenable to conventional extraction to the ORME state. The concepts of æintermolecular waterÆ in forming complex salts locking up precious metals, electro-dissolution in strong acids, and electrowinning at both the anode and cathode are discussed as a means of treating æabnormalÆ gold ores. It is also possible that the gas phase extraction of gold chlorides under controlled temperature and pressure conditions, as well as transferred-arc plasma fuming of gold through carbothermic reduction of sulfides, could be used as a basis for extraction of gold from æabnormalÆ ores.CITATION:van Deventer, J S J, 2013. In open pit mining, it is common that the bottleneck to productivity and profit lies in the truck-shovel mining operation, especially as strip ratios and mining intensity have increased with resource depletion and advances in mining equipment capabilities. This paper outlines a study of truck-shovel productivity using a new proprietary discrete event simulation platform for truck-shovel operations called MineDES. The study will specifically address the issue of whether truck queuing at shovels should be considered productive or not, and how mining engineers can determine the optimal truck fleet size for specific operational configurations.The MineDES simulation platform will be described and illustrated, highlighting the features that make it an appropriate tool for conducting the experiments at the heart of this study. The study encompasses a set of experiments, consisting of a number of simple truck-shovel operational scenarios for a benchmark open pit mining operation, which are simulated using MineDES. Each experiment is designed to highlight different factors, which are most important in calculating the ideal truck fleet size and for understanding the marginal productive impact of each additional truck added to the fleet. The scenarios will principally address the issues of how different types and levels of unscheduled equipment downtime and process variation, combined with the traffic delays/congestion arising in more intense mining operations, will affect productivity. The results of the experiments are interpreted using a simple fit-for-purpose cost and revenue model in order to highlight the indicative cost of over- or under-trucked configurations.The study has found that the optimal fleet size that maximises productivity and value will, in the presence of even small process variation, lead to non-zero trucks queuing at shovels on average. As process variations and unscheduled downtime events increase in the truck-shovel system, the required fleet size to optimise productivity and value increases. Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. Despite significant investment in safety in the mining industry (mostly focused on processes and systems), many companies are unable to sustain and further improve their performance resulting in continued workplace incidents. The problem persists despite the best efforts of companies and allocation of resources to achieve Zero Harm. A DSS survey in 2019 found that two out of five companies that cannot manage risks and face disaster, leave the market within five years. All safety/risk management systems have the common steps of risk identification, prioritisation, design of controls consistent with risk tolerance, and verification of implementation/operability of controls. This is then complimented with improvement to one or more of the above elements through learnings obtained from incident investigations. In principle, the above process should work to reduce risks to, and keeping them at, a risk level consistent with risk tolerance in the organisation.
