Good morning ladies and gentlemen, and may I thank you for inviting me once again to address your conference. I would first like to welcome you all, especially international delegates and conference speakers. ItÆs a pleasure to be with you all and I hope that you have the time to enjoy the many beautiful sights that the Coromandel and Bay of Plenty have to offer.   Holding your conference in Waihi is particularly apt, especially bearing in mind the conference theme û 'Mining in the Community'. There can be few venues in the world that can boast a world class gold deposit of the likes of Martha Hill located right here in the centre of a rural service town. ItÆs a deposit that has a mining history active now in its third century and that to date has yielded some 7.5 million ounces of gold and 50 million ounces of silver. I doubt that when John McCombie and Robert Lee discovered gold at Martha Hill in 1878 that they had any inkling that their endeavours would be the foundation for a mine that would become such an inseparable part of the economic and social fabric of Waihi for the next 130 years.   This is now my fifth appearance at a New Zealand minerals conference, I especially value such occasions as it allows me to comment on your industryÆs performance over the past year, share my thoughts on matters affecting your industry, and also to give you some feedback from central government.

Substantial schedule advantages can be made on projects if cross-passage construction can occur at the same time as tunnel boring machine (TBM) operation with little or no impact on TBM logistics. However, this approach can prove difficult to achieve with many of the more cost-effective means of supporting the segmental lining during cross-passage break-out. This paper discusses the constraints and shortcomings of conventional approaches, and describes how a cost-effective solution involving a shotcrete shell and opening constructed inside the segmental lining was designed and constructed to deliver cost and time savings on Seattle University Link contract U220.The paper explains the spatial and schedule constraints on the TBM tunnelling and cross-passage construction, and how a shotcrete solution was arrived at in preference to traditional approaches. As the solution was novel the design had to be robust, and the paper explains how this was achieved through a combination of 3D finite element modelling and closed form solutions. Following a description of the trials to verify that the structure could be demolished post-cross-passage completion, the paper describes how the shell solution was constructed, used and demolished safely to leave the lining surface in a clean and undamaged state fit for tunnel operation.CITATION:Harding, A, Chappell, M, Burdick, M and Krulc, M, 2014. When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Roller seed screens were installed at The Broken Hill Proprietary Company Limited (B.H.P.) Whyalla pellet plant to replace vibrating screens on the green ball circuits. The installation of roller screens was justified by improving the sizing of the green balls. This improved sizing increased the yield of fired pellets produced from green balls thus decreasing the fuel consumption. The fired pellet sizing was improved also. This paper discusses the configuration of the roller screens installed at Whyalla, quality of green balls produced, advantages of roller screens compared with vibrating screens and future development of roller Screens.

Yallourn brown coal and its characteristics have been the subject of innumerable papers and discussions. The Lurgi process adopted for the production of Towns gas by the gasification of brown coal has been described frequently in literature.The application of the Lurgi process for the gasification of Yallourn briquettes has naturally lead to some unexpected problems. Rather than attempt to review the whole field of experience gained in the first two years of operation of the gasification plant at Morwell, this paper attempts to describe two problems encountered, peculiar to the fuel used, and the steps taken in overcoming them.THE PROCESS AND PLANTTo clarify the conditions surrounding the problems, it is necessary to briefly describe the gasification and cooling processes and plant.Brown coal briquettes are gasified in a pressure generator, using a mixture of steam and oxygen as a gasifying medium. Crude gas produced in the generator is washed and cooled in the waste heat boiler and coolers. Figure 1 shows an arrangement of the generator and coolers. The gasifying medium enters the generator through a hollow shaft in the base. "The Phu Kham copper-gold operation in the Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining ten per cent held by the Laos PDR Government.The original 12 Mt/a copper-gold concentrator at Phu Kham commenced production in April 2008. An incremental improvement program resulted in a number of circuit changes being incorporated by 2011, including conversion of conditioning tanks to flotation cells and the installation of a Jameson Cell cleaner scalper. In 2012 the Phu Kham Upgrade Project was commissioned to increase throughput to 18 Mt/a. In April, 2013 the Phu Kham Increased Recovery Project was commissioned to maximise performance by debottlenecking the plant IsaMill™ regrind and cleaning capacity.With the variable mineralogy of Phu Kham ore, control of the c concentrate regrind circuit is essential in terms of achieving effective liberation to maintain concentrator performance. On a routine basis laboratory regrind signature plot data is compared with daily surveys of the operational IsaMills™. More extensive surveys are also conducted to determine size distribution on a mineralogical basis and the effect of fine regrinding on pulp electrochemistry and flotation performance. This paper provides a review of the operating performance of the Phu Kham IsaMills™ with regard to power draw, feed and product size distribution, feed per cent solids, mineralogy and pulp electrochemistry. Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. The bubble size, together with the gas rate, determines the bubble surface area flux in flotation machines and, therefore, impacts directly on the kinetics of flotation. Understanding the variables that influence bubble size is one of the keys to understanding flotation recovery. Surprisingly, these relationships are poorly understood, largely due to the difficulties associated with gas dispersion measurements in industrial environments. The McGill gas dispersion sensors (bubble size, gas rate, gas holdup) are capable of reliably making such measurements. This paper reports on a study, using the McGill sensors in a 0.8 m3 Metso RCSTM pilot cell, which investigated the effect on bubble size of frother type and concentration, gas rate, temperature and rotor speed. A Denver laboratory cell was used to investigate the effect of elevation above sea level. Frother concentration proved to have the predominant influence on bubble size, and the effect of frother type can be normalised as a function of the critical coalescence concentration (CCC). Measurements made at many plant sites worldwide are compared to the model developed using the Metso RCSTM unit.

