I welcome this opportunity to speak before the Coal Division of the AIME in such an attractive setting as the Pacific Northwest. With the development of the Centralia project, the Pacific Northwest will have its first major coal-fired thermal electric generating plant. This State has a long history of coal mining that diminished with the passage of coal-fired steamships and locomotives but is now reviving with the growth of electrical power demand. Because this 1,400 row plant is to be supplied with surface-mined coal, it is particularly appropriate that this area be the setting for a talk on factors influencing the growth of surface coal mining in the West. During the course of my talk, I will touch on a number of factors including electric power demand, coal resources, production trends, environmental considerations and trends in State and Federal activities that I feel will influence surface coal mining in the West. Total electric power consumption by the year 2000 is expected to reach 9.4 trillion kilowatt-hours. Predictions of total coal consumption for electric power generation by that year range from a low of 845 million tons to a high of 1,520 million tons, or 2.6 to 4.7 times the amount used for this purpose in 1970.

This paper presents numerical and experimen¬tal results dealing with the application of ferric ion oxidation of uranium in acidic media. Conclusions are derived from matching numerical results to experimental data taken on one-dimensional laboratory leaches using ore from a South Texas Coastal plain deposit. Since the numerical results can be made quite general, we are able to extract and quantify the effects of oxidant concentration, flow velocity, mass transfer, chemical kinetics, and competitive oxidant consumers (pyrite and molybdenite) on the experimental results. Our results suggest that the leaching of uranium is a mass transfer controlled while that of pyrite is kinetically controlled.

A number of factors affecting the properties of cemented aggregate fill (CAF), particularly its strength development have been studied through a series of laboratory investigations carried out at the Western Australian School of Mines in the Western Australia in recent years. The outcomes of these investigations indicate that apart from cement dosage, aggregate particle size distribution, aggregate quality, additional fine materials, water salinity, admixture dosage and sample scaling all contribute significantly to the development of cemented aggregate fill strength.

Batch flotation data in an equilibrium cell show that beneficiation improves with froth drainage. The limiting lamella thickness in a well- drained 3-phase coal froth appears to be determined for ultra-fine particles (-45µm) by the d90 particle size. The froth stability is considered to depend on the existence of a very thin liquid film between the outer surfaces of the d90 particles and the bounding bubble interfaces of the lamella in which the particle is held. The dependence of the coalescence rate of bubbles in these froths on the residual surfactant concentration in the lamella liquid is then consistent with stability analyses for two-phase foams.

Unplanned ore dilution can have severe impact on the economics of a mining operation. The paper discusses and distinguishes between controllable and natural parameters influencing ore dilution, and how it can be minimized in longitudinal mining systems of narrow vein orebodies. It is shown through data of surveyed stope profiles and numerical modelling that unplanned ore dilution is a function of stope design and construction, orebody geometry, and rock mass characteristics.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

Most legacy drift mines entered the coal reserve from outcrop and developed up-dip. The Surface Mining Control and Reclamation Act of 1977 changed this way of mining, requiring all new mines with acid- or iron-producing coal seams to be designed so as to prevent gravity water discharges from the mine. This Act requires engineered barriers to contain the mine pool. In many cases, mine layout designs focus primarily on the size and hydraulic performance of the un-mined coal barrier between the up-dip mine pool and areas where down-dip surface discharge is possible. In other cases, designs focus on preventing discharges from barriers contained within the strata surrounding the mined coalbed. This paper focuses on a detailed analysis of the factors responsible for preventing mine pool discharges to surface waters. Important factors include: mine layouts, mining methods, hydraulic head and conductivity, and geology. While the exact causes for the successes and failures could not always be determined, reasonable mechanisms are presented.

