In recent months, public hearings held by the Senate Subcommittee on Minerals, Materials and Fuels on the Stillwater copper-nickel complex in Montana have been reviewed at great length in the press. Although the meetings were well managed by the Subcommittee and questioning was kept in line with the aim of the hearings-namely, how can re- sources be developed in a manner compatible with the preservation of the environment-it was alarming to read the apparently uninformed and questionable arguments presented by some witnesses who were attempting to prohibit mining in the area altogether. One spokesman even went so far as to urge that mining of the area be rejected be- cause, even if the mining operation did not pollute the areas, the effluent and waste produced by the people themselves could constitute a hazard to the environment and to themselves. This, of course, would be true to a point. However, if this or similar types of reasoning were used to reject mining of a large number of orebodies in the future, how is the United States going to meet its future mineral demands and what effect could this have on the economic strength of the country? Fall of the Roman Empire An interesting article in a recent issue of Time magazine came up with a new theory to explain the fall of the Roman Empire. Claire Patterson of CalTec, during a recent study of air pollution, investigated the historical worldwide distribution of lead. As lead was a by-product obtained from silver mining during historical times, he turned his attention to studying the production of silver during those eras. He discovered a very interesting fact-that, I unless the stock of metal is continually being replenished from the mines, accidental loss diminishes a country's stockpile of silver at a rapid rate, as much as 2 per cent per year. Patterson, a geochemist, theorized that with an accidental loss rate of 2 per cent per year, if the country's silver supply dried up, the entire existing stockpile could disappear in about a century.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

"The mining and processing of mineral ores is a very old industry which is steeped in tradition. Rising demand for metals has recently forced the exploitation of lower-grade orebodies which require extensive beneficiation. The high capital expenditures involved, together with market pressures for high-quality concentrates and pellets, have forced the development of new process technologies which are heavily dependent on automatic process control. Development of suitable instrumentation has been rapid and it is being applied to mining processes today with a high degree of sophistication. The drive for higher efficiency and profitability goes on and has reached a level at which modern digital computers appear to be the only answer. However, the efficient application of a digital process computer is extremely complicated and is therefore approached by the mining industry with considerable hesitation.Some of the benefits promised by the digital computer can be obtained today by other means, which are more manageable and can provide immediate payoff. The result would be a building-block system which would utilize the digital process computer as its final component, to perform true plant optimization, free from routine chores."

