In March 2003, Rio Tinto Coal AustraliaÆs (RTCA) new Hail Creek open cut coal mine commenced operations in the Bowen Basin. Hail Creek is a two-seam strip mining operation utilising two 90 m3 draglines and a fleet of excavators and trucks to remove the overburden. All overburden at Hail Creek is blasted prior to excavation. The mine conducts its own drill and blast operations while engaging Dyno Nobel for the provision of explosives supply and loading truck (bulk explosives vehicle û BEV) services. This arrangement was favoured over outsourcing the entire blasting function to a contractor. Subsequent to a value engineering review, the mine set about developing and implementing a blasting operation that did not rely on the need to store bulk quantities of ammonium nitrate on site. There were advantages identified in doing this, in particular the reduction of capital expenditure required and reduced exposure to a number of recently introduced security requirements. This approach also makes sense operationally. The establishment of reload facilities for the BEV close to the blasting location, where turnaround times are kept to a minimum, increases the productivity of the BEV. For this strategy to be successful the logistics of ammonium nitrate supply into the blasting operations has to be well planned and thoroughly executed. This means a robust planning and forecasting arrangement needs to be established with the supplier and transporters of the ammonium nitrate. To date, 80 million bcm of overburden has been blasted at Hail Creek and each year the quantity of overburden requiring blasting is increasing. The purpose of this paper is to present the findings of a study: evaluating the effectiveness to date of the strategy to conduct blasting operations without ammonium nitrate storage on site, and identifying whether there is a limit to which this strategy can operate after which the introduction of bulk ammonium nitrate storage facilities are necessary.

Freeport IndonesiaÆs DOZ (Deep Ore Zone) mine is scheduled to commence production in the second half of 2000. The DOZ will produce 25 000 tpd using mechanised block cave mining methods and will have a number of major improvements when compared to previous block cave mines in the district. The DOZ will have an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system than in previous underground mines in the district. This paper will describe the mine plan, haulage, and ventilation systems, and compare them to those used in other operations in the district.

RME has a vision for a new grinding plant operational paradigm made possible by RMEÆs fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RMEÆs range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RMEÆs vision of a æliner profile versus profitabilityÆ commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

Coal production from Coal & Allied's Hunter Valley No 1 open cut is presently hauled 10 km by road to washing and train loading facilities at Liddell. This road haul, using bottom dump trucks on a bitumen sealed road, presents some unique earthmover tyre problems. Sound tyre management has controlled one potentially serious problem, that of heat damage, implicit with such a long haul. Tread abrasion or wear is therefore the limiting tyre performance factor. Study of abrasion mechanisms and interpretation of abrasion patterns has facilitated an understanding of the wear processes involved. This understand- ing has highlighted the importance of front tyre wheel alignment. The development of irregular wear is shown to be related to the mildness of the abrasion and methods of remving irregular wear are presented. In conclusion haulage by large off highway trucks on long sealed haul roads has been eooncoically and technically successful at Hunter Valley No 1. Pressure filters were found to be necessary to produce Elura silver/lead and zinc concentrates at sufficiently low moisture contents for bulk cargo shipment by sea to smelters.The difficulty in obtaining low moistures was due to the fine primary grind, 80% passing 45 microns, and resultant fine concentrates, 97% passing 45 microns.The filtration system was designed to filter up to 90,000 tonnes/year silver/lead concentrates and up to 130,000 tonnes/year zinc concentrates.This paper details the preliminary test work to select Larox automatic pressure filters, and the commissioning and operation of these filters to achieve design criteria for both concentrates. The design criteria for both concentrates have been bettered due to the concentrates being coarser than the design sizing.

