The authors have used the geotechnical study for design of the South Wall of Mt. Newman Mining's Mt. Whaleback Mine to illustrate how geotechnical studies can be economically justified. This is achieved by relating the savings resulting from increased ore recovery and prevention of failure to the cost of the study. An outline of the geotechnical study is provided in the paper, including a brief description of the innovative methods used to investigate geological structure of the mine and descriptions of the methods of slope reinforcement adopted.

Tahmoor Mine is located in the southern Sydney Basin 80km south-west of Sydney and produces 1.2 MT of Bulli Coal annually. Bord and pillar methods used to date will be supplemented by a longwall system. Difficult roof conditions have been experienced since mining began in 1979. A dominantly horizontal stressfield promotes shear failure in the thinly interbedded roof sequence of shales, laminites, siltstones and fine sandstones. General roof conditions and failure characteristics are related to the angle between the roadway direction and the principal horizontal stress direction. The apparent stressfield changes direction, magnitude and the ratio of principal horizontal components across the mine workings in response to both in situ and mining induced causes. Initial roof support of 5 x 2.1 m bolts per W-strap at in intervals, with mesh, was upgraded to include RSJ's in order to support areas of failed roof. This support system was inefficient and costly. A third system of support emphasizes roof reinforcement with full resin encapsulation of 2.1 m bolts in W-straps. The number of bolts per strap (6-8), extra butterfly straps and bolts, and W-strap spacing is determined for each area by expected roof and stress conditions. Intersections are pre-bolted and ribs are supported in some areas. Pillar dimensions, order of drivage and roadway width have each been altered to improve roof control. The intensity of roof deformation at the face varies from panel to panel and causes development rates to decrease to 30% of the maximum. 1. Manager, Tahmoor Mine, Tahmoor, N.S.W. 2. Roof conditions in each area of the mine are characterised and then projected to future development areas based on the relationship between stressfield orientation, relative roadway direction and face conditions. Planning information available includes expected development rates, roof support requirements and areas of changing conditions. Future improvements of strata control involve defining support design parameters for the range of mine conditions already seen at Tahmoor.

I am honoured and very pleased to have been given the opportunity this evening to say a few words of thanks not only on behalf of all the guests but especially for the delegates and accompanying persons attending the 13th Congress of the Council of Mining and Metallurgical Institutions. Firstly, I would like to congratulate Sir Hamilton Whyte,KCMG for his most interesting address. In his far ranging talk, when he showed knowledge of widely diverse subjects, I had a brief fear that he was going to be talking about the details of support methods in deep level mines, or how to avoid flotation problems in multi-metal mines. Although he did not go that far, he touched on subjects which have arisen this week - long term planning and secure supply of minerals at acceptable prices. The dire predictions of the Club of Rome have been debunked with a far more elastic supply of minerals having been proved. Combined with the importance of a falling birthrate in some parts of the world, this will lead to many changes in the future, when hopefully governments will take the long term view rather than look at the next budget or the next election. Maybe some of them are not too lazy to do this for all of us. However as a fellow Ukranian, I feel that he might have been called something different if he had been in Australia. Sir Hamilton, thank you for your talk. Once upon a time - and this is not a fairy story - there was a cobbler who had two sons; one very bright who became a professor of mathematics; the other, dim, who became a millionaire shoemaker. Asked for the secret of his success, the millionaire attributed it to a vital piece of economics which his father had imparted, "Be content with small margins on a large turnover." An important problem occurring in the iron and steel industry of Egypt is the presence of manganese oxide and chlorine with different percentages in the Bahariya Iron Ore Deposit, Western Desert, Egypt. In this work we used a geostatistical method known as the Volume- Variance Relationship to predict grade fluctua- tions of Fe% , Mn% and Cl% in the ore after blasting a certain volume from the ore deposit, on the other hand, if we have a certain limit for each of these chemical components, we can select the bench blasting dimension to give these limits.

