The increased use of tunnel boring machines (TBM) has stimulated laboratory research to optimize the cutting parameters of these machines with the objective of increasing machine efficiency and penetration rate. Laboratory-scale rock cutting experiments have succeeded in identifying many of the important parameters involved in rock-cutter interaction. Although scaling factors may be required to apply the results directly, the concepts developed can be used qualitatively as design guidelines for boring machines. The Bureau of Mines Twin Cities Mining Research Center has recently developed a large-scale rock cutting device (RCD) that will simulate many of the operating parameters of the tunnel boring machines in the laboratory under a controlled environment. The results of the experiments with this device will be directly applicable to the design of TBM's.

The staff of the Hudson Bay Mining and Smelting concentrator have developed a new type of reagent feeder. Several factors encouraged the development of such a system: varying heads caused by the mixing of ores from several mines, the increasing number of flotation circuits operated and reagent feeding stations remote from the flotation operator's work area. The reagent feeders also had to be compatible with future plans for reagent control from an on-stream X-ray analyzer and computer system. The new feeder is a positive-displacement pump set to deliver a constant volume per stroke. At a remote panel, the feed rate is altered by changing the time between strokes. The feeders have been found to be reasonably trouble-free and accurate to less than 2 per cent error.

Coal mine refuse handling traditionally has been the redheaded stepchild of the industry - a problem to be ignored as much as possible. During the past few years, however, mining companies have become more aware of the potential water pollution problem associated with refuse handling and storage. Planning for refuse disposal increasingly emphasizes protection of the environment as well as economics of refuse handling. Coal companies are responding to the environmental control needs by devising new systems and adapting well-known techniques to refuse handling systems. Monterey Coal Company has operated a non-polluting refuse disposal system at its No. 1 Mine for over two years. The purpose of this paper is to describe the design considerations given to the planning of that system and the operational experience gained during its construction

Results of large-scale mining experimentation carried on in Stage II of the Anvil Points Oil Shale Research Program, Rifle, Colo., are reported. After a new adit was excavated, over 500,000 tons of oil shale was extracted during a 13-month period by a modified room and pillar method. Experiments in drilling and blasting headings, benches, and crosscuts are reported. Roof-bolting procedures, loading and hauling, and ventilation design are discussed. Results of the extensive investigations carried out by the cooperative industry group and earlier work by the U.S. Bureau of Mines indicate that mining oil shale is technologically feasible.

7.1-STABILITY OF SLOPES IN SOIL AND ROCK ROBERT H. MERRILL 7.1.1-DESIGN ANALYSIS APPROACHES The analyses of slopes in soil or rock can be made through application of soil- or rock-mechanics principles. In most cases, the material in the slope wall can easily be identified as either a soil or a rock. However, there will be instances where, because of unique characteristics, the soil may behave as a rock structure, or vice versa. By necessity, these unique cases must be identified through experience or critical observation by the engineer, because there are no definitive rules clearly establishing the differences. The most important step in a solution to a slope problem is to define it. Normally, once the problem is identified, a solution usually can be found or a reasonable estimate obtained. The design analysis of a slope wall implies an evaluation of the stresses or forces in the wall, and of the ability of the material in the wall to withstand them. Therefore, the factors influencing a design analysis can be divided into two categories: those which influence stresses, and those which influence the ability of the wall to withstand stress. For simplification, the latter is termed the strength of the soil or rock. Perhaps the basic difference between analyses for soils and those for rock is in the identification of the failure surface. Soils generally do not have an identifiable failure plane. However, some soil layers in a slope wall may have different strengths. A soil slope wall may consist of a thin layer of topsoil overlying a thick, uniform clay, or a topsoil over a gravel or other materials. Therefore, the soil generally does not have a potential plane of weakness that can be identified through observation. On the other hand, rocks normally contain planes of weakness in the form of fractures, faults, joints, bedding planes or other discontinuities weaker than the intact rock, which can be found through observation and/or tests upon rock samples. If the failure surface cannot be identified, the principles of soil mechanics should apply because, in soil mechanics, the failure surface usually is assumed. If it can be identified, then the principles of rock mechanics should apply. 7.1.2-ANALYSES OF STRESSES OR FORCES IN SLOPES All existing methods of soil-slope analysis are based upon interpetations of the Coulomb and Coulomb-Navier failure criteria, commonly termed the total-stress 2nd the effective-stress criteria (Sec. 6.1). Salt cavities have been proven to be a suitable structure for underground storage of various matters in gas, liquid or solid form. Since the technique of underground storage was developed mainly through field experiences in solution mining, a wider use of solution cavities for storage of gaseous and solid matters requires evaluation of three basic rock mechanics problems; cavity instability, boundary rock failure and surface subsidence. Cavity instability is due to the non-linear long-term creep properties of the surrounding ground media which are sensitive to cavity pressure changes associated with the storage. The cavity boundary rock failure is caused by the loss of effective confining pressure to the boundary rock media in the process of storage of gaseous and solid matters. Surface subsidence is the final outcome of the stress envelope originated around a cavity, eventually reaching the ground surface. The rock mechanics processes of instability, failure and surface subsidence are explained by using various field examples in salt domes and bedded formations. Methods of solving the problems are discussed including stress relief, stress control and computer optimization of design.

