"Several recent cases indicate that the Courts may be leaning toward a more favourable treatment of mine closing and related costs. In this article, we look at two recent cases, Burnco Industries Ltd. and Nomad Sand & Gravel Ltd. The former was heard before the Federal Court - Trial Division and the latter before the Tax Review Board.It appears that in certain situations mining companies may now be able to sustain current deductibility of estimated mine closing costs during the productive years of the mine, rather than waiting until either the date on which mining ceases or the reclamation and similar activities commence. This would be of great benefit to the mining industry, as waiting until the bitter end often means that there are no revenues available against which the expenses may be offset and, hence, no tax relief.IntroductionUnder the Income Tax Act in Canada, taxpayers are not permitted any deductions in respect of an outlay or expense in determining income from a business or property, except to the extent that such expenditures are made or incurred by the taxpayer for the purpose of gaining or producing income. In addition, no deductions are permitted for amounts transferred or credited to a reserve, contingent account or sinking fund except as expressly permitted by the Act.In large measure, these provisions are relevant to the mining industry to the extent that they determine the periods during which expenses may be charged against revenues for income tax purposes. Several recent cases have indicated that the Courts are leaning toward a more favourable treatment of accrued costs in the mining industry than was previously considered to be the case."

Risk financing solutions are emerging to fully address environmental liabilities for mining operations. Supported by specialized insurance and alternative risk transfer (ART) products, mine owners can fund, cap and guarantee the environmental liabilities and closure obligations of a mine within a financial structure that will be acceptable to regulators. An environmental risk financing program will permit an owner to transfer the liabilities and indeed the ownership of a site to a third party that has the ability and resources to responsibly execute the closure plan. A properly structured program will be financially viable for the owner and will also respond to community and environmental opposition concerns about sustainable development and the environmental legacies associated with mining activities.

History shows that, prior to 1945, a rope failure on a descending conveyance was usually followed by unsatisfactory safety dog operation.It is proposed in this paper to discuss briefly;The history of this development. Progressive .development of one type (E. Long).Free fall testing of safety dogs. Anti-trailing rope device.HistoryOn February 2nd., 1945, a hoisting rope broke at the Paymaster mine. The safety dogs proved ineffective and permitted the cage to crash through to the bottom of the shaft, with disastrous results.Following this accident, the Ontario Government appointed a Technical Committee to investigate The Safety of Hoisting Equipment and Hoisting Practice in Ontario Mines. This Committee consisted of Dr. C. R. Young (Chairman) and Professors T. R. Loudon, E. A. Allcut, V. G. Smith, and Lloyd M. Pidgeon. The Ontario Mining Association (at the request of the Ontario Government) also appointed a Committee consisting of Messrs. R. E. Dye, R. D. Parker, and R. L. Healy."

Global mine hoisting regulations require safety fall arrest systems to be installed on vertical conveyance systems capable of safely decelerating and supporting a fully loaded conveyance in the event of a rope severance. Most current arresting systems are incapable of producing controlled safe deceleration rates. Although safety ?dogs? achieve marginally acceptable results on wooden guides, difficulties arise in achieving safe deceleration performance requirement where safety arrest systems operate on steel shaft guides. Previously, arresting systems capable of operating with steel guides have been incapable of producing controlled deceleration rates during the arresting of free-falling conveyances. Most are ?instanton? systems, whereby an occupant inside a conveyance being arrested would be subjected to unacceptably high deceleration forces. This paper briefly highlights the background to the selection process of Rio Tinto?s Technical Staff of a suitable Mine Conveyance Safety Fall Arrest System for #1 Shaft at Rio Tinto Oyu Tolgoi Mine, Mongolia. It also describes the Drop Test and Free Fall Test procedure and the results leading to the acceptance of the Horne Group Levelok® Emergency Braking Technology for the Oyu Tolgoi #1 Shaft in Mongolia. The paper highlights Rio Tinto?s primary objective for the selection of this advanced technology on their primary production shaft cage system as an emergency safety catch braking system combined as an advance hydraulic chairing system. It describes the design and operational parameters and the 'Fail to Safe' interfacing with current automated mine hoist systems.

