The earliest caveman, very much a minority group, in the face of great adversity and person- al peril, had to take his livelihood by stealth or force of arms - aided by some degree of reas- on and ingenuity. He was pretty much a law unto himself. As time went on, his type became more numerous; and, after bumping heads with the- tough bloke who lived in the cave across the valley, he decided that perhaps he ought to try to get along with him. Perhaps he could trade some over-ripe emu meat for that `roo skin that he had tried to take. Then too, next time he wants a woman, he had better use a lighter club and just stun her a little - that last one was pretty badly bashed. Perhaps he should keep her around the cave and train her to keep the fire going, gather some roots, and skin the game. Those joeys of hers are kind of cute too. Of course they eat, and it would necessitate bringing in more food. So man gained increasing responsib- ilities to his family and neighbours. He domesticated animals, learned that he could cultivate certain plants that were palat- able and would supplement the meat diet, and found that he could modify earth materials to make tools - he became a grazier, a farmer, a miner and a manufacturer. He ceased to be nom- adic and community life came into being. This complicated life and made more rules essential.

A continuing demand for exploration geologists, at a level well below that during the mineral "boom" of 1967-1971, will be highly selective. The exploration geologist must be more than the traditional geologist whose primary function has been detailed description of rocks and their recording on a geological map. He must be capable of 1. reconnaissance recognition of favour= able environments for ore mineral concentrations, 2. application and interpretation of techniques of search and evaluation, and 3. evaluation of economic, technological and political interactions that combine to make an ore deposit. Universities have an obligation to their students to provide them with a saleable skill, to educate them so that they can cope profess- ionally and socially, and to provide a mechan- ism by which education can be a continuing process. Humanistic and social studies, develop ment of communication skills, understanding of economic and management principles, ability to assess rock properties that influence extract- ion and beneficiation, and a knowledge of technological developments and limitations are necessary parts of the exploration geologist's

A new watersoluble binder for mineral ore pellets has been developed by the sulfonation of bituminous materials. A highly effective binder for iron ore pellet making is obtainable from bituminous materials produced in the hightemperature cracking of crude oils. This paper deals with production process and basic properties of this binder as well as new applications in the field of iron ore pelletizing.

It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

To discuss this relationship both the problems of the mechanisms of ore accumulation and the origin and cause of volcanism must be faced. Volcanic activity is associated with hydrothermal activity but the causes of volcanism are inseparable from the problems of the origin of magmas generally. To be more in accord with the inevitable reaction between water and silicates at high temperature, it is suggested that reconsidera- tion be given to the role of water in magmas such that our general concept of magmas becomes one of hot hydrous pastes rather than melts with water in them. It is claimed that a general concept of magmas as gelatinous hydrosilicate masses is a far better assumption because the rheological and diffusive properties of such materials enables an adequate explanation of a greater number of observations. It is consistent with the mergence of magmatic and metamorphic rocks and requires low to modest temperatures at the time of liquifaction allowing convergence with mobilised and disturbed sediment masses. The physical and chemical properties of both wet sediment pastes and magmas envisaged as hydrolised silicate masses are entirely dependent on the enormous internal surfaces of their disordered solvated components. During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

The present situation in the field of iron ore pelletizing is briefly described with particular view of the Lurgi/Dravo travelling grate process. To meet todays pellet quality requirements with regard to physical and metal- lurgical properties it is often necessary to add basic fluxing materials. It has been de- monstrated that for certain ores, basic addi- tives provide a considerable improvement in fired pellet quality. The production of self- fluxing pellets is becoming increasingly attractive. One Lurgi/Dravo plant is now in operation and another is under construction which were designed for the production of self- fluxing pellets. Self-fluxing pellets may be considered as the primary or exclusive blast furnace burden and the installation of a sinter plant is not necessary if the pellet plant-can handle all in-plant fines. Reference is made to the first pellet plant utilizing iron ore concentrate, in-plant fines and basic flux. The use of solid fuel for pellet indura- tion is discussed because of the increasing prices and possible shortages of heavy oil and natural gas. Since there is a strong tendency to increasing plant capacities, the design fea- tures of travelling grate pelletizing plants for productions up to 6 million tonnes are Discussed.

