This report, the 22d in a series, gives analytical data showing composition and quality of tipple and delivered samples of coal collected during fiscal year 1972. This coverage lists mines located in 20 States. Ultimate analyses are given for most of the coalbeds listed. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. The deliveries were sampled in accordance with instructions issued by the Bureau of Mines, and the samples were analyzed in the Bureau laboratory at Pittsburgh.

The most abundant fuel resource in the U.S.A. is also the most under-utilized. Proven reserves of bituminous coal, sub-bituminous and lignite constitute from 60% to 90% of our total fossil fuel reserves -- dependent upon the parameters used by the analyst making the estimate. Despite this ample supply, bituminous coal provided only 20% of U. S. energy consumption in 1967 and 1968, this dropping to 17.57 in 1971 and 1972. By 1978, according to my projections, 16.7% of the Nation's mechanical energy will come from bituminous coal. However, our energy needs are growing at such a rate that the 20.6% provided by bituminous in 1967 equalled 480 million tons while the 16.7% of U. S. consumption visualized for 1978 will require nearly 650 million tons. In order to view coal's position with perspective in this developing energy crunch, it is necessary to examine the total energy situation. To this end, I have prepared a couple of tables which you should have before you. I chose this procedure rather than slides because I would need to utilize an entire wall to make the data visible to an audience. Therefore, I refer you to the long sheet entitled "U. S. Energy Consumption - Trillion Btu - 1967-1978." As you can see from the heading, I am confining my treatment of the problem to the intermediate term. In the long run, if we are willing to pay the cost, we can do a lot of things, including the complete conversion of coal into a sulfur-free fuel.

Coal is a term applied to vegetable matter which, through geological processes of heat and pressure, has had both its physical and chemical properties changed. Because its chemical composition is variable, geologists classify coal as a rock rather than a mineral. Peat represents the initial stages in the development of coal, although not classified as coal itself. PHYSICAL PROPERTIES OF COAL The physical properties are concerned with the characteristics of coal in its natural state, or prior to its end use as a fuel. For example, the hardness of coal determines the maintenance cost on coal handling equipment; the specific gravity of coal determines the coal preparation techniques used in a cleaning plant as well as the capacity of coal bins, boats and size of cargo, and other coal storage facilities. The physical properties are, of course, dependent upon the chemical constituents that make up coal, and thus all properties are interrelated. Specific Gravity The specific gravity of a body is the ratio of the weight of the body in air and the weight of an equal volume of water. The specific gravity of pure coal ranges between 1.25 and 1.70, generally increasing with rank. The most important use of this physical characteristic is the part that it plays in the cleaning of coal by wet wash methods. The basic principle on which these operate is that the specific gravity of coals differs from their associated impurities and that there is a relationship between the velocity of the fall of particles in water and their density. Since the specific gravity of slate is around 2.5 and pyrite is about 5.0, pyrite and slate will fall to the bottom of a container filled with water more rapidly than coal. The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

"COMMON METHODS OF ELIMINATION: The four methods most frequently used to dispose of cyanide wastes are:1. Oxidation2. Dilution with water or with cyanide free wastes3. Acidification and dilution of resulting gas with air4. Alkaline ChlorinationMost operators practice a combination of the first two methods, allowing oxidation and dilution of cyanide waste in tailings ponds. Then, pond effluent is introduced to a stream for further dilution andoxidation which is expected to take care of the cyanide. This method oftreatment does work to a certain degree. Atmospheric oxidation in tailings ponds and in receiving streams chemically breaks down the cyanide radical to form carbon dioxide and nitrogen.2(CN) + 202 2 CO2 + N2The monetary advantage to this method is obvious to the operator but too frequently though, climatic conditions are ignored. Length of winter, and reduced flow of the receiving stream in summer, adversely restricts the result of this combined method. For those of us who rely mainly on dilution it would be wise to remember that 70 million pounds of water are required to dispose of one pound of sodium cyanide (1).The third method outlined involves addition of acid in a closed vessel and venting resulting gas to atmosphere with or without air dilution by mechanical means. Cost, safety and some form of secondary treatment to complete destruction of cyanide remaining in the solution usually make this method prohibitive.The alkaline chlorination method is the one most commonly accepted for treating cyanide bearing wastes since it is felt that cyanide is completely eliminated in this manner."

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

A geologic study of Mines 32 and 33 in Cambria County, Pa., was conducted as part of a methane control research program. Areas of high methane emission and roof instability are encountered which are related to the structural and stratigraphic features that characterize the geologic setting of these mines. Locally the folds trend N 20° E ±2°, the direction of the butt cleat in the Lower Kittanning coal. The face cleat strikes at N 69° W ±2° and the systematic rock joint in the surface bedrock strikes N 67° W ±2°This suggests that a directional stress oriented N 70° W produced the folds and influenced the directions of coal cleat and systematic joint sets. Analysis of SLAR indicates three directions of prominent regional lineation: N 39° E, N 31° W, and N 70° W. Little gas was encountered during development mining; large volumes of gas are encountered when roof falls. Most of the gas comes from strata above the mined coal; therefore, to control methane, roof instability must be controlled. Roof falls and high rates of methane emission are most likely where less than 30 feet of many thin layers of limestone, shale, and sandstone occurs between the Lower Kittanning coal and the next coal and in zones along the margins of a sandstone channel.

