The issue of dust control in underground coal mines has been extensively studied by both government and industry. This research work has resulted in many techniques which control the dust or help miners avoid it. Control techniques either prevent the dust from becoming airborne or cleanse the air before it can be inhaled. Avoidance measures minimize the exposure of miners to the airborne dust by blowing the dust away from work areas or making it unnecessary for a miner to occupy a dusty region. One of several successful dust control measures in continuous miner sections is the use of a machine mounted scrubber which cleanses the air and helps to prevent the contaminated air from reaching areas frequented by mine personnel. Research on the application of scrubbers on longwall shearers began in the 1970s and continued into the 1980s. The most successful projects showed only moderate improvement when a scrubber system was mounted on a longwall shearer, and the less successful projects actually increased worker dust levels. There are many reasons that scrubbers have not been successfully applied on longwalls. The most significant of these is that longwalls have across the face ventilation and generally have high face air flows. Scrubbers tend to work best when they are the primary cause of ventilation. Therefore, their capture efficiencies on longwalls tend to suffer because of the exposure of the drums to the primary airflow. Other reasons scrubbers have not been implemented on longwall s include the successful application of an excellent water spray system, effective cutting techniques, and dispersion of dust sources. These techniques can help control drum generated dust, increase production, and limit the relative effectiveness of a scrubber.

Following the conceptual idea of a Continuous Elution Process early in 1982, the system was successfully pilot plant tested at Western Mining's Kambalda gold plant in December 1982. As a consequence of these tests the Ok Tedi elution ciruit design was changed from batch operation to continuous operation resulting in a reduction in the number of similarly sized elution columns from five operating with one standby to one operating with one standby and halving the process steam requirements. In addition to providing significant capital and operating cost savings the continuous process was simpler to operate than the batch process.

In the mid-I 970s the rallying cry sent out by the aggregate trade associations to aggregate operators was to come to Washington and help design national legislation mandating reclamation of pits and quarries. This collective effort paid off in that aggregate operators were able to assist in the design of "livable" legislation; however, the coal mining industry took some very hard hits. A principal argument used by the aggregate industry was that relatively small parcels of land are impacted, the operations are located in or near urban areas to serve in the development of that immediate area, and are of many years duration; whereas, coal strip mines disturb many acres, are of short duration, and whose products may have world or nationwide utilization. Historically, developments in reclamation are tied closely to the regulatory systems that have been created to control environmental effects of mining. Since reclamation generally results in a cost incurred after the stone, sand and gravel has been mined and does not add to the inherent value of the mineral, there was little incentive in the past for mine operators to reclaim the land. In 1977, the Surface Mining Control and Reclamation Act (SMCRA) became the law for coal mine operators. The law states that, among other provisions, reclamation must "restore the land affected to a condition capable of supporting the uses which it was capable of supporting prior to any mining, or higher or better uses". It is of interest to note that years before the initiation of legislation leading to SMCRA twenty-eight states already had reclamation regulations that covered virtually all minerals. The scope of performance standards found in the state reclamation regulations included slope stabilization, grading, revegetation, neutralization of toxic materials, visual screening, waste disposal, control of drainage, and other sources of pollution and erosion. Environmental legislation and the consequent regulations came about because the public perceived that private industry did not properly value environmental quality and as a result the government became the policeman.

Like Jerry, he's very shy and retiring, and doesn't have any strong opinions about maintenance. INTRODUCTION CRAIG AMMAR: The ultimate goal behind implementing a proactive equipment management process is to provide capacity assurance and ultimately increase an organization's ability to generate revenue while reducing operating costs. Targeting such lofty objectives has brought many an organization to its knees, utilizing new maintenance techniques, concepts, and technology aimed at making our lives better and more organized. The root cause of such frustration generally stems from a lack of understanding or support for the fundamentals of implementing a proactive equipment management process. There are just two types of maintenance programs, reactive and proactive. It's an established fact that you need a little of both to run an effective equipment management process, obviously more of one (proactive) than the other. Here are some telltale signs that your equipment management process is in trouble: -Maintenance is performed as a knee jerk reaction when equipment fails. -Repeated and frequent equipment failures occur, with no focus on eliminating the root cause. -Sketchy, inconsistent, unclear preventive maintenance is performed or there is no support for the preventive maintenance process. -No predictive maintenance technology process is in place, or little support for predictive maintenance exists. -Less than 50 percent of your work is generated by the maintenance group resulting from inspections.

