Mining is an inherently risky business; from the technical, environmental, social, and economic uncertainties associated with advancing an exploration prospect to a viable project to the operating, market, and safety risks and uncertainties attached to a developed mine. Since we cannot totally escape the risk and uncertainty related to resource projects, as an industry we should improve our presentation of the upside and downside risks in the context of the project?s development path and maturity. More transparent, consistent, and balanced views of technical confidence will better inform both internal and external stakeholders about the expected risk in the project. International reporting codes set out the minimum standards, recommendations, and guidelines for public reporting of Exploration Results, Mineral Resources, and Mineral Reserves. However, the reporting code principles of transparency and materiality are largely subject to the interpretation of the competent person(s), which may introduce a degree of subjectivity in reporting, particularly the level of disclosure regarding supporting information. It is fundamental that Mineral Resources, Mineral Reserves, and study outcomes are reported so as to unambiguously present the level of inherent technical uncertainty (or confidence) in a project, while conveying a balanced view of the opportunities a project presents. Reporting needs to consider various stakeholders who may rely on this information, and present the data in the context of the changing risk profile associated with project development paths and project maturity. This paper discusses the interdependence of resource-to-reserve conversion, the consideration of various technical-economic study types, and the level of confidence conveyed to stakeholders relying on these technical reports and other company public announcements.

The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

This article uses the case of the Royal Bafokeng Nation to argue that royalties and dividends from mineral resources, if managed well, can provide direct benefits to the surrounding community even while the state collects its share of mining revenues through taxation. The key to this model is the effective management of the resource income flowing into community coffers. Where some of this income may fund urgent interventions in the community, a portion of the income can also be used to establish an intergenerational wealth fund to meet the needs of future generations. As a depleting resource, minerals like gold and platinum are not a sustainable source of income, and must be replaced over time by more regenerative income streams. These strategies and dynamics are manifest in the Royal Bafokeng Nation?s status as both community and quasi-municipality, a labour hosting and a labour sending community, a mine operator and a mine owner. The Royal Bafokeng Nation also owns one of South Africa?s largest community-based investment companies, which channels revenue derived from platinum deposits into a broad investment portfolio that in turn funds an aggressive social development program for 150,000 people living in twenty-nine rural villages.

"Prior to operating a non-recovery coke pilot plant, it was critical to ascertain coal cake stability during the loading of a 1 m3 coal cake into the oven. Various compaction parameters were verified and established on a small laboratory-scale compaction machine to obtain a coal cake of acceptable stability. These parameters include cake density, cake surface moisture, transverse strength (force applied perpendicular to the original compacted coal cake layers), and applied force to the coal cake. This work determined the behavioural characteristics of the coal while being compacted either with a full-sized or a 1/3-sized compaction plate in a 9 kg capacity mould. Two different coals were evaluated, namely Waterberg semi-soft coking coal (sscc) and Oaky North hard coking coal.The target wet cake density of 1 100 kg/m3 (79% of 1 400 kg/m3 relative density) was achieved for Waterberg sscc, with a particle size d50 varying between 0.6 mm and 1 mm, utilizing the 1/3-sized compaction plate in the laboratory-scale set-up, with 11.6% surface moisture and 92.2 t/m2 commercial equivalent applied force. For Oaky North hard coking coal, a wet cake density of 1 189 kg/m3 (85% of 1 400 kg/m3 relative density) was achieved at a surface moisture content of 12.3% and at a lower applied force than that for Waterberg sscc, i.e. 78.5 t/m2.Coal cakes of acceptable strength, and therefore sufficient stability for further processing, were obtained for all materials evaluated during this study.Further studies should be conducted to determine the effect of zeta potential during the compaction of coals.IntroductionExxaro Resources has successfully installed and commissioned a world-class stamp-charging horizontal 1 t electrically-heated pilot-scale coke oven at its Metallurgy Services facility. The design of Exxaro’s pilot plant is such that the coal cake is pushed inside the oven by means of a pusher plate, rather than through a ‘spoon’ feed mechanism, such as is found in industrial horizontal coke ovens. The pusher plate loading mechanism dictates that the coal cake should possess high stability and inherent strength during loading into the oven, owing to frictional forces exerted by the oven floor. In order to obtain a coal cake of acceptable stability, various compaction parameters needed to be verified and established on a small laboratory-scale compaction machine."

