A 2-hectare uranium tailings area has been reclaimed. The exposed tailings of 1.4 hectares were capped with glacial till and vegetated with grasses and legumes. The water running through the tailings was diverted around the tailings in a line ditch and treated with sodium hydroxide and barium chloride. Difficulties occurred in placing the till capping because of the low bearing strength and the uneven surface of the tailings. This led to varying thicknesses of till and the need for manual labour in some areas. Total reclamation costs were $32,200, with vegetation establishment costs at $13,700 per hectare. This report provides a record of work for use in assessing the long-term suitability of these treatments.

As a branch of Operations Research, decision making is a widely used application in both science and social sciences. There are many different methods developed to solve decision making problems in the literature. In this study, Fuzzy Analytic Hierarchy Process (AHP) method is performed for the selection of reclamation project selection in an open pit mine and the optimal solution of the problem is investigated. Different reclamation project alternatives are prepared for an open pit mine, which continues to its production activities in magnesite sector in Turkey. The data obtained from Magnesite Cooperation is used in the application of the method. A decision-making process is prepared as considering the project alternatives for the purpose of selecting the most suitable reclamation project. The entire criteria that affect the decision-making process are identified and transformed into a hierarchical structure. The problem is solved by using Fuzzy AHP method developed according to this structure. It is found that Fuzzy AHP is a method that may help decision-makers in solving different decision-making problems in mining.

While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

The report, which was presented to the federal and provincial mines ministers in September 1986, identifies and discusses key tax issues relating to this industry. The report is mandatory reading for anybody with an interest in mineral exploration or production in Canada.IntroductionIn 1986, Canada's federal and provincial mines ministers were presented with an important report concerning the taxation of this country's mining industry. The Ontario Committee on Taxation is making a comprehensive study of taxation in the Province of Ontario, and in this connection has received representations concerning mining taxation from a number of interested parties. This paper, describes a case example from San Manuel mine, where in situ copper leaching of the supergene zone was done over a 14 year period (1986–1999) in conjunction with underground and open-pit mining operations of a copper porphyry deposit. In 1993–1994, testing of well fields was done to determine the amount of copper that would be recovered from in situ leaching of the supergene zone, which was composed primarily of chrysocolla and copper-clay minerals. It was determined that the leach fluid would reach 70% (‘sweep efficiency’) of the copper minerals and that 75% of them would be leached for a recovery of 52% of the acid soluble copper. However, the final results from Zone 6, which had the longest leach history, showed that approximately 42% of the acid soluble copper was recovered, indicating that the `sweep efficiency’ was closer to 55%. Comparison of drill-core assay data from two holes, one drilled before (ARM158) and the other after (SMO9607) leaching, also indicate that approximately 42% of the acid soluble copper was recovered. The discrepancy between the predicted (52%) and actual (42%) recovery is probably related to a combination of factors, including difficulty in maintaining fluid saturation, channeling effects and gypsum precipitation. "At the San Manuel mine (Arizona, USA), in-situ copper leaching of a copper porphyry deposit was carried out from 1986 to 1999 during underground and open-pit mining. ABSTRACT From approximately 1986 until 2000, uranium production was at a historic low. In 2003, uranium mineral exploration surged, despite the global financial crisis; however, the shortage and aging of qualified and experienced operators and regulators might soon become a constraint to this upsurge. This is true for all types of engineers, geologists, other scientists, tradespeople, and technicians. The situation raises questions about how the global mining industry in general and the uranium sector in particular will cope with future staffing needs. In this paper, the author examines the current situation and describes how some organizations are seeking possible solutions.