Hibernia de Mexico SA de CV, based in Durango, Durango, Mexico built and put into operation a 700-t/d (770-stpd) agitated cyanide leach plant in Guanacevi, Durango. Plant construction began in March 1993 and operations began in November 1993. Hibernia de Mexico, a wholly owned subsidiary of Hibernia Holdings, Inc., is a privately held Tucson, AZ-based company. The startup procedures described here deal with Mexico's legal, import-export and finance requirements, and labor and security requirements. The 700 t/d (770 stpd) Guanacevi project is located next to the town of Guanacevi. The project is an agitated cyanide leach plant built to process about 2 Mt (2.2 million st) of flotation tailings over its life. The plant is operated by Servicios de Guanacevi, Asociasion en Participacion. It is owned jointly by Hibernia de Mexico and Metalurgica Guanacevi SA de CV. Legal, importation of equipment and financing For a foreign company to operate in the mining industry in Mexico, it must form a Mexican company. A Mexican company presently must be at least 51 % owned by a Mexican entity. The other 49% may be owned by non-Mexicans.

Underground mining of limestone is becoming increasingly attractive in Illinois. Most quarries are near rivers on the western and southern borders where competition for land use is intensive. Increasing demands for stone can be met by expanded mining with access by edits in existing quarries and by inclines and shafts at downdip sites. Geologic, hydrologic, and engineering conditions indicate that deep mines in the Ste. Genevieve, St. Louis, Salem, Ullin, and basal Burlington Limestones of Mississippian age and in the Moredock Limestone Member of the Dunleith Formation of Ordovician age are possible, but development will require prudent exploration and planning to ensure that the product will be of good quality.

Reclamation of surface mined lands has two basic objectives: (1) the elimination or abatement of undesirable environmental conditions, and (2) the restoration of mined land to its former or more productive uses. This paper addresses some of the planning concepts and site factors that influence the selection of suitable land uses for surface mined lands. Three planning concepts included in the discussion are: (1) mine land planning, (2) comprehensive land use planning, and (3) environmental site planning. The site factors that will influence the selection of an appropriate land use have been grouped into three categories: (1) legal, (2) geographic, and (3) natural. The natural factors are further subdivided into three groupings: geomorphology, soils, and climate.

In some cases, coal barrier pillars must be relied on to withstand high hydrostatic pressures in order to prevent inundation of active mine workings. Such barriers are particularly important in areas, such as parts of West Virginia, where much of the future mining is down dip of mines which have been abandoned, or are currently being worked. Also, where multiple seam mining is conducted, a barrier pillar in one mine may be critical to safety in a mine in a lower seam. MSHA's Coal Mine Safety and Health district offices and the Mine Waste and Geotechnical Engineering Branch of the Pittsburgh Technical Support Center, have recently been involved in the study of barrier pillars in Kentucky, Virginia, West Virginia, Ohio and Oklahoma. In this paper, the factors involved in determining the required width of pillar are discussed, past practices for sizing barriers are reviewed, and related current Federal regulations are examined. In addition, the results of laboratory testing of bottom rock are presented.

A uniaxial compression experiment was conducted on standard sandstone specimens to explore the sandstone’s mutation characteristics and early warning interval during deformation and failure. Meanwhile, acoustic emission (AE) and digital image correlation (DIC) techniques were introduced to realize multi-field analysis and cross-validation from the stress field, deformation field, and elastic wave field. The mutation characteristics of rock failure were investigated based on the cusp catastrophe theory. The results showed four mutation points in the destabilization process of sandstone: compressional density, yielding, destruction, and residual retention. As an internal activity characteristic of the sandstone failure process, AE directly reflected the dynamic failure process of sandstone. The stress variation was closely related to the evolution of AE characteristics. Sandstone loading failure was a process of the mutations of releasable elastic strain energy, dissipative energy, and releasable elastic strain energy. The mutation of dissipative energy was used as the starting mark of the sandstone warning state, and the second mutation of releasable elastic strain energy was used as the end mark of the sandstone warning state. Besides, the warning range corresponded to the loading time of 178 to 208 s. Finally, the sandstone instability warning interval was re-determined from deformation field evolution characteristics in the sandstone damage process, with a loading time of 180–204 s. This was consistent with the warning interval specified using the cusp catastrophe theory. The combination of AE, DIC, and cusp catastrophe theory revealed the mutation characteristics and early warning interval of sandstone failure. Hence, the results provide significant importance to predicting rock failure.