At its College Park Metallurgy Research Center in Maryland, the Bureau of Mines has installed and is operating a 5-ton-per-hour pilot plant for continuous mechanical separation of values contained in raw urban refuse. The entire sys tern was assembled using commercially available equipment. The process relies on multistage processing including shredding, air classification, screening, gravity concentration, and electrostatic separation. Compactor trucks deliver raw refuse collected along typical routes in metropolitan Washington, D.C., to the pilot plant. The loads are separated into concentrates of (1) light-gage iron, (2) massive metals, (3) glass, (4) putrescibles and waste combustibles, (5) paper, and (6) plastics. While some refinements remain to be made in the processing system flow-sheet, the data obtained to date have been highly encouraging, indicating favorable economics for commercial-size plants.

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.

Laboratory and pilot plant work on tabling of 14-mesh X 0 hydrocyclone under flow are summarized. Included are: operating principles of hydrocyclones and tables; performance of these two devices, separately as well as in combination; comparison of the combination hydrocyclone-table system with other fine-coal processing systems; and application of the hydrocyclone-table system in fine-coal circuits. The data show that the table actually compensates for the shortcomings of hydrocyclone and makes a combination table-hydrocyclone system attractive, particularly in those cases where fine pyrite is one of the major contaminants.

Processing of nonmagnetic taconites by selective flocculation-des liming and anionic flotation of calcium-activated silica has been investigated using innovative procedures as a means of improving operating costs. Areas chosen for cost-cutting evaluation were grinding, fine screening, and water conservation and reclamation. The investigation was performed on Marquette range nonmagnetic taconites in the Bureau of Mines Twin Cities Metallurgy Research Center flotation pilot plant, at feed rates ranging between 900 and 1,100 lb/hr. With fully integrated water reclamation, flotation concentrates containing 65.8 percent Fe and 3.4 percent Si02 were made in the best operating period, with accompanying weight and iron recoveries of 40 and 74 percent, respectively. During this same period, the estimated cost of both flotation and water reclamation reagents was only $0.80 per ton of concentrate (1968 pricing basis). This cost is about 15 percent lower than obtained previously at this Center for flotation reagents only. The investigation demonstrated additional potential savings in operating costs of approximately $0.96 per ton of concentrate through autogenous grinding as a substitute for ballmilling. Fine screening of intermediate concentrates was employed advantageously, but the frequency of blinding may be a factor militating against use of the screen in this flotation system.

Deep well disposal is a much used and abused term which is the panacea for wastewater disposal in some minds and creates near hysteria in others. It can be the answer to a difficult waste disposal problem, or if improperly employed, can create more problems than it solves. My purpose in this presentation is to focus on the value and limitations of deep well disposal as expressed by New York State's experience and policies. To he sure, I feel a place for such practices docs exist if adequate safeguards are utilized. I shall give a broad brush approach to New York's legislative, geologic and operational concerns and speak briefly on some case histories. I shall not delve deeply into the technological details since I am not an expert in mining exploration or well drilling.