The structural pattern of Victoria shows the presence of EW, NW, NE as well as the more readily recognised NNW factors commonly associated with the goldfields. ENE and WNW trends are also present. This structural lattice affects all rocks of the State. Landsat imagery shows that the EW, NW and NE structural elements are closely related spatially to the distribution of Palaeozoic igneous intrusives, Cainozoic volcanic vents as well as all historically important gold mines. It is suggested that the EW, NW and NE structural grid visible on landsat imagery is a reflection of the structure of a mid-crustal layer situated between 3.5 and 17 kms below the surface. The points of intersection of the structural elements of the mid-crustal layer offer most favourable loci for the escape of energy in the form of heat. The correlation between the distribution of igneous plutons, volcanic vents and centres of mineralisation, all reliant on high levels of energy for their formation, indicates the stability of the structures of the mid-crustal layer since early Palaeozoic times. The deep level crustal structures are believed to be, related to the release of stresses placed on the crust since early Palaeozoic times by the rotation of the Earth. A geological model that accommodates the presence of a mid-crustal layer as well as the complexities of the recognised orogenic cycles of southeast Australia is suggested. All 1 000 kg Au reef and deep lead mines fall within 1.5 and 2.5 km respectively of strong linears associated intimately with plutons and volcanic vents. Future exploration of the State is more likely to meet with success if it too is confined to the evaluation of these and similar linears. The mode of mineralisation of any one centre will depend upon the temperature, pressure and geochemical gradients operating on the migrating mineralising fluids as well as the structures in the host rocks. These factors are likely to have varied considerably from one centre of mineralisation to the next and consistency of mineral isation form and depth should not be expected along the length of any single Linear.

Mineralogical analysis of supergene sulphide ore recovered from areas close to the underground workings at the abandoned Mutooroo (South Australia) mine shows that the original sulphide minerals have undergone substantial alteration. The cause of this alteration is believed to be contact with the highly saline, acidic mine water. The copper is now present as a sulphide that can best be described as a copper- and iron-delicient chalcopyrite, CuxFeyS2, where in most cases x < y. The values of x and y vary from point-to-point within each grain.Leach tests under a variety of conditions show that dissolution of the copper from the supergene sulphide ore can be readily achieved, particularly when compared with the behaviour of Mt Isa chalcopyrite concentrate. For the supergene sulphide ore, an increase in the acidity and the iron(lll) concentration of the leachant re ults in an increase in the rate of copper dissolution.The results are briefly discussed in terms of the experimental in-situ leaching operation at Mutooroo, South Australia.

Periodic dilute sulphuric acid treatment ofstill, batch-fed, molassesenriched, microaerobic, manganese-dioxide-Ieaching microbial cultures led to marked improvements over untreated cultures. Percentage Mn++ recoveries increased (7X), rate of Mn++ formation improved (3X) and yields of Mn++ per molasses use were more economical (5 X). The yield in terms of molasses used improved with decreasing sugar used (eg 1.17 g Mn++/gram molasses at 0.2 per cent molasses (w/v) feed and 24 per cent (w/v) pulp density MnO2 tailings). The most effective Mn++ leaching in terms ofpercentage recovery (97 per cent) and rate ofleaching (46 mg Mn++/day) was at 0.5 per cent molasses (w/v) and 14 per cent pulp density (w/v) MnO2 tailings.

BHP's newest colliery on the Southern Coalfield Is Tower Colliery. It is situated near Wilton some 60 kms south west from Sydney. It commenced its operations in 1978 and since that time has experienced considerable roof problems. In its eight years of operations, production has been 936 687 tonnes to December 1985. To a certain extent this is a reflection of the ground control r,,b1cros present in the colliery. paper out Iines the signif mt g,, logical features that are known to exist in the colliery and their influence on roadway development. Faulting has hindered the mine's development and an igneous intrusion has had outhursting associated with it. The prevailing roof rock has also had an impact on the roadway conditions. The paper will look at intersection deformation in present workings. Extensometers have been installed in these areas and provide measurements to verify visual observations. The results show a significant increase in roof movement as the roadway is developed from a single heading, to a T-intersection and then Into a four-way intersection.

The KR Process is a joint development by VOEST-ALPINE, Austria and its subsidiary company KORF ENGINEERING, Germany. This new technology allows production of hot metal on the basis of non-coking coal. The KR Process is based on the idea of separating the process steps realized in the blast furnace (generation of reduction gas, reduction of iron oxide and melting of the reduced iron) and including coking of coal. These reactions are carried out in two reactors: - the melter gasifier, where non- coking coal is coked and gasified into a high quality reduction gas and hot prereduced iron is melted. - the reduction furnace, where iron oxide is reduced by the reduction gas generated in the melter gasifier and discharged in a hot state. In order to prove the process a pilot plant has been set up in Kehl/ Rhine in 1981 with a nominal capacity of 60.000 tpy.

