"IntroductionOne of the problems which the coal-mining industry must solve in the next few years is the redaction of its ever-increasing timber bill. This includes pit posts, mine tees, timber sets, and brattice boards. As an example of this increase, the following table of timber prices from the records of a coal company in western Pennsylvania, in a district where the supply of most of the different kinds of timber used can be shipped from points within the State, is self-explanatory: Present conditions seem to indicate the continued upward trend ox the cost of mine timber, although the regrettable calamity that has visited the chestnut timber in Pennsylvania may temporarily hold the price of some types of mine timber on a level basis. On account of the chestnut blight, many farmers will undoubtedly begin to convert their chestnut trees into timber before they become a total loss. This may provide, for the time being, a sufficient supply of mine timber to check the steadily rising prices.The local lumber producers are turning their attention to the production of the larger sizes of timber and lumber on account of an unfavorable price on mine ties. From the foregoing table, it is seen that the average advance in the price of ties during the period 1914 to 1920 is 52 per cent, while timber sets and mine car plank increased in value 60 per cent. Amore striking illustration is the fact that a 6 by 8 inch by 6 foot tie sells for 42 cents or at the rate of $17.50 per 1000 board feet; yet mine car plank and timber sets have a value of $48 per 1000 feet, an advantage of $30.50 in favor of the heavier timber.The supply of coal in Western and Central Pennsylvania will last for a long period and it is for the possible future demand for timber that the coal companies must provide. While steel, concrete, and other materials may, in many cases, prove an acceptable substitute, there is no doubt that timber will always be in demand."

"A recent paper prepared by the writer summarized the results of an analysis of the accident records of 34 metal mines for the calendar year 1925. The present paper summarizes the results of a similar analysis of the accident records of 59 coal mines for the same year. This summary is based upon reports furnished to the Bureau of Mines, Department of Commerce, by operating companies that par¬ticipated in the National Safety Competition of 1925.The purpose of the Competition was to establish the lowest accident-severity rate, thus showing the smallest loss of time from accidents in proportion to total number of man-hours worked. The reports covered all lost-time accidents that occurred during the year, that is, all accidents that disabled an employee beyond the day or shift on which the accident occurred. Detailed information for each of the 59 coal mines is given in the appended table. Each mine employed at least fifty men underground; over half of than employed more than 200 men underground. Hence the accident records should be typical of those of large-scale mining operations in general where the company is devoting special attention to accident-prevention work. The mines covered by the reports are situated in eleven States: Alabama, Illinois, Indiana, Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Utah, Washington, and West Virginia.A tabulation of the reports covering the 59 mines showed an accident-frequency rate of 123 per million hours of ""exposure* and an accident-severity rate of 10.214 per thousand hours of exposure3. The total volume of exposure or employment was 29,117,561 hours, representing the equivalent of work of 12,000 men for three hundred 8-hour shifts. The records covered employment and accident above ground as well as underground, although they did not include stripping or open-pit mining. Accidents during the year resulted in 33 deaths, 1 permanent total disability, 28 permanent partial disabilities, and 3,510 temporary injuries. These accidents represented a loss of tine equal to 297,417 man days. In arriving at this lost-time equivalent, each fatality and permanent total disability was weighted at 6,000 lost days (see footnote 3), as specified in the scale adopted by the International Association of Industrial Accident Boards and Commissions; permanent partial disabilities were weighted according to nature of injury, in accordance with the scale adopted by the :Board; temporary injuries were weighted according to the actual number of calendar days during which the employee was incapacitated as a result of the injury."

"IntroductionIn the study of mine drainage in the red iron ore mines of the Birmingham district of Alabama, an extensive series of measurements were made in order to determine the drainage from the area overlying and adjacent to the mines. Gaging rods were generally used in measuring streams, and weirs in ditches and sometimes as a check on rod work. These tests in turn were checked by current meter tests. In all, 725 separate stream gagings and 97 weir measurements were made. Certain relationships were worked out, particularly between rod and weir tests, which permitted obtaining results that are much more accurate 'under the existing conditions, than any available formula would give. The large number of weir measurements and the period covered by the tests made it impracticable to construct a weir for each observation so portable, adjustable weirs were built. The methods used are described here for the benefit of those interested in measurement of streams in connection with a study of mine drainage or otherwise. The Drainage AreaThe area draining the mining district lies between the crest of Red Mountain and Little Shades Creek, and for convenience was divided into sub-districts adjacent to certain groups of mines. Gaging stations were established on Little Shades Creek at the upper and lower boundaries of each sub-district, also at points on the tributaries near their junction with the creek. The difference between the volumes of water flowing in Little Shades Creek as it entered and left the sub-districts represents the flow from the tributaries on both sides of the creek. Since the flow coming from the sub-districts was measured direct, the inflow from the tributaries on the opposite side of the creek can be computed from the three volumes determined."