23.1-SOURCE, POWER-SYSTEM ELEMENTS A. J. T HUM Basic considerations in providing power for mine production and collateral operations are: 1. Mining operations of any size normally use electric motors for driving all equipment except mobile service units. 2. The electricity for power may be purchased or self-generated, depending on the location, size and specific operating circumstances of the individual property. 3. The major elements of the power system will be the source, either an incoming transmission line from a utility in the case of purchased power or the power plant if self-generated. Energy for the power plant may be water, hydrocarbon fuels, waste heat or nuclear, which will govern the type of prime mover selected. 4. The electricity normally is generated in the form of alternating current and must be distributed to the points of usage. This usually requires a primary substation for transformation to suitable voltages and secondary substations at points of usage throughout the operations, The power is delivered from the primary to the secondary substations over transmission lines or cables, depending on distances, voltages and local conditions. 5. At the points of use, there will be starting and protective devices for each motor. In some instances, direct current will be needed and rectifiers of various types can be used to provide it. 6. The entire electrical system requires suitable switching and protective devices to prevent damage to the equipment in case of power failues or faults; also, in most cases, sufficient metering to establish the demand and amount of electrical energy consumed. 23.2-PURCHASED POWER A. J. THULI 1. Where public-utility or government-generated power is available, it usually is advantageous for the mine owner to purchase rather than generate. Purchased power generally will be cheaper and more reliable than operating a small generating plant except in some cases where waste heat is available as the source of energy and can be used to supply all or a portion of the power requirements. 2. If it is decided to purchase power, the owner usually must participate in the cost of constructing the connecting line from the closest existing utility line to his point of usage. If the connected load is less than 1,000 lip, it probably is best to let the utility provide the primary substation. For larger connected loads the owner can obtain a more favorable "primary voltage" rate if he provides the primary substation to receive the incoming power and transform it to the distributing and usage voltages. 3. The cost of purchased power usually is made up of a demand charge, deter¬mined by the maximum amount of power the customer takes during any 15-min period throughout a month, and a graduated energy charge for the kilowatt-hours consumed-that is, so much for the first block of energy based on the demand,

At the Scotia plant of Blue Diamond Coal Co., near Cumberland Ky., good recovery and grade can be obtained when floating deep mine coal. When the plant changes over to strip coal, flotation fails, resulting in loss of coal. A procedure was developed at the Minerals Research Laboratory in Asheville, N. C., for recovering strip coal by flotation. Laboratory results were duplicated on a batch scale at the plant. The procedure was found to be effective when tried on a continuous basis in the processing plant.

18.1-RAILROAD JOHN W. BRAUNS Conventional railroad haulage can be employed at both open-pit or strip and underground mines-in the latter case, largely for transfer of ore from distant openings to processing plants, or processed material to loading points or docks, using standard hopper cars for bottom unloading or gondolas for rotary dumping. The major application, however, is in surface mining for moving ore and/or waste out of the pit to a crushing plant or dump. Consequently, the following will deal largely with this phase of railroad operation, though the conclusions apply equally, for the most part, to other rail-type surface haulage. In surface mining, trains consisting of a locomotive and gondola or side-dump cars suitable for loading by power shovels are used. Gondolas are restricted to hauling ore as a rotary dumper is required. Side-dump cars are more versatile, carrying both ore and waste, but because of their additional dumping mechanism they are likely to be more expensive to maintain.' Also they weigh up to twice a flat-bottom car of the same capacity and. therefore, fewer" cars can be hauled per train. Standard-gage track is most commonly used. Track systems incorporate low-quality temporary track where moves are frequent and permanent high-quality track on main lines. Rail haulage can be used alone, or in combination with other surface haulage methods, thus permitting a selection best adapted to the peculiar requirements of each mining project. 18.1.1---GENERAL APPLICABILITY, CONTROLLING PHYSICAL CONDITIONS For handling rough rock, the shovel-train system is unexcelled.' The ideal applica¬tion is in a large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported over 3 mi. If. in addition, a high production rate is to he maintained, railroad haulage probably will afford a lower cost per ton transported. Grade must he relatively gentle-usually 3% uphill and 4% downhill. The greater the differences in elevation involved, the greater are the track grade space requirements; for example, a 3 c ramp out of a pit only 300 ft deep is almost 2 mi long. Main-line track locations should he selected carefully so that the number of moves during the life of the mining operation can he kept to a minimum. This applies both to the ore haulageway and that for waste. Such moves are not only expensive, but are difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semipermanent trackage. Figs. 18-1 and 18-2 illustrate typical track layouts. The effect of terrain in considering railroad haulage is confined chiefly to the initial cost of the installation. Grade construction in mountainous territory is ap¬preciably more expensive. However, if that expense can be borne, the subsequent maintenance cost of trackage will not he much higher than in areas of low relief.