"In this study, multiple methods that include geological surveying, laboratory studies, and numerical modeling have been used to study the deformation characteristics of a “deep inclined rock roadway with weak planes” (DIRRWP). Failure of the DIRRWP was found to be triggered initially by the shearing of the rock near the weak plane. The movement of the failed rock resulted in reduced confinement of the deeper rocks, and causing the failure of the supporting units and the severe deformation of the surrounding rocks. Hence, it is concluded that DIRRWP stability is affected predominantly by rocks near the weak plane. Corresponding control strategies for DIRRWP deformation were proposed: (1) greater support intensity is necessary to maintain the stability of the whole DIRRWP; (2) additional support is needed for rocks near the weak plane to reduce the potential of failure; (3) to increase the bearing capacity of the floor strata, as the floor needs to be supported; and (4) a supplementary support technique should be considered for cases of large deformation. The case study presented here indicates that the proposed control strategies can significantly reduce the potential of failure in rocks near the weak plane, thus preventing severe deformation of the DIRRWP.INTRODUCTIONAs shallow seams are mined out, the cover depths in most Chinese coalmines have become increasingly greater. Deep cover in a coalmine is considered to occur when the cover depth exceeds 800 m (Sun, Chen, and Miao, 2018). The loading and failure behavior of rocks in a deep cover setting are quite different from those in a shallow cover setting owing to the increase in in-situ stress, temperature, and hyperosmosis (Lobanova, 2008; Zhang et al., 2013). For instance, experience shows that bulking and dilating deformation in deep roadways is much greater than that which occurs in shallow roadways (Hou and Yang, 2018; Zhang et al., 2016). In addition, anisotropic behavior and thickness deviation of coal measure rocks, combined with the appearance of weak planes (e.g., faults, joints, and coal cleats) in coal and/or rocks, can significantly affect the stability of an underground roadway (Ghazvinian et al., 2013; Sun, Chen, and Miao, 2018). The presence of weak planes can significantly complicate displacement and stress transmission in nearby rocks. Additionally, tensile, compressive, and/or shearing failure in rocks near weak planes can be easily caused by high in-situ stresses in deep roadways; such failures may lead to further severe deformation of the surrounding rocks, resulting in roof falls and rib spalling (Kamata and Mashimo 2001; Wu, Ohnishi, and Nishiyama, 2004). A typical failure of the so-called “deep inclined rock roadway with weak planes” (DIRRWP) is shown in Figure 1. Severe deformation can be found near the weak plane. In this study, a plane or thin layer of rock/coal parting that can significantly reduce the strength of the surrounding rocks—and thus affect roadway stability—is defined as the weak plane."

During drilling of deep boreholes, local mechanical failures of the wellbore walls may occur due to the inability of the incompetent overburden and reservoir rocks to withstand drilling-induced changes of the stress environment. At present, borehole failure mechanisms in three-dimensional stress fields are poorly understood. Our experimental investigations based on 3-D physical models demonstrate the stabilizing effect of the intermediate principal stress. The latter may play a dominant role in maintaining the integrity of the stress relieving failure zone around the borehole. However, this will depend on the stress anisotropy, the angle of hole deviation and on the angle of internal friction. Our tests also indicate that the failure zone can accomodate high extensional strains. Finally, relations between the physical models and closed-form elasto-plastic solutions are discussed.

