"Manalta Coal Ltd. 's Vesta Mine will supply Alberta Power Limited's 740 MW Battle River Generating Station with 1 128 000 tonnes of sub-bituminous ""C"" coal in 1983. Mana/ta Coal Ltd. and Alberta Power Limited are in their seventh year of a 31-year coal supply agreement. With the exception of localized topographic highs where three coal seams are mined, the Vesta Mine is primarily a single-seam mining operation. Vesta's comprehensive programs of mine planning, preventative maintenance, reclamation, and employee relations make it an efficient and a well run operation. Introduction The Vesta Mine, located in east-central Alberta approximately 300 km northeast of Calgary, supplies sub-bituminous ""C"" coal to Alberta Power Limited's 740 MW Battle River Generating Station. The coal reserves and principal stripping equipment are owned by Alberta Power Limited. Manalta Coal Ltd. owns and operates the additional mining equipment and support facilities. Coal production is from a single pit, 3.5 km in length. Both single and multi-seam operations are encountered in the active pit. In 1983, production is anticipated to increase to I 128 000 tonnes from 906 000 tonnes in 1982. The additional tonnage will be achieved by operating 24 hours per day, 5 days per week. The following sections briefly highlight historical, geological and mining/reclamation aspects of the Vesta Mine. Figure I illustrates the location of the Vesta Mine in relation to the cities of Calgary and Edmonton. History Coal mining for domestic use began near the turn of the century in the Vesta Mine area. Initially, small underground room-and-pillar operations were dominant. As equipment technology advanced, surface strip mining replaced the underground methods."

"INTRODUCTIONThe Hemlo area is located in Northern Ontario, some 350 km east of Thunder Bay along highway 17. Hemlo is Canada's largest, recent discovery of gold ore. Three companies, Lac, Noranda, and Teck are currently developing mines and processing facilities in the area. A combined milling capacity of approximately 10,000 tonnes per day will ultimately be available in the area. The gold yield will be between 750,000 to 1,000,000 ozs. per year. This will slightly more than double Ontario's gold production but only represents 2.5% of the total world gold production.Lac Minerals Ltd. is substantially committed to the gold mining business. Lac currently operates four (4) gold mines and mills and produces 300,000 ozs. per year. Lac's Hemlo development will put the company in the position of number one gold producer in Canada.The Lac Hemlo ore body has an estimated reserve of 37 million tonnes at 6.2 g/t. The mining will take place at an initial rate of 3,000 t/d commencing in the first quarter of 1986. The mine and plant will be expanded to 6,000 t/d in 1988. At this capacity, Lac will be the largest producer in the Hemlo area.1. GEOLOGYThe orebody is divided into two (2) zones for mining purposes. The 'A' Zone is to the east and dips to the Northeast from surface to 300 m below surface. This zone has a strike length of 250 m to 300 m at an average width of 20 m. The upperpart of the zone will be mined by open pit and the remainder from underground. The 'B' Zone, to the north west of the 'A' Zone, although lined up is not necessarily an extension of 'A' Zone. 'B' Zone has a known strike length of 600 m and is open to depth and along the strike. It is over 70 m wide in the core. This zone holds most of the property's known reserves. 'C' Zone with narrow gold zones is under exploration in the south west portion of the property."

SYNOPSIS The corrosion characteristics of a new steel, 14Cr, which is a modification of the well-known 3CR12, in aqueous sulphate solution were studied through polarization diagrams and a computer analysis based on the polarization¬resistance technique. It was found that the corrosion rate of 14Cr steel is independent of pH for pH values above 6, but, below a pH value of 4, the corrosion rate increases sharply with decreasing pH. In air-saturated solutions of neutral and mildly alkaline pH, the corrosion rate is approximately 60 µm per year. The 14Cr steel shows a twentyfold improvement in corrosion resistance over that of 3CR12 in sulphate solutions at pH 2,0. This is considered to be due to the beneficial effect of its higher chromium and nickel contents.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 29,020 acres of the 43,165-acre Terry Badlands Wilderness Study Area (MT-024-684) in order to evaluate its mineral resources. Within this report, these 29,020 acres are referred to as the study area. Located in Custer and Prairie Counties, MT, the study area is about 2 miles northwest of Terry. The study area is underlain by essentially flat-lying units of the Fort Union Formation of Paleocene age with some Quaternary alluvial deposits in stream valleys. No mines or prospects were found in the study area. Bentonitic clays and lignite coal units were examined and sampled; however, no clay resources or coal reserves were identified. Estimates of coal resources will be reported by the U.S. Geological Survey in a joint U.S. Geological Survey-U.S. Bureau of Mines publication. Gravel along the Yellowstone River, a source of agate for private collectors, could also be used as sand and gravel aggregate although material on the south bank of the river is closer to population centers and road systems. Clinker found in the study area could be a source of road metal, but is not well situated in relationship to areas of use. No geothermal resources have been identified although water suitable for direct heat applications may underlie the study area. All the area is leased for oil and gas exploration.

INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units. The Getchell area in the northern Osgood Range, Humboldt County, Nevada, was first prospected in the late 1800s for silver, copper, and gold; the first recorded mention of mining activity concerned a silver discovery. The September 17, 1874 edition of the Winnemucca Silver State notes that the Crystal Mining District was newly organized in the Fremont Range (as the Osgood Range was then called) to include discoveries of silver, lead, and antimony made on the Louisa claim. The name Crystal was derived from the plentiful quartz crystals found in-cavities near the prospects. This same area, occurring on the northwestern margin of the Osgood granodiorite stock, was later mined as the Richmond tungsten property, and crystals may still be found there in cavities in a massive garnet tactite. By 1878, how-ever, the name Crystal had been abandoned in favor of Potosi. The next flurry of activity in the Osgood Range was reported in 1899 when a copper strike on Granite Creek in the southern portion of the range received attention. The copper occukences were in a granite contact zone on the southeastern edge of the Osgood stock and, in 1916, the first tungsten in the district was discovered in the same deposit. During the last part of the nineteenth century, cattle and sheep were brought into the Kelly Creek Valley east of the Osgood Mountains by various ranchers. Alphonso and Adrian Bernard were among these ranchers, and in the first decade of the twentieth century, one of them recognized the altered rock where the Getchell Center it is now located. A 3-m (10-ft) deep prospect pit was dug on the outcrop, but the highest assay ran about $11/t ($10 per st). No further work was done on the gold-bearing rock. In 1934, Emmet Chase of Battle Mountain and Ed Knight of Golconda prospected in the area of the Bernard prospect pit and located several lode claims. At this time, Noble H. Getchell, a state senator, was looking for new mining opportunities to develop. He held interests in the Gold Circle Consolidated at Midas, which was becoming a losing venture. Chase and Knight brought their discovery to his attention, and he grubstaked them to prospect further in the area. In need of financial backing, Getchell solicited the help of George Wingfield, Sr., who held a minor interest in the Gold Circle. Wingfield was a successful banker and mine operator during the heyday of Tonopah and Goldfield, and he had become good friends with Henry C. Frick and Bernard Baruch. Wingfield let Baruch in on several very successful mining ventures in Goldfield, and Baruch returned the favor by underwriting the financing of the Getchell mine. Eleanor Roosevelt and Jack Dempsey were early stockholders in the Getchell operation. George Wingfield brought his brother-in-law, Roy A. Hardy, a consulting engineer who had constructed the American Flat mill near Virginia City, to look at the property. Upon inspecting the Chase-Knight claims, Hardy declared the whole area to be mineralized. A crosscut was driven to check the extent of the ore, and the results were better than anticipated. The locators were reportedly given $50,000 for the claims. The Getchell Mine, Inc., was organized on November 5, 1936. A small railroad that ran from Battle Mountain to Austin was purchased, and the ties and rails were moved to Getchell to be used in underground exploration. Enough reserves were found in the Center and South pit areas to construct a 40 t/d (44 stpd) mill. The financial and engineering help for the mill was provided by the Newmont Mining Co. for a 17 1/2% interest in the corporation. Newmont set about trying to solve the metallurgical problems with the sulfide ore, and also directed the early development work. "What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

Despite its growth over the years, necessitating ever¬larger office accommodation, the Gold Fields group changed its head office address in Johannesburg only twice in 94 years. The first move was at the turn of the century, from the then select suburb of Doornfontein to the corner of Fox and Simmonds Streets. The second move was in the thirties, from that address-now the Reserve Bank building-to the well-known address of 75 Fox Street. With the advent of the first mines of the West Wits Line by the end of the thirties, 75 Fox Street proved too small, and the eastern section of the Commissioner Street side of the present head office was added on. In the fifties, when space once more became a serious problem, the old Exploration building was purchased and demolished, and the present west wing on Commissioner Street was built on the site. In the early seventies, cramped conditions again made life difficult and, despite a reorganization of the interior layouts, the need for expansion remained critical. Eventually, the adjacent Hollard Place and parking area became available, and plans for an extended new building complex could he considered. The building project was

