Why discuss techniques of accident prod lot on? Would it not be more useful to discuss means to reduce accidents? This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker's jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

The shaft structure being part of an underground mine, depends on programned functional duties, and on geological and hydrological conditions. The majority of Canadian metal mine shafts are in hard competent igneous rocks, which are in an elastic state of equilibrium around the excavation. Others penetrate soft sedimentary or very weak water-bearing rock formations in which the equilibrium varies from plastic to hydrostatic. Knowledge of how to interpret the underground conditions, determine acting forces and design proper structures is essential for the production and safety of the future mine.

There has been a recent interest in studying the action of anhydrous sulfur trioxide on ores to convert the metal values into a water-soluble form as a substitute for leaching by sulfuric acid. For example, Svenke1 converted the small amounts of uranium in slate ash into a water-soluble form by treating the material with SO, at about 600°C. Chao and Sun found that a variety of aluminum-bearing minerals could be sulfatized by SO, in the temperature range 400° to 600°C usually in the presence of a catalyst such as sodium sulfate. Kruse3 patented a process for beryllium recovery from the low grade ore in Utah by first reacting it with SO, at 560° to 750°C then leaching the product with water. In the present report, the action of SO, was examined in the temperature region 100°-300°C which was not investigated by those workers. Experimental Tests were conducted on a beryllium ore sample from Utah, the analysis of which is given in Table 1. It corresponds closely to a saponite ore type as given by Crocker et al. Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

With the advent of the New Global Tectonics a coherent pattern of geology is emerging. To the economic geologist this is of vital concern because the type of mineralization in particular environments is predictable. Developments in geological reasoning now take their place beside developments in geochemistry and geophysics. Much is known of the worldwide geography of the Alpine orogenic period because it is now ending its 200 million years of existence, starting with the Jurassic, and we can see the mid-ocean rises and the down flow zones, and between them the stable oceanic and continental platforms. The concepts of mantle cells, the spreading sea floor, and continental drift have gained general acceptance. The oceanographers have demonstrated the uprises like that in the mid-Atlantic. In this paper it is suggested that down flows in the oceans are marked by island arcs, like the West Indies; and down flows in the continents are marked by orogens like the American Cordillera. The number and position of mantle cells is controversial: a total of about 16 cells is suggested in this paper. Certain cells expand, and as they carry continents with them give rise to concepts of plate tectonics. Specific types of mineral deposits are associated with the uprises, oceanic and continental platforms, and down flows. The uprises are accompanied by the currently described Red Sea and Salton Sea deposits, the oceanic parts of the platform have the nodular deposits, and the continental platforms have the post-tectonic deposits. However, most economic metal deposits are associated with the down flow zones in which the stage of geosynclinal development controls the type of deposit: (1) In the initial development stage the simatic upper mantle may be tapped and give rise to the volcanogenic massive base metal sulfide deposits and to the ophiolite suite which characteristically carries nickel, chrome, and cupreous pyrite. (2) In the early geosynclinal stage sialic crust is driven down into the simatic magma of the upper mantle and basic to acidic differentiates give rise to stocks accompanied by skarn and hydrothermal deposits. (3) The intermediate stage of geosynclinal development gives rise to tin-tungsten, lithium, and beryllium deposits as the magma chamber rises above the level of the upper mantle and there is no simatic component. (4) The late stage is one of regenerated deposits. The porphyry deposits are not restricted to stages but only by the time of generation of acid magma. As the geosynclinal system dies, the mantle is again the source of magma, giving rise to gabbro and diabase dykes and sills: in this last, post-tectonic, continental platform environment are found the Mississippi Valley type lead-zinc deposits, the Blind River and Witwatersrand type of sedimentary uranium and gold deposits, and also Sudbury's nickel. The key relationship of major ore deposits generated by downflows is depicted herein on a framework of uprises, platforms, and downflows in the Alpine orogenic period. There is evidence for nine orogenic periods, of which the Alpine period is the latest, having taken place from 3500 million years ago to the present. Each period was characterized by its own worldwide mantle cell system and associated uprises, platforms, and down flows. The cycle of geosynclinal development, including corresponding cycles of mineralization, can be precisely defined in relation to each of these orogenic periods. The development of the Alpine orogenic period therefore can be used as a guide to the study of the earlier orogenic periods which comprise well known periods: Kenoran, Hudsonian, Grenville, and Paleozoic; and less well known: Konkian, Aulian, Belomorian, and Elsonian [(Table 1)]. Each name is used for the period as a whole, and not for the main orogenic event.

