In his introductory remarks Mr. MacKellar referred to three types of development which may be considered to compete with mining for land use. 1. Total Development - in which he cited urban development, and intensive agriculture. 2. Partial development - in which he cited pastoral, and in this category would come National Parks. 3. Non development - in which category would fall the primitive or wilderness areas.

Because of the coincidental location of orebodies and population in Australia, the mineral sands industry has been subjected to numerous land use conflicts, resulting in the sterilisation of strategic ore reserves and a severe downturn of activity in the eastern states. All tiers of government of various political persuasions were responsible for the decisions leading to this sterilisation. As such, it became a community response to intense land use pressure along an attractive and popular coastline. The resultant high public exposure of the industry has placed it in the forefront of developments in rehabilitation technology. In eastern Australia, the industry has operated in a wide range of ecosystems, many with conservation values. Rehabilitation ech- niques have been developed to suit these varied conditions, and much of this technology is now widely adopted throughout the mining industry. Land use considerations in Western Australia are somewhat different to those of the eastern states. Nevertheless, the same basic principles of rehabilitation apply with modification to suit local conditions and land use objectives. The development of rehabilitation in both Eastern and Western Australia is reviewed, and the direction of future trends is indicated.

Interest in mineral sand mining in the south west corner of Western Australia began in the late 1940's and significant production commenced in 1956. Early land use conflicts arose because of conservation implications (Ludlow tuart forest), expanded to include post-mining rehabilitation requirements (the Wonnerup mine near Busselton) and today include some agricultural/mining disputes. These latter conflicts are largely caused by the need for mining companies to secure longer-term reserves. To date, deposits containing mineral valued at A$440 million have been sterilized and are unlikely to become available in the future. There is additional pressure being placed on presently available reserves and a pessimistic picture could be drawn, whereby the southwest mineral sands industry ceases to exist by the year 2010. However, sensible land use planning, the support of policticians and the community, and responsible attitudes towards compensation and rehabilitation could, in combination, see the industry maintain significant mineral output until the middle of the 21st century. Examples of deposits sterilized by adverse land use will be given.

Western Australia (WA) has been a significant world producer of titanium minerals (rutile, ilmenite and leucoxene) and zircon for over 55 years. In 2010, despite global difficulties, WA accounted for 12 per cent of world production for zircon, ten per cent for ilmenite, and eight per cent for rutile. With downstream processing, titanium minerals (ilmenite, rutile, leucoxene) and zircon exports for 2010 were valued at $511 M (Department of Mines and Petroleum, 2010).Production is dominated by two areas of the Perth Basin, namely the Eneabba and the Bunbury-Capel regions, which are located 240 km north and 200 km south of Perth respectively. Mineralisation is within Cenozoic beach or near shore dune deposits at three broad altitudes related to the present coastline, and two older higher sea-level still-stands. The titanium-zircon minerals presumably were derived from the underlying Mesozoic sediments of the Perth Basin. Contrary to expectations, age dating suggests that the ultimate source of most of this mineralisation was not the adjacent Yilgarn Craton. With the cooperation of industry, the Geological Survey of Western Australia has mapped all known significant titanium-zircon mineralisation within the Perth Basin. This mapping has identified ‘strategic mineral resource protection areas’ that should be set aside for future mining, ‘sterilised’ and ‘mined’ areas that generally do not restrict land use options, and ‘possible strategic resource areas’ which have exploration potential for hosting titanium-zircon mineral deposits.The Perth Basin is currently undergoing rapid residential and industrial development. By informing all stakeholders of the locations of potential mining areas, the titanium-zircon mapping has the ability to reduce future land use conflicts, and facilitate sequential land use planning. Appropriate planning measures are being implemented to ensure that the Western Australia’s titanium-zircon minerals industry remains strong and viable in the future.