The term "fatigue" in mechanics, is used to refer to reduction in the strength of a material subjected to fluctuating or alternating stresses. Stresses that vary with time are called fluctuating stresses and if during fluctuation the stresses also change sign, they are called alternating stresses. In the field of rock mechanics, the term fatigue (static fatigue) has often been misused to refer to failure of geologic materials in time domain under constant load. To avoid confusion, we use the ten cyclic fatigue here to refer to failure of rock under alternating or fluctuating stresses. Fatigue in metals has been studied for over 100 years. Fatigue properties of geologic materials have, however, received little attention in the past. This is probably because until recently very little was known in regard to the behavior of geologic materials even under static loading. Secondly, suitable equipment for conducting cyclic fatigue experiments was not available until quite recently. A few cyclic fatigue studies have been undertaken on geologic materials to relate it to percussive or rotary drilling mechanisms (e. g. Grover et a11*; Burdine2). The results of these studies were inconclusive due to limited effort. Cyclic fatigue in concrete has been studied more extensively than geologic materials (e.g. Nordby3, Gray et al 4 and Bennett et a15) and mechanisms of fatigue in concrete are better understood than in geologic materials.

Mining activities involve excavation from underground to the surface of large quantities of ore (e.g. uranium and its disintegration products) (Dumitrescu, 2002, 2007). Material with limited content of uranium, deemed as sterile or low-radioactive is mainly stored on the surface. These wastes modify the configuration of the disposal areas and affect the quality of the environment and the landscape. This paper presents both analytical and numerical models related to stability assessment of uranium mining waste dumps. It is focused on the calibration procedure of the numerical models, in order to minimize risk error during stability prediction and avoid long term environment pollution.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Recent research has shown that enhanced gravity separators provide the opportunity to effectively clean I mm x 37 micron coal. At Southern Illinois University, a detailed experimental program was performed on a continuous Falcon Concentrator, which was found to achieve separations at mass throughput capacity values in excess of 100 tonnes/hour. The apparent particle separation density for I mm x 73 micron coal was about 1.60 with relatively high efficiency (Ep = 0.12). Typical ash and sulfur rejection values of 85% and 70%, respectively, were achieved while recovering 85% of the combustible material. Metallurgical and efficiency data from the evaluation are presented in this publication.

Calcine is transported from the Reduction Plant at 850°C in insulated hopper cars and charged into three rectangular electric melting furnaces each equipped with three - 18.5 MVA transformers. The electrical energy is applied through six in line prebaked carbon electrodes, and slag and metal are tapped at opposite ends of the furnaces on an intermittent basis. The slag, 5000 tonnes per day, is disposed of by a pot train directly to the dump. The ferronickel, 250 tonnes per day, is tapped into 40 tonne capacity ladles in which it is refined in two ASEA-SKF ladle furnace stations. Casting is done over lip at 1520°C in a pig casting machine with stepless speed control at up to 55 tonnes per hour. The ingots are stacked into self palletizing bundles weighing about 1500 kilograms and are strapped and tagged and transported to the seaport, from which the final shipment is made to the world market. The paper describes constructional details and gives information of both normal operation and start-up and shut-down procedures. Consumption figures for refractory, electrodes, electric energy and refining additions are given and metal chemistry is given before and after refining.

The paper covers mining operations and preparation of the ore prior to metallurgical treatment in the Process Plant. Mining operations are primarily concerned with the delivery to Ore Preparation of a balanced ore feed within fairly rigid specifications as to both ore type and chemical analysis. The mining method, systems of geological and engineering control, and the equipment employed are therefore reviewed in this context. In Part One of the paper the physical and geological characteristics of the orebodies, including the varied nature of the ore itself, are first described. Orebody evaluation, the calculation and classification of ore reserves, mining planning and forecasting to ensure continuity of production are covered, and the particular problems presented by sampling, the erratic distribution of ore values and the variation in the density of the ores are also mentioned. Mine design and ore excavation practice are described, together with the way in which they have evolved with recent developments in modern mining equipment. In Part Two of the paper, a detailed description of the Ore Preparation plant is given, centred around the concept of rubbling as a means of separation of the barren hard boulders from soft lateritic ore. Ore blending and ore reclamation operations are explained followed by a detailed description of the drying and crushing plant. The importance of the control of moisture content and ore sizing in the feed to the metallurgical plant is emphasized.