THE property of Howey Gold Mines, Limited is situated at Red Lake, Ontario, one hundred and seventy-five miles east of Winnipeg and eighty miles north of the Canadian National Railway line. The mine has been a continuous producer since April, 1930, and at present is hoisting 1,350 tons of ore per day. The shaft consists of three compartments (see Figure 1, sketch B). Hoisting is done by two skips in balance, one of which is interchangeable with a cage. Sinking had been carried out at three different periods. From the surface to the 550-foot level, the sets had been spaced at seven-foot intervals, from the 550-to the 1,060-foot level at six feet, and from the 1,060-to the 1,500-foot level at five feet. During the five years of operation, the shaft had become so badly worn, due to spill from the tipples and, to a certain extent, from the loading pockets, that re-timbering was considered necessary. It should be explained that no crushing is done underground because of the ad verse effect this would have on the efficiency of the sorting. The grizzly rail clearance above the ore pockets is fourteen inches and consequently the ore hoisted is extremely coarse. More than average spill from the loading pockets and tipples under such conditions is inevitable, and it is debatable whether underground crushing with consequent increased sorting costs would not be justified. The cost of complete re-timbering according to standard practice would have been prohibitive both directly and indirectly: A lengthy shut-down of the shaft, with the consequent disorganization of the staff and workmen, could not be considered. Accordingly, it became necessary to devise some method of repair that could be carried to completion in a very limited period of time. The shaft timber for the first 250 feet was not in need of repair. From the 250-foot to the 1,060-foot level the wall plates, posts, and blocking were in good condition. These had been protected by a one-inch plank lining put in at various periods during the past three years without interfering with hoisting operations. The end plates and dividers, however, could not be protected in this manner because of the lack of skip clearance. It was decided that, if the dividers in this section could be replaced, the shaft would be as satisfactory as if completely re-timbered. Several factors had to be taken into consideration in deciding on a suit-able method of repair. In the first place, the tipple plates had to be re-designed. To complete the job in a reasonable time, not only had work to be done on the tipple, but simultaneously from several points in the shaft itself. Since all power cables, pipe lines, etc., were in the manway compartment of the shaft, this compartment had to be left undisturbed.

Or, au cours de ces dernières années, le nombre de ces découvertes a fortement diminué dans les territoires classiquement explorés, entraînant une recrudescence de l?exploration dans les terrains géologiques de grade métamorphique élevé (e.g., Province de Grenville, Grand Nord du Québec). Ces derniers ont été traditionnellement considérés comme stériles à cause (i) de la monotonie apparente des gneiss qui les composent, (ii) de la difficulté d?identifier leurs protolites, (iii) des changements importants dans l?apparence des gîtes recherchés reliés au fort degré de déformation et de métamorphisme et (iv) des théories qui prônent un lessivage important des cations et des métaux d?intérêt économique par les processus de déshydratation des roches lors du métamorphisme régional (Weaver et Tarney, 1985; Vokes, 2000). Cependant, l?avancée des connaissances dans la compréhension des gîtes métallifères et de leurs terrains hôtes gneissiques intensément métamorphisés, montre que les systèmes géochimiques des roches altérées demeurent robustes (p. ex. ; Trägårdh, 1991; Craig et Vokes, 1993; Geringer et al., 1994; Schandl et al., 1995; Zaleski et Peterson, 1995; Vokes, 2000; Blein et al., 2003, sous presse). Bien sûr, les sulfures peuvent être localement remobilisés et même fondre, mais cette remobilisation n?implique pas forcément la disparition du gîte hôte (Williams, 1990) et peut s?avérer, bien au contraire, bénéfique pour la rentabilité d?un gîte en augmentant sa teneur en minerais (Marshall et al., 2000). Jusqu?à présent, dans les terrains métamorphiques, les contextes sédimentaires et plutoniques ont été reconnus et respectivement explorés pour les gîtes de type SEDEX et les gîtes magmatiques de Ni-Cu. L?étude de gîtes de métaux de base et précieux intensément métamorphisés (faciès des granulites) et leur comparaison avec des gîtes équivalents peu on non métamorphisés a permis d?établir, au cours des dernières décennies, des outils pour l?exploration des terrains de haut-grade métamorphique (Vokes, 1991, 2000; Slack et al., 1993; Spry et al., 2000). Ces outils sont basés sur la reconnaissance de roches diagnostiques d?une circulation ou d?une exhalation de fluides hydrothermaux telles que les méta-exhalites (formation de fer, coticules, tourmalinites, roches riches en quartz-gahnite, en apatite, en barite ou en staurolite zincifère) (Spry, 2000; Spry et al., 2000). Reconnaissance radiometric and geochemical data have been obtained for an area on the western shore of Wollaston Lake that includes the Rabbit Lake uranium deposit. The study area is extensively drift cover ed. The geochemical data were obtained by analysis of center-lake sediments and surface waters for a variety of elements and other constituents. The airborne radiometric data comprise measurements of eU, eTh and K obtained with a .50,000-cc NaI (Tl) detector at a mean terrain clearance of 120 m and 5-km flight-line spacing. Uranium in lake sediments and uranium in waters are the most effective geochemical indicators of uranium mineralization; the other elements measured are not notably anomalous. A sample site density of one per 1 8 km 2 is more than adequate for identification of the mineralized area. Because many water samples contain close to or below the current analytical detection limit of 0.05 ppb U, the use of sediments is generally favoured. for broad-scale reconnaissance in the region. Uranium in these lake sediments appears to be little influenced by variations in the organic or iron and manganese content. The most effective radiometric indicator of the mineralization is the eU/eTh ratio. This parameter is less influenced by environmental variation on the ground beneath the flight line than eU alone . The eTh/K ratio is anomalous under the Athabasca Formation unconformity where, in places, the uranium mineralization is localized.