Mineral exploration management has undergone major changes particularly in the last decade. Parallel to these changes in management, and partially responsible for them, have been the changes in governmental laws and regulations at both National and State levels reinforced by a highly competitive climate created by the exploration boom in Australia. The influence of overseas methods and approaches have been married to the Australian techniques resulting in a management climate which is not only familiar with the technical aspects of exploration, but is also familiar with the personnel, economic and legal phases associated with the expenditure of very large sums of money. The utilization of all the geosciences coupled with mathematical models and computer techniques for pre-selection and assessment of areas are now normal aids used in management decisions. Management techniques developed and being developed will ensure that successful exploration will be carried out if sufficient incentives are guaranteed.

The Ore Reserve System implemented at Mount Isa for Mount Isa Mines Limited is a comprehensive' computer system designed to process assay, geological, structural and survey data for Isa and Hilton Mines. This paper outlines the achievements of this system to date and by example, discusses the various reports and plotted output available. __ The impact of the ore reserve system particularly within the-Geology and Mine Plan ning Departments is reviewed in terms of new approaches to ore reserve calculations, evaluating the economics of various mining methods and reviewing preliminary stope designs. The compilation of metal distributions for both copper and lead orebodies at varying cut offs and reducing the involvement of skilled personnel in preparing non-standard plots of borehole paths are discussed. Options available through the system and their applications are outlined together with the planned future development of the system.

Legislation up to the early 1950s prevented the mechanical extraction of pillars. The mines operating at that time had formed extensive areas of pillars. When permission for the mechanical extraction was gazetted, conventional equipment was employed for pillar extraction and generally using hand mining systems. The mid-fifty's saw the of continuous miners. These machines eliminated the disadvantages of conventional equipment and the necessity for multiple working places. Some new layouts for panels emerged; however, actual extraction methods of pillars still followed closely that of hand mining. During the early sixty's the extraction of standing or new formed pillars was undertaken by the "open-end lift" or a "split and lift" method.

In February 1974 a continuous synthetic polymer dosing plant was installed at Hamersley Iron Pty. Limited's Pellet Plant at Dampier. The polymer, supplied in a liquid sus- pension, is used to improve the drying characteristics of green pellets. 'Three years of test work were involved in the development of the use of polymers. Polymer is continuously dosed to the balling spray water system at a rate determined by the flow of spray water to the discs. Problems have been experienced with handling the polymer in 44 gallon drums, the increased viscosity of the spray water, disc overloads, increased bed strength and increased "stickiness" of pellet fines.

The steeply dipping Mammoth orebody is mined by Gunpowder Copper Limited using a sub- level uphole bench stoping method at a mining rate of 350 000 tonnes per year. of three per cent copper ore. Access to the mine, is provided by 1 in 9 decline which spirals in the footwall connect-, ing all the sublevels, thus maximising mobility and accessibility of trackless mining equipment Sublevels are driven in ore off cross- cuts from the decline every 15 metres vertic- ally. Sublevel drives are stripped out to widths up to 18 metres before cutoff slots are mined at each end. A two boom fan drilling jumbo is used to drill inclined rows of holes to the floor of the sublevel above. Two or three rows are fired at a time which allows broken ore and remnants from the level above to be mucked out by rubber tyred LHD equipment to the brow. Ore widths of up to 80 metres are en- countered at lower levels where ring drilling from longitudinal drill drives will break ore to a draw point system below. Development is carried out with three boom rubber tyred jumbos. All haulage from the mine is in 20 and 35 tonne rear dump trucks. All aspects of the mining operation are discussed including ventilation, pumping and drainage, services and future planning.

The development of present methods of pillar extraction has evolved from the very earliest of hand mining operations which were limited in scope by venti- lation and transport considerations. Conservation and safety considerations also have led to the current shortwall operations with conventional equipment and powered supports. The shortwall methods have had significant effects on safety, costs, con- servation, flexibility, and other aspects of pillar extraction. The present stage falls short of the ideal but is some guide to prediction in what direction may lie the ideal methods for the future.