The mine site is situated south east of Port Hedland in the Pilbara region of Western Australia. A detailed engineering design was undertaken for six irregularly shaped waste rock dumps at the site. The design was undertaken to ensure long-term stability of the dumps and optimise material movements for closure construction. The Watershed Erosion Prediction Program (WEPP) and SIBERIA landscape evolution modelling was undertaken for the landforms using regional and site-specific material characteristics to provide an indication of the maximum allowable slopes and corresponding slope lengths for long-term stability.The majority of the waste materials present in the waste rock dumps are considered likely to be subgrade banded iron formation (BIF) and chert, which is generally competent material. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. Geological records also indicate that the dolerite is logged as being heavily kaolinised in the geological logging, hence kaolinite is very likely to be present within the waste dumps on-site. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert).The final design configuration of the largest existing ‘unplanned’ waste rock stockpile is compared to a hypothetical continuous ten degree outer embankment alternative. This paper will present a brief description of the alternatives for closure of three waste dumps in close proximity to each other and how the detailed design based on site-specific materials and conditions compare to an alternative approach blankly assuming that most materials will be erosionally stable at less than ten degrees.CITATION:Kemp, A, Taylor, I?and Hancock,?G,?2014. The mineral sand orebodies of the east coast of Australia occupy approximately three per cent of the dune-heath-wetland coastal environment. They are associated with coastal plant communities ranging from Holocene high dunes carrying mature Eucalypt forests to low- lying heaths on Pleistocene deposits. Commonly, 0.25 to 1.5 per cent of the sand volume mined is removed from the site. Therefore, the volume change is insignificant. The equipment and techniques in use are flexible and the land can be returned in a manner suited to its subsequent use for grazing, subdivision or recreation. Landforms similar to the pre-existing are created in two case studies given. Sophisticated revegetation techniques are practised and are discussed in two case studies. Pre-mining vegetation surveys and post-mining monitoring are used to guide the management of the ecosystem.

The difficulty of successfully imple menting a landscape policy is almost incom- prehensible. Landscape design is recognised as an essential component in the integration of engineering and architectural projects into the landscape, but the factors which prevent the achievement of a successful result are rarely recognised or assessed. In many cases these prohibiting factors are due to a lack of understanding of the effect of major planning decisions on the existing landscape, the importance of the landscape plan and the significance of appro- priate specified techniques to prevent un- necessary damage and to ensure retention of existing vegetation in a healthy condition. The role of the landscape architect in incorporating new land uses into the landscape provides the background against which factors which inhibit policy achievement can be con- sidered.

Every mine is situated within a water catchment – a catchment with potentially many other land uses. A mine may take up a relatively small area in that catchment, but its operations have the potential to affect the whole catchment and long after that mine has ceased to operate. Therefore, the residents of any given catchment have the right to feel secure in the knowledge that their catchment, and indeed the wider environment, will not be degraded by mining activities. Much conflict can arise when this confidence does not exist.But, imagine if a community not only felt confident that their catchment would not be degraded by mining activities, but was also confident that their catchment would be left in a better and continuously improving condition – with improving water quality, biodiversity and soil - and a strengthening, more resilient economy. Understanding watercourses and river processes at a landscape scale is vital for managing risk to mining infrastructure and operations as well as minimising future environmental impacts beyond the life of the mine. Recognising this, Iluka Resources Limited engaged Alluvium Consulting Australia to identify and characterise watercourses across several neighbouring mineral tenements in the Eucla Basin, South Australia (Alluvium, 2013, 2014a, 2014b). The objective of the studies was to inform planning for risk management during mine planning and operation and appropriate landscape rehabilitation for mine closure.Mining operations in the area are by open cut extraction of mineral sands. The extracted resource is processed on-site before leaving the site for export. Several pits are to be developed in stages with simultaneous backfilling and surface reinstatement. Mining is initially taking place in the Jacinth tenement, where up to 100 km of watercourses may be directly or indirectly impacted (refer to Figure 1).The total study area (shown in Figure 1) is approximately 330 km2 and spans three smaller areas that were the focus of separate investigations during mine planning.CITATION:Ferguson, C, White, K, Harding, M and Hardie, R, 2016. Construction work on one of the world's largest landslide stabilisation projects is drawing to a close in Central Otago. Begun in mid 1990, major stabilisation work has been carried out on seven large rockslides which will be partially inundated when the Clyde dam reservoir (Lake Dunstan) is filled. The work has required the construction of 14.5 kilometres of tunnel, 60 kilometres of surface drilling, 78 kilometres of drilled drainage holes and five million cubic metres of earthworks. The stabilisation programme has been carried out by the Electricity Corporation of New Zealand as part of the Clyde Power Project, a hydroelectric development on the Clutha River.