Pittsburg and Midway Coal Co. has modified the German Pott-Broche process, on which patents date back to 1927, to produce on a bench scale liquid products by solution hydrogenation of coal. A continuing program of lignite solution-hydro gena-tion experiments is directed toward investigating coal solution reactions, determining favorable conditions for the solution refining of lignite by the Pott-Broche process, and investigating some of the uses for the de-ashed product obtained from lignite The German Pott-Broche process1" on which patents date back to 1927, has been modified by the Pittsburg and Midway Coal Co., a Gulf Oil subsidiary, to produce on a bench scale liquid products by solution -hydrogena-tion of coal." The objectives of the present effort are to investigate coal solution reactions, to determine favorable conditions for the solution refining of lignite by the Pott-Broche process, and to investigate some of the uses for the de-ashed product obtained from lignite. This paper is a summary of results to date in a continuing program of lignite solution-hydrogenation experiments. The coal solution reaction program has several principal aims. The first of these is to determine whether lignite can be successfully dissolved in solvents that might be practical for commercial development. The second object is to determine whether the solvents function after successive cycles of use, recovery, and reuse. It seems necessary to the economics of a potential commercial process that the solvent be recycled. Third, it is desired to learn something about the distribution of the ash constituents between cake and filtrate. The extent of ash removal is important. The nature and quantity of mineral matter passing through the filter may determine end-use marketability. For certain use applications, trace quantities of certain minerals can be objectionable, e.g., titanium and vanadium must be very low in electrode carbon for aluminum production. The Solution Reaction The coal solution Process involves an extremely complex system of chemical reactions. An initial solvent such as anthracene oil is a mixture of hundreds of different compounds with a boiling range of roughly 500" to 750°F at atmospheric pressure. The coal macro-molecule is broken down by thermal decomposition and solvent action into myriads of different compounds, some the same as those comprising the solvent. This similarity in structures opens up the possibility of production and subsequent recovery of solvent. Some solvent is inevitably lost by reaction. Regeneration of solvent was not a problem in the early German Pott-Broche plant. The coal refinery was an integral part of a petroleum refinery complex and replacement solvent was readily available. A coal refinery using lignite, however, might be isolated from other hydrocarbon processing facilities and the regenerability of solvent could be vital to the economic success of the venture. Several structural features of the solvent molecules have been cited as important to the coal solution process.'. The first of these is aromaticity of the material, the second, ability to transfer hydrogen to another molecule, as for example the ability of tetralin to transfer hydrogen and be converted to naphthalene. Finally, the presence of hydroxyl groups on aromatic rings within the molecule, i.e., phenolic character, seems beneficial. Mixtures of pure compounds have been tried by various investigators. Mixtures of o-cresol, a phenolic substance, and tetralin were found to dissolve bituminous coal better than either substance alone.3 This maximum solubility was not found with lignite." Hydrogen contributes to the reaction by hydro-genolysis and by combining with free radicals and molecular "loose ends" to stabilize the compounds formed in coal depolymerization. High boiling point, and correspondingly high molecular weight, seems to be a property which improves solution potential for coal with a given type of compound.' The maceral components of the coal appear to have an important bearing on its ease of solution. The fusain portion is quite inert to solvent action, but the an-thraxylon material dissolves quite readily.3 The hydrogenation reaction can be improved by the use of a catalyst; commercial hydrogenation catalysts having been found effective. Although cost is involved in the use of catalyst and catalyst recovery, the resulting saving in time and perhaps lowered temperature or pressure might justify their use in the solution refining process and decrease the total process costs. Apparatus and Procedure The coal solution runs were made in a 1-gal stainless steel stirred autoclave. The autoclave was provided with thermocouple wells and a transducer to permit continuous recording of temperature and pressure. The autoclave stirrer was magnetically driven, eliminating the leakage inherent with a rotating pressure seal. For runs in which a catalyst was used, the catalyst in the form of beads was placed in a wire mesh container mounted on the stirrer shaft. A control system programmed the heatup and reaction cycle. The permissible heating rate was 5°F per min because of the need to minimize thermal stress in the autoclave body. The temperature was raised at that rate until the reaction temperature was attained and then the temperature was held constant for the desired length of time. The maximum temperature seldom exceeded the average run temperature by more than 15°F.

In looking into the crystal-ball scene of minerals beneficiation for 1970 and beyond, an impartial observer becomes con- fused as to what has been done and what is possible in the way of improvements. The mining official must balance the burden which is being shouldered by the mineral industry for maintaining our environment in its pristine state on one hand, with the solid advancements made in technology and cost savings on the other hand. Then the official wonders if this is really the criterion for judging overall performance today. As a prospective engineer, Dave Bolles sees it this way: "Specialization has caused many engineers to subordinate everything to doing their job the cheapest and fastest way. In the future this won't be enough. The engineer in the mineral industry will be responsible not only for mining, concentrating and smelting, but also for the resultant wastes- the mine dumps, the tailing dams and the slag piles." GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

