Agnico-Eagle, fondé par feu Paul Penna, a toujours eu comme politique la participation des employés aux décisions de la compagnie pour le déveleppement de celle-ci. Introduction The operations of The Granby Consolidated Mining, Smelting and Power Company, L1mited, have always been concerned with the mining of low-grade copper ores. In the fifty years of this Company's existence, nearly 60,000,000 tons of such material has been successfully mined and treated. During these years, many changes in mining practice took place. However, at Copper Mountain, due to the large tonnages of very low grade material, it was realized that something more than changing mining methods would have to take place if these low-grade orebodies were to be mined at a profit and the Company and. its employees enjoy many years of successful operation and employment. Production costs were mounting commensurately with rising taxes and the increasing cost of supplies, labour, freight, and smelting, while the value of the product on the market was not increasing in price to compensate for the higher costs of production. A survey of the mineable ore in 1944 indicated that, of the 12,000,000 tons in the reserves, only 3,500,000 tons was now profitable ore. This reduction in the commercial ore reserves was a serious matter, as it meant that the mine had only two years of life at the profitable shipp1ng rate of 4,800 tons per day. Further, the location in the mine of the orebodies making up the 3,500,000 tons was not suitable for such high production.

The mine of the year 2020 will need to be based on a new way of mining. It will employ technology in a paradigm that assumes responsibility for sustainable development: taking account not only economic but also ecological and social issues. This will require a holistic approach to mine design and planning, considering all controlling factors and impacts (technical, economic, environmental and social). A national collaborative strategy is required to address the several options that exist for the development and application of 2020 mining technology. Key issues in implementing 2020 mining technology will also relate to human resources, in terms of employment, skills and education. A need exists to proactively prepare for 2020 through development of a comprehensive education and training strategy.

This paper describes the process employed and the work undertaken to enable the surrender of the mine permit relating to the two tailings deposits at the abandoned Red Mountain Mine site near Rossland, BC. The first phase of the work undertaken was to provide urgent remedial work for protection of the environment, primarily through rehabilitation or replacement of surface water drainage systems. The second phase was to up-grade the water management systems to the appropriate level given their consequences of failure. The final phase of work is to ensure long term geotechnical stability of the facilities to the same level of risk. Establishment of a sustaining fund will facilitate long term monitoring and maintenance of the facilities.

Mine planning at Cassiar consists of an annual cycle of projection, control, evaluation and revision following completion of annual diamond drilling during the summer months . The inherent difficulty in evaluating fibre grade and distribution, combined with a high-wall phase or push-back mining system, requires continuous modification to designs and schedules based on a cumulative evaluation of equipment performance and prediction versus production. To expedite the planning sequence, a mini-computer system has been introduced which allows emphasis to be placed on optimizing designs, exempting personnel from manual calculations and tabulations.

(PCS) owns and operates four potash mines in the province of Saskatchewan. The Lanigan Division mine is located 110 Ian east of Saskatoon, Saskatchewan, near the town of Lanigan.The Lanigan Mine commenced production in August 1968under the ownership or Alwinsal Potash of Canada Limited. The mine was purchased by PCS in 1977.Lanigan Division's productive capacity is 3.4 million tonnes of product per year. Ore is extracted from the "" B"" zone or Layer III or the Patience Lake member of the Prairie Evaporite, more than 1000m below surface . The Patience Lake member (approximately 20 m thick) consists of potash interbedded with salt. The average run-of-mine ore grade is 21070 K20 (Fig. I).The mine was initially developed using the room-and-pillar technique. Improvements in mining resulted in the use or extensible conveyors in long panel rooms."

Unplanned ore dilution has a direct and large influence on the cost of a stope, and ultimately on the profitability of a mining operation. This paper presents results of a study on the influence of a variety of factors on ore dilution in a blasthole stoping environment. A series of 3-D numerical models were developed and analyzed to examine the effect of mining depth, stope geometry and stope setting within the orezone extraction sequence. To quantify modelled ore dilution from the three-dimensional simulations, the ore Dilution Density (DD) is a term introduced in this study to denote potential hanging-wall overbreak. It was found that hanging-wall overbreak is not significantly influenced by depth alone, and that stopes with large or small axial ratios are more stable than large rectangular stopes. It was also demonstrated that, in addition to stope dimension, the amount of unplanned dilution differed according to stope type. Five stope types were identified, based on their position within a tabular blasthole mining sequence. The methodology presented in this paper can be adopted to develop mine-specific design tools for the estimation of ore dilution associated with a proposed mine design. This can prove extremely helpful in the process of underground mine planning and optimization.