The Argyle Diamond Mine is the first significant diamond producer in Australia. The project has been developed with new concepts in circuit design, process control technology, organisational development and training. After its first year of operation, the Argyle Heavy Medium Separation Plant has proven extremely efficient in recovering diamonds. Apart from cyclone wear, no major problems have been encountered. Ferrosilicon consumption is well below the design level which is a reflection of the sound design of the medium circuit. An Audit Plant continuously monitors the Heavy Medium Separation Plant tailings for diamond loss.

The Blackwater Coal Mine is a modern open cut operation using large draglines for over- :)urden removal and shovels, loaders and trucks to mine and haul coal to the crushing and coal ?reparation plant. Operations at the mine are described in sequence following through overburden removal to the railing of product coal from the mine site. The close operating connection between the mine and washery, which results from the blending of raw coal into clean product via the qashplant bypass system, is stressed. Some features of special interest at Blackwater Mine, such as land reclamation and slope stability,are outlined.

The classification performance of a Dutch State Mines (DSM) Rapped Sieve Bend has been investigated in a series of experiments. Coal slurries of a nominal 0.5 mm size were classified in the separation range of 0.10 to 0.14 mm at pulp densities from 6 to 21 per cent by mass of solids, and flow rates of 110 to 1375 litre min-1.The results obtained showed that the partition curve and water split io oversize was dependent on the solids flow rather than slurry flow rate or pulp density. For most of the operating conditions considered an accurate classification of the fine coal was obtained. The undersize efficiency was susceptible to solids flow rate, and was less than 70 per cent for solids flow rates greater than 16.7 tonne hour-1 metre-1 width of screen.

Part of the PT Freeport Indonesia (PTFI) mine production is in the process of transitioning from the deep ore zone (DOZ) mine to the deep mill level zone (DMLZ) mine. The DMLZ mine is the next lift in the caving series and lies 500 m below the current DOZ footprint.In order to reduce the need for a very expensive additional ventilation system for the DMLZ mine, it was decided to reconfigure some infrastructure and upgrade the performance of the three existing DOZ mixed flow ventilation fans in situ, reducing the new fans required to two. This was far less costly than providing complete new installations.These fans are installed in individual underground chambers in DOZ mine exhaust drifts and connected to the DMLZ mine exhaust drifts system in 7 m × 7 m airways size, through sets of 6 m diameter by 500 m high raises.The upgrade process involved replacement of motors, fan shafts and bearings. The existing 1600 kW DOZ mixed flow fans are 3500 mm diameter and operate at a speed of 595 rev/min and were originally designed to deliver 390 m3/s at 3.3 kPa. Efficiency optimisation may be required at a later date.The upgraded DMLZ fans are required to deliver 425 m3/s at 3.7 kPa and it was necessary to increase in motor size and speed to 2200 kW at 710 rev/min. Despite the limited literature regarding the pressure filtration of mine tailings (compared to the large number of papers published each year on paste thickening of tailings) the number of mines dry stacking filtered tailings is approximately equal to the number of mines storing tailings in paste form. Main drivers for filtering tailings are: water recovery, future rehabilitation costs for tailings storage area and permitting requirements. In arid climates, the cost and scarcity of water justify the capital and operating costs associated with pressure filters. Further justification for filtered tailings is the potential for progressive reclamation of the dry stack, which can proceed earlier and faster than the reclamation of a tailings dam.Filtered tailings must be transported to the storage area by trucks or conveyors. For dry stacking, 70 - 80 per cent solids content (by mass) is typically acceptable, however the primary goal is to provide a filter cake that is consolidated and dry enough to prevent bridging and build-up on the materials handling equipment. It has been observed that high average solids contents (~70 per cent) can be achieved while the centre of the filter cakes is still wet and sticky, presenting challenges for the transportation of the solids. Appropriate controls must be in place to ensure consistently easy to handle solids are discharged from the filter.FLSmidth has installed two fine coal tailings dewatering systems in the United States. One of these systems incorporates a Deep Cone Thickener« upstream of the filter press to minimise the amount of water that must be filtered, while the other tailings filter press is fed by a high rate thickener. Development of the Davcra flotation cell has continued over the past seven years. Preliminary testwork on single cells has now been extended to a com- plete Davcra flotation circuit, to cells ranging from 5 to 400 tons per hour capacity and to cells operating on a variety of materials. Operation of both test and production units has shown the Davcra cell to be competitive with conventional flotation machines. It offers a lower capital cost installation than conventional cells and in addition has a number of. operating advantages, particularly in its adaptability to automatic control.'

Underground metalliferous mining methods often result in the formation of vertical openings to facilitate the extraction of orebodies. These development and production techniques can result in the creation of vertical open voids, which include stopes, orepasses, ventilation raises and other excavations. There are risks associated with the use of mobile plant in the vicinity of these voids, especially during backfilling and when bunds are constructed at the edge of a stope or void. These voids can present unacceptable risks if not adequately managed.

Small scale gold mining operations in Papua New Guinea (PNG) have been observed to use very low flow rates of water in sluice boxes. In a series of laboratory experiments carried out to determine whether this approach was unsatisfactory or not for their situation, indications were obtained that it had some advantages in the recovery of fine gold but at the cost of considerable throughput. The separation mechanisms operating in such a system are analysed.

The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. The Act has also extended the powers and widened the jurisdiction of the Warden's Court. In general,