This paper deals with the occurrence of basic and ultrabasic rocks and their relationship in space and time to major structures of the earth. In order to introduce the paper properly, I must go back a little and try to put the subject in perspective. In the brief time that geology has been a scientific occupation, ore deposits have been grouped and classified in various ways depending on the theories that happened to be popular at the time. Some of the early scientists said that ore came from fire, other schools argued that ore originated from water. Then came the lateral secretionists and in later years the hydrothermalists led by the Lindgren school and the latter has largely been accepted as the modern concept of ore deposits. It now seems apparent that the hydrothermal school is being seriously challenged by other schools of thought. It also seems that we have reached the point where we should be willing to admit that we do not really know in most cases how the ore got to its present position. However, for practical purposes, we can classify ore deposits as to the environment in which they do occur. This is not difficult and gives the field geologist and the mining engineer something to work with and to believe in, and it gives them a basis for carrying out their field work. Introduction A close relationship exists between the geologic investigation and the stability analysis of the slopes of an open pit mine. One significant result of this relationship is that the stability analysis is no better than the assessment of pertinent geologic factors that enter into the analysis. In some slope stability problems the engineering solution becomes obvious once the geologic framework is established. In other cases, establishing the geologic framework is only the first stage in the process of analysis. However, even in these cases the geology should not be neglected once the analysis is made. The geology should be periodically reviewed when new slopes are excavated. This will help ensure that the basic assumptions for the analysis have not changed and will permit changes when new conditions are encountered. In recent years improved methods of stability analysis have been accompanied by advances in laboratory testing techniques and new knowledge of the shear strength of rock discontinuities. At the same time there have been improvements in field geological descriptions. As more experience is gained in analyzing and predicting the stability of rock slopes, the importance of certain geologic factors has become more apparent. Some of these factors were described in a paper given at the Open Pit Mining Symposium in Johannesburg, South Africa in September 1970 (I). This paper includes many of the points covered at that meeting but with additional emphasis on the significance of the major geologic structures. Other papers given at the South African symposium also considered geological and hydrogeological factors in slope stability analysis (2) (3) (4) (5) (6). This paper first describes the approach to a slope stability problem including assessment of the relative roles of field geology studies, laboratory testing, stability analyses, and continued slope monitoring studies. Next, is described a framework which has been found useful for classifying or separating the several types of slope stability problems encountered in open pit mines. The principal geologic factors in slope stability problems in rock are discussed and brief comments are made on how these factors distinguish stability problems in rock slopes from those normally encountered in soil slopes. The over-riding control of major geologic structures, especially faults, in most slope stability problems is emphasized. When Robert H. Richards wrote Ore Dressing, the famous four-volume work published in the first decade of this century, the ore dresser was still largely concerned, with the mechanical treatment of ores. Since then, however, economics have transformed him into a mineral processing engineer who must increasingly deal with closely integrated facilities designed to produce a commodity for manufacturing. Moreover, this change will grow marked as the complex low- grade ores of the future make it ever more necessary for him not only to use the best combination of pyrometallurgical, hydrometallurgical and physical separation processes, but also to integrate these processes at the mine site. Nor are economic pressures the only ones propelling the processing engineer into a new era. The ecology drive has thrown him into a new situation in which his economic base is radically altered, and it could well precipitate as drastic a revolution in his technology as that which took place when flotation was developed.

INTRODUCTION The goal of any development drilling program is the drilling of the exact number of holes necessary to adequately determine grade and dimensions of an orebody, no more and no less. This cost of development drilling represents a large part of the total development budget. Any technique which eliminates unnecessary drilling costs produces beneficial results, both to the company and to the person who can claim the savings. This high development cost factor has produced a quantity of research to develop techniques, for efficient control of drilling programs. Recent mining literature is full of articles describing methods for measuring and increasing the effectiveness of these expensive projects. The method described in this paper was developed during the latter part of a major development drilling project at the Christmas Mine of Inspiration Consolidated Copper Company in Gila County, Arizona. It was used to test the need for drilling individual holes but could be expanded to control an entire project. This technique was used at Christmas as a practical means for evaluating adequacy of drilling on an individual hole basis, and it was possible to eliminate several previously approved holes. Application of this method involves an evaluation of geological conditions present and a good bit of common sense. Projects involving large disseminated, rather homogeneous orebodies of the porphyry-copper type would be the most likely candidate for application of the technique. Discontinuous orebodies would not be amenable to this technique. The method is based on the measurement of the linear correlation between the spatial distribution of two sets of data. The Pearson product-moment correlation coefficient is used. This is a standard statistic commonly used to measure linear correlation between two sets of data. The statistical significance of the correlation coefficient at a 95% confidence level is the main criterion for controlling the project. For purposes of reference we will call our technique the "correlation method" in this paper.