"This paper compares Canadian provincial mining safety regulations regarding the use and testing of cage safety catches, including a brief history and evolution. Regulations are similar across provinces, with only slight variations. Currently, the “Ontario-type” safety dog is the most commonly used safety catch in Canada. Performance estimation of the compensation mechanism for different safety-dog shapes and tooth angles show this shape works well and has consistent braking results, but the best efficiency is obtained for initial tooth angles greater than 10°. Miner safety is questionable for lightly loaded cages, an issue that should be addressed technically and legislatively.RÉSUMÉ Le présent article compare les diverses réglementations de sécurité minière concernant les parachutes des cages dans les provinces canadiennes ainsi que les essais qu’ils doivent subir. Il semble que les réglementations soient semblables à travers les provinces avec quelques légères différences ou divergences. Un bref historique des parachutes et de leur évolution est présenté. De nos jours, le parachute de « type Ontario » est le plus fréquemment employé à travers le Canada et il présente des résultats de freinage uniformes. Une estimation de la performance du mécanisme de compensation pour les diverses formes de taquets de sécurité et les divers angles des dents montre que cette géométrie fonctionne bien; cependant, la meilleure efficacité est obtenue pour des angles de dents supérieurs à 10°. La sécurité des mineurs est mise en jeu pour des cages faiblement chargées et ce point devrait être traité du point de vue technique et du point de vue législatif."

The last few years have seen considerable consolidation of the mining software industry and a trend towards greater planning and production control system integration, particularly for surface mines. The mining industry is starting to realize the benefits of system integration and will continue to drive the evolutions of these systems. Several trends can now be observed. The trends include application and system integration, data portability, ?intelligent? systems for support of decision-making activities, mine process-control and automation. While many planning systems are moving in this direction, there is room for considerable improvements. This paper will discuss these trends, examine the current state-of-the-art in mine design software, and identify areas where improvements should be made and why.

The selection of a mining plant for carrying on development work presents many problems distinct in themselves, and affected by various local factors. In this paper, the writer proposes outlining and discussing in some detail the chief factors governing the economic selection of such plants. This will be followed by an enumeration of the underground and surface plant required for carrying on several hypothetical exploratory and mining operations. Where it is impossible or not convenient to obtain hydro-electric power, and where wood for fuel is scarce, we now find oil engines being used. A 100 h.p. oil engine, such as would be required to operate a three-drill air compressor, consumes approximately five Imperial gallons of fuel-oil per hour at full load. On the basis of a 60 per cent load factor, this gives, for eight hours' operation, a probable actual consumption of twenty-four Imperial gallons.

Conflict over mineral development and its impacts on indigenous peoples occurs in many countries around the world. Canada, Bolivia and Peru have experienced mine development for centuries in areas where indigenous communities have been and continue to be affected by the mining industry. On a global basis the mining industry continues to face the challenge of implementing meaningful consultation programs with indigenous peoples. Many governments around the world have adopted sustainable development as a policy and one important element of sustainable development is minimizing social conflict. John Moffet and Francois Bregha (Moffet & Bregha, 1996), in their analysis of the role of law reform in promoting sustainable development, noted that stakeholder participation can reduce this type of conflict. Social conflict can result in expensive litigation and costly project delays for mine developers. Meaningful consultation with indigenous peoples in areas where mine development is proposed can be a critical factor in securing a social licence to operate. A report released by the United Nations in 2005, outlined the elements of a concept called ?free, prior informed consent? (FPIC) that promotes more sustainable development. FPIC provides that mineral exploration and mining should not proceed unless the mining company has secured the consent of the relevant indigenous group(s). This paper employs a comparative approach to evaluate the extent to which three active mining nations, Canada, Bolivia and Peru, require consultation with indigenous residents and adhere to the principle of FPIC. The comparative approach assists in the identification of those consultation elements in the legal regimes of each country that can minimize social conflict in mineral exploration and mine development and therefore contribute to more sustainable development. First, we examine the legal requirements to consult with and accommodate indigenous communities in Canada, a country with a long history of mineral development over a large geographic area that has entrenched in its Constitution the protection of indigenous peoples? rights. We then turn to an analysis of Bolivia, one of the most indigenously conscious mining jurisdictions that has followed the Canadian lead in entrenching constitutional protection for indigenous peoples. Third, the approach to consultation with indigenous peoples in Peru, a nation that has not adopted the Canadian and Bolivian approaches to constitutional protection of indigenous peoples rights, is considered.

