After years of cutbacks, closures and layoffs, the mining industry is beginning to expand again. Metals prices are up and so is investor interest and confidence in the industry. Gold prices began to slowly move up in January2003 and finally cracked the $12.86/g ($400/oz) mark in early December. Silver, too, is up, as is copper. So the mining industry is feeling good about itself again and many companies are expanding existing mines and developing new ones. One side benefit to mining’s improved outlook is that companies are beginning to send more of their employees to industry conferences. Such was the case at the109th Northwest Mining Association meeting in Spokane, WA. The meeting was held in early December and attracted 1,100 attendees and 84 exhibiting companies. That is up from 2002’s attendance of about 900 people and 65 exhibitors. The theme was “A Partnership into the Future.”

"INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

A recent attempt by a major mining company to mine phosphate in Chatham County, Georgia, resulted in a study by the Georgia Department of Mines, Mining and Geology which was intended to evaluate the deposit as well as potential hazards to the major fresh-water aquifer of the area. The study found that the confining layer above the fresh-water artesian aquifer is sufficiently thick and impermeable to allow removal of the phosphate ore zone without significant salt water infiltration into the aquifer. Therefore, phosphate mining under proper supervision will not adversely affect the quality of water used by the city of Savannah nearby. Volumetric studies show that there is a minimum of 4,800,000,000 cubic yards of phosphate matrix containing an average of 22.5% BPL. At an approximate weight of 1.5 tons per cubic yard and a concentration of 22.5% BPL, there are about 1.6 billion tons of 100% BPL concentrate present. At a conservative factor of 50% at least 800,000,000 tons of 100% BPL concentrate could be recovered for market sale. In addition to the area discussed, evidence indicates that the phosphate horizon-may extend continuously out to sea for at least ten miles, and probably beyond.

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

A study was performed to characterize the Ishiagu lead-zinc deposit prior to beneficiation. The study included the use of XRD, SEM and both reflected- and transmitted-light microscopy. The results showed that the ore consists mainly of galena (PbS), sphalerite (ZnS) and quartz (chert), with pyrite, siderite and chalcopyrite occurring as trace minerals. The textural relationships among the minerals, their grain sizes and their locking characteristics, coupled with the chemical analysis of the ore, indicated that the galena and sphalerite can be separated by conventional beneficiation methods.

"A new raw water intake from the South Holston River to the Kingsport water treatment plant is under construction. The exploration for the 335 meter long horseshoe shaped tunnel design took advantage of the site topography along the alignment to better define the complex geology consisting of Knox Limestone and Sevier Shale formations separated by a fault zone. To assess the geological conditions and to determine the extent of the fault zone, a 183 meter long horizontal boring and geophysical investigation was performed along a portion of the tunnel’s horizontal alignment. Explorations defined the fault zone width at approximately 5 meters and packer testing along the alignment provided a means of estimating groundwater inflows. As the tunnel excavation advances, comparisons of exploratory data versus encountered conditions will be made. This paper provides details on the geotechnical investigation, lessons learned, and the influence of the geology on the tunnel design. PROJECT OVERVIEW The Kingsport WTP is supplied with raw water via the South Holston River. The City of Kingsport (City) owns and operates the Kingsport Water Treatment Plant (WTP). The existing raw water intake system, consisting of pumps, power supply, raw water piping and appurtenant facilities has been determined to be vulnerable to failure. The original Raw Water Pump Station (RWPS) was constructed in 1928 as part of the original Kingsport WTP project. The 1928 RWPS operated until 1970 when it was replaced by the existing RWPS. This existing system still utilizes the 1928 piping and piping tunnel. Improvements to the RWPS hydraulics and capacity are required to meet the City’s future water treatment needs. The system extracts water from the South Fork of the Holsten River and coveys it via three pressure pipelines to the WTP. The conveyance piping exits the RWPS, ascends approximately 23 m up a near vertical rock outcropping then enters a 120 m long tunnel. Upon exiting the tunnel the piping continues underground to the WTP. The drill and blast tunnel is horseshoe shaped and nominally 3.3 m high by 3.3 m wide. The easternmost 62.3 m of the tunnel is without any type of support. The remainder is lined with concrete. According to the City of Kingsport, the concrete lining was installed in the 1970’s as part of upgrades to the facility. An evaluation of the current facilities concluded that the conveyance piping was in poor condition and required replacement."