"Prior to operating a non-recovery coke pilot plant oven, it was essential to ascertain coal cake stability during the loading of a 1 m3 (1 m × 1 m × 1 m) coal cake into the cold pilot-plant oven by a pusher mechanism. Previously established laboratory-scale compaction parameters, to obtain coal cakes with sufficient stability, were employed during the loading tests of the coal cakes. Two different coals were evaluated, namely Waterberg semi-soft coking coal (sscc) and Oaky North hard coking coal.It was demonstrated that lower applied compaction forces (14%) can be utilized during 1 m3 compaction, in comparison to laboratory-scale tests, to obtain similar wet cake densities, owing to differences in the effect of frictional forces. Wet cake densities for Waterberg sscc improved slightly (3%) to 1.13 t/m3 when utilizing 79 t/m2 applied force for a 1 m3 coal cake, in comparison to laboratory-scale tests. Similar results were obtained for Oaky North hard coking coal, with a 6% density increase to 1.27 t/m3 at a similar applied force. Porosities decreased by 13% and 32% for Waterberg sscc and Oaky North coal, respectively, when 1 m3 compaction was compared to laboratory-scale tests. An opportunity exists to further decrease the porosities of Waterberg sscc during compaction, whereas acceptable compaction parameters were achieved for Oaky North hard coking coal. Most major vertical cracks and the partial collapse of coal cakes were mitigated, and high-stability coal cakes were obtained that could be successfully loaded into the pilot-plant coke oven by a pusher mechanism.Factors contributing to the instability of the coal cake during loading into the oven, such as vertical cracks, are (i) the cubic geometry (1 m3) of the coal cake, (ii) friction exerted by the oven floor, and (iii) mechanical problems, such as a misalignment between the pusher machine feeder plate and the oven floor. IntroductionOperation of the stamp-charging horizontal 1 t electrically heated coke pilot-plant oven at Exxaro Resources requires coal cake stability during the loading of a 1 m3 compacted coal cake into the oven. In this case, a pusher plate is utilized to push the coal cake into the oven over the oven floor. This is in contrast to a ‘spoon’ or bottom plate feeding mechanism as found in industrial horizontal coke ovens. The pusher plate loading mechanism dictates that the coal cake should possess high stability and inherent strength owing to frictional forces exerted by the oven floor. The structural competence of mesh- and fibre-reinforced shotcrete was investigated in two series of tests on full-scale panels. It was found that uniformly distributed loading was marginally less demanding than point loading, mesh reinforcement was superior to fibre reinforcement, Dramix fibre and Melt Extract fibre were similar in reinforcing characteristics, and 30 mm to 35 mm was an optimum fibre length. Furthermore, the consistency of the fibre content could not be assured on practical mining sites, and an average fibre content of about 1,5 per cent was the maximum that could be obtained for fibre lengths not exceeding 35 mm. Also, owing to its greater flexibility, shotcrete reinforced with diamond mesh was preferable to fibre-reinforced shotcrete in mining excavations subject to squeezing conditions. In view of the difficulties associated with assuring the consistency of the fibre content in mining applications, it appears that the sophisticated attributes of fibre-reinforced shotcrete can be effectively exploited only in civil-engineering applications in which quality assurance is subject to explicit contractual control. Load-deflection curves, together with measurements of compressive stresses in the surfaces of some of the panels, enabled the ultimate flexural strength of reinforced shotcrete to be rigorously formulated, and rigorous design procedures for shotcrete subject to bending and direct thrust to be developed. The application of the procedures is demonstrated in a practical design case in which the moments and thrusts in a tunnel lining are determined in a numerical analysis of the interaction between the lining, the surrounding rock, and the rock-reinforcing system.

One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

The seismicity of the Witwatersrand Basin and Bushveld Complex has been analysed, revealing significant differences in source and damage mechanisms. A comparison of mining taking place at similar depths and extraction ratios indicates that the seismic energy release rate is considerably lower in the Bushveld Complex. Technologies introduced in the past decade to manage the risk of rockbursting are reviewed and assessed. These include geophysical methods to detect hazardous structures ahead of mining, new mining layouts and support systems, and the mechanization of in-stope processes. Despite important differences in geology, in situ stress, mining layouts and methods, there are many opportunities for the reciprocal transfer of knowledge, experience and technology between the gold and platinum mining sectors to improve the management of the rockburst risk.

