Risk exposure in tunnel projects is extremely high due to various factors such as variability of subsurface conditions, selection of inappropriate design and tunnelling methods, improper risk assessment on adjacent surface and subsurface structures and utilities, and inadequate contractual practices. The risks in tunnelling must be borne by the contractor, designer and the owner of a tunnelling project. There have been a number of improvements in the last ten to 15 years in the manner in which tunnel projects are developed and implemented in terms of their design, construction, financing and operations. One significant improvement has been the manner in which underground conditions and their risks are being managed. Owners are less willing to transfer the full responsibility to the contractor for managing the underground conditions, although this is a familiar manner in which underground major urban projects have been previously contracted and managed. The owners of tunnel projects in Singapore have advanced the risk management process for their projects through geotechnical interpretative baseline reports (GIBRs), geotechnical data reports (GDRs) and project specifications (PSs). This paper discusses industry practice and its development as well as the application during the preparation and use in Singapore on the Deep Tunnel Sewerage System (DTSS) and the Marina Coastal Expressway (MCE) project in Singapore. The DTSS trunk sewer is 48 km and ranges from 3.3 m to 6 m finished diameter up to 50 m below the ground. The underground conditions ranged from Old Alluvium, strengths of about 1 MPa to competent Bukit Tima granite, with strengths of over 230 MPa. The total route length of the MCE is about 5 km. About 3.6 km will be constructed underground, consisting of dual five-lane carriageways. The underground construction will be cut-and-cover, and 2.6 km will be constructed about 13 m underground, and 1 km of tunnel will range from 13 m to 24 m as the tunnel passes under a 420 m wide reach of Marina Bay, whose crossing will be constructed as a two-phase cofferdam.

Individual specimens of sphalerite from the Broken Hill lode vary considerably in manganese and iron contents, even within the same orebody, so that study of the overall variation of manganese and iron content of the sphalerite calls for the analysis of a large number of specimens. This difficulty has been overcome by analysing a series of recleaned zinc concentrate products, prepared from stope samples and their equivalents, from most of the developed sections of the lode. The analyses reveal that during the formation of the sphalerite the concentrations of iron, manganese and zinc in the mineralizing solutions varied independently of one another from place to place in the forming orebodies, and also in time.The overall pattern of variation of the iron and manganese contents of the sphalerite in the several orebodies of the lode bears a general resemblance to the overall pattern of distribution shown by several other elements, notably, cadmium, lead, bismuth and arsenic. The iron content of the sphalerite indicates that it was formed at a temperature of 6000 C. or higher, but the variation in its iron and manganese contents demonstrates that Kullerud's method for determining the temperature of formation of sphalerite from its iron content must be used with caution if only single specimens of sphalerite are available.INTRODUCTIONThe four chemical analyses available of specimens of practically pure sphalerite from the Broken Hill lode (Table 1) reveal that the manganese content of the sphalerite varies considerably, and that there is a significant variation in its iron content. The variations revealed between individual specimens within the same orebody in the same mine suggest that specimen material is unsatisfactory as a basis for studying the overall manganese and iron contents of Broken Hill sphalerite, unless a great number of specimensis analysed.

Many changes have occurred in the world market for manganese over the last five years. Among these, the emergence of divided steel processes for the hot metal refining of pig iron is affecting the use of both ferruginous manganese ore and ferro manganese, at this stage particularly in the Japanese steel industry. Subsequent demand for higher quality manganese materials is promoting the use of thermally beneficiated products such as sinter. In addition, many processes are being developed for the direct smelting of fine manganese ores, of which plasma technology is the most advanced. Cost pressures and product quality requirements are encouraging pre- viously self sufficient countries such as The People's Republic of China and the USSR to import high grade manganese ores to supplement indigenous lower quality supplies. At the same time, Brazil has been provided with the impetus to convert its substantial reserves of ore to value added products.

Deposits of manganese oxides and silicates in the Tamworth area were re-examined. The major deposit at Danglemah consists chiefly of rhodonite and the rare silicate tephroite. It is considered that the manganese was deposited with the original sediments, the silicates being formed later during the intense folding and low-grade metamorphism of the enclosing rocks.INTRODUCTIONMany small deposits of manganese oxides and silicates occur along a belt of eastern New South Wales and Queensland.Some fifty occurrences, most of which have been subject to mining activity, were described by Lloyd (1943) and some of this information was summarized by Knight (1947). The ores have been mined on a small scale since 1884. Small supplies of battery grade ore were won from a number of deposits, while larger quantities of metallurgical grade were sold to the steel industry. Maximum production was in 1918, when 6,500 tons were mined.The siliceous nature of many of the ores and their occurrence in the neighbourhood of granite batholiths led earlier investigators to consider the deposits to be of hydrothermal origin, associated with the granite intrusions. The present work questions this viewpoint.In this investigation, three of the chief deposits in the Tamworth area were seen. These were at Danglemah, which is being mined at present, and Mount Jasper and Manganese Mountain, which were mined in the past. The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