The Australian Mining Industry Council (A.M.I.C.) was established in 1967 as a body to co-ordinate the interests of the mining industry on a nation-wide basis. Its member- ship now embraces the great majority of mining groups in Australia. One of A.M.I.C.'s major continuing functions since its formation has been to work with Governments towards the enactment of more effective and efficient mining legislation. Yet, over the period, the,overall position, if anything has deteriorated. The main reason for this was that because of the rapid succession of what appeared to be quite separate problems during the period there was never sufficient time for Govern- ments to take stock of a situation before it would be changed by a new set of circumstances. By early 1973, the Council was certain that most of the various questions raised were really part of the one overall land use problem and its work in this area thus took a new emphasis from that time. In discussing the Council's involvement with Australian mining legislation over the last six years, the paper helps to clarify the present situation. It then explains a land management system which the Council believes could pro- vide the basis for the type of enlighened

Over the last few years several important developments have taken place in the Electro- lyte Purification Plant at Copper Refineries Pty. Ltd. A fully automated system for the continuous removal of arsenic has been develop- ed. A submerged combustion process for the removal of nickel has been developed to a stage where patent coverage has been obtained in most of the copper producing countries. A plant has recently been commissioned for the production of Tetra Cupric Arsenate, which it is hoped will find a ready market in the timber preservation industry.

Gunpowder Copper Limited processes 1,000 tonne/day of Mammoth ore in a conventional flot- ation concentrator. Run of mine ore is prepared for flotation by three stages of crushing and two stages of ball milling. The concentrate, in which the primary copper mineral is chalcocite, is solar dried and exported to Japan. The history of operation is summarised, and plant practice and metallurgical problems are discussed.

Commencing early in 1975, Saraji Mine in Central Queensland will product 3.56 million tonnes in the first year and then 4.57 million tonnes annually for the Japanese and European markets. The coal will be mined from a series of pits separated by corridors which will be mined at a later date. Through the corridors flow regional drainage structures and power lines. Relatively easy areas will be mined initially to assist the cash flow and to minimise start-up difficulties. For ease of scheduling it is desirable that pit lengths exceed 3 000m but this will not always be possible. Ramps were designed using 1 200m spacing and 5 per cent gradient as optimum but modified to suit specific conditions. One ramp will be in the end of each pit nearest the ROM hopper and stripping will commence from this end. The advantages so gained are shorter haul distances, immediate access to the coal after stripping and simplification of the excavation of the first ramp. Haul road location was defined by the minimum present value of construction plus operating costs. A low-grade disseminated nickel sulphide serpentinite ore from W.A. had a relatively high permeability after drying. Various techniques indicated that the permeability resided within a fine network of fibrous vein- lets and especially within coarse cracks along which the sulphides lay. The ore minerals were therefore open to selective extraction by chemical leaching. A IM ammonia-7.8 wt.o "ammonium carbonate" solution, oxygenated at 1 bar oxygen pressure and about 23¦C, released nickel, copper and cobalt from the sulphides, leaving a permeable residue of goethite, while calcium, magnesium and iron concentrations remained negligible in the leachant. The nickel and copper was electrodeposited directly from the pregnant liquor in a deposit which included 16.5 wt.% sulphur. Enhanced copper/ nickel ratios early in the extraction suggested that valleriite (not amenable to flotation) was leached preferentially. Th$ controlling influence of the pore structure was demonstrated by the dependence of leaching rates on the size of the ore particles used, and on the measured porosity of different ore samples. A 2mm size was probably the optimum for exposing sulphides to the leachant. Leaching was accelerated by increasing the temperature and oxygen pressure.

Operations at two open cut mines have so far commenced on two out of the five potentially mineable seams in the Fair Hill - German Creek Coal Measures. Due to seam splitting, up to seven mining units are present in the Dysart Seam interval at Peak Downs giving a total of 12 mining units in the section. The coal is low to medium volatile type and produces strong coke. Rank increases and fluidity decreases in the southern part of the area.