Application of the in situ recovery process to oil shale was tested during two field experiments near Rock Springs, Wyo. The results of these tests demonstrate that a self-sustaining combustion zone can be created in an oil shale body, that this zone can be moved through the oil shale, and that the process will produce shale oil. Evaluation of the combustion process by monitoring produced fluids for physical and chemical properties and volumes is described. The material and energy balance obtained is compared with a second evaluation based on extensive coring of the test area after the test was terminated. Several side results of the research are noted such as ground surface heating by underground burning and production of low-to medium-Btu gas during retorting.

Eight blasts were fired in a 2-1/2-ft bench in the Stewartville member of the Galena Limestone formation in an aggregate quarry near Stewartville, Minn. The shots were dimensionally proportional to production-size bench blasts and were about 5 to 10 percent of full scale. The effects of site, timing of initiation, and burden-to-spacing ratio were studied in a 2 x 2 x 2 factorial experiment, using three boreholes, caw;, containing a 1/2-in charge diameter of high-density ammonia dynamite, in each blast. Detonation velocity measurements indicated that the dynamite detonated satisfactorily in the 1/2-in charge diameter. The effects of the three experimental variables were analyzed by weight for the percentage of oversized material produced and for size distributions determined by screening the entire muckpiles. The bench faces were painted before each shot in an effort to determine the origin of the oversized material. The square pattern (burden and spacing = 15 in) produced finer overall fragmentation and less oversized material than the rectangular pattern (burden = 15 in; spacing = 22-1/2 in). Sites 1 and 2 were about ft apart. Although site 2 produced slightly better overall fragmentation than site 1, the amounts of oversized material produced showed no significant difference. The timing of initiation (instantaneous or delayed) did not significantly influence the overall fragmentation or the amount of oversized material produced.

Efforts were made to determine the amount of increase in the drying rate which could be obtained through acoustic treatment of ultra fine coal under various conditions, and to test the feasibility of using a rotary kiln and multitiered vibrating screens as a means for continuous drying of coal fines. Introduction of acoustic energy during the rotary kiln experiments increased the drying rates from 10-40%, depending upon the experimental condition. The use of a drying assembly consisting of multitiered vibrating screens produced better results than the rotary kiln and has definite possibilities of providing an effective means of drying coal fines in relatively large quantities.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. This manual provides instructions for installing, operating, and maintaining a protective canopy on the Galis Mfg. Co. face drill. The instructions are based upon an actual installation made in the mine on face drill model 460-S. The parts list and engineering drawings for the protective canopy are included at the end of the manual. And a discussion of some alternative design concepts is also included. The manual can also be used for retrofitting other face drills with similar protective canopies. Skilled mechanics can determine if the instructions herein would be applicable to the other face drills and can determine any necessary modifications if they are not.

Tertiary laterite is extensively developed in the Darling Range area, but there is doubt that. the high relief areas along the Darling Scarp have been peneplaned. Three distinct laterite types are distinguished which are termed transported, introduced and residual laterites to avoid ambiguity. Transported laterites are recemented (primarily) lateritic materials and introduced laterites are chemical deposits of bog iron type. Residual laterites are formed in situ from the host material which can be either decomposed bedrock or detrital' clay, and the two varieties formed from these sources are termed residual A and residual B laterites. The genetic requirements for residual laterite formation are (1) host material, (2) porosity and permeability, (3) rainfall, (4) temperature, (5) relief and drainage, (6) vege- tation and (7) time. Previous theories on the origin of laterite appear to be inadequate and incompatible with field observations. Field investigations and drilling in the Darling Range area disclosed lenticular section and thickest laterite development on slopes and thin or oc- casionally no laterite development on crests. Lateritisation is considered a surface feature and the end product of the chemical weathering cycle. 11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth's surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. Factors influencing Cost, systems available for transporting minerals, particularly on land, and methods used for comparing costs are reviewed. A case study presents comparative costs graphically for coal haulage, assumed in Queensland, by 31-6" gauge rail, belt conveyor, 120 ton road train, slurry pipeline, and transmission of electrical energy by transmission line. The effect on comparative results of alternative methods of including initial capital and capital replacement costs is considered and approximate break-even points between systems, bearing in mind the assumptions taken, are discussed.

Ontario, one of the richest mining districts in the world, is a natural storehouse for much of the earth's fresh water supply. Covering over 344,000 square miles, the surface of this Canadian Province is dotted with 250,000 fresh water lakes and is laced with uncounted thousands of fresh water rivers and streams. The southern portion of the Province, for the most part, is flat or lazily rolling farmland. This is where most of the people in Ontario live. Although it is not a major mining area, southern Ontario does possess important deposits of salt, oil, gas and gypsum. Most of these deposits are being actively worked. Toronto, the capital city of Ontario, lies deep in the southern region. Here the climate is mild and the winters are short. The total annual precipitation consists of 27 inches of rain and 65 inches of snow. Most of the major mining companies that do business in Canada have made Toronto their Canadian headquarters. There are two reasons for this. The first, of course, is money. Toronto is the gathering place of many well- known financial institutions. The second is access. Toronto lies within a few hundred miles of some of the most spectacular mining enterprises that exist in the world.

To determine the nahcolite and dawsonite content in oil shales, the Bureau of Mines compared X-ray diffraction, infrared spectroscopy, thermal methods, and a previously published method by Smith and Young based on the selective solubility of sodium compounds. The Smith and Young method and a new method based on the weight of carbon dioxide produced by thermal decomposition are recommended for determining nahcolite. X-ray diffraction and the Smith and Young method are recommended for determining dawsonite. X-ray diffraction, infrared spectroscopy, and differential thermal analysis were useful for identifying other minerals in the samples.