The bulk of Australia's uranium resour- ces was delineated in the last 18 years when a total of $563 million (1984 dollar values) was spent on uranium exploration. Australia's share of the low-cost Reasonably Assured Re- sources in the World Outside the Centrally Planned Economies Area (WOCA) increased from 1.5% in 1967 to 29% by the end of 1984 and its share of the low-cost Estimated Additional Resources (Category I) then stood at 25%. As of December 1984, Australia's uranium resour- ces were estimated by the BMR to be: Cost range US$80/kg U (US$30/lb U301) Reasonably Assured Resources 463 000 t U Estimated Additional Resources(I) 251 000 t U Cost range US$80-130/kg U (US$30-50/lb U308) Reasonably Assured Resources 63 000 t U Estimated Additional Resources(I) 126 000 t U The increases in Australia's resources was sustained by a group of large and rela- tively high-grade deposits which were disco- vered during the period 1969 to 1975. Austra- lia's share of the low-cost resources was also enhanced by a contraction of WOCA's low-cost resource base due to escalation of production costs for smaller low-grade deposits. Most of Australia's uranium resources are contained in the Proterozoic unconformity- type deposits of the Alligator Rivers uranium field and the stratabound deposit at Olympic Dam on the Stuart Shelf. Most of the remain- der of Australia's uranium resources is con- tained in calcrete-type deposits. Less than 10% of Australia's uranium resources are in sandstone-type deposits. Total Australian production to the end of 1984 amounted to 26 241 t U, representing 3.4% of WOCA's cumulative production. Aus- tralia's share of WOCA's annual production has steadily increased from 1.3% in 1977 to 11.2% in 1984 (4390 t U). The increases in Austra- lian production took place in the face of reductions of production in WOCA countries, principally the US, from a record level of 43 988 t U in 1980 to about 39 000 t U in 1984. New low-cost production centres, mainly in Australia and Canada, have partly compen- sated the decline in US production. The Department of Resources and Energy (1985) reported that Australian exports of yellowcake are expected to reach 10 000 t U308 (8480 t U) by 1993/94, representing an in- crease of about 13% oer annum.

Coeur d'Alene Mines is a precious metals producer which is dedi- cated to growth through it's exploration and acquisitions efforts. We foster and support these activities by providing our staff with long-term financial support, the encouragement to proceed with their projects and ideas, and a firm belief that we will be successful. Coeur's corporate headquarters are located in beautiful, historic Coeur d'Alene, Idaho. Our main mining operations are Rochester, locate near Lovelock, Nevada, Coeur Mine,located near Wallace, Idaho, and Thunder Mountain, located in central Idaho. Our Ken- sington Gold project is located about 45 miles north of Juneau in southeast Alaska. We have exploration offices located in Reno, Nevada, and Santiago, Chile. At this time, Coeurd'Alene Mines produces precious metals from mines located in the United States. Our Rochester open-pit opera- tion, which is 100 per cent owned and operated, is located in Nevada. Presently, this operation produces 5.5 to 6 million ounces of silver per year and 60-70,000 ounces of gold. We move 65,000 to 70,000 tons of rock per day of which about 23,000 tons is ore. The ore is crushed, stacked on permanent heaps and leached. The recovery is by Merrill-Crowe. Although the average grade is rela- tively low, 1.4 ounces per ton silver and 0.012 ounces per ton Au, the operation is very low cost. Our cost of production is less than $4.00 per silver equivalent ounce. Rochester is anunusual operation in that the crushed rock stacks without much compaction and the ores are easily leached. The final height on our heaps will be about 220', and overall recovery will be about 55 per cent of the silver and about 85 per cent of the gold. Reserves at Rochester are expanding and are now adequate for at least fifteen years of opera- Tion.

The Kiruna mine produced about 19 Mt processed iron ore in 1999 using sublevel caving. General failure in the hangingwall has been widely studied and its mechanism is rather well understood. Failure in the footwall is more recent and not perfectly explained. Plane shear failure and Hoek and BrayÆs circular failure charts were successfully used to match the first surveyed failure surfaces. The footwall is not free yet but covered by a caved waste rock abutment whose exact behaviour is poorly known. Based on new field data and numerical models (FLAC), the following paper presents recent improvements in understanding the Kiruna mineÆs footwall failure process.