I TAKE it that the papers presented tonight on the subject of Reconstruction, as regards both gold and base-metals, are intended primarily to stimulate discussion of this important subject and, in regard to base-metals in particular, cannot in any manner be considered as a policy or plan to be followed as a panacea for all the ills which are bound to beset the industry when peace is declared. A famous cook-book written by a Mrs. Beeton contained a recipe for jugged hare which began with the instruction, "First catch your hare". To date, we have not caught the hare of victory and it may seem to many that any thought, energy, or effort devoted to the problem of reconstruction which will in any way impede the acceleration of the chase after victory will leave us open to the charge of being derelict in our duty as citizens. Much of our present trouble is due, however, to our lack of preparation for war in time of peace, and it follows that it is of equal importance in our national economy to prepare for peace in time of war. Most of us here tonight have vivid and sad memories of the chaos in the metal mining industry following the Great War of 1914-1918. In our own industry, mining, smelting and refining of nickel and copper, it was not a problem of absorbing the men who returned. There were only some three hundred who came back to the Mining and Smelting Division, and these men were all given their former jobs without any apparent difficulty. They were rehabilitated gradually due to the fact: that some of these men did not return for a year after the Armistice was signed. The numbers of men involved in the present conflict are much greater. We have to date in the armed forces upwards of 3,000 men enlisted from our employ.

The eastern and southeastern regions of Ohio are part of Appalachian coal country, with a documented 1,300 miles of streams impacted by acid mine drainage. Since 1995, partnerships of local watershed groups, government agencies, private industries and universities have focused on the remediation of the affected waterways. The partnerships have spent $2.4 million annually in constructing and operating treatment systems such as wetlands, anoxic limestone drains, successive alkalinity production systems, steel slag leach beds, and lime dosers. These systems have been partially successful, and water quality has improved in the region, but no treatment has yet met the ultimate objectives of low cost, continual remediation. Our research group has investigated an alternative system for acid mine drainage treatment: electrolysis combined with pH adjustment to selectively precipitate recoverable, saleable metal products to offset the cost of treatment. We utilized a $0.2 million pilot facility constructed by the Wayne National Forest, in Nelsonville, Ohio, to process approximately 40 L/min of mine drainage from surrounding seeps. The pilot facility has multipurpose tanks that can be adapted to process acid mine drainage with different characteristics, such as high or low aluminum content or high or low carbonate concentrations. Sodium hydroxide was used for pH adjustment. Results indicate that saleable product can be generated with this treatment technology. In an initial, not optimized trial, one seep yielded 4.7 kg of dried 69 % iron oxide product from 10 hours of pilot facility operation, treating 23,000 L with electricity costs of $4.68. Dissolved iron concentrations in the water were reduced from 242 ± 18 mg/L to 2.8 ± 2.0 mg/L (99.0 % removal) while the initial acidity of 443 mg/L as CaCO3 was neutralized to an alkalinity of 160 mg/L as CaCO3. Iron oxide can be sold as pigment for an average of $1.47 per kg in the United States. Currently, approximately 80 % of all pigment used in the United States is imported, and there is incentive to purchase domestically recovered pigment. If the iron oxide from the pilot facility could be sold as pigment for $1.47 per kg, 43 % of the operating cost (raw materials, electricity and construction costs) of treatment could be offset by the sale of the product. Considering the cost offset, the electrolysis process shows potential as a sustainable low cost alternative for treating acid mine drainage.

"This paper presents the learning from Alcoa Po9os de Caldas Smelter in Brazil, after several energy restrictions resulting from the failures of three rectifier units at its power switchyard. Starting on December 27th, fuses and diodes failed in three rectifier units of Potline #1, causing a long and dangerous power interruption. Even after current was reestablished, amperage was only 70% of the line target leading to a bath freezing process that lasted for around 48 hours. The process engineering team played with several potroom parameters as pot resistance, bath and metal levels, alumina feeding and bath chemistry in an attempt to minimize impact on the potline metal output and energy consumption. As it will be illustrated, the first battle was to keep the pots running on a ""survival"" approach. After that, several changes took place on the procedures used to run at reduced current which were considered rather successful. Finally, some recommendations will be given to foresee and prevent transformers and rectifiers from undesirable failures."

