Sulfate-impacted mine waters are under regulatory scrutiny to reduce total dissolved solids (TDS). There are several options to reduce TDS. One option is transforming the soluble sulfate into insoluble ettringite. The Water Company LLC (TWC) patented a process for sulfate removal through ettringite formation by reacting directly with metallic aluminum. Freeport-McMoRan (FMI) and TWC have collaborated to design, build and operate a 10-gallon-per-minute (gpm) ettringite pilot plant to establish reagent consumption, plant availability and full-scale design criteria. Using metallic aluminum as the primary aluminum source for ettringite precipitation eliminates the addition of other ions, resulting in significant demineralization. The pilot plant achieved greater than 98% water recovery, greater than 90% reagent efficiencies and maintained reactor sulfate levels below 250ppm. The SAVMIN process, piloted in South Africa, is one method to produce ettringite. In this process, aluminum hydroxide is the aluminum source. The Cost Effective Sulfate Removal (CESR) process is similar to SAVMIN, but uses a proprietary aluminum source instead of aluminum hydroxide. Outotec and Veolia also have their own versions of the process using their specialized process equipment. TWC patented a version of ettringite precipitation using metallic aluminum as the aluminum source for ettringite formation. The benefit of using aluminum metal is that no additional ions are added to the process. At high pH, the raw aluminum corrodes in water causing hydrogen gas generation as the water is chemically reduced. This reaction is shown below:

The Eureka Mine is situated in the Guruve district of Zimbabwe, some 150 km north of Harare. The mine was first worked in 1895 and until recently was operated as a typical Zimbabwean "smallworking" with a single owner­operator and small labour force mining at up to 50m depth and processing 50 tonnes per day of ore via grind, gravity recovery and CIP. The gravity circuit comprised a Knelson 12" Centre discharge Concentrator from which a significant but variable portion of production was recovered. In 1996 exploration was commenced by Delta Gold Zimbabwe (Pvt) Ltd (DGZ), a wholly owned subsidiary of Delta Gold NL of Australia, with the aim of testing mineralisation and establishing a large-scale open pit operation. A feasibility study was completed in April 1998. Construction began in August 1998 and first gold was poured in June 1999. The mine is designed to produce 65 000 oz/annum of gold from 1.5 million tonnes of opencast ore grading 2 git Au.

Most of the bauxite deposits in Europe belong to the karst type. They are located mainly ill Southern Europe along the Mediterranean Sea and in the Ural Mountains. Lateritic bauxite deposits occur on the Russian Platform, in Poland, Northern Ireland and in Turkey. Tikhvin-type deposits arc found on the Russian Platform. Bauxite formation in Europe started in the Middle Devonian. The main bauxite forming period was the Upper Cretaceous. Very few bauxites are younger than Eocene. Most deposits are covered by overburden of up to 1000 m. Prospecting is carried out by drilling. Several geophysical methods are used to detect the hidden deposits. Geostatistical methods were introduced in several countries for evaluation of the reserves and the geometry of the deposits. Data on bauxite production are given for 1982 and since the beginning of mining in Europe.

This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

During shallow tunneling in an urban environment, deposits or pockets of saturated soil or fractured, weathered rock are often encountered. Under such conditions, special problems with tunnel support, underpinning of structures adjacent to the tunneling, and/or flow of groundwater into the tunnel occur. If the ground conditions are appropriate, i.e., the soil is sandy, silty or fissured, or the rock is weathered or fractured, the solution to these tunneling problems may be chemical stabilization of the ground. Injection stabilization as an aid to tunneling is practiced extensively in Europe and its use is increasing in the U.S. The advantages of this technique over conventional solutions can be substantial in terms of cost and time, especially in mechanized tunnel boring where even a small zone of soft ground can bring the tunneling to a complete halt. In this paper European practice in using chemical ground stabilization for urban tunneling will be reviewed. In contrast to previous papers which have dealt with specific applications (1,5,8,9) this paper will broadly cover the subject, addressing itself to grouting techniques, costs, the reasons for grouting, philosophy of the users towards grouting, design of grouting solutions (or lack thereof) and methods of quality control. Differences with U.S. grouting practice are also noted. The information presented is derived from several visits to Europe, discussions with European and U.S. grouting personnel, and the available literature (2). The author's most recent European trip was made under the auspices of the U.S. Department of Transportation in conjunction with a research study being performed at Stanford University; a detailed report of this visit is available in reference (6).