Dump leaching began at Teller in late-1988 at a rate of 4 MTPA and has been progressively expanded to the present rate of 10 MTPA. Teller's on-going commitment to dump leaching is driven by the amenability of gold ores to the process and the availability of large tonnages of low grade gold ore. The sequence of evaluating ores for dump leaching involves rolling bottle tests on coarsely ground ore, followed by small and large column leaching and finally trial heaps. Trial heap tests are very expensive and an alternative approach to this is large diameter column leaching.A four-column permanent facility was built at Teller to specifically evaluate the leaching characteristics of new dump leach ores. Details of construction, operation and dismantling are discussed in the paper. Capital cost for the four column facility was some $45 940, while operating costs are about $24 800 per column.

Most compact bucket wheel excavators in use are in the small to medium range. Large compact bucket wheel excavators compete directly with con- ventional longer boom excavators which have operational advantages over the large compact. There are, however, situations where the large com- pact excavator is viable. In the development of these large compacts there are a number of technical features to be addressed. In addition the SECV now propose to expand the concept to a large compact bucket wheel excavator with a bridge and loading unit for their Loy Yang Open Cut.

In the past three years, the company has been involved in six 8? coring projects in a variety of geographies and geologies, including iron ore, coal and uranium. FORACO has developed proprietary equipment and techniques to deliver cost-effective LDC samples with outstanding core recovery.The FORACO LDC sampling system is hands free, with mechanised rod and corebarrel handing to minimise the risk of manual handling injuries. Sample volumes are six times PQ (the common industry standard for large core samples), with core recoveries consistently above 96 per cent in extremely difficult formations.Eight inch coring is a conventional coring system suited to hole depths up to 150 m. The excavation of a tunnel through rock and mixed ground of basalt and silty clays presents a challenge to engineering organisations. Such was the situation facing the Melbourne and Metropolitan Board of Works (MMBW) in constructing the 15.3 km, 5.5m dia. tunnel component of the new Western Trunk Sewerage System. The tunnel geology showed that there were two distinct components to the excavation - rock and mixed ground. By drawing on extensive experience in the use of Tunnel Boring Machines (TBM's) used previously by the MMBW and using techniques developed for predicting TBM per- formance, a comparison of the options of drill and blast versus TBM was made. The conclusion was that TBM methods would provide the best solution to the problem. Tenders were called for the supply of a TBM. A performance specification was used to attract tenders offering designs which re- flected the state of the art on an internation- al level. Particular features required by the MMBW were included in the specification. The excavation planning and operation are described in this paper. The production achieved has shown that the TBM can very adequately handle rock excavation (best weekly production 167.9m). Extreme conditions of mixed ground with heavy groundwater inflows have been handled using an auxiliary thrust system to maintain gripper reaction through the soft ground encountered.

The Civil Defence has provided shelters for more than 50% of the population. Some of these shelters are put into rock. Since rock installations give large resis- tance against weapon effects and also by advan- tage can be used for several purposes in peace- time, an interesting development has taken place the last decades. In towns and cities you will find sport halls, swimming pools, bowling and shooting ranges etc in rock, which easely can be conver- ted to civil defence shelters. Some typical installations are highlighted in the following.

