In the second quarter of 1979, ASL Inc. inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ASL acquire the outstanding shares of the S&S Coal Company in West Virginia. ASL had, prior to approaching CNB, sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by ASL is shown in Table I compared with the actual terms the transaction closed with. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fun of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institution providing much of the financing. This article briefly describes the process we went through with ASL beginning with the terms they requested initially and ending with the ones on which the transaction was finally closed.

Mobile excavation equipment operators at surface mines generally have the highest exposure to airborne respirable silica dust. Operator cabs on newer equipment are usually enclosed and equipped with heating and air conditioning systems. Many newer cabs are also equipped with air filtration systems. However, some newer cabs and many older cabs have either inefficient or no air filtration systems. The U. S. surface mining industry is still populated with older equipment and many of these have cabs that provide little or no respirable silica dust protection. Collaborative field studies were conducted as part of a partnership involving NIOSH, Clean Air Filter®, Red Dot, MSHA, and several mine operators to demonstrate that effective dust protection can be provided by these cabs at a nominal cost to mine operators. This effort encompassed adding an external make-up air fan and filter system to a retrofitted roof-mounted heating and air conditioning system in three older equipment cabs, and attempting to seal the cab enclosures to achieve interior cab pressurization. Abetter than 90 percent dust reduction was measured inside two of the three enclosed equipment cabs. It was possible to achieve positive cab pressurization inside these two cabs. A less significant dust reduction was measured inside the third cab, where positive pressurization was not achieved. These field studies demonstrate the key elements needed to improve enclosed cab dust protection in a cost-effective manner.

INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. Teck, the diversified resource company headquartered in Vancouver, B.C., is providing 2.05 kg (4.5 lbs) of gold, 1,950 kg (4,300 lbs) of silver and 903 kg (2,000 lbs) of copper sourced from its operations around the world. In addition to the raw materials mines, this year?s medals will make Olympic history as they will be the first to contain metals recovered from processing the circuit boards from end-of-life electronics (e-waste) that would have otherwise been destined for a landfill. After mining or production through a variety of smelting and recovery processes, each metal has been refined to enhance the metal purity.

Introduction The need to develop accurate predictive hydraulic fracturing simulators arises from the consideration of vertical containment for the fracture. Fracture height growth from a pay zone into adjacent layers has been shown (see Cleary [I]) to depend on three sets of parameters for the different strata: - elastic properties, - closure stress variations, and, -fracturing fluid leak off, and poro-elastic stresses. Qualitative analysis of the effects of these parameters has been reported in the literature. The first effects were described by Van Eekelen, using simple elasticity considerations [2]. The effect of stress variations was described numerically by Simonson and a1. [3] and experimentally by Thiercelin [4]. Effects of back stresses induced by fluid invasion on fracture propagation were considered by Cleary [5]. In order to couple these effects, a numerical code al- lowing the simulation of three dimensional growth of a hydraulically induced fracture has been developed with the ability of representing the effects of heterogeneities on fracture lateral and vertical extension. The model is based on a new variational formulation of the boundary integral representation of three-dimensional elasticity. The fluid flow and elasticity equations are solved using a moving mesh representation which offers enough flexibility to enable the simulation of any closure stress distribution. Simpler models representing fracture height growth (P3DH models) have been developed [6] [7] that approximate the fracture by a series of one dimensional segments, and the limitation of such approaches is examined in this paper. 1 Description of the model 1.1 Fracture Geometry Hydraulic fracturing simulations involve the coupling of solutions to elastic deformations, fluid flow in the fracture, and fluid leak off into the formation. Since the use of direct solution techniques (i,e,,3D finite elements) is prohibitive, the method used in this study is baaed on a boundary integral representation of the 3D elasticity equations. 1.2 3D Models The classical representation of the problem of a fracture in an infinite medium by boundary integrals is [8]: [ ] where u is the unknown displacement field, r n is the traction operator, I? is the fracture surface, and K is the Kelvin tensor of fundamental solutions to the elasticity operator. Conventional iron ore balling circuits exhibit undesirable surging behavior which is known to result from uncontrolled occurrence of the mechanisms of nucleation, coalescence and layering. This study was undertaken to investigate the mechanism of pellet growth by layering. Several laboratory experiments have been carried out to delineate the effect of feed moisture content and feed quantity. This paper presents an analysis of the experimental results and a simple model to describe the layering process.

The dissolution behavior of silver in ammoniacal solutions with cupric ammine as an oxidant has been investigated using a rotating disc electrode. The rates of dissolution of silver were determined by an electrochemical means as well as a direct measurement of silver ions reported in the bulk solution as a function of time. The variables investigated included stirring speed, temperature, concentration of lixiviants, and pH of the solutions. The rate of dissolution under the conditions studied' was found to be controlled by an electrochemical reaction at the liquid/ solid interface with an apparent activation energy of 48.07 kJ /mole. The rate was found to be a half order with respect to the, concentration of cupric tetra-ammine, Cu(NH3)l+.; The results were explained in terms of a mixed' potential theory.

