This paper describes the sinking and lining of a 14 foot 6 inch finished diameter shaft down to and into the salt of a typical dome of the Gulf States region. The conditions and nature of the strata encountered divide the work into three distinct sections - that in (1) alluvial surface deposits, sunk through by open caisson methods, (2) water bearing rock, directly above the salt, and in (3) salt. At the time of the preparation of the monograph upon the mining legisla- tion of Newfoundland, by the Imperial Institute of London, the existing local statutory law (as distinct from case laws and the applicable English acts) con- sisted of the following legislation: 1. Chapter 129 of the consolidated statutes, entitled "Of Crown Lands, Timber, Mines and Minerals," as amended by the Crown lands act, 1928. 2. Chapters 131 and 132 of the consolidated statutes (acts relating to mines regulation and rewards for discovery of minerals, respectively). 3. Crown lands act, 1918, as amended by the crown lands (amendment) act, 1921. 4. The Labrador Act, 1927. 5. The Crown royalties act, 1927. 6. Within recent years , people have begun to realize the importance and significance of the mining and allied industries . The leading part the engineer plays in civilization is becoming recognized . However , accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business . It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization , but on the whole , the magnitude of the industry is underestimated . The uncertainties of mining , as evidenced by the variable results of prospecting on surface or underground , in an unknown new field or from the bottom levels of a mature mine , the ins and outs of tonnages and metal contents , the possibility of a widespread or even a sudden change between cost and realization-price , add to its picturesqueness and make mining attractive to some . To many , the fact that results are generally more uncertain and less predictable than in other industries lends added charm . The following pages may serve to call attention briefly to the importance of mining relative to other industries in the United States , in Canada , and in the world . Ordinarily , the annual primary mineral production of the United States amounts to about 5 billion dollars . The average for the last five years has been a little over 5 billion dollars . Last year , sadly enough , it was less than 34 billions . Just now , we are on the decline , and have been for the past two years . In Canada , the 5-year average was about 268 million dollars . Last year it was 227 million . Due in part to gold output ( in 1930 , for the first time , Canada's gold production exceeded that of the United States ) , the Canadian average is holding up better than ours . It has been estimated that the average world mineral production over the past five years has amounted to about 12 billion dollars , while in 1931 it was less than 8 billions . The mineral industries are as indispensable for the conduct of modern society as are those of agriculture , but , in the United States at least , they receive far less recognition from the Government . With us , agriculture is fostered by a great department that is maintained by enormous appropriations , while the mineral industries get but little financial support . In the United States , in the calendar year 1930 , the value of production by these two industries were as follows : to 1 . Agriculture ( inclusive of forestry ) 9.9 billion dollars ; mining 4.8 billions ; ratio 2 Direct appropriations by our Federal Government were 109 million dollars to agriculture and 2.8 million to mining , a ratio of 39 to 1. Obviously this is out of balance to the extent of 19 to 1 in favor of agriculture .

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. E. 2474, which came into force on September 1, 1921, its purpose being to suspend the

The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

Silver consumption in the arts and industries of the United States during 1930 and 1931 has remained remarkably near the high level established in 1929. Undoubtedly the sharp drop in the price of silver has been an important factor in supporting consumption, but silver's peculiar properties and uses probably have been an even more compelling reason for its sustained utilization. In its most important use - sterling silverware - it seemingly has most serious competition, but well established tradition protects the demand for sterling ware and the law forbids the term "sterling" to be applied to any material not containing at least 92.5 per cent silver. The photographic industry is dependent upon properties of certain silver salts possessed by no other material. Consequently silver is indispensable to all photography, including the huge motion picture industry. Other uses for silver could be listed which, because of special features, likewise have tended to maintain the consumption of silver in the arts and industries of the United States. The figures which this report makes available for the first time are the detailed silver consumption figures for the arts and industries of the United States for 1930 and 1931. These figures have been tabulated with the previously published(3) figures for 1928 and 1929 thus presenting a 4-year statistical record of silver consumption. All quantities are given in troy ounces, 1,000 fine.

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

This paper is one of a series dealing with mining problems and summarizing the data contained in the Information Circulars on individual mines that have been prepared by the managers or superintendents and published by the Bureau of Mines. The purpose of this paper is to present the problems encountered in the development of an efficient mine organization and to show the means used by certain mining companies in promoting efficiency. There is also a discussion of the advantages and disadvantages of the various systems of paying and handling labor and a description of their application at the individual mines.

Recent papers on support of roof and top rock in mines representing present practice in so far as it hits been described by engineers in all of the principal mining countries, cover a relatively aide range of topics. The papers abstracted herein include such subjects as the testing of materials of support, failure and movement of rock above workings, effect of excessive pressures on rock masses, axed the application in mines of timber, metal, concrete, packing, and filling support. It is not within the scope of this paper to present a logical and orderly discussion of the elements of support and their application to conditions influenced by the material worked or the method of mining. Only the essential facts of a paper appear in the abstracts, the idea being to give a fairly clear picture of the behavior of various types of support under brows conditions and to put into concise form important information concerning present practice, modifications of practice, and the trend toward new practice. With such valuable facts from others experience made readily available, it Is hoped that the engineer with particular and often trying problems may obtain suggestions that will be immediately helpful.

