Permian oroclines in eastern Australia must have formed by sliding on a detachment surface. It is identified as a westward- dipping Devonian and Carboniferous sub- duction zone. Major strike-slip faults probably sole out on the same surface. One major fault with an associated serpentinite belt was pulled away from the craton abd bent into loops. Basins formed in the loops.

The orogenic gold deposits wall poster is one in a series of posters on different mineral deposit types being produced by GNS Science to raise awareness of the characteristics of New Zealand mineral deposits and their prospectivity. Orogenic gold deposits are typically quartz vein deposits formed in fault and shear systems at crustal levels within and above the brittle ductile transition zone, at depths of 3 12 km and temperatures from 200¦ to 400¦C. In New Zealand, orogenic gold deposits are found in regionally metamorphosed sedimentary rocks of Paleozoic and Mesozoic age. The deposits in Paleozoic rocks include those at Golden Blocks in Northwest Nelson, Lyell and Reefton on the West Coast, and Preservation Inlet in Fiordland. Quartz veins are developed along shear zones that dip steeply and generally strike parallel to the axes of folding in the greywacke and argillite/slate host rocks, although most are discordant to bedding. The lodes are typically less than 1 m wide and extend an average 200 m horizontally and vertically, but the Birthday Reef at Blackwater, Reefton, the largest quartz vein deposit in Paleozoic rocks, averages 60 cm in width and was mined over a strike length of 1070 m, and to a depth of 830 m. Disseminated gold occurs adjacent to the quartz lodes at Globe-Progress and some other Reefton deposits. The deposits in Mesozoic rocks are hosted in schist of Otago and Marlborough, and schist and greywacke of the Southern Alps. The lodes are typically lensoidal, less than 1 m wide and localised along single or multiple parallel shear zones that generally dip steeply, and are discordant to the schist foliation and bedding. A notable exception is Macraes, where the lodes are developed in the semi-concordant, low angle Hyde Macraes Shear Zone that has a strike length greater than 25 km.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The formation of orogenic gold deposits is commonly a two-stage process. The first stage involves preconcentration of gold in a suitable source rock, such as carbonaceous black shales, felsic volcaniclastics or komatiitic volcanics. The second stage involves the release of gold (commonly with arsenic and/or tellurium) from the source rocks during metamorphism or magmatic intrusive events, accompanied by the replacement of source rock pyrite by pyrrhotite. Recent research suggests that synsedimentary gold trapped in the structure of diagenetic arsenian pyrite in reduced carbonaceous facies of continental margin sedimentary basins is an ideal source of gold for many orogenic and Carlin-style gold deposits. The conversion of diagenetic arsenian pyrite to pyrrhotite during basin closure and greenschist facies metamorphism is the key process releasing gold and arsenic to the metamorphic fluid, with metal deposition in structural trap sites to form the deposits.CITATION:Large, R R, 2015. Good morning ladies and gentlemen, and may I extend a particularly warm welcome to our shores to those of you who have travelled from overseas to attend this conference. I trust that you will find your visit to New Zealand both rewarding and enjoyable.   This is now my fourth appearance at a New Zealand minerals conference, the second of which has been jointly co-hosted by AusIMM and Crown Minerals. Since taking on the role of Associate Minister of Energy, I have had the opportunity to meet most of the industry players, and to visit a good number of the major mining operations. Through all of this I have become increasingly aware of not only how dynamic the minerals and coal industry is but also the array of factors that affect investment decisions in this business. Many of these factors, such as commodity prices and availability of investment funds, are determined primarily on the international stage. Others however, such as the allocation, regulatory and the fiscal regimes for minerals, are closer to home and are directly influenced by government policy decisions. I will talk more on what the government proposes in this area shortly.   But first, I would like to commend you all on your industryÆs continuing contribution to New Zealand Æs economy. 2004 has seen New Zealand Æs mineral and coal output top $1 billion for the second consecutive year. To put this achievement in perspective, it represents a staggering 47 per cent increase over the national output value recorded just five years ago. Notable contributions over the year came from gold which increased production to 10.2 tonnes (up nine per cent), ironsand production at 2.3 Mt (a 20 per cent increase), and industrial rocks and building stones (up six per cent) with rock for building, cement and roading showing significant rises on the back of strong regional growth and infrastructure development. Many regions, in particular Auckland, Bay of Plenty, Wellington and Southland, recorded significant increased regional activity with supply often struggling to meet demand. By contrast the coal sector had a relatively steady year with production remaining stable at just over five million tonnes for the second year running. Coal exports however are now consistently exceeding two million tonnes annually, generating export earnings of over $200 million, and could well be higher with rail capacity improvements. Many countries throughout the world are now importing our high quality bituminous coal for steel manufacturing and other industrial uses.