H. L. HAMMERSLEY, B. C. Dept. of Mines. I would like to ask Mr. Brawner if the direction that he measured in the boreholes with the camera was referenced to magnetic north? MR. BRAWNER. Yes, it was. However, there is one problem that you may encounter if the ore body is magnetic; the borehole compass will give erroneous results. Three procedures are available to overcome this. The first one involves the use of a gyro compass instead of a magnetic compass. The second technique developed by Christiansen in Salt Lake City, is to orient the core with the use of scribing knives. The third method is to remove the compass needle and place a steel ball in the compass case. The hole must be drilled at a slight angle off the vertical. The location of the steel ball, which will roll to the underside of the hole is photographed. A borehole directional survey is then made, from which the bearing of the steel ball relative to the axis of the compass can be determined. The joint orientation is then related to this bearing at all depths. J. ROBINSON, B. C. Dept. of Mines. It was stated this morning that there have been some recent developments that give us the ability to drill horizontal drainage holes and install drainage pipes more cheaply than in the past. Would Mr. Brawner tell us some of the new developments and methods of installing these horizontal drain holes? MR. BRAWNER There are two zones in which you may be concerned about installing drains; the first is in the overburden soil, the second is in the rock. Each area requires a different installation method. If the rock is fairly massive and the holes will remain open, the simplest procedure is to use standard air track equipment or a percussion drill. At one of the mines in the Highland Valley, drains up to 300 ft. long have been installed with a percussion drill at a rate of one drain per day. The costs were in the order of $2.30 and $2.40 per foot. If the rock is quite soft, such as in a serpentine, it will be necessary to install a casing in the hole. The least expensive casing that will not deteriorate within the life required should be used. Plastic pipe or black iron pipe are commonly used. Average annual growth in consumption of primary energy in Australia over the past 10 years has been 5·5 per cent compared to a world average of 4·1 per cent.Over the next 10 years growth rate is expected to increase to 6 per cent per annum due largely to the rapid development in the mineral processing industry.By the end of the 19705 natural gas is expected to supply more than 9 per cent of Australia's primary energy market. Coal will supply 40 per cent and petroleum products 47 per cent. Nuclear energy will make its appearance but will make only a small contribution in the period.Australia has adequate reserves of natural gas and coal to supply its needs in the 1970s and beyond. However the newly developed reserves of crude oil, while supplying 60-70 per cent of requirements in the initialyears, will need regular and sizable additions if they are to keep pace with the expanding consumption. For Australia to become self sufficient in the period 1970-1990 it is estimated that new discoveries will need to approximate ten times the volume of recoverable reserves found in Australia to date.

The Bureau of Mines studied a pulsation damping device designed to smooth pulsating flow in personal respirable dust samplers. The effect on the pulsation dampener efficiency of six parameters was investigated, as follows: Volume, diaphragm elasticity, diaphragm area, center orifice area, inlet-outlet orifice area, and geometry (LID ratio). The results indicate that volume pre-dominates in determining snubber efficiency, while the other parameters become important at small volumes. Geometry has no effect on snubber efficiency. Criteria for an efficient pulsation dampener construction were obtained.

Laboratory batch and semicontinuous studies showed the feasibility of using methylene bromide and trichloroethylene in heavy liquid cyclone concentration of a Nevada brucite ore. Cyclone tests of minus 20- plus 200-mesh material at specific gravities of 2.42 and 2.44 recovered 71.6 to 74.9 percent of the MgO at grades of 95.5 and 95.4, respectively. Neither increasing the feed pulp density from 5 to 25 percent solids, nor varying feed pressures from 25 to 60 psig had any apparent effect on the heavy liquid separation.

The Federal Coal Mine Health and Safety Act of 1969 established mandatory dust sampling of coal mines according to procedures prescribed in the Mandatory Health Standards, title 30, Code of Federal Regulations, part 70, published in the Federal Register on April 3, 1970. A laboratory was established in the Pittsburgh Field Health Group of the Bureau of Mines to process the coal mine dust samples collected by the mine operators. This paper describes the laboratory and presents the equipment and procedures used in processing these samples.