This paper is one of a series being prepared for and published by the United States Bureau of Mines describing the mining and treatment methods and costs obtained in sand and gravel plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines" in various foreign countries. In the preparation of this interpretation of the laws of Norway, use has been made of William R. Orrmins' translations of various acts of the Norwegian Government, which were forwarded from the American consulate at Oslo^ and transmitted to the Bureau of Mines through the courtesy of the State Department. This digest is released subject to amplification and correction, if necessary, by the proper American foreignservice officers.

This paper, which is one of a group presented by the United States Bureau of Mines covering mining practice in different districts, deals in particular with the methods employed in mining the horizontal type of zinc-lead orebodies of the West Baxter area of the Tri-State zinc and lead district. These orebodies, locally termed "sheet-ground" bodies, with their relatively low working faces and low tenor of zinc and lead, require changes in the mining practice which is used in the balance of the district. In addition to the general mining methods, this paper also describes the system of hand sorting employed prior to the direct milling of the ore. The Hartley mine is situated mile west of Baxter Springs, Kans., as indicated in Figure 1. Its general outline and the location of the shafts with respect to the milling plant are shown in Figure 2.

On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The open-pit recovery of clay for cement plants is a comparatively simple operation in comparison with underground mining of clays; nevertheless, it represents an appreciable factor in the cost of cement manufacture. The following report deals specifically with the methods employed by the Aetna Portland Cement Co., which operates cement mills at Fenton and Bay City, Mich., in recovering clay from their pit at Corunna, Mich., on the Grand Trunk Western Railway.

This paper on milling methods and costs at a flat river (Mo.), mill is one of a series of information circulars on milling methods and costs which is being prepared by the United States Bureau of Mines, The mill under consideration treats 5,000 tons of load ore daily by table concentration and flotation. It is 25 years old, and yet it is a new mill. Research has been in continual progress at the plant since its beginning, and accordingly a day never passes without a record of change for advancement. The changes have been so orderly that no evidence of obsolete equipment remains.

This paper describing the methods of dredging and treatment of gold-bearing gravels at the Lancha Plana Gold Dredging Co.'s dredge is one of a series of similar papers being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The dredge is located near the Mokelumne River, 12 miles west of San Adreas, Calif.; it is accessible by an improved dirt road from Jackson, which is about 20 miles distant.

The property being worked by the Lewiston dredge of Placer Development (Ltd.) is on the Trinity River in Trinity County, Calif., about 9 miles north of the town of Lewiston (see fig. 1). The nearest rail point is at Rending, Calif., which is exactly 50 miles bar road from the dredge camp. Recently a very good section of State highway has been constructed from Redding to Weaverville, and it is now possible to use this highway for 35 miles of the distance between the dredging property and Redding. The remaining 15 miles, however, are over ordinary dirt road. No trouble is experienced in reaching the property except for a few weeks during the middle of the winter when snowstorms may make travel difficult but not impossible. At present the property consists of about 500 acres of patented land, which extends for about 3 miles along the main Trinity River and Stuart's Pork. It is being worked with one 7-cubic foot, Bucyrus-type dredge, which has an average monthly capacity of about 100,000 cubic yards. To the end of 1931 approximately 10,000,000 cubic yards of gravel had been dredged.

This paper on mining practice at the Fresnillo silver mines is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of North America. Two classes of ore are produced at Fresnillo. A low-grade oxidized silver ore; end a complex-base sulphide are containing gold, silver, lead, zinc, and copper. This paper is confined to a discussion of operations relating to the production of oxidized silver ores. To date, more than 10 Million tons of this ore rave been mined. The present (June, 1931) daily production is 2,000 tons of ore, and approximately 600 men are employed in the mining operations.

This paper describing the method of mining a deposit of vanadium ore near Rifle, Colo., is one of a series of similar papers on metal-mining methods and costs being issued by the United States Bureau of Mines. This vanadium deposit probably is the largest yet found in North America. It is situated 12 miles northeast of Rifle, Colo. (see fig. 1), on the southern flank of tae White River plateau, and is at an altitude of 6,500 feet. Between 150 and 200 tons of ore are mined daily and trucked to the mill at Rifle. The product of the mill is fined vanadium oxide, which is shipped to the company's plaits at Columbiana, Ohio, and Niagara Falls, N. Y., for the electric manufacture of ferrovanadium. HISTORY The deposit was discovered about 1909 by men prospecting for carnotite. Its outcrop on the bola cliff of Rifle Canon had been known to stockmen for many years.