I propose to speak today about our mineral heritage. In common usage "heritage" refers to the past. It means the discoveries, the developments, the mines and the processing plants, the benefits, the consequences, and the human experiences flowing from these. The history of the industry, inseparable from the history of the countries in which The Institute operates, is a rich background of which we can all be proud.But there is also a much wider meaning to mineral heritage. Our past has left us with the ab\lity to create and operate world scale enterprises generating wealth for the community, the ability to offer satisfying and challenging careers in a wide range of skills to our young people, and the willingness to follow adventurous and challenging vocations in remote areas, away from the big cities, at a time when the mentality of many is to get the most for the least effort and at the least inconvenience to themselves. The industry continues to be the repository of the pioneer spirit and a vital contributor to improving the life of the people in our countries.Thus, while our mineral heritage has much to do with the past, an essential part of it is how we use this rich past to build and shape our future. It is in this broader context that I am speaking today.

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

Social licence to operate is developed and kept through managing both operational impacts and the relationship between local community and company. However, CSIRO research has demonstrated that in determining how accepting community members are of a mining operation, relational factors, such as procedural fairness and trust, are much more important than operational impacts, such as impacts on employment and the environment (Moffat and Zhang, 2015). Companies seek to develop relational factors through their engagement with local community; such engagement has many aspects, including, initially identifying stakeholders and positioning the company as part of the local community (Lacey et al, in prep; Thomson and Boutlier, 2011). These relational factors involve the social identities of people living in the community. Social identities are a part of people that shape their beliefs, based on their connections with various groups in their lives (Hogg et al, 2004).An engagement process, intentionally or not, inevitably interacts with the social identities of stakeholders (Crane and Ruebottom, 2011). For example, traditionally, at the very beginning of engagement processes, community members are assigned to categories using conventional stakeholder mapping and categorisation methods, often based on assumptions about stakeholders’ interests, which equates to assumptions about stakeholders’ social identities (Colvin, Witt and Lacey, 2016; International Council on Mining and Metals, 2012). Yet, there has been limited empirical inquiry into whether such categories reflect the social identities of stakeholders and if there is a bearing on relational factors, including, the perceived fairness of consultations and trust in mining companies (Crane and Ruebottom, 2011). Also at this time, companies commonly seek to create a presence in communities, for example, joining Chambers of Commerce and participating alongside community members. Again, there has been limited empirical inquiry into whether community members and companies identifying with the same overarching group and thus sharing aspects of social identity, influences relational factors (Crane and Ruebottom, 2011). In this study, we examined the effects of changing aspects of social identity by changing how stakeholders were identified and companies were positioned, on how stakeholders’ perceived a new mining operation, specifically how they perceived the procedural fairness of the proposed consultation process and trusted the company, two factors that underlie a company’s social licence to operate.CITATION:Carr-Cornish, S and Moffat, K, 2016. Underground operations commenced at Tower Colliery in late 1978 and the early prevailing mining conditions in the worked seam were considered poor as a result of high stress and geological disturbances. This suggested that outbursting activity may be a possibility. The colliery has since recorded a total of 13 individual outburst incidents, all of which have been associated with the same dyke and strike-slip fault zone. This paper depicts the geological conditions and presents the results of investigations undertaken at the time of these outbursts.