To determine the retorting characteristics of a column of mine-run, ungraded oil shale ranging in size from fines to pieces weighing as much as 5 tons, a 150-ton batch retort was designed and constructed at the Laramie Energy Research Center, Laramie, Wyo. The retort vessel is 45 feet high by 11-1/2 feel in inside diameter and is supported in a 92-Foot-high steel superstructure. Mine-run shale from the Bureau of Mines facility near Rifle, Colo., assaying about 25 gallons of oil per ton, is currently being used as the test shale. To date, three runs have been completed. Results of the second and third runs are reported in this paper. The two runs considered in this report are the first of a series of nine to determine operating conditions that will yield maximum oil recovery from a column of mine-run shale. Variables studied :ire the oxygen content of the retorting gas and the space velocity of the retorting gas expressed as ft3 gas/ft3 bed/min. Oil recoveries for the two runs reported are 62.2 volume percent of Fischer assay for the run using higher oxygen and space velocity, compared with 39.3 volume-percent when less oxygen and a Lower space velocity were used.

The problem of manufacturing from sulphuric 'acid and Christmas Igland "A" phosphate, superphosphate of acceptable physical condition and agronomic phosphate availability, is directly related- to the crystallisation of a reac- tion product, monocalcium phosphate monohydrate. Two solutions to the problem, vacuum drying the superphosphate and calcination of the ore before reaction with acid, are discussed.

Chemical anchors for use in rock bolting have been produced in Australia under licence for several years. These anchors are alternatives to the more normally used mechanical anchors and give improved anchorage strengths under some conditions, although at greater cost. Considerable development during this time has resulted in an improved sausage-type chemical anchor more competitive in price, to such an extent that its use is increasing markedly. Particular-improvements allow load application up to the strength of the bolt within 2 min, reduction in cost, self-extinguishing features in the resin, improvements in manufacturing techniques, and an improved water- insensitive casing. At the same time, smaller bolt sizes have allowed reduction in resin volumes with consequent cost reduction. At this stage several aspects remain to be improved, particularly specialty anchors for specific purposes and Packaging.

The utilization of secondary titanium was determined in a study by the Bureau of Mines, and a 10-year statistical table showing supply and distribution patterns is presented in this report. Over the total 10-year period, estimated scrap consumption is larger than estimated scrap supply. Trends from the estimated data indicate that titanium is in short supply and probably will continue to be in the future. Because of higher processing costs for recycle scrap, scrap will tend to migrate to the steel and aluminum industries and to ferrotitanium production and exports. Nonrecoverable losses of titanium metal during processing was determined to be a potential area for research.

Founding of the Institute The advance of population and civilization in the U. S. moved through the woodlands of the East, and reached the edge of the great central plains about the middle of the nineteenth century. There the advance paused for almost a generation - ahead were vast reaches of prairie country, uncharted, forbidding, and populated by hostile tribes of the native Indians. The turmoil of the Civil War, and the readjustments following it, further delayed the advance. By about 1870, the Nation was becoming stabilized again, the conflict with the Indians was closing, and the pressure of growth was forcing population to resume its westward movement. In addition to geography, the Nation had another frontier: the development of its immense natural resources. Conditions of the time brought into sharp focus the need for coal, iron, steel, gold, silver, and other minerals. The application of engineering and science was necessary for the production of these minerals and their manufacture into products to meet the needs of a growing nation. The requirements of the time were eloquently expressed in a paper by AIME member Edmund C. Pechin in 1872 : We find, the world over, the most intense activity everywhere displayed in enterprises requiring prodigious quantities of iron. Railways of colossal magnitude are projected. . . . The growing scarcity of timber is compelling the use of iron in buildings; bridges of wonderful size and strength; huge ocean steamships; barges and boats for lake and river traffic; churches; cars, and thousands of minor articles of every shape and size. . . . The time has come when scientific research is to assume its true position - the day of "sheer force and blind stupidity," whose only protection is a high tariff, has gone forever . . . the physicist, the geologist and mineralogist; the chemist, the engineer, are as essential to success as the [blast] furnace itself. . . . There is no merely practical man, no matter how varied may have been his experience, or how long his practice, that will not benefit from the results of scientific investigation. That there is a growing sense of the importance of having thoroughly prepared scientific men in every department of business is evidenced by the institutions [of learning] that are springing up in different quarters, provided with