GENERAL GEOLOGY Coal is defined as a combustible rock that had its origin in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the somewhat unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks being returned to earth will, we hope, provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust of the earth is not completely stable, and throughout the geologic past portions of the crust have moved laterally and vertically. Even today, many coastal areas are slowly rising or sinking. More sudden earth movements are recognized by the earthquakes they cause. Throughout geologic history, rises in sea level or the sinking of the land areas have many times permitted the oceans to cover much of what are now the areas of the continents. "OPENING REMARKS Yesterday and today we have heard some very interesting papers on operating matters and some of you are probably wondering what we are now doing talking about Communications in Plant Design. Let me tell you! Before the techniques we have heard being discussed can be used, there has to be a properly operating plant. It is certainly a fact that many mineral processing plants achieve only limited success and a number of them can even be said to be failures. Some of you sitting here are probably living with operating problems that are clue to errors in the design.If the histories of these problem plants are examined, it will be found that in many cases, the necessary skills were available during the period of the plant design. There was extensive operating know¬ledge together with a full range of project expertise. Why then the failures? In a substantial number of cases it can be traced to the old, old problem of communications. As plants get bigger, money costs more and smooth startups become more important, it becomes less and less economic to fix up any design errors during plant operations.During our careers in mineral processing, nearly all of us will be involved in at least one plant design and I feel that it is as well if we understand some of these communication difficulties that can lead to a problem plant. There is little point in us being experts in mineral processing if the knowledge we have acquired doesn't somehow get incorporated into the plant.I would, therefore, like to present this short paper that mentions a few of the significant communication problems that can occur during the design of mining and mineral processing plants, together with some thoughts on answers to these problems."

As one of its projects for degasification of major panels of coal prior to mining within them, the Bureau of Mines conducted methane emission studies during development of a set of three headings 1,800 feet in a major coal panel (2,700 by 3,500 feet) which had been completely isolated by sets of main headings for 12 months in the Federal No. 2 mine (Pittsburgh coalbed) in northern West Virginia. Similar emission studies were conducted in the development of two sets of main headings in virgin coal areas nearby. Comparing the two sets of data indicated that the isolated coal panel had been degasified by approximately 70 percent.

The Bureau of Mines conducted an investigation to quantify microphone response variations that could result when the microphone is worn by a worker, as with a personal noise dosimeter, and to suggest an optimum placement and orientation of the microphone for noise exposure measurements. Previous studies have shown no significant variations in a diffuse field. This investigation, therefore, was conducted in the free-field conditions of an anechoic chamber using an anthropometric dummy as a subject, and broad band noise as the acoustic stimulus. This investigation established that, in a free field, the wearer's body does significantly affect microphone response; the response variations are a function of azimuth, and location and orientation of the microphone. Results suggest that locating the microphone on top of the subject's shoulder, oriented parallel to the body axis, should yield data comparable to that obtained using a sound-level meter.

Over a period of three years, a cooperative program in Australia has resulted in the development of radioisotope immersion probes for the on-stream analysis of mineral slurries. Two basic probe types are now available on a commercial basis - fluorescence and absorption probes - and within each type there are a number of variations so that optimum sensitivities can be obtained for elements with atomic number greater than titanium (22), thus covering most metals of interest to modern metallurgy.

Adsorption isotherms for dodecyl sulfonate on alumina were determined at 45°C and 25°C and the data was used for calculating the partial molar heat and entropy of adsorbed ions under various concentrations. Changes in OH and AS observed at certain concentrations agree with the postulate of interaction of surfactant ions to form two-dimensional aggregates at the solid-liquid interface. Values of the total OH and AS for the aggregation process calculated using the Clausius-Clapeyron equation is used to interpret the interactions of surfactant ions with each other as well as with the solvent molecules.

The design of an ore-processing plant requires a high degree of cooperation among the geological, mining and metallurgical engineers. The purposes of this section are to provide mill design information most commonly needed by the mine planners and management, and to summarize the kinds of information that must be supplied to the mill designer to enable him to provide a suitable plant. 28.1-BASIS OF DESIGN NORMAN WEISS 28.1.1-SIZE OF PROJECT The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect, a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd without major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding and processing. Hours per shift also are an important factor in design, particularly in the case of ore delivery, and the percentage lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into account. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure. but rather as an average over a calculable period, such as 10 yr, or as a specific daily capacity over the first 2 yr, next 4 yr, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 mi southwest of Tucson, Ariz., described by Weiss and Vincent.' where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. 28.1.2-EXPECTED LIFE The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis which, in turn, is based on many factors.' From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

Enthalpies of formation of three sodium titanates were determined by hydrofluoric acid solution calorimetry, The values obtained for formation from the elements at 298.15° K are -370.9±0.5 kcal/mole for Na2TiO3, -832.1±0.9 kcal/mole for Na2Ti307, and -1,510.9±1.7 kcal/mole for Na2Ti6013. Tables of enthalpies of formation and Gibbs energies of formation are given as a function of temperature both from the elements and from the component oxides for Na2Ti03 and Na2Ti307.