Modern Plastics (July, 1983) reported that about 2.2 million tons of mineral fillers were expected to be consumed by the plastics industry that year, of which 7096 was limestone derived. The combination of fillers and polymers is called a composite and, in the more general sense includes continuous and discontinuous components in a matrix. The only significant technical advance in the fillers industry has been the greater general availability of surfied (Ferrigno 1959), an acronym for surface modified, fillers. The many reasons for this occurrence will be given in detail later, but the primary reason lie with differences between inorganic filler surfaces and the polymers which bind them together to form the composite. Minerals and glasses (fiberglass, fly-ash and beads) have surface tensions in excess of 200 dynes/cm, whereas organic materials have surface tensions less than 75 dynes cm. Water has a surface tension of 72 dynes/cm and is always present as an absorbed layer on high surface tension materials to reduce the surface tension. Although almost any organic liquid or polymer has a surface tension low enough to displace the water layer, the highly polar nature of filler surfaces requires highly polar agents to produce a permanent effect, and frequently the water is so tightly bonded or so much more active that the displacement is temporary. Furthermore; the water layer causes tiny particles to adhere to each other (agglomerate) to make sepaartion or dispersion of the individual particles very difficult. The solution to these problems is then to form a chemically bonded layer on the filler surface similar to that of the polymer so that immediate wetting, dispersion and uniform distribution of the filler particles is obtained.

"Concepts of linear elastic fracture mechanics were applied to study two cases of failure, namely an equalizing beam from a tandem rear axle of a highway tractor unit and the main beam of a flat bed trailer. In the first case, the presence of a crack, initiated by stress corrosion cracking followed by significant fatigue crack propagation produced a state of stress which was sufficient to produce brittle failure. Calculation of the fatigue life agreed with the number of cycles that the structure experienced before final fracture. In the second case, it was demonstrated that a combination of low temperature and high loading rate was sufficient to cause brittle fracture.IntroductionFailure analysis of engineering components has generally been carried out without the benefit of fracture mechanics. It is generally understood that real structures inevitably contain internal or surface flaws which under an applied load, may propagate to fracture. Fracture mechanics relates the applied stresses to the crack size in specified geometries. Since its introduction approximately thirty years ago, fracture mechanics has evolved as a design philosophy which can be used to develop fracture-safe designs. It can be also applied in analysis of failures, to ascertain if sound design and fabrication methods have been used."

The application and development of monitoring and control techniques of coal mines in China is mainly described in the paper.The techniques of mine control and monitoring system have been developed as an important means of production dispatch, command and management with ever-increasing coal production and gradual raising of the level of mechanization and centralization of continuous mining. The continuous stage monitoring and control system in China coal mines has been developed from the initial single fixed plant monitoring, and the technique of computers has also been applied in the system for productive and environmental monitoring, featuring a new type of mine control and monitoring equipment of China.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

"A trondhjemite stock intrudes a volcanic sequence that has massive sulphide lenses and that is metamorphosed to the greenschist facies at Gutcher Lake, 25 km north of Wawa, Ontario. The stock is 4 km2 in plan and is partly enveloped by an aureole of chlorite-epidote-amphibolehornfels up to 1 km wide. Within this contact aureole, biotite is partly pseudomorphosed by chlorite;epidote and hornblende are mottled by chlorite, calcite, plus quartz; albite has 0% An to 8% An; and hornblende porphyroblasts have actinolite rims. The stock has chlorite pseudomorphous after biotite; and feldspar is mottled by white mica plus calcite and has a clear rim of albite. Fractures filled with quartz, calcite, ankerite, chlorite, white mica, pyrite, and native gold cross-cut the stock and its hornfels aureole. These gold-bearing veins are enveloped by foliated rocks with quartz, calcite, white mica, and chlorite that grade outward from the veins into trondhjemite or hornfels.The stock, emplaced into a submarine volcanic series, emanated heat that caused seawater to convect and formed a contact aureole of hornblende hornfels. The stock eventually intruded its aureole and this culminated with regional metamorphism to the greenschist facies. Regional metamorphism hydrated the stock and its hornfels aureole. Native gold precipitated with quartz along fractures from metamorphic flu ids in response to cooling and wallrock hydration. exploration for this type of gold deposits should focus around felsic intrusions that have albite and that have contact aureoles retrograded by regional metamorphism."