A compressed-water hydraulic pulse generator (HPG) for nonexplosive blasting of rock and concrete is described. Energy is stored in the HPG by compressing water to ultrahigh pressure. A large, fast-opening valve discharges the compressed water, resulting in a high-energy impulse. The HPG can be used for small-scale bench blasting by discharging the water through a nozzle that is closely fitted into a borehole. A bench blasting system requires an HPG, a drill and an indexing mechanism to allow insertion of the HPG nozzle into a drilled borehole. Systems with discharge energies ranging from 40 to 250 kJ have been used to excavate hard rock, including andesite, granite and quartzite. The largest system can excavate 15 t/h (16.5 stph) of massive quartzite based on a 2-min cycle time for hole drilling. Blasting with an ultrahigh -pressure hydraulic pulse generator was demonstrated as an effective means of excavating hard, massive rock under the confined conditions of a tunnel opening or underground sloping panel. Hydraulic blasting provides a continuous mechanized mining capability that is well suited for deep-level mining and urban excavation sites where explosives are prohibited.

Ground Freezing was used for excavation support and groundwater control of a 12.8m (42-foot) diameter, 61m (200-foot) deep drop shaft for the South Bay Ocean Outfall Tunnel in San Diego, California. Approximately half way through the excavation, excessive groundwater inflows from the base of the shaft resulted in suspension of excavation and evaluation of the frozen earth wall. This paper discusses the forensic methods used to identify the zone where groundwater intrusion occurred and the methods associated with evaluating zones of high groundwater velocity. The use of remedial grouting and localized liquid nitrogen injection are discussed and evaluated. Concepts of frozen shaft design are discussed, including a new method for permitting the launch of the Tunnel Boring Machine through the frozen earth wall and associated freeze pipes.

INTRODUCTION Over the past several years, Ford, Bacon & Davis Utah Inc. (FB&DU) has been involved in research, development, and engineering activities concerning uranium mill tailings; specifically of interest in this paper are efforts in radon gas exhalation and surface flux attenuation measurements, environmental influences on radon fluxes, and basic research into radon gas behavior. Our projects have included measurements of effectiveness of specific cover material in attenuating radon surface fluxes from mill tailings, characterization of the parameters in cover materials and tailings that influence radon exhalation, long-term tailings stabilization planning, determination of the effects of moisture on radon emanation and diffusion from ores, and determinations of baseline radon fluxes. Our efforts have been sponsored by U.S. Department of Energy, the U.S. Nuclear Regulatory Commission, Tennessee Valley Authority, the commercial uranium industry, and we are presently engaged in efforts for the U.S. Bureau of Mines. Much of the material presented in this paper is taken from our published reports on radon flux attenuation and tailings stabilization (Macbeth et al., 1978; Nielson et al., 1980; Rogers et_ al., 1980; Thamer et al al., 1980). CHARACTERIZATION OF RADON GAS EXHALATION One dimensional diffusion theory based on Fick's laws is the basis for the modeling of radon gas migration through large quantities of porous tailings and cover materials applied over the large areas of tailings piles. Rio Algom Corporation of Wilmington, Delaware is a wholly owned subsidiary of Atlas Alloys Inc., an Ohio Corporation, which in turn is 100% owned by Rio Algom Mines Limited of Toronto, Canada. Rio Algom is controlled by the Rio Tinto Zinc Corporation of London, England, which has subsidiaries and affiliated operations throughout the world. Rio Algom geologists first became interested in this Utah pro- perty in 1966, after preliminary drilling had indicated that a known orebody close to the surface appeared to continue on the dorm thrust side of a major local fault, known as the Lisbon fault. Accordingly, in 1968, arrangements were made to acquire what was known as the "Humeca Option", a total of 2,573 acres located in San Juan county in south-east Utah, 35 miles south-east of the town of Moab.