Low-lying sections of open-pit mines accumulate water, especially during the rainy seasons, preventing access to resource-bearing areas. To sustain mining operations, the water must be lifted out of the flooded pits at a high flow rate using pumps. These pumps need to be mobile so that they can be removed during drill-and-blast operations. Most mobile pumps rely on diesel engines with high maintenance requirements. A special pump design was developed to address the unique needs of open-pit mining while making the dewatering process more sustainable. Using the target flow rate and head data, an efficient pump was designed, encased, and deployed in the open pit. A variable speed drive (VSD) was installed in a protective skid so that the pump could be tuned to match the preferred flow rate at any point during its operation. This system was tied to the national electrical grid instead of being powered by diesel pumps, which reduced the carbon intensity per kilowatt-hour. The high availability, low maintenance requirement, and greater reliability reduced the use of spare parts, the fuel consumption, and the logistics associated with operating the pump. This further reduced the carbon footprint of the dewatering process. This paper provides some of the two-year performance metrics for a deployment in West Africa. With a focus on availability, maintenance costs, average cost per volume lifted, and carbon footprint, this encased pump system is compared to the diesel-driven pumps that it aims to replace.

Laboratory scale studies of the development and application of high capacity heavy metal ion adsorbents with uniform nanoscale porosity (denoted MP-HMS, mercaptopropyl - hexagonal mesoporous structure) to extract gold from solutions is described. The adsorbents are selective towards gold ions. The adsorption capacities of these materials are also among the highest reported. MP-HMS has shown the capability to adsorb 330-mg gold per gram adsorbent (up to 30% of their weight). Gold uptake by the adsorbent was found to increase dramatically with solution agitation. The adsorbent was found to be extremely effective in adsorbing gold ions from ultra- low concentrations, like those found in mine effluents. Experimental studies indicated that MP-HMS maximum adsorption of gold (99.9%) occurred under all solution concentrations. Another promising attribute of these materials is their favorable adsorption kinetics. The contact time required for 80% adsorption of gold was found to be less than 60 seconds. The efficiency of these nanoporous materials for the recovery of gold from mining effluent is evaluated and their prospect for application in the mining industry discussed. The process thus has the prospect of becoming an efficient and environmental friendly method to recover gold from aqueous solutions, such as gold mill effluents.

The men are grouped according to function for organization purposes. Routine services provided by the Mine Engineering Department in-elude ail surface and underground surveying and mapping, preparation of working drawings, compilation of engineering reports, recommendations on ventilation, testing the mine air for carbon monoxide, research on mine equipment and its use, and the calculation of incentive bonus. Demand jobs from departments other than the Mine Department .are done on request. Such jobs may be in the plantsite, the Town of Murdochville, or at the shipping points at Gaspe harbour or the St. Lawrence river."