The acid pressure leaching of zinc-lead flotation concentrates from the McArthur River deposit, Northern Territory, Australia, has been studied in a three-stage, continuous, co-current system, using titanium reactors of 6 gal capacity. The starting pulp contained 2.7 lb solids per gal of synthetic spent electrolyte and the final liquors contained 120-125 gpl Zn. Parameters investigated included temperature (95-120°C), oxygen pressure (30-100 psi), acid addition (80-130% of theoretical), and leaching time (35-65 min per stage). Technical factors studied included mixing and pumping of feed, agitation, settling and washing and control mechanisms. The chemistry of liquor impurities, of scale formation in autoclaves and of lead jarosites in residues was studied in some detail. Results indicated that 90-93% zinc recovery could be obtained with a "low- acid" process, using 113°C and 70 psig with oxygen as the favored operating conditions. Residues contained 16-18% elemental sulphur and 15% lead, together with unreacted pyrite and gangue minerals. Pelletizing of residues was impracticable, and alternative suggestions for the recovery of lead, sulphur and silver are discussed. Preliminary estimates for plant and operating costs are given and enable some comparison to be made with conventional procedures.

The 69th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Joseph E. Ward, former District Manager, Denver Office, Coal Division, Joy Manufacturing Co. and now retired. Mr. Ward, after reading a brief biography of President O. F. "Os" Lewis, introduced him to the assembly. Biographical sketch read as follows: Mr. Lewis is President, General Manager, and a Director of Colowyo Coal Company. "Os" was born in Reno, Nevada. He attended the University of Utah at Salt Lake City, Utah, and later the Denver University in Denver, Colorado. His career in the Western Coal Industry started back in 1923 when he was employed by the Central Coal and Coke Company of Salt Lake City, Utah, as a clerk, then chief clerk and as a traveling sales representative for a period of 13 years. Later, in 1936, when that company was acquired by an affiliated company of Harris Coal Company, he was transferred to Denver as Assistant Sales Manager, Purchasing Agent and later as Executive Assistant to the President.

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau's objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems'' and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.

The general term "coal mine burp" refers to the sudden and violent failure of in situ coal. Coal bumps occur in most countries where coal is worked by underground methods, and are related to both geological factors and mining tech¬niques. Although no single set of circumstances is solely responsible for causing coal bumps, it is generally agreed that at least one of five conditions is necessary in order for then to occur: 1,2,3,4 (1) the depth of cover exceeds 500-ft., (2) the overlying strata are relatively strong and stiff, (3) the coal is structurally strong, (4) the floor does not heave readily, and (5) the mining method produces high stresses over a large area of the seam. Except for the last, these conditions relate to geological factors that are impractical to control. Consequently, methods of controlling or minimizing the occurrence of coal bumps usually are concerned with mining techniques. Coal bumps have been successfully controlled by both longwall and 'yielding pillar' mining systems 4. The longwall system is particularly effective in controlling bumps, but does not eliminate them completely, especially in strong coal seams being worked at comparatively great depths, say in excess of 2000-ft.5. Under such conditions, auger drilling or water infusion often prove helpful 5,6. These techniques are used to destress or otherwise alter the mechanical properties of the coal in an attempt to shift the peak "abutment pressure" away from the immediate vicinity of the face. Under 'normal' conditions, however, it can be expected that the coal near the face will be crushed under the prevailing high stress conditions and that the peak abutment pressure will automatically be shifted into the solid coal. In this context, coal mine bumps can be characterized as unstable releases of energy associated with successive yielding of portions of the coal seam with progressive mining. Longwall and yielding pillar mining systems are effective in controlling coal bumps because they ordinarily do not allow the zone of peak abutment pressure to become 'surrounded' by destressed coal.

Seepage runs (stream flow measurements in a short time at many points in a basin,) and stream flow records are used to locate losing areas in stream basins in the Missouri Ozarks. The terrane consists of dolomitic limestone and sandstone of Ordovician and Cambrian age. Side-looking radar imagery emphasizes variations in topography and reveals two types of drainage basin topography, rough and smooth (deeply dissected and slightly dissected basins). In the deeply dissected basins (rough ones), main streams and tributaries generally gain. In the slightly dissected basins (smooth ones), the streams lose a part or all of their flow. Logan Creek, a tributary of Black River in the southeastern Ozarks, loses much of its storm runoff and all of its dry weather flow. East and West Forks of the Black River, north of Logan Creek, gain water through most of their main stems. On radar imagery Logan Creek basin has a light uniform tone and smooth texture in contrast to the darker tone and rough texture of the East and West Forks. The contrast is due to the difference in degree of dissection. Therefore, radar imagery may be useful in suggesting gaining or losing streams (or reaches of streams).

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.