Studies of the possible effect of plant water chemistry on the strength of unfired iron ore pellets apparently have not been reported in the literature. Naturally occurring soluble salts were removed from magnetic concentrate filter cakes obtained from several iron ore concentrators. Laboratory balling tests showed that unfired pellets made from these "clean" filter cakes were 50-100% stronger than the usual unfired pellets containing the salts. The fact that certain chemical additives dissolved in the water used for balling "clean" concentrates decreased the strength of unfired pellets indicates that salts in the plant process water may be responsible for lower strengths. According to chemical analyses of plant process waters at these plants, calcium and magnesium are probably the most detrimental salts in the plant circuits. It is suggested that calcium, magnesium, and other polyvalent cations in the mill process waters ion-exchange for lower-valence cations in the bentonite and thereby destroy the electrostatic-charge bonding in the green pellet. Some practical guidelines are also included for plant balling practices.

The mineral industry is an important element in the human environment and in varying degrees contributes to the general standard of living throughout most of the world, both by supplying the basic materials required for heavy industry, transportation, construction, scientific equipment, and many labour saving tools and also by its contribution to the international economy.When projecting population growth and per capita resource utilization against a finite amount of nonrenewable mineral resources, it is apparent that at some future time, if the established trend continues, the supply of industrial minerals will progressively become exhausted according to their relative scarcity and world demand.In one way or another all of nature's mineral resources are used in the sel'vice of man. Some of the products of their manufacture are essential to the survival and further development of our civilization, others are luxuries, desirable but not essential. Marine vessels are essential to maintain a flow of resollrces around the world, and as trade increases the size of the fleet will grow and the quantities of metals needed will be greater.The commodities they transport, may be used in an inefficient or extravagant manner causing unnecessary depletion which may adversely affect the activities of future generations. An example that comes readily to mind is fuel oil, the international transport of which uses a vast tanker fleet. When refined, large quantities of motor spirit are used in motor vehicles. The U.S.A. alone uses 70 billion gallons annually in the 90,000,000 automobiles in use.Much of this is used in private cars-of which there is one for every 2'3 people-for transport between home and city. Well organized community transport would serve the same purpose, conserve a scarce commodity, take some of the stress out of livingdriving in a major city can hardly be considered a relaxing experience-and minimize the problem of atmospheric pollution.Whilst man has demonstrated his great versatility...