HiTec Energy Ltd has been conducting research since 1996 into novel process routes for the treatment of low-grade and waste manganese sources for the production of high value and high quality electrolytic manganese dioxide (EMD) for the alkaline battery market. HiTecÆs approach is to treat previously unsaleable manganese deposits and mine site tailings using a novel sulfur dioxide leach route, followed by purification and electrowinning to generate the sought-after EMD product by an environmentally superior processing route to those presently practiced throughout the world today.HiTec Energy Ltd expects to be in commercial production with its Stage 1 facility in Kalgoorlie in the last quarter of 2004 for the production of 12 500 tpa EMD. With this production facility being adjacent to a laterite nickel producer with available waste manganese units, the opportunity arose for HiTec to combine its existing technologies with processes (that will be discussed in this paper) to turn two waste by-products into products that are used for high-tech purposes.HiTec Energy Ltd and the Parker Centre have had a collaborative research relationship for a number of years in areas involving EMD and battery related technologies. Meanwhile the solvent extraction (SX) group of the Parker Centre (CSIRO Minerals) has developed SX processes to separate manganese from nickel and cobalt. A project was initiated by HiTec Energy to recover manganese from waste laterite leach solutions using SX technology. Batch tests were conducted to select a suitable organic system for the extraction of manganese in terms of selectivity and extraction and stripping kinetics.A total of eight organic systems were tested by determining pH isotherms of metals using a laterite nickel process waste stream. Two organic systems, the Versatic 10 and Versatic 10/synergist systems, were chosen for further test work with Shellsol D70 chosen as the diluent for both systems.The Versatic 10/synergist system would be advantageous over the pure Versatic 10 system because fewer SX stages are required, resulting in a smaller organic inventory and lower capital costs. The risk of gypsum formation is also significantly lower with the synergistic system.

Research cruises by HMNZS 'Tui' (1986) and RV 'Moana Wave' (1987) investigated the geology, geophysics and seafloor mineral resources of Manihiki Plateau in the central Pacific Ocean.Manihiki Plateau is a large (500,000 km2) mid-ocean platform that rises 3000 m above the abyssal plains of surrounding ocean basins (depth -5500 m). Its foundation evolved about 112 Ma ago by massive outpouring of basaltic lavas at a plate triple junction. The plateau is blanketed by a 900 m thick sedimentary section comprising (i) mid-Late Cretaceous volcaniclastic sandstones / siltstones grading upwards to limestones / chalks and (ii) -500 m of Tertiary nanno-foram chalks and oozes. Cores from DSDP 317 drill-site on the Manihiki High Plateau indicate that the volcaniclastic sediments contain native copper and some thin beds rich in organic carbon.

Technically competent, skilled and efficient people are often promoted into management and leadership positions, climbing through the ranks to senior positions without training or direction in soft skilling. These soft skills are what really motivate teams to achieve business goals. This paper looks at the three key soft skill areas that compel teams to follow leaders, namely manners, mentoring and motivation. Our manners control our behaviour and attitudes and operate at a subconscious level. The manners that æmaketh the manager worth followingÆ are discussed with the express purpose of bringing these to our consciousness. When we recognise those behaviours that alienate or inspire we can consciously behave in ways to lead our teams towards our goals. Our attitude to mentoring and developing people around us speaks of our commitment to our people and our industry. Surprisingly, the more we give the more we get. Mentoring gives us an opportunity to leave a legacy, inspire commitment and build support within the mining community. How do we as managers provide mentoring within our teams? What are the mentoring behaviours that inspire learning and commitment to a managerÆs goals? When managers can identify an individualÆs unique mix of motivational drivers, they can understand how to motivate them. And motivated people are more likely to be retained and work towards the managerÆs goals. The soft skills used to understand and motivate within the three core motivation drivers (competence, expression and treatment) are presented. This paper is designed to share straightforward soft skills for managers who have tread the technical route.

One does not need to travel too far back in time to find that the manpower requirements for new projects were focused mainly on: ò plentifulness of supply; ò cheapness of use; and ò fitness for use. These were primarily quantitative considerations and corresponded with the dominant view of labour as a commodity. Qualitative considerations were not very evident with the exception of judgements of industrial militancy. It was not unusual for areas of known militancy to be excluded from the recruitment net (eg Captain's Flat, Broken Hill, Pilbara).