INTRODUCTION As practiced today, longwall mining is a mechanical version of an established mining system. The equipment for longwall mining consists of four basic units: roof supports, face conveyor, winning or mineral-getting ma¬chine, and stage-loader conveyor. The system mines relatively thin slices of mineral across a predetermined face length in a virtually continuous sequence. As the winning machine cuts, the mineral is loaded automatically onto the face conveyor. In turn, the face conveyor is pushed over into the newly cut track by hydraulic rams attached to the conveyor and the roof supports. The roof supports then are lowered individu¬ally from the roof, advanced to the repositioned con¬veyor, and reset to the roof. At the end of the pass, the longwall cutter is pushed over, and a slice is taken in the opposite direction, so the system repeats itself. Fig. I illustrates a typical longwall mining system. The principle behind the longwall mining system is that the roof is supported only immediately adjacent to the worked seam, keeping the blocks of immediate roof clamped securely from the face to the rear of the sup¬ports. At the rear of the supports, the roof is allowed to fall and break up, with the swell of the broken material eventually establishing an equilibrium in the strata be¬hind the mined area. Fig. 2 illustrates the principle of longwall support. There are two distinct types of longwall mining. The longwall retreating system is the most common in the United States, South Africa, and Australia. The longwall advancing system is the most common in the re¬maining industrialized countries such as Britain, Ger¬many, Poland, and the Soviet Union. The longwall retreating system comprises a mining panel, where the roadways that form the head entry (end at which mineral is delivered from the face con¬veyor to a stage-loader conveyor) and the tail entry are predriven before the longwall units starts production. In the longwall advancing system, the longwall unit makes the head and tail entries as the face advances, utilizing various techniques to prevent the entries from being destroyed as they are left in a consolidating gob area. Fig. 3 illustrates the comparative approaches of the longwall retreating and advancing operations. Reclamation of surface mines is a crucial environmental issue and a key challenge to the worldwide mining industry. One of the goals of reclamation is to ensure that the area is left in a condition permitting safe future use. Hence, the reconstruction of open pits, waste piles and tailings dams must satisfy appropriate geotechnical stability and safety conditions for the planned use. Landscaping in the final stages is highly relevant as the topography around the mining areas is sometimes dramatically modified by ore extraction. The reclamation strategies must be applied not only after ore exhaustion, but also during its extraction. This is a sound business strategy that leads to considerable environmental benefits and increased security of the mining operations.

Secondary use of mined-out space in underground limestone quarries is emerging in the Kansas City area where abandoned quarry sites are being renovated into warehouses, factories, and offices. Mining techniques, ceiling heights, and pillar distribution are being altered as planning for the secondary use of mined-out space is combined with the quarrying process. Even the historic urban- quarry land use conflict invites a reappraisal in that this development provides a potential resolution of the problem. Mutual subsidization by dual rock and space interest is changing the economics of rock production. A city is much more than a surficial adjunct superimposed upon the topography of an area. Its development and growth are deeply rooted in the resources, benefits and problems of its underlying geology. The environmental geologist must address himself to more than the quality of a particular resource. He must comprehensively relate resource extraction and processing with the urban emphasis of optimal use which favors long term usage of land over one time economic ventures. Limestone quarrying, closely allied with the growth of many cities, has commonly left a series of scarred landscapes in the path of the burgeoning metropolis. These abandoned quarry sites are barriers to orderly city growth and fail to serve the people as useful and taxable land. Where quarries are functional, supplying the city with needed growth minerals, problems of blasting damage, noise, and dust exist. Technology faces the challenge of making mineral production and processing good neighbors to the urban market they serve. Continued growth of cities may require more efficient use of space below as well as above the surface optimizing land usage so that long term economic benefits may be reflected in improved mining methods.