This paper describes the new iron and steelmaking process recently commissioned at NZ Steel. Ironsand mined and concentrated at Waikato North head is slurry pumped 18 km to the company's Glenbrook works. Ironmaking includes the direct reduction process pioneered at Glenbrook in the 1970s and a new continuous electric melter. The molten, high carbon pig iron produced is then fed to a vanadium recovery unit and on to the KOBM oxygen steelmaking vessel. Steel is cast into billets or slabs. The new plant, which is the first stage of a fully integrated works at Glenbrook, raises New Zealand Steel's production capacity from 150 000 t/y to 750 000 t/y.

The rapid expansion of gold production in Australia over the last five years can be attributed in part to the development of selective mining techniques for open pit gold operations. These techniques allow an increase in head grade with a substantial reduction in mill feed tonnage, as compared with traditional open pit designs. As a result, the capital requirements for mine development and mill construction are substantially reduced, improving the cash flow profile in the early years of operations. To put such a design into effect, the emphasis of mine production must be on producing gold, rather than tonnes of ore. Mine planning at Martha Hill has been based on such a philosophy. After the quantity and grade of the resource had been defined, the exploration programme was increasingly concerned with the local variability of ore zones, and with determining the position of values within broad ore-definition envelopes. The purpose of this work has been to allow the prediction of the tonnages and grades achievable from various levels of the pit when mining selectively using hydraulic excavators. The studies have so far indicated that the Martha Hill deposit can be mined selectively during the early years of production. The additional costs for detailed grade control and a reduced digging efficiency are more than compensated by the exclusion from the mill feed of much valueless material.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. As a result, every nut bolt and washer has had to be brought to the job site by the construction company. Hilton Mine is being developed as an integrated component of the Mount Isa operation, to achieve continuity of silver/lead/zinc production well into the next century. The mine has a chequered history from its discovery in 1947 through several periods of intense development activity, each of which has been curtailed due to the further development of the Isa Mine operation. This era has now passed; to sustain increased production rates at Mount Isa, there is a requirement for Hilton ore in 1989. The decision was made in 1983 to accelerate the programme of Hilton development by installing skip hoisting facilities in the main service shaft (P49), to facilitate the development of the mine to pre-production status. The Hilton development plan provides for the mining of selected orebodies, a broadening of the underground exploration drilling programme, and the establishment of significant mine infrastructure. Several technical challenges have been identified as important. The Hilton orebodies, although occurring in the same rock type as Isa Mine, are more faulted, jointed and intersected by intrusive dykes. The ore is more variable in terms of ore continuity, boundaries, grade and metal distribution and the mineralogy more complex. As a consequence the development of this project consists of a co-ordinated programme of mine exploration and development, rock mechanics investigations and metallurgical research and development work. Production will commence in 1986 at a rate of 1000 t/day using mechanized cut and fill techniques. It is planned to introduce sublevel open stoping and by 1996/97 the production rate will be 2.5 million t/yr.

I am honoured to have been asked by Sir James Foots, the President of the Congress Organising Committee, to open this, the 13th Congress of the Council of Mining and Metallurgical Institutions. The theme you will be addressing over the next few days is "The Twenty First Century - Mining, for Mankind" - a theme that must be regarded as an enormous challenge for the entire minerals industry. Previous conferences, starting in 1924 in London and followed by two others in the United Kingdom, have also taken place in Canada (three), Southern Africa (three), Australasia (two), and Hong Kong (one), but this is the first to be held in Singapore.

This study begins with the semivario- gram modelling of variables rutile grade and clay content from a beach sand rutile deposit. This is followed by two dimensional block kriging. The deposit was divided into blocks of 30 x 30 x 1.5 m dimensions and the kriged estimate together with the associated kriging variances for each variable within each block were determined. Finally, using the results of the krig- ing program and considering the acceptable limit of clay content together with the cutoff grade for rutile, a method for optimization of mineable thickness and hence the tonnage of ore was applied and the results were dis- Cussed.