The influence of mining on the hydro-geo-mechanical environment can be greatly modified by alternating mining geometries. The limiting magnitudes of surface subsidence and groundwater flow over the mining area, as a result of mine geometric changes, can be reasonably predicted through the coupled finite-element model introduced in this paper. The model has been verified using real and conceptual case studies which reveal that changes in strata conductivities are strongly related to the strata deformation induced by mining. The greatest modification of hydraulic conductivities occurs within the caving or severely fractured zones. The study indicates that narrowing the panel face width will substantially reduce both the intensity and extent of mining damage to the overlying strata, limit surface subsidence and constrain the change in hydraulic conductivity to a reduced scale and smaller extent, particularly as mining depth increases.

The application of Kirchoff's laws to two adjoining mine ventilation network meshes containing fans results in the construction of two general quadratic equations. These equations may be solved to give the resultant airflows and hence fan duties within the system for given network parameters and fan characteristics. This technique has a wide application for calculating the duties of fans in various combinations within a mine ventilation system. Recent difficulties in economically maintaining environ- mentally safe conditions in underground working areas distant from main ventilation fans has led to increasing interest in the use of controlled partial recirculation of ventilation. This paper develops a recirculation model which can be solved directly using mathematical techniques obviating the need for iterative techniques such as the Hardy-Cross method. The advantage of a direct mathematical analysis is that mathematical algorithms may be constructed to completely describe the ventilation system under a wide range of operating conditions. This technique is applied to controlled partial recirculation ventilation systems to demonstrate its advantages for mine ventilation planning.

In recent years, a new concept in the control of electrically powered excavators has come into existence. The new type of control system has come to be known as "static" control. The use of the name "static" to describe this system is somewhat misleading since this term refers only to one of the many advantages of this very important advance in excavator control systems. In 1959, the first truly "static" control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the tried and proven rotating amplifier control system then in use, has since proven to be much more.

Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual fitting of the model is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. A number of interactive methods are described, which are adapted to the modeling of semivariograms in one-, two-, or three-dimensional environments.

The method of mine ventilation involving heated air, which is frequently used in mines in cold regions, does not correspond to the natural conditions prevailing in permafrost regions; it is not economical and leads to a series of complications which can be prevented or greatly reduced by lowering the temperature of the air stream entering the mine until it is equal to or very close to the temperature of the frozen ground This paper presents ventilation design approaches which can be engineered to provide the required micro-climate and thus en- sure the stability bf the ground for placer mines in permafrost. Specifically three ventilation design approaches are presented: 1) design based on minimum thermal impact; 2) design based on positive/negative heat accumulation in the existing mine airways; and 3) design based on heat exchanging devices such as thermosyphons placed above ground.

Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

Design of plugs for abandonment of boreholes and shafts may be governed by the bond strength between the plug and host rock. Presented in this paper are the results of push-out tests on two types of expansive cement grout plugs emplaced in rock salt. The average interface shear strengths range from 2 to 12 MPa. Peak shear stresses (assuming an elastic stress distribution along the interface) are up to eight times higher. Dissolution along the interface may be enhanced by clay inclusions in the salt and appears to reduce bond strengths. Application of the results to the design of plugs for larger openings (e.g., shafts, drifts, or boreholes) is discussed.

This paper describes the field application of the NTH fracture classification to rock encountered in the construction of the 9.6 km long, 10m diameter, Second Manapouri Tailrace Tunnel. Excavation of the tunnel was undertaken by TBM between 1997 and 2002, in gneisses, granitic and diorite rocks. The paper outlines an adaptation of the NTH fracture classification used during the geological logging of this tunnel. The NTH fracture classification was primarily applied to assess discontinuity spacing for tunnel support requirement decision-making. The paper includes some general comparison of NTH classes with overall penetration rate.

The Çayirhan coal basin is located 124 km (77 miles) west of Ankara,Turkey. With approximately 520 Mt (570 million st) of lignite reserves, the Neogene Çayirhan basin is one of the important coal districts of the central Anatolia region. The Çoraklar formation consists of crossbedded sandstone, channel fill conglomerates, mudstones, carbonaceous shales and volcanoclastic pebblestones, which are fluvial in origin. The lower and upper lignite seams occur, respectively, in the lower and the uppermost parts of the Çoraklar formation. The lignite deposits are in the Çayirhan and Koyunagili portions of the Beypazari Neogene basin. The Çayirhan coalfield consists of lower and upper lignite seams. The lower lignite seam does not outcrop at the surface. Its lateral discontinuity and relatively low sulfur content, plus sedimentologic and stratigraphic features of the associated sediments, indicate a fluvial origin. Thus, the lateral spreading and geometry of the lower lignite deposits were controlled by the channel, flood plain and well drained marshes of a fluvial system. The mining method employed at Çayirhan is the fullymechanized, retreat, working longwall with caving system. Due to ventilation, haulage and tectonic conditions, panel lengths from 0.6 to 1.7km (0.4 to 1.1 miles) are chosen, and 220-m (720ft) face lengths are used. The annual coal production is 2.2 Mt (2.4 million st).

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned -- to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

Turquoise, peridot, chrysocoll a, petrified wood, fire agate and crystallized mineral specimens are among the gemstones commercially mined. Numerous additional deposits are operated by hobbyists. The State's reputation as a source of gemstones and specimens for the collector and lapidary adds to the economy of the State by attracting tourists. Production of gemstones further adds to the State's economy through employment in the value added gemstone processing industries and by employment of Native American craftsmen.