Instantaneous outbursts have occurred at Metropolitan Colliery from the pick and shovel work of early days to the modern mining techniques of today. Developments have been the introduction of an emission index to measure the proneness of the coal to outbursts, drainage and destressing by large diameter holes, attempts at higher productivity by the introduction of pulsed infusion shotfiring and improvements in ventilation. The future plans and aims for the Colliery include prediction of outbursts, seam gas pre- drainage and longwall mining.

Outbursts have occurred irregularly in the Collinsville Coal field since 1954 when an incident claimed seven lives. Further significant outbursts occurred in 1960, 1961, 1972 and more recently in the No. 2 mine in 1978. From the information collected over 25 years a comprehensive program to minimize the hazard of outbursts has evolved. Further developments of techniques to combat outbursts are being developed.

This paper examines the occurrence of outbursts, coal bursts and rock bursts in underground mining. It then examines them from the viewpoint of the failure mechanism and velocity of particles. The presence of gas is extremely important as it can both act as the fluid pressure component of effective stress leading to failure, and as a substantial energy source in projecting material during a burst. For gas to drive a dynamic event it must be present as free gas held in voids within the rock or coal mass. This can pre-exist the burst event or be released from desorbing gas during it. The latter is typically part of a multi-stage outburst event which can reach very large proportions. Rock and coal bursts are driven by strain energy release and can vary in form. These tend to be single events associated with failure and strain energy release. It is also possible to conceptually have hybrid events where the failure of the mass and the energy release are due to both stress and expanding gas.

The power station went into operation in 1931, when the installed capacity was 12,500 kVA. with a loading of 4,000 kVA. In 1936 the loading increased to 6,750 kVA. which necessitated the addition of a third set which went into operation in 1937, the installed capacity at that date being 18,750 kvA. with a loading of 7,000 kVA. This remained fairly constant until 1945, when a gradual increase was noticed, the loading in 1952 being 10,598 kVA.With the addition of the copper plant, additional generating capacity was required and it was decided to raise the installed capacity by the addition of a fourth set to 34,375 kVA. with an expected loading, when producing copper, of 20,000 kViA.MAIN POWER PLANTThis consists of three GiE.e. alternators of 6,250 kVA. or 5,000 kW. at 0.8 P.F. rating and one G.E.C. alternator of 15,625 kVA. or 12,500 kW. at 0.8 P.F. rating, making a total generating capacity of 34,375 kVA.Each alternator is driven by Fraser and Chalmers turbines at 3,000 r.p.m.SYSTEMThe main 3 phase 3 wire 3,300 volt distribution system has the neutral point of alternators earthed through by one or two earthing resistors designed to limit earth fault current to 3,000 amp. for 20 seconds, in the case of the large machine, and to 1,100 amp. for 10 seconds, in the case of the smaller machines, or full load of either size machine at rated voltage.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