This investigation compares the gas adsorption behaviour and capacity of three bituminous coals from South Africa, of similar rank, by assessing the characteristics of the raw coal, as well as the resulting float and sink fractions (at 1.80 cm3/g) obtained by density separation of crushed coal samples. Calculations were also made to obtain the raw coal gas storage capacity from the weighted contribution of both float and sink fractions results, thereby permitting comparison with the analysed results of the raw coal. The study demonstrated that the clean fraction of a coal has the highest capacity to retain gas in the sorbed state, followed by raw coal, and lastly the sink fraction, and re?confirmed previous investigations that showed minerals to be inhibitors of gas adsorption and retention.

The effect of using conventional crushing and HPGR in combination with dry or wet milling was investigated using a base metal sulphide (sphalerite), and a PGM (platinum group minerals) ore in order to determine how these different processes affect the flotation performance. In the case of sphalerite, irrespective of the crushing procedure (HPGR or conventional), dry milling resulted in the highest grades and recoveries of zinc. Conversely, in the case of PGMs, a similar treatment produced the poorest results. The results were investigated further by comparing the relative effects of factors such as percentage liberation, particle size, and surface properties of the samples produced by the different milling procedures as well as the concentrates and tailings obtained from the flotation tests.

The sixth underground pumped powerhouse cavern is under construction now in Korea. For the stability analysis of the five underground powerhouses, finite element method was used. For this analysis, in-situ rock stresses were measured by overcoring method and horizontal to vertical stress ratio was calculated 1.07-1.32 at four sites. Rock mass strength and elasticity were assumed from intact rock properties. The ratio of elasticity of rock mass was 0.16-0.55 of intact rock core elasticity. In general, elasto-plasticity with Mohr-Coulomb failure criterion was applied and the input cohesion and internal friction angle were approximately 0.12-0.22, 0.6-0.87 of intact rock strength parameters, respectively. Für die vergan-gene Stabilitätsanalyse des fünf unterirdischen Powerhouses in Gebrauch wurde ein begrenztess Elementsmethode benutzt. L'intensite et l'elasticite de la masse de roche ont ete estimees de la roche intacte. Quant a l'elastic-ite, sa masse de roche etait 0.16-0.55 fois que celle de la roche intacte. Spiral concentrators are widely used in the coal industry treating fine (-1mm) coal. Their application was a limitation to the product quality until the introduction of low-cut spirals which allow a lower quality ash product to be produced, thus expanding the market. The Exxaro Grootegeluk 1 (GG1) plant has a two-stage traditional rougher-cleaner spiral circuit using conventional SX4 spirals to produce semi-soft coking coal product at 12.5% ash by mass. The overall plant product is 10.3% ash meaning that the coarser sized coal dense medium separation circuits must compensate. A low density cut-point spiral targetting 10.3% ash would thus be beneficial to the overall complex. The spirals were tested in the two-stage plant environment and in a pilot plant. This paper discusses the findings and compares a two stage four-turn low density cut and conventional spiral. The two spiral technologies were unable to sustain a 10.3% ash product. Pilot test work was also conducted on GG1 coal, demonstrating that an eight-turn low density cut-point spiral achieves the targetted 10.3% ash under controlled conditions. The Elizabeth Bay aeolian deposit in Namibia comprises a sedimentary package of diamondiferous grits that have been deposited, reworked and concentrated to various degrees by dominant southerly winds. Diamond concentration in these deposits is highly variable and often unpredictable. The deposit is marginal from an economic perspective and therefore requires selective mining which in turn requires correct sampling and accurate estimation. Three methods of sampling have been used at Elizabeth Bay for mineral resource estimation: (i) pit samples utilizing an excavator to produce a sample 1 to 3 metres deep with a 10 to 20 m2 footprint, (ii)GB50 grab sampling with a 3.34 m2 footprint and (iii) a BG36 bucket auger drill with a 5 m2 footprint. Pit sampling, being easy to execute, has been the most widely used despite a limited penetration ability and, at times, questionable integrity. The GB50 grab sampling tool was tested at Elizabeth Bay and although it had better penetration ability and sample integrity, it struggled with cemented horizons. No sample optimization was conducted prior to the GB50 grab sampling. The latest phase of sampling was conducted using a BG36 bucket auger drill which is capable of penetrating thick overburden, penetrate cemented horizons and provides an acceptable sample support size. Geostatistical simulation methods were applied to establish the optimum sampling parameters required to estimate a mineral resource at an indicated level of confidence. The results show that a 5 m2 sample support size is adequate and that a 50 m 100 m sample configuration is optimal. Sample data obtained from the three methods confirms that the BG36 bucket auger tool combined with the parameters identified in this exercise produce the best results for diamond resource estimation.