INTRODUCTION Coal mine entry intersections are high-risk areas for roof falls due to inherently wide roof spans, excessive stress, and variable intersection shapes resulting from breakthrough misalignments. Statistics from underground coal mines reveal that a high percentage of injuries occurs from roof and rib falls in entry intersections (Peng, 1980). The U.S. Department of the Interior, Bureau of Mines, is conducting a field research project to investigate failure modes surrounding underground coal mine entry intersections. The research objectives are to (1) develop a method to determine failure modes and stress-displacement relations around coal mine intersections and (2) develop engineering guidelines and empirical relationships for use in designing safer coal mine entry intersections. The basic approach to achieve the objectives is to instrument and monitor intersections before, during, and after intersection development in order to determine contributing parameters, such as in situ stresses, stress changes, strata movement, geology, physical properties, and mining sequence, that may influence the short- and long-term stability of the intersection and adjacent entries. This paper describes a rock mechanics instrumentation program, data analyses, and a comparison of two case studies conducted at two underground mines, designated as "A" and "B", in the Illinois Coal Basin. The instrumentation plans and data collected during development and long-term monitoring of four-way intersections and adjoining entries are presented. Data analyses of pre- and post-mining roof stress, pillar loading, strata movement, roof bolt loading, and geologic features are included. INTERSECTION FAILURE MECHANISM The region surrounding an entry intersection is characterized by different failure criteria than the region surrounding a single entry. Stresses induced during intersection development may result in a high incidence of roof and rib failures. Various numerical modeling techniques have been used to evaluate the failure modes surrounding intersections (Gercek, 1982; Chugh et al., 1975). Numerical modeling techniques include problems associated with the analysis of post-failure behavior, provision for different horizontal stresses (i.e., 01 f 021, and determination of inputs required for any non-elastic behavior. It seems likely that more sophisticated failure criteria, based on actual field data, are needed. The Bureau of Mines has conducted an extensive instrumentation program to investigate actual intersection failure mechanisms and to provide an improved understanding of stresses and deflections using beam and plate theories. Beam theory is not applicable to analyzing intersections (Wright et al., 1964); however, it can be used to explain roof deflection and failure (shear and flexure) of adjacent entries and to provide an improved understanding of stress changes and displacements as the entries, crosscuts, and intersection are developed (Hanna et al., 1985). Beam theory may be used for entries when the roof length is twice the width. When the length is less than twice the width (as in intersections), the roof must be analyzed as a three-dimensional problem, and stress and deflection calculations are based on flat plate theory (Adler and Sun, 1976). The confined-core theory (Wilson, 1972) hypothesizes that within a typical pillar, two regions exist: a confined-core region where the horizontal confining pressure is uniform and approximately equal to the overburden pressure, and a yield zone where the vertical pressure increases from nearly zero at the rib to a pressure peak at the boundary of the yield zone. The strength of coal in the yield zone ranges from nearly zero at the rib to nearly full strength at the confined core. The vertical stress in the confined core decreases from maximum at the yield zone boundary to the overburden pressure some distance into the pillar. Excavation of the adjoining entries

In caved goaf, the friction loss of fluid head is: [h = (R'+ R/Q/ )] Q (for one-dimensional transition flow). The R' and R, which are the functions of two dimensional spaces, are calculated through an empirical formula. Then, the bulking factor and permeability are determined. It is supposed that the airflow in porous media are similar to those in tiny tubes crossing each other. Therefore, the network calculation technique can be used to tackle the field transition flow problem. A lot of case studies showed that the emission of methane in mines mainly depends on the air velocity and has little relation to air pressure. Summing up our experience and experiments, we provide an empirical formula to calculate the gas emission rate per unit area. By means of mass conservation and network calculation, the methane content distribution in steady-state is worked out. Then the dynamic change in airflows and gas content can be analyzed by the characteristic-difference method.