"Accidents at coal mines in the United States in September 1926 resulted in the loss of 170 lives, according to information furnished to the Bureau of Mines, Department of Commerce, by State mine inspectors. Of this number 125 occurred at bituminous mines and 45 in the anthracite field. As the bituminous output of coal for September was 48,976,000 tons, and the production of anthracite was 8,444,000 tons, the fatalities reported represented a death rate of 2.55 per million tons for bituminous mines and 5.33 for anthracite mines. The industry as a whole showed a fatality rate of 2.6 per million tons of coal produced in September 1925 the rate for bituminous coal mines was 3.29; the anthracite mines were idle in September last year due to a strike.During the first nine months of the present year 1,759 men have been killed by accidents at the coal mines throughout the United States, resulting in a death rate, per million tons of coal produced, of 3.76 as compared with 3.95 for the same period in 1925. Reports for bituminous mines alone showed a nine-month fatality rate of 3.53 which was about the same as the corresponding rate from January to September in 1925. The anthracite rate for the present year, however, shows a decrease of about 17 per cent; that is, the rate has declined from 6.36 to 5.28.Records covering the first nine months of 1926 show that 12 ""major"" disasters, that is, disasters in which five or more men were killed at one time, have resulted in the loss of 271 lives as against 10 disasters and 199 deaths in the corresponding months in 1925. The fatality rates for these disaster: alone were 0.579 and 0.465, respectively. One major explosion occurred at Tahona, Oklahoma, on September 3, 1926, in which 16 men lost their lives.An analysis of the principal causes of the 1,759 fatalities for the first nine months of the present year shows a reduction in the death rate as a whole and for falls of roof and coal and for explosives, but an increase in haulage, gas and dust explosions, and electricity. "The recovery or partial recovery of the oil remaining in oil sands after the usual methods of production have become unprofitable is perhaps the greatest problem in the petroleum industry today. The amount of this oil remaining in the sand is variously estimated by those familiar with the subject to be 25 to 90 per cent of the original content.2Lewis3 states, ""The estimate of 80 to 90 per cent of the oil left underground does not seem incredible.""It is estimated by the writer that approximately 91 per cent of the oil originally held in the Elliott pool, was still in the formation on January 1, 1924, and that it would take at least 12 years, at the 1923 rate of production, to further reduce this quantity by one per cent of the original content.The progress made in the oil industry during the past few years relative to the prevention of evaporation losses; to improvement in cracking processes, whereby the gasoline yield from many crudes has been doubled and trebled; to the increased recovery of gasoline from natural gas; and many other developments, remarkable as they are, can be applied only to that comparatively small portion of petroleum products which are raised to the surface. A device or process which would cut development costs to one-half would probably result in a much smaller profit to the oil industry, than the profit derived from an additional 10 per cent recovery of the total amount of oil in a pool. Various methods have been used and many others proposed, for the increase of oil recovery from normally depleted sands.In France, oil sands are being mined by means of shafts and galleries. In other places, notably the Bradford, Pennsylvania field, the yield has been increased by means of water flooding, wherein water is introduced into the sand to displace oil, and drive it to producing wells."

"INTRODUCTIONHydrogen sulphide is probably the most toxic gas associated with crude oil. Hydrocarbon (petroleum) vapors themselves are harmful to the human system, but hydrogen sulphide, when present, is usually more important from the standpoint of health and safety. These conclusions were reached in an investigation of the toxic gases encountered in the transportation end refining of high-sulphur petroleum. The results of that investigation are presented in Bureau of Mines Bulletin 23l. although the writers of Bulletin 231 paid no direct attention to the production of oil in the field, they attributed to hydrogen sulphide reports of accidents caused by gas in the oil fields of Mexico.During the development of oil fields in Texas, a ""poison gas"" was encountered that constituted a decided health and safety hazard. The present report discusses an investigation of this gas made in July, 1926.The major portion of the investigation was conducted in the Panhandle field of Texas, but the study also includes the Big Lake and McCamey fields.Scope of WorkThe work undertaken in each field included:Examination of the gas-coming from representative wells at various locations in the field; also analyses of the gas-air mixtures to which the workmen were or might be exposed.Observation of symptoms of poisoning and severity of these symptoms."