In this paper, the history of Japanese coal and gas outbursts is presented and circumstances and countermeasures at the time cf outbursts are summarized statistically. Then the present meth- ods for prevention used practically in Japan are introduced. From statistics, it was reconfirmed that Japanese coal and gas outbursts have occur- ed frequently in the district of geological disturbance, symptoms immediately before out- burst occurrence were the phenomena in connec- tion with failure of a coal seam and outbursts have occurred many times when the number of boreholes had not been sufficient to degas. One of the principal protective method adopted in Japan is the large diameter gas drainage boring which also posesses a stress relief effects. There is a tendency to make diameter of borehole larger to increase both stress relief and degassing effects.

The bulk flotation behaviour of an industrial rougher bank has been determined with a view to characterising the size iepend ent behaviour of the identifiable nineral groups present. A relatively simple flotation model, based on first order kinetics and the assumption of perfect mixers in series ias been used to provide a fit to the operation of the cells. The adequacy of the model is discussed in relation to the characteristics of the ore and the size iependancy of the parameters. It is shown that improved fits are possible if the model accounts explicitly for this size dependancy and demonstrated how the model may be of use in prediction of the grade recovery relationships for different operating conditions as an aid to plant optimisation.

The Dome Mine of Timmins Mining company is located in South Porcupine, N.W. Ontario. The orebody being mined partially lies in the No. 3 shaft pillar. Stability analysis has been carried out to establish the influence of nearby mining on ground movement in the shaft vicinity. Mathematical modelling of shaft displacement has been done for stope layout at depths from 180-210 m and distances of 10-50 m from the shaft. Analysis indicated that ground displacement around the shaft is below 1 mm/m and one third less for cut and fill than in the case of open stope mining. The result of the investigation was later confirmed by cut and fill mining of this orebody.

Comprehensive occupational health and safety legislation in Australia is comparatively recent. It follows the examples set in U.S.A. and U.K. a decade or more ago. In Western Australia the Occupational Health, Safety and Welfare Act was proclaimed in April 1985. It still has a long way to go before it achieves all its objectives. The mining industry has developed a substantial body of health and safety regulations under the Mines Regulation Act. Considerable practical expertise in such matters already exists, much of it developed from hard won experience. As a result it would prefer not to become engulfed in the new legislation. It would prefer to build upon the cooperatively developed policies and workable practices in the field of occupational health and safety with which it is familiar. Associated Minerals Consolidated Ltd. is a leading mineral sands producer in Western Australia and has continuously developed its occupational health and safety policy and practices. Under the banner of "Resource Control", AMC seeks to provide a safe and healthy working environment at all times. This is being achieved through a strategy of a policy, a defined organisational structure and a detailed programme, which together comprise the "Resource Control System". Some of the activities and achievements of AMC in the field of occupational health and safety are compared with the objectives of contemporary legislation, and details of some of the specialised areas of the Resource Control Programme are discussed. The paper will also highlight and discuss impractical areas of potential legislation.

Spectrum Resources commenced operations as a public listed mining company in August, 1983, with a variety of precious metal projects in New Zealand. At that time the outlook for most mineral commodities, with the notable exception of precious metals, was decidedly gloomy. Metal prices were depressed and demand forecasts were universally gloomy. Against this background the company reviewed the non-traditional metals sector to try and identify a 'new' metal with an above average demand growth and market value. Lithium, a commodity with exciting new applications in storage batteries and alloys, met both criteria. Annual world consumption of lithium is around 7000 tonnes; current prices are around $NZ40/lb for lithium metal and demand growth is projected at five to seven per cent per annum. Geothermal fluids at Wairakei and elsewhere contain anomalous amounts of lithium and in May, 1984, the Chemistry Division of DSIR was commissioned to carry out a literature survey on the possible recovery of lithium and other minerals from geothermal waters. The survey results were encouraging and the company subsequently negotiated exclusive access rights, for research purposes, to geothermal discharge fluids from the Wairakei and Kawerau geothermal fluids. Most of the subsequent investigations reported here were carried out by Chemistry Division, DSIR, under contract to the company with some assistance from the Industrial Processing Division, DSIR.