Microseismic monitoring is regularly used in the mining and geotechnical industries to provide detailed information about rock mass response to operational activities. This paper implements a variable 3D velocity model (VM) at a North American hard rock mine with the aim of further improving the accuracy of seismic event locations. A collapsing method is also used to help analyse two individual seismic event clusters at another North American hard rock mine. In the first case study, the location accuracy of events is shown to improve by moving from a conventional single VM to a variable 3D VM that accounts for voids and different geological domains. The modal average for the event location accuracy improved from 14 m to 5 m when the 3D VM was used. Additionally, the single VM failed to locate 26 per cent of the seismic events that were located by the 3D VM. In the second case study, the distribution of seismic events was further enhanced by using a collapsing method that highlighted planar structures. The collapsing method was performed on two large event sequences that occurred in close proximity and identified different seismic event distributions. One aftershock sequence aligned along a plane, suggesting an activated structure, while the other large event sequence had a more 3D distribution of events, suggesting a complex stress redistribution on smaller structures.CITATION:Pinnock, I, Collins, D S, Toya, Y and Hosseini, Z, 2016. The plant and processing site at Porgera has been built on a levelled mudstone ridge about lkm E of the mine. Excavation of 7xl06m3 of soil and rock was necessary to achieve the required area. The exposed mudstone belongs to the Chico Formation and is weak, sheared and readily breaks down by slaking upon exposure. Tectonic uplift and subsequent erosion have produced the present landscape of narrow bedrock ridges, with deep colluvium in the incised valleys. The deep excavation to a maximum of 60m, has rapidly unloaded the mudstone, and subsequent stress relief has caused rebound and dilation of the material. The processes of pore pressure equilibration, softening, progressive failure and loosening, combine to deteriorate the newly exposed rock mass. One of the significant changes which has occurred in the flotation sector of the minerals industry, over the last two decades, has been the successful development of the very large flotation machine. The last twenty years has seen the volume of the individual cell, available to the industry, increase by a factor of ten. Today, new mills, and existing mill modernization plans, can consider individual cell volumes as large as 85 m3 with the certainty that the metallurgical performance capability of the large machine is inherently as efficient as the smaller machine. The large flotation cell offers benefits to the user such as reduced floor space, lower total power, process control simplification, and reduced maintenance. However, the flotation machine size selection process, based on overall installation economics, must include such factors as process tonnage, flotation kinetics characteristics, and metallurgical performance objectives. This paper discusses the flotation machine size and circuit arrangement selection based on both metallurgical performance and economic considerations. A computer based flotation kinetic analysis technique, which has proven valuable in quantifying the metallurgical response of flotation circuits having different cell sizes and number, is utilized to illustrate the selection of cell size and arrangement best suited to a client's Requirement.

Large scale open pit mining at Ok Tedi and Misima are described in this paper. The paper also presents the socio-political problems encountered in the construction, operation and waste disposal of high technology, high output gold and copper mines in very remote and rugged terrains. Despite these handicaps, mining companies from all over the world have established top class mining facilities including huge open pits, underground mines and mineral processing plants to extract rich mineral deposits of gold, silver and copper.Papua New Guinea is the sixth largest gold and copper producer in the world. New projects likely to come on stream before the end of this century would make it the world's third largest gold producer. The mining industry is the largest organised industry in the country employing over 10 000 persons and investing over US $1000 million on these mega projects per year.

Associated Tin Smelters, Sydney, are developing tin smelting operations in a prototype commercial SIROSMELT plant comprising two furnaces of 5 to 8 tonnes capacity. Features of the plant and its operation are discussed and results of its application to tin slag reduction and high-grade tin concentrate smelting are presented. Development work is still in progress but experience indicates that the technology has potential for lowering the costs of tin smelting and relieving constraints on grade and iron content of concentrate imposed by conventional technology.