"During the calendar year 1925 the Bureau of Mines received from the operators of several hundred mines and quarries complete accident records covering deaths, permanent disabilities, and “lost time” temporary injuries. Some of the companies, - those that participated in the National Safety Competition-also furnished information showing the number of man-hours of work performed during the year. With these two types of information it was possible to calculate the accident-frequency and accident-severity rates of the different plants. Complete and comparable reports of accidents and Man-hours of “exposure” were received from 34 underground metal mines, 59 underground coal mines, 15 underground mines producing other nonmetallic minerals, and 102 open quarries or open-pit mines. The figures in the table appended to this report show the accident severity rates and other data for each of the 34 underground metal mines and for the group as a whole. It is proposed to publish similar figures for the other classes of mines and quarries at an early date.The 34 metal mines listed in the table are situated in Arizona, Idaho, Kansas, Michigan, Minnesota, Missouri, New Jersey, New Mexico, Oklahoma, South Dakota., and Utah; they employed 5, 925 men, an average of 174 men per mine, including employees above-ground as well as underground. With but few exceptions, 50 men was the minimum number of employees in any mine. The total period of employment or “exposure” at the 34 mines was 14,612,607 man-hours, an average of 2,466 hours per man, or the equivalent of 308 work-days of eight hours for each employee. Accidents resulted in 15 fatalities, 9 permanent disabilities, and 1,950 temporary “lost time” injuries (causing disability exceeding remainder of shift). The fatal and nonfatal injuries represented 132,575 days of disability. Thus the accident frequency rate for the group was 135 accidents per million hours and the accident severity rate was 9.073 days lost per thousand hours of 1 “exposure”. The severity rates ranged from 0.227 to 88.653, while the ·range of the accident-frequency rates was from 16. 6 to 307 .4. In compiling the accident severity rates shown in the table, all accidents caused by explosives were weighted at twice the number of days actually lost, as one of the purposes of the National Safety Competition was to stress the prevention of accidents caused by explosives."

"IntroductionFlue dust which results from the smelting of ores containing appreciable quantities of fines is one of the troublesome products of iron blast-furnace practice. Gases issuing from the furnaces at a high velocity carry small particles of coke, ore and flux into dust-collecting chambers. These particles constitute the flue dust. Lasses of iron ore through the production of flue dust vary between wide limits in the different furnaces, and depend on a number of factors, such as size and design of furnace, amount of fines in the ore, the operating conditions and the blast pressure.Blast-furnace operators of the Birmingham district keenly realize this waste. The ores are comparatively low grade and require more fuel than is ordinarily used elsewhere. Hence the flue dust is low in iron content and high in coke. As a result it is not in suitable condition for direct sintering. In many other iron and steel centers direct sintering is a common practice. In the Birmingham district efforts have been made to prevent this loss by recharging the dust into the furnace, but, as might be expected, a material fine enough to be blown out once will very likely be carried over again.In general, the flue-dust losses in this district will average 250 pounds per ton of pig iron produced, but at times the losses at different furnaces are substantially higher or lower than this figure. On the basis of the present rate of pig-iron production, the annual loss of flue dust exceeds 300,000 tons. The iron content of the dust probably averages 25 per cent, therefore about 75,000 tons of iron is wasted yearly, or about 3 per cent of the iron mined is lost in flue dust."