While tunneling in Europe has been a tradition for centuries, many companies and countries have embraced tunnel innovation with considerable vigor and creativity. Indeed, local needs and site conditions have provided the initiative for improved means, methods, materials and equipment to complete progressively more challenging projects. Many recently completed tunnels have expanded tunneling technology and contributed to the development of highly specialized and productive equipment ? such as the mixed-mode tunnel boring ma-chine (TBM) presently in operation at the SOCATOP A- [ ] 86 road tunnel and the high-pressure slurry TBMs for the Westerschelde Tunnel in the Netherlands and Hollandsas near Malmo, Sweden. This paper describes some of the key technologies employed by European tunnel builders and designers including the New Austrian Tunneling Method (NATM), advanced earth pressure-balanced (EPB) machines, pres-sure-faced (slurry) tunneling machines as well as ?hybrid? or mixed-mode TBMs. While these tunneling methods and equipment generally involve significant equipment investment, they may also involve highly trained, experienced and specialized tunneling and support crews as well as materials and tools specifically developed to supplement or complement tunneling performance. For example, mechanized pipe arch placement substantially improves ground support measures and NATM advance and on larger tunnel cross-sections.

The paper gives a short resumé of the findings of the joint US - Swedish "Mechanical Boring (MB) or Drill and Blast Tunneling (DB) ? Workshop" in Stockholm December 1976. New developments and trends in both MB and DB techniques in Europe since 1976 are described, and information is given on some interesting new projects. Differences in contracting principles between the US and Europe lead to different practices for preinvestigations, design, excavation and arbitration and legal affairs. It is shown that this often leads to a higher cost in the US than in Europe for similar excavation jobs. A typical US tunnel job also has more men on the site than a similar job in Europe. This adds to the cost difference and is only partly balanced by a slightly higher rate of excavation in the US. A comparison is made between two quantitative methods of predicting MB penetration rates. These are in reasonable agreement. A probable future development in machine design is an increase in cutter load towards perhaps 25 tons per disc where the tunnel diameter is large enough to house the machine size dictated by the size of the very large electric motors required. Recent European developments in drill and blast technique include improved methods for cautious blasting, precision hydraulic drilling of small diameter holes, and non-electric interval blasting techniques. These developments still keep the drill and blast method ahead of mechanical boring costwise for tunnels in igneous rock whereas for most sedimentary materials mechanical boring has a lead, particularly for long tunnels.

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. When the Middle Ages were drawing to an end and Rotterdam, then still a small fishing port, began to extend its trade relations to continental ports handling general cargo, a development was initiated which was to give Rotterdam a predominant position in maritime traffic in Europe 300 years later. Despite many setbacks and the silting up of the mouths of the Rhine and Meuse rivers, the port experienced a new rise towards the end of the previous century after the dunes at Hook of Holland had been cut through as planned by Dutch engineer Caland. With its favourable location in the mouth area of the Rhine and a hinterland opened up by waterways it was merely a matter of the city council pursuing a far-sighted policy to make the best of these natural advantages. Thus new port installations were erected on the southern bank of the Meuse in the first quarter of this century, which were expanded in the course of the subsequent decades. The New Waterway became the main artery for industrial enterprises, in particular oil industries, which sprang up along its banks (picture 1). Whereas 30 years ago Rotterdam's Waalhaven, with its new jettees for general cargo and mainly bulk goods, was still one of the most modern terminals, the growing size of ships, which increased by leaps and bounds for tankers, in particular towards the end of the 'fifties, necessitated much larger harbour facilities built further and further towards deep water.

Reserve depletion in Central Appalachia is continuously creating unique ground conditions for underground coal mines with many of these difficult environments directly attributable to multiple seam mining and/or deeper overburdens. While many empirical studies have been performed in an effort to improve understanding of these problems along with potentially improving safety and extraction, many of the difficulties encountered lie outside of the normal realm of expected behavior. This is often the case when mining in bump prone ground, where additional concerns are introduced and design buffers are warranted. The boundary element software LaModel was used to study three bump events in a deep-cover, multiple-seam reserve located in Harlan county in the Kentucky region of Central Appalachia. This region is notoriously bump prone due to significant areas of deep cover, the presence of strong to massive lithology (such as sandstone), and an extensive history of underground mining that increases the probability of multiple seam interactions. Multiple seam interactions are best understood with respect to site-specific parameters, including both the geological and geometrical components of interburden, overburden and mine workings. Initially, empirical-based approaches (ARMPS/AMSS) were used when attempting to back-analyze the bump events. However, it was recognized that a more detailed investigation was necessary to understand the fundamental causes/conditions associated with the bump events. Consequently, the LaModel study resulted in a mine-specific calibration method for the reserve. With this method in place, enhanced bump prediction throughout the reserve is expected, such that the stability, recovery and safety of future mining may be improved.