"Nowadays recycling became an important rare earth elements (REE) source, which allows to reduce their demand for extraction from natural deposits. At present, the used fluorescent lamps and old type TV or computer monitors kinescopes are selectively collected and undergo processing in the system of recycling. It has been estimated, that utilization of such waste would be sufficient to cover the REE demand for the next 5-8 years. In the developed process, the luminophores were separated from the electronic and electronic waste materials, and processed by hydrometallurgical methods to obtain concentrated REE in form of oxides. INTRODUCTIONInternational Union of Pure and Applied Chemistry (IUPAC) defines the rare earths as a set of seventeen chemical elements, specifically the fifteen lanthanides plus scandium and yttrium. They are considered the most important indicators of the developed technologies and techniques. Rare earths are used, amongst others, for the production of magnetic and superconducting materials, ceramics, lighting, catalytic converters, advanced electronics and alloys. The demand for RE continually increases, similarly to many other primary raw materials. Globalization, the growing demand for limited resources of raw materials, the policy of the countries controlling the raw material market and the economic crisis became a spur for new programs of socio-economic development of the European Union (EU), with particular regard to EU safety for commodities in intermediary as well as long-term horizons (COM 2008), COM 2011).EU countries import most of metallic and chemical raw materials important for their economy. In 2008 a detailed program named Raw Material Initiative was announced. The increase in demand for most raw materials having special importance for the development of technology, and access to of raw materials security of supply affect the future economies of the UE member states and other developed countries."

The methods employed for the addition of uranium to steels and cast iron in the Physical Metallurgy Division are outlined. It has been found that the segregation of? uranium is a major problem in aluminum and/or silicon killed steels and that the cooling rate is important in al-lowing the segregate to settle to one area, which can subsequently be discarded. The unsegregated areas were found to be extremely low in total oxygen, acid insoluble aluminum (AizOg) and, in some cases, slightly lower in nitrogen. Uranium recoveries, based on analyses of the unsegregated areas, were quite constant, at about 45 per cent, regardless of the type of uranium master alloy used for the addition. No segregation of carbon, manganese, silicon, sulphur, phosphorous, chromium or copper was observed in these steels. In commercial heats, the recoveries ranged from 7 to? 29 per cent for ladle additions to oxygen converted steel. When the steel was fully deoxidized prior to the uranium addition, recoveries ranged from 49 to 66 per cent, regardless of the steelmaking process.

"The object of this study was three samples of sulfide old tailings, which were obtained after Cu- Zn ores processing. Fine metal dissemination in sulfides as well as fine mineral intergrowth determine the refractory nature of material and low metal extraction using simple methods: gravitation 1-6%, flotation 32-48%, cyanidation 10-37%, and cause the need to use sulfide bio-oxidation to liberate gold and to recover it by heap leaching. The gold is the main valuable metal in the tailings with content 1-1.5 g/t. Heap bio-oxidation with mesophilic and moderately thermophilic bacteria was used for pre-treatment of tailings before gold heap leaching from bio-oxidation solid residues. The tailings have a low permeability < 0.3-1.2 m/day, which is caused by migration of fine particles, decreases recovery rates, and is poorly suited to heap bacterial leaching. Therefore, preliminary gold sulfide tailings with permeability < 0.3 m/day were pelletized using copper containing flotation tailings of converter slags and calcium oxide. The most gold extraction was obtained for pelletized tailings. The base metals (copper and zinc) were precipitated from bacterial solutions. Experiments have demonstrated effective bio-oxidation of all third gold sulfide tailings samples and enough high gold extraction 60-82%.INTRODUCTIONIn Russia, as everywhere, there is a trend toward deterioration in the quality of mineral resources, including non-ferrous and precious metals, manifested in lower grade and higher complexity of ores. The proportion of refractory ores is increasing, characterized by fine dissemination of metals in sulfides, intergrowth, and poor liberation of minerals during concentration, resulting in loss of base and precious metals to flotation tailings.Over the operation period, huge reserves (hundreds of million tons) of ore processing waste have been accumulated at mining and concentration operations. Because of the imperfections of the previously used ore concentration technologies, the content of precious and base metals in flotation tailings is comparable with the grades of the ores being currently processed. Therefore, old tailings can be viewed as an additional reserve of non-ferrous and precious metals. The works (DEN, 1997; Lyman, Johnson, & Guerney, 2000) demonstrate that, tailings containing sulfides (sulfur, copper, zinc, and other metals) are a potential environmental hazard since they produce acid drainage water containing toxic components. Processing those tailings would require designing an effective technology for recovering useful components and protecting the environment."