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. "IntroductionIn the course of an investigation on the influence of black damp (a mix of nitrogen and carbon dioxide) on the limits of inflammability of fire damp (methane) in air, some new information was obtained concerning the factors that determine whether or not a gas mixture is capable of self-propagation of flame. Volume for volume, carbon dioxide exceeds nitrogen in its extinctive action on flame, an effect which is generally attributed to the higher molecular heat capacity of the former. Argon, a as of lesser heat capacity than either, proved to Lave less extinctive notion. If, as seemed likely, the extinctive action of a chemically inert gas could be attributed entirely to its heat capacity, then helium should behave like argon; equal volumes of these two oases should exhibit equal extinctive action, for their molecular heat capacities are nearly identical at laboratory temperatures and, in all probability, remain constant up to and beyond flame temperatures. The experiments reported here show, however, that helium has proved to be more extinctive of methane flames than argon.Method Used in ExperimentsThe limits of inflammability of methane, in various ""atmospheres"" composed of mixture of air with one or other of the diluent were determined in a vertical glass tube, 6 feet long and 2 inches in diameter. The lower end of the tube was opened by sliding away a ground-glass joint and the flame of a small spirit lamp was immediately passed across the aperture. The tube was sufficiently long to enable observers to judge whether a flame was self-propagation for if a mixture were incapable of continued self-propagation pf flame, the lamp of flame formel above the source of ignition was extinguished within feet of its passage up the tube."

"The prevailing practice of washing unsized coal, 1/2-inch and finer, to 1/8-inch and finer, on a table is subject to certain limitations which are commonly overlooked. In some instances good results are obtained by this method, but often the opposite is true and the efficiency of the washing operation is low. Although the separation taking place on a concentrating table is not fully understood, the actual distribution of particles of various sizes and specific gravities was determined a number of years ago by ore-dressing investigators. Hence this paper consists of an analysis of an old problem by new methods. The experimental data on which the discussion is based were obtained in the course of coal-washing investigations conducted by the U. S. Bureau of Mines at the Northwest Experiment Station in cooperation with the University of Washington and with certain coal operator: of that State.Experimental WorkThe general method of study has been to take a large number of zonal products from the table, and separate them according to specific gravity and size into their component parts. The table used is one of the standard commercial sizes with a diagonal deck. The coal to be washed is split into representative portions, which are stored in separate bins. One portion is used for ""timing as"" the table; the products are collected continuously in the same turned to the feed bin, and thus a closed circuit is completed. When the despite conditions on the table are obtained, coal is fed from one of the re. After the table is operating smoothly the entire product is minute; such a sample is sufficiently large to represent accurately the work of the table and at the same time to minimize the effect of beginning at the end next to the head motion, separate samples are made for each foot along the edge of the deck."

"The Bureau of Mines, in its investigations of as masks for use in mines and allied industries tests masks that are voluntarily submitted by manufacturers for examination, and issues approval certificates for masks that meet the bureau's specifications. This paper describes the tests that were conducted on an ammonia gas mask by the Bureau of Mines, which successfully met all requirements and tests for ammonia, masks. The mask tested, known as the GMD ammonia gas mask, is manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa. This ammonia gas mask, which forms a pocket over the face and allows breathing through the nose, consists of a face-piece with non-shatter eyeglasses; this is attached by means of a corrugated rubber tube to a canister supported on wearer's chest by a harness. The canister is green in color and is of tinplate construction. It was a disc valve at the bottom to prevent exhalation through the canister. The filling of the canister consists of a specially impregnated activated charcoal, about 750 c.c. in volume and weighing about 520 grunn. The material is supported above the check valve by a dome of wire screen covered with toweling. Above the granular material is a filter of absorbent cotton screens, and all materials are hold firmly in place by pressure from strong"

"INRTODUCTIONVarious methods of making leakage tests have been tried during a study of losses in the transmission of natural gas. This work has been carried on by the Bureau of Mines in cooperation with the Natural Gas Association of America. Results of torts show that the ""shut-in -pressure-drop"" method described by Rawlins is the most accurate and reliable; therefore its use is recommended. This paper describes a graphic method for computing the rote of leakage from the fall in pressure and change in temperature determined by the ""shut -in pressure-drop"" method of testing.METHOD OF MEASURING PRESSURE DROPThe gas is ""shut in"" line to be tested and is not allowed to escape except through existing leaks. The leakage causes the pressure in the line to fall. The charge in pressure is obtained with a dead weight gage. Approximate results may also be obtained from readings on a good spring test gage. Numerous tests show that the dead weight gage is more sensitive to small changes in pressure than spring gages.The temperature of the gas in the line is observed simultaneously with each pressure reading. Temperature changes affect the pressure exerted by a given quality of gas ""shut in a line, end since the rate of leakage from a closed system is directly proportional to the rate of pressure drop, fluctuations in temperature must be considered."