Naturally occurring rutile contains approximately 96 per cent titanium dioxide (Ti02), whereas the product from the ilmenite reduction - aeration upgrading process, "sub- rutile", contains only about 92 per cent Ti02. Therefore, there is an-incentive to lift the quality of sub-rutile by removing transition metal impurities, in order to supply a more valuable and marketable product, particularly for the chloride-route pigment producers. Previous studies have shown that the sub- rutile residual iron content (of approximately 4 per cent) and residual manganese content (of approximately 1.5 per cent) are chemically bound within the titanium-oxygen mineral lattice, and are most difficult to remove by simple leaching methods. In attempts to improve their eventual removal, a simple process modification has been successfully investigated in laboratory scale trials. Transition metal sulphides have been formed in the reduced ilmenite by using a "sulphur-doping" technique during reduction (metallization) conducted at controlled temperatures. These compounds give rise to greatly enhanced dissolution of the unwanted transition metal constituents during the sub- sequent aeration and acid washing steps. Thus, the manganese content of the final sulphur- doped, reduced-aerated, acid washed product can be reduced by about 90 per cent to 0.2 per cent, and the iron content by about 70 per cent to less than 1.5 per cent, in comparison with those levels remaining after unmodified pro- cessing. Additions of sulphur as low as 2 per cent of the weight of the ilmenite have proven satisfactory. Preliminary studies reveal that the modified process is economically feasible. These results suggest that the sulphur content of the Collie coal char used in an unmodified reduction step must exert some influence on the eventual removal of iron and manganese during aeration and acid washing.

The Elliot Lake uranium deposits are contained in a pebble conglomerate which is similar throughout the basin. This paper compares the solid-liquid separation circuits of two nominal 3000 T/d acid leach uranium concentrates treating Elliot Lake ore. One concentrator employed rotary vacuum drum filtration for solids removal and washing, the .other used counter current decantation in torque arm thickeners. Capital and operating costs, operation and maintenance, and metallurgical performance of the two solution recovery methods are compared and contrasted. A recent development, removal of the sand fraction ahead of C.C.D. and separate sand washing in hydraulic cyclones, is also discussed.

10.1-SHAFT SINKING AND RAISING BY CONVENTIONAL METHODS VICTOR L. STEVEN 10.1.1-SHAFT SELECTION A great deal of thought and planning should go into the selection of a mine shaft to provide the most effective use over the greatest, period of time. It sometimes is better to make an additional capital expenditure in the initial shaft program to achieve the greatest overall shaft usage. It is possible to sink a shaft which could be used for mine development, and initial production and later convert it to a ventilation, service or escape shaft. It is important to consider a second shaft in the original planning to provide ventilation, an escapeway and services for overall efficient production and safety. A second shaft usually is required to comply with state and federal mining laws. The main items to consider in shaft selection are: 1. Installation from surface or underground. 2. Vertical or inclined (sec Sec. 10.1.4L for discussion of factors involved in choice). 3. Tonnage to be hoisted. 4. Size of mining equipment to be lowered through the shaft to the underground workings. 5. Amount of water to be handled in the mining operation. 6. Ventilation requirements. 7. Type of ground the shaft is to be sunk through. 8. Position of shaft with relation to ore body. After the main features of a shaft arc determined, such as vertical or inclined, shape, size, type of lining and support, compartments, and shaft. facilities (air, water, ventilation, pump lines, power cahles, etc.), then :I sinking plant and procedures should be planned. At this point it should be decided whether the company will sink the shaft with its own crews or award the job to a competent shaft contractor. Company sinking generally will cost less if competent shaft men are available. Money also will be saved in plant costs, such as for hoist, headframe, compressed air, buildings, etc., as these will be part of the permanent plant and can be used in the sinking operation. Labor costs generally will be lower than contractor construction rates. The advantage of having a contract, or is the speed of completion of the project. Contractors usually have headframes and hoists ready to move on the job immediately and have trained crews ready to complete the project in the shortest possible time. Next, the type of surface sinking plant (hoist, headframe, etc.) should be selected and a determination made whether it is to be temporary or permanent. In most cases it is less expensive to install the permanent, headframe and hoist, and use them for sinking. The type of actual sinking equipment to be used should be evaluated for the most efficient sinking cycle, e.g., mucking method, drilling method, and lining or support means. The proper cycling of drilling, mucking and lining is extremely important in obtaining the most favourable sinking costs. 10.1.2 - GROUND STABILIZATION AND WATER CONTROL Prior to the shaft-sinking operation an investigation should be made into ground-water conditions.