Because the Australian resource industry differs from the resource industries of other countries, direct application of manpower planning processes derived from overseas experience may be singularly inappropriate for Australian projects. Too often in Australia, project manpower planning has been undertaken as an afterthought to technical and financial analysis. A wide variety of complex and interrelated manpower considerations should be evaluated from the beginning of project planning, even at feasibility study stage, and relevant deductions should be incorporated into all other planning. Many manpower factors can be considered sequentially but it is probably necessary to undertake critical path analysis for manpower planning. The paper highlights some key factors involved in project manpower planning and suggests a simple linear planning sequence which integrates the analysis of factors and can in turn be integrated into technical and financial planning.

The mining industry uses many types of mineral and metallurgical plants to produce saleable product from ore mined. Plant design history has left current operations with a mixture of manual operation and various forms of automated process controls. Consequently, we typically see high-variability in the continuous operations together with a shortfall in the attainment of full capacity or higher utilisation of consumables.At a level of best practice, ‘operational performance excellence’ focuses on process control, using automation and control systems to deliver process optimisation. This more sophisticated delivery is a great deal more difficult than the first stage of equipment selection/installation. It includes the appropriate selection of the right instrumentation and control system, key process knowledge, individuals with a solid control engineering background/experience and the essential backing/support of the operations management team together leading to higher-value delivery. Robust solutions can be realised, considerably minimising process variation, thus leading to process optimisation. This approach results in an easier, efficient and safer process while providing considerable returns for the plant owners.How variable are your processes, and do you maintain optimised process performance with dedicated resources, modern instrumentation, ‘best practice’ control systems and performance monitoring tools? In this paper, these questions and their possible answers are discussed.I say we can do much more and be ‘more efficient’ in our efforts to remain competitive. Author Biography William Poole was born in Sydney, NSW in August 1868. He was educated at Sydney Grammar School. William spent two and a half years as a cadet in the Railway Construction Branch of the NSW Department of Public Works doing office and field work. He then undertook a civil engineering course at Sydney University. Following this he was employed for six years as assistant and resident engineer at the Water Conservation Branch, NSW and was in responsible charge of various field operations, surveys, river gaugings and works of constructions including a large timber weir and also a concrete weir on the Macquarie River, NSW. He then undertook a mining and metallurgical course at Sydney University and became a graduate (BE) with honours in civil engineering, mining engineering and metallurgy. He then spent four and a half years with BHP Co, one and a half years at Broken Hill in the mining and concentration works and three years at the smelting works in Port Pirie, SA, in the latter case he was metallurgist and night superintendent and during that time had responsibility and control at night of the blast furnaces and, during the last 15 months, of the whole of these large works. The author left the Port Pirie, SA works to assume the position of Director of the State School of Mines at Charters Towers and had responsible control of the establishment and also lectured in mining, surveying and structure. William Poole was honoured to hold membership in the following organisations: Assoc M Inst C E, L S of NSW, M Aus Inst M M, Assoc Inst M & M (London).

THE successful establishment of iron blast-furnace plants at Newcastle and Lithgow naturally invites attention to the economic utilization of the various products and by-products arising out of the industry.The general similarity in composition between Portland cement and iron blast-furnace slag very early attracted attention both in, the cement and iron-smelting industries. Probably the first use made of blast-furnace slag in the cementindustry was not of an honourable nature-viz, to use an almost worthless and cumbersome by-product as a not readily detectable adulterant in Portland cement, which was at that time very costly to manufacture.The astonishing discovery was made that in many cases the adulterated cement was stronger than the original unadulterated article. It was found that chilled blast-furnace slag introduced in moderate quantity and finely ground with the cement clinkerdid not injure, but usually improved, the quality of the resulting cement. This mode of, manufacture is recognized, especially in Germany, as a legitimate branch of the cement making industry.The use of slag for the manufacture of both slag cement and Portland cement has assumed very large proportions heth in USA and Europe so much so that in the former country plants not well situated and equipped for cheaply making cement from clay and limestone are being forced to close down. Slags from other than iron blast-furnaces, together with some of the latter, are not suitable for cement-making. Fe-26Si-9B (wt per cent) alloy has been identified as a potential high-temperature phase change material (PCM) due to its attractive properties, such as its high latent heat of fusion and low volumetric change during solid/liquid transition. For the successful utilisation of this alloy into thermal energy storage (TES) systems, the development of a cost-effective production method is essential. Presently, the Fe-26Si-9B alloy is produced by mixing FeSi alloys with either pure boron element or FeB alloys. However, the use of pure boron is financially prohibitive, and the carbothermic reduction results in high greenhouse gas emissions and high energy consumption in the production of FeB alloys. In this regard, our study proposes a silicothermic reduction method to produce Fe-26Si-9B PCM by using FeSi alloys and B2O3-based oxides. Accordingly, the influence of various parameters on the production process was investigated, including operating temperature, holding time, B2O3 content in the added oxides, and initial Slag/Metal (S/M) ratio. Based on the experimental results, the optimal parameters for producing FeSiB alloys with over 9 wt per cent boron were determined. Consequently, it was documented that the FeSi alloys and the added oxides enriched with 50– 65 wt per cent B2O3 should be subjected to temperatures ranging from 1550–1650°C, maintain an initial S/M ratio exceeding 1, and ensure a holding duration beyond 1 hr. Moreover, the energy consumption of this process was estimated to be ~1.86 MWh/t metal and the mass loss was lower than 7 per cent. Therefore, silicothermic reduction offers a sustainable approach for producing FeSiB alloys with a boron content above 9 wt per cent.