"The study described in this paper, on the reactions in an iron blast furnace, is part of the investigation being conducted by the Bureau of Mines on combustion of coke and the reduction of iron oxides in the blast furnace. Previous study of the combustion zone of the iron blast furnace, by means of a series of as samples taken through the tuyeres across the hearths of 13 blast furnaces, showed that the combustion of the coke in the blast-furnace hearth is complete at a distance of 32 to 40 inches from the nose of the tuyere, measured horizontally toward the center of the furnace. The results of this previous work are sum¬marized in the curves shown in figure 1, where it will be noted that practically all of the oxygen disappears at a distance of approximately 30 inches from the nose of the tuyere.In order to determine the height at which oxygen is found in a vertical direction above the tuyeres - it had been suggested that the combustion zone turned upward near the tuyere and to obtain comparisons with the samples taken at the Bureau of Mines experimental6 (5-ton) blast-furnace at Minneapolis, the Bureau extended the gas sampling on a commercial furnace to a number of planes between the tuyere level and the stock line. The sampling was conducted on a 300-ton furnace, making foundry iron, operated by the Central Iron and Coal Co., at Holt, Ala. The furnace was smelting Southern red and brown ores and nodules from pyrite sinter. Figure 3 is a vertical section of the furnace showing the six planes sampled."

"This paper represents work conducted by the Bureau of Mines in cooperation with the Illinois Geological Survey and the Engineering Experiment Station of the University of Illinois.IntroductionThe present report covers conditions and mining royalties in District VIII of the coal fields of Illinois, as designated by the Illinois Geological Survey. The various districts have been described in the reports on the Illinois coal-mining investigations, carried on cooperatively by the Illinois Geological Survey, the engineering experiment station of the University of Illinois, and the U. S. Bureau of Mines. This district includes Vermilion and Edgar Counties, but as the coal-mining operations in Edgar County amounted to only 827 tons in 1923, the data here given have been confined to Vermilion County.A similar report on District VI (Williamson and Franklin Counties) has been issued as Serial 2722 of the Bureau of Minos.A description of geological and mining conditions, and a discussion of market and transportation facilities, have been included because these have an important bearing on the royalties specified and the general conditions of the lease.Mining ConditionsDistrict VIII is better known as the Danville district and in 1923 produced 4,177,000 tons of coal, or approximately L per cent of the total output for the entire State for that year, which was 79,300,000 tons."

"Flotation is generally regarded as a process that is only applicable to metallic minerals. However, its scope is now known to be greater than this, because some of the nonmetallic minerals are floatable, such as graphite, sulphur, and fluorite. Recent observations show that limestone may be added to the list of floatable nonmetallic minerals. Such work is being done on a laboratory scale at the Southern Experiment Station (Tuscaloosa, Ala.) of the Bureau of Mines, Department of Commerce, where experimental magnetic concentration of the low-grade iron ores of the Birmingham district is in progress. Certain experiments have demonstrated that the limestone may be floated from the magnetic log-washer tailing, and then incorporated in the iron concentrate.If the loss of lime could be prevented, some ores though low in iron and high in insoluble contain enough lime to make their concentrates self-fluxing. Since this loss in the magnetic log-washer can not be avoided, the Time must be recovered from the tailing by some method and added to the magnetic iron concentrate before sintering. Then the resulting concentrate will be self-fluxing.While seeking a suitable means of treating the tailing for recovery of lime, flotation was tried. It was at once evident that this method had possibilities, during the early part of the investigation, soap solution made from a common soap was used as a flotation reagent. The froth obtained was a fairly good lime concentrate. This result was an important clue, and led to tests with the use of such reagents as oleic acid and sodium oleate. Later, cresol, creosote, coal tar and other similar flotation reagents were tested in combination with the oleic acid and soap solutions. As a result, oleic acid and cresol used together were found to be satisfactory.The tailing from the magnetic log-washer is in excellent physical condition fur flotation. The iron ore had been ground in a ball mill to 100 mesh for magnetic concentration. Hence the bond between the lime carbonate and the other constituents of the tailing was well broken."