"Over the past five years, contributions from geologists and mining engineers were instrumental in the successful development of MEPS. It is a system of FORTRAN programs specifically designed to be used by mining personnel to solve geological and mining problems. MEPS is a flexible keyword-driven system. Extensive error editing procedures significantly reduce the time required to proceed from problem recognition to solution. Possibly the most attractive feature of MEPS is that computer solutions may be guided or selectively modified to obtain desired solutions. Some highlights of MEPS are:1. Vocabulary that is familiar to mining people.2. Geological data storage and retrieval.3. Statistical analysis and variograms.4. Contour maps of assays and geological horizons.5. "Mine Gallen is a zinc-rich pyritic volcanogenic massive sulphide deposit that occurs in a fault-bounded block of intermediate volcanic rocks. The block is completely surrounded at the present erosion level by the eastern part of the Lac Dufault granodiorite. The volcanic succession includes a massive feldspar porphyry that is probably a subvolcanic intrusion, an andesitic flow unit and lapilli tuffs. The latter are variably sericitized and pyritic, especially in the vicinity of the massive sulphide into which they grade.The ore body is predominantly pyritewith local sphalerite contents as high as 20%; minor chalcopyrite and trace galena are disseminated, but are found mainly along late cleavage. Most ore is a breccia of massive to banded pyrite-sphalerite, veined by massive and complexly banded sulphides. These structures formed by repeated blocky jointing, cracking, sealing, healing and annealing as hydrothermal fluid repeatedly passed through a developing sulphide mound. The deposit is interpreted to have grown on the seafloor in a manner similar to active mounds in the Galapagos rift.RESUME La Mine Gallen exploite un gisement de sulfures massifs volcan géniques comprenant essentiellement de la pyrite riche en zinc. "Development of the unique Mine Games exhibition at Science World British Columbia is the largest ever collaboration of many interests to present the story of mining and the issues of mineral development delivered to the public by a science education centre.IntroductionMineral education programs have long been a major focus of the British Columbia mining community. Mine Games and its tremendous potential to enhance industries image and the public's awareness of mining is unequalled in the field of Issue Based Education Exhibits.The main goal of the exhibition is to look at the future of resource industries in a rapidly changing world of economic activities, new technologies, and growing public concern for the environment. Three challenges were the aim of the exhibition: to increase participation, to serve as a tool to increase interest in science and technology, and to draw an increasing number of school students to the interests of geology and the earth sciences. Mine Games is to serve as a meeting place for discussion of issues and where reliable information can be shared and new ideas explored.The exhibition is designed to develop new approaches to hands on learning that encourages visitors to explore and generate discussion and thinking with respect to resource development activities.The role of author, beginning in 1993, was, with senior industry leaders, to coordinate the raising of $1.3 million to complete the funding of the $1.6 million project total. The second and most interesting challenge was to work with the many minds that were collaborating to create the exhibition and to assure that the facts and science were correct. This involved the coordination of ""expert groups"" that verified the science and technology and the issues that the creative design team at Science World planned to use in development of each exhibit module."

"Mine hoist brakes must meet the following statutory performance criteria:- There should be two independent braking systems; at least one should act directly on the hoist drum.-If one brake fail s, the others should be able to retard and stop the hoist safely before the descending conveyance, carrying the rated load, reaches any obstruction.- When all brakes apply, decelerations should not be so violent that men travelling in the conveyance are injured.- The brakes shall not overheat and fade during an emergency stop.This paper discusses design principles and capacities of caliper and disc type brakes, when applied to double drum and friction hoists of equivalent capacity.IntroductionThis paper is about the brakes that are used on mine hoists; their functions, especially in emergencies, typical design, and how they are operated, controlled, tested, and adjusted.There are two basic types of mine hoists:1. Drum hoists, where the ropes are attached to, and coil on drums. The simplest system has only one drum. Most such hoists, however, have two drums, attached to a common shaft. Ropes are wound on each drum in opposite directions, so that when one conveyance is being raised, the other is lowered. The conveynaces may travel in vertical or inclined shafts. In the latter case, the hoist s are referred to as slope hoists.2. Friction hoist s, where the headropes are not attached to the wheel, but are in contact with it for an angle of lap of, typically, between 180 and 195 degree s. Forces are transmitted from the hoist wheel to the head ropes by friction.The lower ends of the conveyances are connected to balance ropes , approximately the same weight per foot as the headropes."