The efficiencies of plant-scale comminution processes are often evaluated by various indices calculated and/or measured somewhat independently of the performance of any associated downstream froth flotation processes. To compare specific comminution factors, such as energy utilization, media consumption and equipment utilization time, comparisons of comminution efficiency independent of flotation behavior are appropriate. However, as increasingly detailed plant-level information is gathered on the joint and highly interactive nature of comminution and froth flotation, it is becoming even more obvious that knowing and using simple efficiency indices are not enough. What is needed are more performance-related measures of the efficiencies of the combined size reduction froth flotation system for effective plant-level economic optimization to occur. The purpose of this paper is to present examples of some of the important interactions that influence the joint efficiencies of size reduction and froth flotation processes.

Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. This report presents a Bureau of Mines evaluation which examined the extent of gas leakage from sealed areas in underground coal mines and measured the effectiveness of commonly used structures for controlling the quantity of gas exchange from these areas. Evaluations were performed on five abandoned areas in two operating underground mines within the same coal seam. Methane and oxygen levels inby the seals were monitored to determine if the gas leakage was unidirectional or bidirectional. Results from this and prior work dealing with minimizing gas leakage were then applied to a newly abandoned area. Also discussed are bulkhead site preparation, construction plans, techniques for monitoring the status of the atmosphere within the sealed volume, and a modified European method for controlling gas migration from the sealed volume to the active mine.

An economic, real-time probe drill monitoring system was developed for Metropolitan Water District’s Arrowhead Tunnels project to quantitatively evaluate ground conditions ahead of a TBM. This system digitally records hydraulic feed, rotation, and percussion pressures and calculates drill advance rates during drilling. These data are computer synthesized to develop a digital representation of the ground ahead, and the resulting “picture” of the ground is distributed to the project team to assist with tunnel construction decisions (i.e., targeting grout holes, optimizing mine-cycle lengths, and avoiding becoming stuck). The analysis and interpretation procedure has now been calibrated and refined using over 5,000 m (3 miles) of geologic face mapping data.

The Nuclear Waste Policy Act of 1982 (NWPA) assigns the U.S. Department of Energy (DOE) the responsibi1it.y of locating, constructing. operating, closing and decommissioning a nuclear waste repository. Prior to submittal of a licensee application to the U. S. Nuclear Regulatory Commission, the DOE is required by 10 CFR part 60 to conduct a program of site characterization for the site to be described in such application. Site characterization includes an exploration and research program in the field and laboratory to determine the geologic conditions and ranges of those parameters which are necessary for determining the suitabi1it.y of the site as a geologic repository. The information thus collected should be able to establish with reasonable assurance that the public and environment will be adequately protected from the hazards associated with a repository at the site. This paper demonstrates by example a geostatistical approach which, on the basis of the existing limited data base, can be used to evaluate (1) whether existing information on a certain parameter is adequate to be considered representative. (2) if additional information is required, where should the additional sampling or testing be performed, and (3) whether the new1.y acquired data along with the existing information constitute representative data.

This paper summarizes a three phase face ventilation study which was conducted from September 1989 through March 1990 to determine face area methane liberation patterns on two extended longwall sections. The coal seam being mined was considered gassy and the mine liberated an average of 14.4 million cubic feet per day (cfd) or 0.41 million cubic meters per day (cmd) of methane through the mine fans. The mine also used an extensive underground degasification program to recover up to 13.4 million cfd (0.38 million cmd) of methane. Data was collected while the longwall sections were mining from the beginning, middle and end of panel extraction to determine the relationship between the methane liberation and extent of longwall retreat. As expected, methane concentrations did increase from the headgate (intake) to the tailgate (return) side of the longwall face and peak concentrations were detected above the shearer as it passed a methanometer location during mining. There were significant differences in the methane liberations due to the location of the active face within the longwall panel. Results from this study could be used to determine a minimum design face air quantity for an extended longwall section operating under similar conditions.

The Minera Yanacocha operation consists of several heaps interconnected with ponds and gold recovery plants and presents various operating challenges. A comprehensive process model has been developed in order to better understand the effects of certain operating parameters and inventory issues. An integral component of the process water/mass balance is a model of each heap that describes heap behavior based on the individual characteristics of the heap. The heap models are linked to a mass balancing program in order to track flows and concentrations throughout the circuit. A case study of the process heap model is presented for the La Quinua heap, including results for the normal base line operation and several operational problems such as loss of solution flow to the heap (i.e., pump failure), increased flow to a section of the heap (i.e., pond volume control), effect of significant rain events, and impact of a change in material properties (i.e., change in ore type). The impact on heap operating efficiency is discussed with regard to effects on recovery and gold solution grades.