"In the course of the Government's Fuel Economy Survey of its own power plants, studies and tests have been made of various oil-burning equipments under power-plant boilers. There are now many types of burners being offered in the relatively limited field of power-plant use. The majority of the types used may be grouped into two general classes- those using steam to effect the atomizing of the oil, and those using mechanical means.Burners using steam have had the most prominence in this field for a long period. The mechanical atomizing type of burner successfully applied on shipboard, however, pointed to a possible betterment in land work. The vision presented itself of a burner that would need no steam for atomizing that would permit of air inlets or registers compactly arranged as a part of the entire burner, and that would only require the natural stack draft usually available in land boiler furnaces. Hence, rather recently there has been much development along this line, resulting in various types of burners.In Table 1 are grouped test items chosen from many tests showing representative analyses of the products of combustion obtained with various burners installed in various types of furnaces. In all these tests the burners were handled by experts and represent practically the best attainable for that particular arrangement. The boiler efficiencies ranged from 70% to 80%. """Hazard"" is the general expression used by safety engineers to denote risk, or the danger to property or human beings from the contingencies peculiar to different industries. Where a business, family, or individual is subjected to possible financial loss from any particular hazard, it is customary and is considered good practice to insure for reimbursement of possible loss. Accordingly, we take out insurance for earthquakes, for fire, for accidents, etc., and are charged a different premium for each. The premium rate is based on our relative exposure to the hazard in comparison to the total loss to our particular class of business in our geographical location over a given period.Insurance, then, must be considered as the experience of a group rather than of an individual, and any individual may be fortunate or unfortunate over stated periods. Through the law of averages, the probability of loss because of exposure to hazard is becoming more accurately measured as experience is accumulated and data are analyzed.Lion human life came to have a financial value in the eyes of the law, and employers were held liable for losses through accidents to employees while on duty, insurance companies began to underwrite the accident risks of the different employers and divided them into classes based on the amount of risk involved. Premiums for compensation insurance are based on relative exposure, which is measured by pay roll. The premium is rated in proportion to the severity of losses established by statistical studies.' It soon became evident that the accident experience of employers in the some industry varied widely; that is, there were good and bad risked in the same line of business. This resulted in ""experience rating"" of premiums, meaning thereby that an employer with experience in accident cost was premium rated in proportion to his losses over a stated period (usually three or more years)."

"A copper-palladium-gold-silver ore is being mined at Salt Chuck, Prince of Wales Island, Alaska, from which a concentrate is produced that contains 40 to 50 per cent copper, and considerable amounts of palladium, gold and silver. There has been much difficulty in obtaining assays for palladium, gold and silver from the mine, smelter, sampler, and umpire that check within reasonable limits. While the results for copper content have not been unusual, the results for palladium have varied as much as 0c8 oz. on 3 oz. material, results for gold differed by 0.1 oz. on 1.6 oz. materials, and for a silver content of 7 oz., results differed by as much as 4.0 oz.The Bureau of Mines was requested to determine the causes of variation in the results of the different assayers, and to develop a satisfactory procedure for analyzing such ore.Three samples of concentrate were received for analysis, two small lots that had previously been assayed by the various laboratories, and one large sample. The large sample was dried and ground in a ball mill, put through a 150-mesh screen, and then returned to the ball mill for thorough mixing. The small samples were ground to pass a 150-mesh screen and then mixed on a mixing wheel.The large sample (No. 1) was analyzed by five different procedures, one of the small samples (No.2) by three procedures, and the other (No. 3) by two procedures (the two small samples being too small for further tests). The different procedures tried and the results obtained arc presented below. The samples of concentrate were from ore mimed and milled by the Alaska palladium Co. at Salt Chuck."

A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to January 1, 1925, was published in Bureau of Mines Technical Paper 3761. The present list includes all equipment tested and approved by the Bureau, up to and including January 1, 1926, and supersedes the list issued as Serial 27202 in November, 1925. It covers electric air compressors, coal drills, mining machines, mine pumps, room hoists, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamp, methane indicators and detectors, blasting units, storage battery loco- motives, power trucks, self-contained oxygen breathing apparatus and gas masks. The system under which these devices were tested permits the manu- facturer, after his equipment has passed certain tests prescribed by the bureau, to mark his equipment with a seal showing that it has been "approv- ed" by the Bureau of Mines. The tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the bureau in making such tests and publishing lists of permissible equipment is to safeguard the lives of workers and to help lessen the hazards of mining.