Inorganic acids such as sulphuric acid have found use together with certain reducing agents in leaching of copper-cobalt oxide ores. These reagents are not ideal due to the adverse effect the inorganic acids generally have on the environment and the high costs of the reducing agents. In this study a copper-cobalt oxide ore from the Central African Copperbelt was leached in two different environments; sulphuric acid in conjunction with hydrogen peroxide as a reducing agent and tartaric acid. The effects of acid concentration, reducing agent concentration, and temperature were independently determined for both leaching environments. The sulphuric acid concentration was varied between 0.4 M and 1.2 M and the concentration of hydrogen peroxide between 4.0 M and 6.5 M, while the tartaric acid concentration was varied between 0.15 M and 0.35 M. The temperature was varied between 20°C and 50°C. The results showed that the extraction of both copper and cobalt increased with sulphuric acid concentration, reaching a peak at approximately 0.8 M and then decreasing at higher acid concentrations. A similar increase and decrease in metal extraction was observed when the reducing agent was increased. In leaching with tartaric acid, the extraction of cobalt was much higher than that of copper, although extraction of both metals increased with acid concentration. Additions of small amounts of hydrogen peroxide were found to increase cobalt extraction in tartaric acid but had a minimal effect on copper. An increase in the solution temperature had a significant effect in the organic acid environment, with the effect on cobalt extraction being much more pronounced than on copper.

Rare earth elements (REEs) have special properties that prompted their extensive use in high-tech applications. The demand for REE has, therefore, increased over the past years, resulting in the supply risk of the materials. Extraction from non-conventional low-grade ores, like easy-to-mine ion adsorption clays (IACs), by hydrometallurgical methods is being explored to supplement the supply of REEs. The extraction of REEs from low tenor IAC leach solutions requires enrichment using cost-effective methods such as precipitation. Therefore, the aim of this study was to understand the recovery of REEs from IAC leach solutions using various reagents for precipitation. In the first part of the study, recoveries of REEs from IAC leach solutions through direct precipitation using H2C2O4 and NH4HCO3, as well as antisolvent crystallization using C2H5OH, were predicted via thermodynamic modelling using OLI Stream Analyzer. Verification experiments were then conducted through the use of an agitated reactor. Simulation results showed that high yields of REEs were possible using each of the reagents, but large quantities of C2H5OH were required. Experimental results confirmed the high yields predicted from simulations. Precipitation with H2C2O4 was found to selectively recover REEs while rejecting Al. However, utilization of NH4HCO3 and C2H5OH resulted in the co-precipitation of Al. Furthermore, the yield of Y from antisolvent crystallization was significantly lower than the theoretical value. The product recovered from antisolvent crystallization consisted of well faceted, large crystalline particles, which filtered faster than the fine, amorphous REE carbonates recovered using NH4HCO3. REE oxalates were crystalline, larger than the REE carbonates and, overall, showed the highest filtration rate.

We consider in this paper the use of a modified version of Hotelling?s statistic in the analysis of particle size distributions. The statistic can be adversely affected by the presence of outliers among the data. We propose a competitor to the statistic that is based on ranks, and hence is less sensitive to outlier effects. The results of a Monte Carlo study suggest that the rank test is highly competitive with the Hotelling test in its ability to detect differences between two mass size distributions. The calculation of the rank statistic is explained in detail and its application is illustrated on two sets of data.

Artisanal and small-scale mining (ASM) plays a fundamental role in the national and local economies of resource-rich countries in Africa. As such, more effort must be geared towards fostering this type of economic activity to sustain livelihoods in rural communities. Across Africa, efforts to operationalize ASM based on a sustainable development framework have been quite tedious and often ineffective. This is because most of these frameworks lacked context and an understanding of the continuum from the artisanal through small-scale and up to the junior miner, grouped under the general term ?ASM?. Driven by the need to contextualize some of the definitional issues in this niche sector, and gain a clearer understanding of their peculiar challenges, this paper aims to contribute to the debate on ASM by considering two of Africa?s resource-rich countries ? Ghana and South Africa. Since South Africa has made greater inroads in protecting the interests of small-scale miners, we thus draw comparisons from both countries? approach to ASM, outline the lessons learnt, and provide recommendations regarding the ways forward.