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

James Barnes is Managing Director of James Barnes & Associated Ltd which is a company that has invested ten years of development to provide developers with a transparent, user friendly consultation framework that identifies who needs to be consulted, how they are to be consulted and procedures required to manage the risks associated with getting all the wrong! Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

With more than 50 000 recorded abandoned mines in Australia, effective management strategies are needed to prioritise and manage health, safety, environmental and socio-economic risks and opportunities. This paper reviews international leading practices for abandoned mine management and identifies key issues that need to be addressed in the Australian context. As well as the academic literature, this review draws on a 2008 global legacy site survey and forum in 2008, a Churchill Fellowship study of abandoned mines and the recently released æStrategic Framework for Management of Abandoned Mines in the Minerals IndustryÆ (MCMPR/MCA, 2010).A conceptual model was developed to identify the relationship between key issues affecting the management of abandoned mines in Australia. The conceptual model is then used in the development of a maturity chart which draws on risk management principles to provide leading practice guidance for abandoned mine managers, jurisdictions and stakeholders. Gold deposits in the Chirano district in south-west Ghana are hosted in a variety of structural settings along the Chirano shear zone (CSZ), in Paleoproterozoic rocks of the Sefwi-Bibiani belt. Most gold mineralisation occurs in strongly sheared and hydrothermally altered Birimian mafic igneous rocks and tonalite intrusions within the CSZ. A recent program of open pit structural mapping, core logging, and three-dimensional modelling helped to define deposit-scale structural controls on gold mineralisation. These include strain domains, shear zone flexures, shear zone intersections and vein arrays associated with host-rock competency contrasts. Interestingly, the plunge of higher-grade shoots in some deposits appears to be associated with the intersection of the CSZ and broadly folded Tarkwaian sedimentary rocks, which are not significant gold hosts in the Chirano district. This paper presents the results of 3D modelling that were used to define structural controls on mineralisation in several open pits and one underground mine along a 9 km length of the CSZ. LeapfrogÖ software was particularly useful because it highlighted the orientations of structural features that focused hydrothermal fluid flow during alteration and mineralisation. The improved understanding of structural controls provided two main benefits: near-mine exploration drill targets and better definition of structural domains for resource estimation.

Key indicator hydrothermal alteration minerals formed from fluids of known fluid composition (neutral versus acid pH) and temperature have been mapped for New Zealand (NZ) geothermal fields by visible/near-infrared (VNIR) and short wave infrared (SWIR) reflectance spectroscopy. Smectite, interstratified illite-smectite and illite formed from neutral pH fluids have zoned distributions with higher temperature illite (>220ºC) in and around the upflow of chloride waters and low temperature smectite (<150ºC) on the margins (eg Ohaaki, NZ). In adularia-sericite epithermal deposits, Au-Ag veins are similarly surrounded by zoned clays, with mineralised veins enclosed by illite (eg Martha, NZ) or occurring at the illite/illite-smectite boundary (eg Favona, NZ). Reflectance spectroscopy is also highly effective in identifying minerals formed from acid fluids; both steam-heated acid-sulfate waters (eg kaolinite and alunite at Rotokawa, NZ), or magmatic-hydrothermal fluids (eg pyrophyllite and topaz at Ngatamariki, NZ). These same alteration minerals commonly show zoned distributions in high sulfidation epithermal deposits (eg Rodalquilar, Spain) and in lithocaps associated with porphyry deposits (eg Lepanto, Philippines). Thus reflectance spectroscopy permits the rapid identification of key alteration minerals that can be mapped at a high sample frequency and used as vectors towards mineralisation.CITATION:Simpson, M P, Bignall, G, Rae, A J, Christie, A B and Chambefort, I, 2015.