Extensive use is made of a small scale computer (IBM 1130), in the calculations of ore reserves for Western Mining Corporation's nickel mine at Kambalda, W.A. All surface drilling data such as assays, density and location information, are stored on disk files at the Company's Technical Computing Centre at Perth, W.A. The computer is used to search through the data, select significant ore intersections, calculate the area of influence of each intersection and perform the necessary calculations to arrive at an estimate of the ore reserve. Three principal features of the ore at Captain's Flat, New South Wales, tend to complicate concentration of the valuable minerals, these being:1. The ore occurs in three more or less separate bodies which vary in texture and mineral ratios. Mining of constant proportions of the three sections, or adequate blending of the ore, is not fully effective, and consequently the flotation section is subjected to feedof varying texture.2. The mineral association in the heavily pyritic ore is extremely intimate. Composite particles exist even at 20 micron sizeI, and probably finer.3. The copper content of the ore averages_about 0,6%, which is high enough to justify recovery of the chalcopyrite in a separate concentrate. A review of the metallurgical history of the mine shows that this feature has been the cause of the several major changes in flowsheet of the flotation section since the commencement of milling.METALLURGICAL HISTORYThe mine started production in January 1939, at the rate of 250 tons per day of sulphide ore, assaying 0·68% Cu, 6·52% Pb, 10·8% Zn, and about 1 dwt. Au and 2 oz. Ag per ton.

Mining of the Martha Hill epithermal gold deposit via open pit methods will excavate a pit to 15 m below sea level. Regular geotechnical evaluations of pit slopes have taken place. Details of the various components of these evaluations, including geological structure, material strength, and groundwater, are covered. Pitwall geological structures are represented clearly on pit floor grade control maps with the dominant sets being steeply dipping strike fractures. Cross cutting shears are common. Material strength is reflected by the oxidation status of the hydrothermally altered host rocks, with weaker material occurring in partially oxidised ground. Regional groundwater is generally high, particularly on the north-eastern side of the pit, where it has been little affected by de-watering. Geological structures appear to control the flow of groundwater in the proximity of pitwalls and require draining by the introduction of horizontal drains. An overview of pit slope design is given. Slopes are designed for overall slope stability, allowing for the occurrence of minor interbench failures.

The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.

The Grootegeluk coal beneficiation plant is situated near Ellisras in the Waterberg coal= field in the Transvaal, RSA. At this plant 15 million tons of coal bearing material per annum are beneficiated by means of two-stage heavy medium bath and cyclone plants. Because of the very low yield of 12 % coking coal product, run= ping costs are of the - utmost importance. For this reason extensive tests were carried out to establish the most effective crushing and bene= ficiation methods and suitable aquipment. At the second heavy medium separation stage, the near-gravity material (+ 0,1. g/cc) amounts to 45 % and daily plant performance ana=lysis is required to ensure acceptable plant efficiency. Beneficiation processes for the -0,5 mm coal originally considered were froth flotation, shaking tables, heavy medium cyclones and water- only cyclones. When the froth flotation route was decided upon, further test work was done to enable selection of the equipment most suitable for the particular requirements.

This paper discusses the key issues in Discounted Cash Flow (DCF) analysis including the importance of data verification and the shortcomings in DCF analysis. Stockmarket valuation measures and valuation methodology for exploration and pre development projects are examined through examples and pitfalls are identified. The use of valuations in corporate transactions and their strategic value is also discussed.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

The Sishen iron-ore-mine produces 3 pro= ducts with size gradings of 25 to 8 mm, 11 to 5 mm and 5 to 0,2 mm and has a product capacity of 20 Mtpa. Ore is produced at an average Fe content of 66,2 % Fe for the two coarser pro= ducts and an average of 65,3 % Fe for the fine ore product. Three stage crushing is practised to re= duce the run-of-mine ore to -90 mm after which it is screened into five different size frac= tions of which four are heavy media beneficiated in static baths and cyclones and the fifth frac= tion discarded to slimes dams. A final three stage crushing and screening process is employed to produce the final three Products which are homogenized by means of blen=ding systems nrinr to despatch.

Commissioning is one of the many phases of a project, it has inter-dependencies with the other phases, as they have amongst themselves, and has its own terminology and distinctive features. Commissioning time and cost can severely affect project economics, especially through unrealistic estimating, and requires a separate management team to ensure full control is. maintained.