"The paper introduces the structure and work processes of outside auger hollow claw tipped mechanical sampler for coal. Twenty sets of claw tipped sampler performance tests show that: The design of inner hollow cylinder-type (?180 mm) can ensure to take a coal sample with nominal top size of 60 mm. Built-in self-cleaning piston pusher ensures no adherence and blocking of the sample. The operation practices show that the mechanical sampler can operate in order for taking coal sample with up to 16 per cent of total moisture. Claw closing design can avoid sample leaking or spilling during the claw lifting and ensure the integrity of primary increment. Ultrasonic positioning device makes the sampler capture the materials no less than 10 cm from the bottom of the wagons, basically meeting the requirement taking full depth of the sample. The precision and bias test indicates that the moisture and ash have no relative bias under the sampling process; the sampling precision is in accordance with the requirement in IS013909.At present, the spiral mechanical sampler is widely used for coal sampling but there are many limitations during application, for example: It is difficult to capture a large size sample, so the size range of a coal sample taken is limited. There is easy adhering or blocking for high moisture coal, which will result in the mixture of different increments, wear of sampler and the difficulties for cleaning and maintenance of sampler. It is difficult to capture the coal sample at lower than 30 cm from the bottom of the wagons, in order to avoid damage of the vehicle. It is possible for coal sample loss and spilling during the sampler lifting, due to the unsealed sampler.For the outside auger hollow claw tipped mechanical sampler designed for solving the above problems, the opening distance of the claw is the opening size of the sampler and makes the size range of the coal sample to be taken wide. During sampling, the two pieces of claws open and the sampler rotates vertically downward to capture an adequate coal sample after reaching the specific point. Then the two pieces of claws close tight automatically to ensure there is no coal leaking or spilling. The A1 Gold Mine is a Devonian-age narrow vein high-grade gold deposit located 115 km east of Melbourne. The mine operated almost continuously from 1861 to 1992 producing 442 334 ounces of gold (13.8 t) from 530 436 tonnes from primary gold ore tonnes processed at an average recovered grade of 25.9 g/t Au. The A1 dyke was attributed with a yield exceeding 620 000 ounces (19.3 t) of gold (including gold in alluvial and tailings deposits), and was renowned as one of VictoriaÆs premier mines paying considerable dividends. The orebody was principally in a diorite dyke bulge 150 m long, 45 m wide and 700 m deep and was mined via two vertical shafts. The mine site was closed in 1992 and the site was rehabilitated in 1999. In 2008 - 2009, a diamond drilling program identified various extensions to the host dyke lithology and to gold-bearing quartz vein filled fault zones over a 700 m strike length. The outcome of this study was the establishment of a mine geology corridor four times longer in strike length than the original 1970s model. This opens A1 dyke hosted deposit style to exploration outside the historical dyke bulge and provides exploration opportunity for all similar deposits. Construction of the first 3D geological model has developed new insights on the host rock diorite dyke system and identified various extensions to both host stratigraphy and to gold-bearing mineralised structures. Coarse visible gold in quartz vein mineralisation (>30 g/t Au) and medium-grade stockwork mineralisation (8 - 15 g/t Au) has been intersected within 100 m of the surface and up to 300 m along strike of the nearest historical underground workings. At depth it appears that the mineralisation is continuous with the main dyke body with consideration of minor rotation in the strike orientation and limited reverse thrust faulting showing maximum displacement of 10 - 20 m. Along the A1 mine corridor, between two and five parallel dykes are observed at different drill sections. The gold mineralisation is hosted mainly within the dyke rocks, but where the sedimentary rocks are intensely silicified or are xenolith rafts, the gold mineralisation continues across these sedimentary rock blocks. There has been inference to the role of silicified sedimentary rocks as a second ore host and a bounding material for inflections in fault and vein orientations. In the central 150 m long A1 mine dyke bulge, the extremities are demarcated by four to five parallel dyke fingers (referred to as apophyses) going both north and south. These apophyses are clearly observed both vertically and horizontally between levels No 4 and No 9. The dyke fingers entrap sedimentary rock xenoliths and collectively form the A1 dyke æcorridorÆ, which is quite uniform in overall width from the easternmost contact (footwall) to the westernmost contact (hanging wall). Dyke fingers were assumed to coalesce at depth into a single dyke, but recent drilling shows this feature to repeat in several positions with depth and along strike. Key observations are the relationship between gold grade and fracture density, alteration, sulfidation, host rock morphology û relation of contact shape and fault zones. These relationships allow for the classification of prospectivity indicators and geology as a guide to potential extensions of mineralised zones. Mining geology is contributing to the whole-of-mine life planning and development where decline path, stockpile and infrastructure positions are controlled by geology.

The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.