Much is known of the geography of the Alpine orogeny because it has now ended and all geosynclines are in their terminal, cordilleran form. The principle of sea floor spreading, continental drift, and mantle cells has gained general acceptance, but the number and position of the cells, even during the Alpine orogeny, is controversial. The oceanographers have demonstrated the uprises and in this paper it is suggested that downflows are marked by island arcs in the oceans and geosynclines (now cordillera) in the continents, for a total of about a dozen cells. Major mineral deposits associated-with the Alpine downflows are porphyry copper, molybdenum, nickel, chrome, lead-zinc-silver, gold, mercury, tungsten, and tin. Amore precise environment is known for some of these metals, for example, nickel, chrome, and mercury in flysch (which flanks mantle downturns), Ten major orogenies have taken place from 3500 m.y. to the present, Their re¬construction and metallogenesis is the subject of a continuing study.

There are differences in design aspects between steel and rubber linings in grinding mills. This paper describes the basic design rules for rubber liners for different grinding applications. When converting a mill from steel to rubber liners, the design must be changed from such familiar steel liner shapes as wedge bars and plates, wave liners, and ship-lap, to take advantage of the characteristics of rubber. Very little of the knowledge of the wear properties of steel can be used for the design of rubber mill liners.

Barite deposits in Nevada occur as bedded and vein-types along a north-northeastern -trending zone which parallels the Antler orogenic belt The bedded deposits of Nevada are the most significant economically. They are presently supplying eighty-five percent of the domestic barite production which is used primarily as a weighting agent in the petroleum drilling industry. The ore bodies are controlled both structurally and stratigraphically, occurring along regional and local structural breaks in siliceous eugeosynclinal rocks of mid-Paleozoic age. Evidence for origin of the barite includes sedimentary and hydrothermal features indicating that localization probably took place along fractures in the seafloor.

The production of radioactive and reactive metals, such as plutonium, uses various pyrometallurgical techniques that generate significant quantities of waste salts contaminated with hazardous, reactive or radioactive materials. Health concerns, environmental regulations and economic considerations require proper mitigation processes to recover the valuable components and for recycling or unrestricted release of these salts. The Oxygen Sparging Process converts soluble metal halides, such as chromium-, plutonium-, cerium chlorides, into insoluble oxides and/or oxychlorides which can be consolidated and separated for long-term storage or further processing. The matrix salt phase, viz. calcium and/or alkali chlorides, are clean after oxygen sparging and fit for recycling. This method has been described and its optimized parameters discussed to show that RCRA regulated elements, such as, chromium, lead, cadmium, etc. report to the consolidated phase making the salt recyclable. Salt Scrub Reduction Process for the recovery of radioactive and RCRA metals from the waste salts has been developed. The process uses a Ca-Ga intermetallic alloy which recovers over 98 percent of the reactive metals. The matrix salt phase in this process, viz. calcium or alkali metal chlorides, are clean after salt scrub reduction.

Site-specific blast vibration prediction can be more accurate than using a universal prediction equation. Vibrations from 37 blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly, inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations predicted from US Bureau of Mines (USBM) equations. Vibration restrictions based on USBM studies could then be too conservative or too lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases, energy was concentrated at frequencies corresponding to delay intervals.

The Lenox Avenue Reconstruction Project involved the excavation and replacement of 750 m (2,500 ft) of deteriorated subway invert concrete, 5 to 7 m (15 to20 ft) below water table in very permeable ground. The Replacement work was done over an 8 month period, while maintaining track service through this subway section. The project was dewatered with a single 125 l/s (2,000 gpm) wellpoint system,750 m (2,500 ft) in length, which was installed from inside the active tunnel structure and configured to coexist in the subway tunnel with operating trains as well as the construction activities. A thin diaphragm jet grout wall was utilized on one end of the site to cut off the flow of water across a difficult geological interface that was situated immediately below the tunnel invert. The thin diaphragm jet grout wall permitted the large 116th Street Station area to be dewatered completely with well points from outside of the excavation.

The annual rainfall at Minera Yanacocha's gold mining operations in northern Peru averages 1.2 meters. The influx of water into the operations is higher than losses to evaporation and by ore absorption which results in a positive water balance. To minimize water intake and maintain a balance, some special operating procedures are required, and a system involving diversion ditches, storm ponds, heap skirting and detoxification and treatment of excess water is practiced. An operation background is also reviewed at the beginning of the paper.