The objective of this paper is to present a practical method for calculating minimum safety factors of rock slopes with a horizontal layer of weak material. It is demonstrated that the most critical failure surface, in this case, is a bilinear surface composed of a horizontal failure surface inside the weak layer and an inclined surface inside the rock. The model presented in this paper shows that with a good approximation, the change in slope for the bilinear failure surface may occur directly below the slope crest. This assumption simplifies the calculation of safety factors considerably, because the most critical failure surface is located directly, and the trial computations for a number of failure surfaces are not necessary. Special parameters involved in slope stability analyses of highwalls in open-pit mines are discussed and, by an example calculation, the applicability of this method is demonstrated.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Introduction The design of wet grinding circuits may vary considerably according to the duty which is to be performed. Grinding machines which are commonly used in these circuits are rod mills, ball mills, autoge¬nous mills, and pebble mills while size separation machines commonly used are vibrating and wedge-wire screens, hydrocyclones, and rake classifiers. In some circuits, such as those producing feed to cement kilns, all the ore entering the circuit is discharged in a single product stream. In others, such as those operating on magnetite-taconite ores, the feed entering the circuit leaves in two or more streams. Grinding circuits in flotation plants normally include sections in which either the concentrate or the tailings from the primary flotation circuit is reground and these additional sections should be regarded as an inte¬gral part of the grinding circuit. A typical circuit is shown in Fig. 18. Problems in achieving maximum efficiency may occur at three stages: 1) At the design stage when the optimum size reduction flow¬sheet must be selected with respect to the types, numbers, and sizes of processing units. 2) At the operating stage when the correct selection of values must be made for those variables which may be altered while the circuit is off-line but which are constant while the circuit is on-line, for instance the vortex finder diameter of the cyclones. 3) Under conditions of continuous operation when changes in the circuit feed or in the mechanical operation of the circuit may cause undesirable changes in the circuit product. The first two prob¬lems are concerned with optimization, that is, with making the best choice from many possibilities, and the last with control. Optimization Problems. The main purpose of a wet grinding circuit is to produce particles with a sizing distribution which will ensure optimum performance of the later chemical reaction or physical concentration circuits, because it is on the efficiency of these later circuits that the economics of the total mineral treatment process depend. The size distribution of the product from a grinding circuit may be affected by many variables, some concerned with the arrange¬ment and operation of the machines and some concerned with the ore characteristics, and it is important that these should be recognized in the design and operation of the circuit. For instance, in a simple ball mill-cyclone circuit the variables which affect the product size even for constant feed characteristics are shown in Fig. 19. In addition, the rate, size, hardness, and mineralogical composition of the feed will affect the performance of the circuit and the product size. When the circuit contains more than one mill, both the number of choices available and the complexity of the problem are increased consider¬ably. Consequently, one type of problem which is to be solved if an optimum product is to be obtained from an existing grinding circuit is that of circuit design, and this includes arrangement of processing units and selection of those operating conditions which cannot be altered when the circuit is operating, such as mill speed and cyclone inlet and outlet dimensions. The other major problem in optimization is encountered at the design stage when a choice must be made about the type, number, and size of processing units. For instance, for a typical high-capacity size reduction operation, should two circuits each containing one rod mill and two ball mills or three circuits each containing one rod mill and one ball mill be used? Alternatively, should ball mills only be used and if so, how many, what size, and what arrangement?

Dewatering is a major operational cost at some mines. Under certain conditions, costs associated with water disposal may continue beyond the productive bye of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from examination of a number of closed underground metal mines that exhibited drainage problems. It was observed, in certain cases, that had appropriate steps been taken prior to closure, the resulting drainage problems could have been largely avoided. Reclosure steps would have involved alteration to the 'plumbing system" of the mines; i.e., the drifts and crosscuts interconnecting the mine workings. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

Improve the safety and comfort of operators of large mining equipment. Approach Develop an improved driver restraint system that is easy to use, reliable, and cost-effective, while providing increased protection in the event of a collision or rollover. The Novel Restraint System There are several problems associated with conventional lap-belt type restraint systems. Among these are: restriction of movement, lack of comfort, and fear of entrapment. Standard seatbelts become dirty and oily from lying on the vehicle cab floor and can ruin a driver's clothes. Some haulage equipment may not even have seatbelts available to drivers since they are sometimes removed during maintenance activities or as a result of vandalism. Recognizing a need to address such problems by providing a more acceptable means of driver restraint, the Bureau of Mines designed and fabricated a novel vest-type restraint system. The vest is designed to be worn during a driver's 8-hour shift and would be issued much like safety glasses, hard hats and safety shoes, thus becoming part of the operator's individual protective equipment and assuring that each vehicle has a restraint system when in operation.