"It is important to ensure that the basic mine hoist plant design fundamentals are incorporated into any new mine hoist plant project before detailed design engineering is commenced. Some of the basic design fundamentals to be considered are: hoist rope fleet and flight angles for good hoist rope coiling, hoist rope harmonic frequency study to ensure that the hoist rope does not run at full speed at a rope resonance frequency, head frame and shaft clearance diagrams to establish the optimum positions for the loading and dumping of the shaft conveyances, access in the head frame and shaft collar for hoist rope and shaft conveyance installation and removal. Failure to consider the hoist plant fundamentals before detailed engineering commences will result in extra costs for hoist plant redesign or a significant increase in operating and maintenance costs for the mine due to increased hoist plant downtime to perform tasks and a lower mine operating efficiency. INTRODUCTION The mine hoisting plant is the most critical single line component in the operation of a shaft sinking operation or a permanent installation. Bad decisions in the design and selection of the hoist plant equipment can significantly add to the operating costs and up-time in the operation of the mine. Mine hoisting plant equipment installed costs represent approximately 5 to 8 percent of the capital cost of a new mine, yet price sometimes becomes the deciding factor for procuring the hoist plant components, sometimes selecting used equipment that may compromise the design and maintainability of the mine hoist plant. Mine downtime can cost upwards of $100,000 per hour and it will not take a very long time to eat up all the so-called savings on hoist plant equipment purchases. This paper will provide guidelines for the design, selection, installation and maintenance of mine hoist plant equipment with the objective to having the right mine hoist plant with the highest operational availability and best maintainability. PRELIMINARY DESIGN INFORMATION Before any engineering commences, the following information needs to be obtained to allow the preliminary sizing of the hoist plant equipment: • Shaft depth: The shaft depth will influence the hoist rope selection based on the material and personnel loads anticipated for the mine design. The shaft depth will also influence the maximum speed of the shaft conveyances. • Annual production: The desired annual production will influence the required payload sizing with allowances for maintenance and inspections of the hoist plant equipment."

"This paper compares Canadian provincial mining safety regulations addressing hoist safety, automatic hoisting, and shaft obstruction. The regulations are quite similar among provinces, with only slight differences. Risk-mitigation strategies used in other industries are discussed, including their applicability to mine hoists. The specific case of software safety is introduced through examples. The mitigation of software failure is based on the use of the software lifecycle as recommended by the International Electrotechnical Commission (IEC) 61508 standard. Finally, ways to improve hoist safety are proposed.RÉSUMÉ Le présent article compare entre elles les diverses réglementations provinciales canadiennes concernant la sécurité des machines d'extraction, le levage automatisé et les obstructions dans les puits. Les réglementations sont assez semblables entre les provinces, mais elles comportent de légères différences. "IntroductionFEW COUNTRIES equal Canada in the diversity of its mineral output, the range of size of its mine operations, and the extremes of climatic and topographic conditions under which its mining is carried out. Camps large and small are scattered over thousands of miles, some served by excellent communication lines, many in remote regions of the north. Common to most of the deposits is that they are worked by underground methods, and rely on adequate hoisting installations for the success of their operations.Hoisting in some form •pre-dates all other mechanical operations in mines and the hoist remains one of the most important pieces of equipment at the average mine. It provides the single line of communication along which must pass the men and materials to mine the rock, and in turn carry the ore to a place for refinement.Development of Mine Hoists in CanadaCanadian designed hoists were first built and •placed in operation about the year 1880 and have since developed in pace with the rapid growth of the Canadian mining industry. Early machines were all of the steam or compressed-air driven types, of light construction and driven by two duplex slide-valve open-frame type engines. As their application and size increased, designs became more rugged and more efficient."

"HistoricalWHILE DIGGING caves and underground passages for living quarters, primitive man must have had some means of illumination. Most likely he used pieces of wood or slim bundles of reeds or grasses as torches, perhaps steeped in animal fats to give more light. If this is so, we may accept these as the first means of underground illumination. Very little was clone to improve lighting devices for many generations, but slowly there was developed a fount holding fatty oils, with a spout in which was inserted a form of wick.Actual mining. for metals first of all, was started about 3,000 B.C. Some of the old Greek and Roman records refer to the use of torches underground, and some evidence of clay lamps has been found. Candies came into use some time during the first century A.D. When coal mining began about the 14th Century in England, candles were used for illumination because of the ease of manufacturing and handling them. Open oil-lamps came into use early in the 16th century -Agricola, in his De Re .Metallica, written about 1540. pictures a miner with such a lamp. However, the expense of these was so great that candies still continued as the general means of underground lighting.Unfortunately, as miners went deeper underground, they encountered a mysterious gas which. upon coming in contact with open lights, flamed violently, resulting in explosions and accompanying loss of life. The first reference to the results of these gas explosions appeared in 1621. No help seemed to be available. The gas was given off when the coal was mined and the miners could not see without lamps. Attempts were made to use the phosphorescent glow from partly decayed fish, fish skins, and fungus, also to bring daylight clown into the workings by means of a series of • mirrors; •but these means of illumination proved to be impracticable."