Failure of drainage works is one of the principal threats to the sustainability of mine closure facilities but the risk can largely be remedied by appropriate design of mine closure drainage facilities. The feasibility of sustainable mine closure facilities that avoid failure of drainage systems needs to be established during the early stages of mine planning, before mine disturbances make sustainable closure uneconomical. Experience in mine development shows there is often enough latitude in mine plan development to incorporate measures with neutral economic consequence and positive environmental benefit. Project managers need to resist the temptation to develop mine plans and closure drainage plans independently. Integrated mine planning with effective inputs by environmental specialists and drainage designers may affect the overall mine configuration, footprint and schedule. Key issues pertain to the end pit location, waste dump configurations, pit infill elevations, fluid impoundments, diversion channel routing and preservation of flows to receiving waters. Guidelines with illustrations of suitable practices are presented to assist mine planners.

"IntroductionThe Highvale Mine is located 70 km west of Edmonton , Alberta on the south side of Lake Wabamun. It has been developed by TransAlta Utilities Corporation as a captive mine to supply fuel to two genera ting power plant s. The mine is owned by TransAlta and operated under contract by Manalta Coal. Within the mine permit area, TransAlta own s the right to mine 80% of the recoverable surface mineable coal.The planning process starts with the annually produced 25-year energy forecast which is provided by the Electric Utility Planning Council (EUPC). A 1983 forecast predicts an average annual increase in energy requirements of 4% over the next 25 years. Put another way, the requirement will double before the end of the century. A lar ge part of the base load generation of the Province of Alberta is provided by th e plants fueled from Highvale Mine. The Highvale Mine is therefore expected to maintain a high output over a long period of time.Mine PlanningMine planning is an ongoing, interative process that draws from many sources. All levels of planning draw from the same sources but du e to the different processes and objectives of each planning class, the degree of influence may differ. The planner becomes then a coordinator bringing together data and excerpts from several disciplines in groups. Generally, there are four classes of mining plan s; these are all used at the Highvale Mine (Table I)."

This paper will discuss the common trends existing in various Canadian jurisdictions for the closure and reclamation of mines. Included will be a discussion of the requirement to post security as well as its form and how security is calculated and refunded. Reclamation can no longer be left to the end of mine life. Progressive reclamation must occur throughout mine life and must be part of the mine plan from the beginning.

Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. Introduction The International Nickel Company have been pioneers in mine rescue work in Ontario. Following the fire in the Hollinger mine in the spring of 1928, the Company purchased ten self-contained oxygen breathing outfits, ten all-service gas masks, an oxygen high-pressure pump, life line, inhalator, ten cap-lamps with batteries, and a complete stock of spare and accessory parts. An instructor from the U.S. Bureau of Mines, Pittsburgh, came to the Creighton mine for one week and trained twenty men in the use and limitations of all equipment. Monthly training courses were commenced in the fall, and have continued to the present time. Of the original twenty men trained, ten are still on the Creighton mine rescue teams. In the meantime, and as an aftermath of the Hollinger fire, the Work-men's Compensation Board of Ontario and the Ontario Department of Mines established a central mine rescue station at Timmins. This was completed in the spring of 1930. It was then decided, in view of the great expansion in mine development in the Sudbury district, to build and equip a similar station to serve all the mines there, namely, Creighton, Frood, Garson, Falconbridge, Sudbury Basin, and Errington. An extensive survey was made and a central location selected opposite the Frood mine. The International Nickel Company donated a site, and the station was completed in the fall of 1930. The station is a two-storey brick building, 27 ft. by 47 ft., with a large garage adjoining it. The ground floor is used for equipment and for training the crews. On the second floor are living quarters for the superintendent and his family. The garage houses a closed truck, in which all necessary equipment can be taken to any desired point for training purposes or for actual mine rescue work, if and when necessary. The garage is also used as a gas room, where the men are trained in an irrespirable atmosphere. A gas-tight observation window between it and the training room enables the superintendent to see and direct the men undergoing training, weight exercisers and other devices being used.

This paper discusses mine research at Inco, giving specific examples of research projects which illustrate the approach to mining problems. The first example covers the development of a new mining method, "undercut and fill," which was originated for mining badly broken-up pillars, but which is now rapidly replacing the square set method of pillar recovery. In the new method, ore is extracted in a series of successive horizontal cuts, progressing downward, a cut being completely mined and filled before the cut below is started. In the second example, improvements to the "cut and fill" method of mining are discussed. These improvements are the result of improved techniques and improved equipment, etc., with, in many cases, the former being made possible by the latter. The advances made have permitted the use of the "cut and fill" method at much greater depths than before. The third example is presented to illustrate research undertaken to obtain the earliest maximum advantage of the introduction of a new piece of equipment or material. For this purpose, the development of the "Under-ground use of AN /FO Blasting Agent " has been selected. Work on this project started in May, 1960, at a time when there was very little in-formation regarding the potentialities of AN /FO for underground blasting, either primary or secondary. By the end of 1961, AN /FO made up 64 per cent of the explosives used under-ground at Inco mines.