The viability of physico-chemical purification methods such as selective flocculation for separation of two components having similar chemical composition and same crystal structure but different surface properties is demonstrated. Loss of selectivity was observed in a dolomite-dolomite mixture with Polyethylene Oxide (5 million molecular weight) as the flocculant. Hetero-flocculation was minimized using a low molecular weight PEO (MW -105) as the site blocking agent (SBA). Near complete separation was achieved at pH 10.5 at 100% recovery level.

Discussion by S. Serata and K. Fuenkajorn Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976, 1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardnerand Shrinivasan, 1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability. Stress measurement The key issue is how to form the global stress envelope to make the gate entries safe for production. Therefore, measuring the stress condition of the ground around the mine opening is critically important to solving the cutter-roof problem, regardless of the method applied. With regard to the stress measurement, there is a serious question as to the reported stress state of [6 i = -51.7 MPa (-7499 psi), G2 = -44.5 MPa (-6458 psi) and 63 = -30.8 MPa (-4465 psi)]. It is mechanically impossible to have such a stress state at any location in the mine ground since the known initial vertical stress [o,,] is less than or equal to 800 psi. There may be a large stress state in the [61] direction, but that is possible only at the expense of the [63] value. Having the above stress tensors in the mine is simply impossible. The questionable, reported stress values could be attributed to the application of the overcoring method, which tends to produce erroneously large stress values in the extremely nonelastic mine ground. Stress control method The paper should be considered as a major contribution demonstrating the limitation of the yield pillar method. At the same time, the paper does not disprove the stress control method. However, in comparing the paper with stress control studies conducted in other similar failing grounds, the stress control method appears to be able to solve the problem more effectively. Therefore it is advisable that the mine not give up its efforts to solve the problem. The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.

This report is a review of current research being conducted in the United States which is intended to increase the utilization of coal ash. In order that this report be as timely as possible, the majority of information was obtained by direct comunication with the people listed in the references. Due to the magnitude of the flyash research program, some projects may be inadvertently omitted. Field research on flyash for use as an agricultural fertilizer is being monitored at Virginia Polytechnic Institute and State University.1 This research is directed at determining the plant nutrients that are available in flyash as well as the quantities of flyash that can be applied to agricultural soil without adversely affecting plant growth, Coal mine spoil and refuse bank reclamation with power plant flyash is being demonstrated by United States Bureau of Mines, Morgantown, West Virginia.2 Numerous highly visible coal refuse piles and strip mine spoil banks contribute to air, water, and land environmental problems. Revegetation of several experimental sites with flyash from bituminous coal-fired power plants was undertaken in West Virginia and Pennsylvania. Conventional farm equipment was used at some of the sites while large earthmovers were required at others. The flyash served as a neutralizing agent, dilutent, and soil amendment to provide some nutrients which enhanced vegetation of the barren areas, Estimated cost of reclamation by this method is $300.00 per acre of previously leveled area. This figure can vary considerably depending upon the topography of the site, haul distance, quality of the soil and quality of flyash.

In-situ Fourier transform infrared/internal reflection spectroscopy (FT ?IR/IRS) has been extended to study oleate adsorption at a calcite surface. The birefringent and transmission limitations of calcite were overcome by using an appropriately designed optical setup and a near-infrared (NIR) spectrometer. An adsorption isotherm was determined at pH 9.2 and room temperature. Comparison with the fluorite/oleate adsorption isotherm determined by the same technique indicates that oleate abstraction by calcite can be as much as one order of magnitude larger than that by fluorite. Nevertheless, the hydrophobicity of the fluorite/oleate surface is greater for equivalent adsorption densities as indicated by contact angle measurements and flotation results. The monolayer region has been confirmed to be chemisorbed oleate at both calcite and fluorite surfaces. Furthermore, multichannel laser Raman spectroscopy (MLRS) showed that chemisorbed oleate at the fluorite surface undergoes a double-bond reaction with oxygen to form an epoxide/polyether complex. Such a reaction, however, could not be detected at the calcite surface. These phenomena are discussed in terms of the intrinsic surface properties of the mineral systems as well as the adsorption density and the cross-linking/polymerization reaction of the adsorbed oleate film.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits, thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate.