"Roof bolts are the primary means of roof support in underground mines in the United States. Presently, post installation loads are measured on about 10% of the expansion anchor and combination bolts by using standard torque wrenches that Unit the accuracy of the measurements to about ±30%. No system has been available for measuring the loads generated on full-column resin grouted bolts. Mine roof bolts are long, slender, non-uniformly sized, roughly forged, and placed in a corrosive environment, creating obstacles for researchers trying to utilize ultrasonic reflection techniques to measure strain. A complete measurement system has now been developed by the U.S. Bureau of Mines, Denver Research Center. This system is being used successfully in determining loads measured on expansion anchor and combination bolting systems, examining the transfer mechanics of full-column, resin-grouted bolts, and measuring loads generated on bolts in an underground roadway support system.IntroductionMillions of roof bolts are used each year to provide structural support in underground U.S. metal, non-metal, and coal mines. Approximately 45% of the bolts used are expansion anchor, 45% are resin-assisted combination or full-column resin-grouted, and 10% are friction anchored. The effectiveness of these bolting types is dependent on a number of factors including rock density, bolt length, in situ stresses, rock properties, bolt pattern, installation tension, etc. When implementing expansion anchor and resin assisted combination bolts , installation and post-installation tension, or load, is a major determinant of support quality and subsequent behaviour of the reinforced roof. The method by which these systems carry roof loads is well understood and documented(1,2).The importance of these installation and long-term bolt tension measurements is well recognized and are required in the federal government regulations(3). A statistical sample of the bolts, lout of 4 during installation and lout of 10 inby the last open crosscut, is required to be measured using current torque wrench technology. The disadvantages of this system are the disturbance and weakening of the anchorage and limitations of accuracy to approximately ± 30%. The method by which resin-grouted bolting systems carry roof loads is much less understood, mainly because testing procedures used to evaluate point-anchor systems are not effective on resin-grouted bolts.Due to these problems, the U.S. Bureau of Mines designed a measurement technique that provided a highly accurate, low cost-per- bolt system that led to the development of ultrasonic pulse echo instrumentation. The original system was designed to measure the tension only on expansion anchor bolts. Recent developments and system modifications have permitted measurements on resin-assisted and full-column resin-grouted bolts. The use of these types of support systems has been increasing steadily in underground coal mines.The development of this instrumentation has provided laboratory and field results that help to explain the mechanics and relationships between the applied loads and the interaction between the grouted bolt system consisting of the bolt tendon, grout, and rock."

"Coal mining, whether surface or underground, has hazards that make it unique in the field of industrial safety and health. The often soft, faulted and folded sedimentary strata make wall or roof movement a risk to the safe and economic removal of the coal, while the extraction and handling of coal may create an explosion hazard even in surface operations, In Canada, these problems are compounded by the situation of the coal fields which range from deep undersea deposits in Nova Scotia to steeply pitching thick coal seams high in the Rocky Mountains. Climate too can create its own problems, particularly the effect of metals of minus 40°C temperatures, as crumpled dragline booms at prairie strip mines witness. Because of the difficult and sometimes hazardous conditions, Canada's underground colliery managers, in common with those of other Commonwealth coal-producing countries, must have a government ""certificate of competency"" before being appointed as mine managers. Certification of assistant managers (""under-managers"") and foremen (""fire-bosses"") is also a legal requirement for all of Canada's underground collieries, while the province of Alberta requires certification of surface management personnel. Electricians and mechanics who install and maintain the specially designed equipment underground and in hazardous areas of surface mines and processing plants, and mine surveyors who ensure accuracy of the location of underground workings, must also hold government certificates of competency. The requisites for all certification include a minimum work experience and knowledge of coal mining technology and mine safety and health legislation. Despite recognition of the hazards and increasing knowledge of methods of preventing explosions of flammable gas and coal dust in Canada's underground mines, there have been several disastrous explosions such as those at Springhill Colliery in Nova Scotia in 1891 with the loss of 125 lives, at Hillcrest Colliery in Alberta in 1914 with 189 dead, and more recently · explosions and fires in No. 20 and No. 26 Collieries in Cape Breton. Preventing explosions has required developing optimal ventilation techniques, reducing ignition potential, suppressing ignition at source, draining flammable gas before it can enter the air courses, and preventing, or sealing off, autogenous heatings with their associated carbon monoxide or explosion dangers."

"All mine shaft conveyances in Canada and most of the United States that are supported by a single hoist rope or attachment point and used for transporting persons are required by regulation to be equipped with safety catches and mechanisms. These safety mechanisms, commonly called safety dogs, are designed to stop and hold a free falling conveyance, with a full personnel load, in the event of a hoist rope or attachment component failure. The conveyance’s safety mechanism must be tested under dynamic conditions before it is used to transport personnel. This paper will discuss free-fall testing and it’s results on conveyance free-fall tests performed in the test tower at INCO Limited, Sudbury, Ontario.Topics covered will be free-fall tests on various wood types such as B.C. fir, Karri wood and Trusjoist MacMillan Limited Parallamwood (PSL), comparison of deceleration rates versus free-fall velocity and the influence of safety dog tooth design on deceleration rates."
