Mercury exists in coal at very low levels; the structure of coal, the vapor pressure of mercury, and its almost universal occurrence introduce unusual problems into the analytical methods. Round-robin analyses by several laboratories, each using its own techniques, indicate that the average mercury content of coal is about 0.2 part per million. Some western coals are as low as 0.05 ppm.

A 1-year program of exploratory research, to determine the feasibility of radar exploration in advance of coal mining, has been completed. Advance detection of obstructions including faults, clay veins, abandoned wells, and pyritic concretions would improve the safety and efficiency of mining. Initial calculations based on laboratory tests of the RF electrical properties of bituminous coals indicated feasibility; radar waves at frequencies below 100 MHz should be detectable through tens to hundreds of meters of coal and be well-reflected by clay, pyrite and metal obstructions. Using a proprietary, experimental, VHF short-pulse "mining radar" system, two cycles of field testing and equipment improvement were completed. Measurements were made in three bituminous coal mines, a quarry, and a salt mine. Comparisons were made with ground-penetrating radar equipment developed by others for salt dome exploration and for military tunnel detection. The proprietary mining radar equipment and techniques used were found to be the most effective known for coal exploration, but further improvements are needed; one major problem in all systems is interfering clutter signals arising in the equipment and from mine room reverberations through leakage coupling of the antennas to the air. Nevertheless, several practical goals have been achieved: excellent radar reflections were received and identified through up to 30 feet of coal; reflections from a wet, abandoned drill hole were identified by their polarization property and detected at distances up to 272 feet, and mine-wall reflections were detected at distances up to 735 feet (both through salt); propagation through and reflections from large vertical clay veins in coal were demonstrated; experimental results agree reasonably well with theory. The results and experience gained during the project affirm the feasibility of the method. They also provide a firm basis for the development of a practical radar technology for exploration in advance of mining. No Subject Inventions, as defined in the contract, were made in the course of this work.

The basic research program of the Scientific Coal Research Institute at Ostrava - Radvanice into the problem of geophysics has been influenced by the specific nature of present urgent geo- physical problems in mines and directed to attain higher grade of effectiveness, safety, and overall economy in mining activity. The research has been divided into two basic trends: Seismoaccoustic research deals with questions pertaining to safety in mining especially when work is in coal seams under "heavy roofs", i-e., thick beds of sandstone prone to rock bumps and characterized by caving. Methods have been developed with the definite aim to determine the time and space prognosis of critical states of tension in the rock mass when stability is disturbed as a result of mining activity. Seismic research is directed towards the determination of detailed structural and tectonic elements of the internal geological formation of the Carboniferous rocks, the establishment of continuity or tectonic faulting of coal seams, and the evaluation of magnitude, shape, and time changes in the rock mass surrounding the mine workings. The measurements have been applied either from the surface or in the underground workings according to the specific nature of individual problems. Satisfactory results have been obtained in some branches of this research, other branches being still in the stage of development. Remarkable results have been achieved in the development of seismoaccoustic methods designed to establish the time prognosis of dangerous dynamic phenomena accompanying the process of strata deterioration above the worked longwall face. The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

Thermodynamic properties of indium oxide (In203) have been studied with a high-temperature galvanic cell employing stabilized zirconia electrolytes. In the temperature range 790° to 1,230° K the free-energy change for the cell reaction 21n(1) + 3Cu20(c) = In203(c) + 6Cu(c) together with the standard free energy of formation of cuprous oxide gives the standard free energy of formation of indium oxide from the elements as ?Gf° = -218.78 + 75.34 X 10-3T ±0.7 kcal/mole. A third-law analysis yields the standard enthalpy of formation: ?Hf°298.15 = -221.5 kcal/mole.

This volume constitutes the final report for the Rescue Subsystem portion of the Coal Mine Rescue and Survival System program conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated Jung 17, 1970). The program was directed by the Special Systems Department of the Westinghouse, Baltimore, Maryland facility. The basic objectives of the CMRSS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major- sources: the Request for Proposal from the Bureau of Mines and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering (NAE).

Under the name given to this column, I almost feel obliged to write about some aspect of grinding, but I have decided instead to comment on the future of chemical processing. In recent years, I have seen a tremendous interest in extractive metallurgy develop among undergraduate and graduate students at the University of Utah. For example, of the 12 graduating seniors this year, over half seem to prefer extractive metallurgy to physical metallurgy. In particular, they seem to be most interested in hydrometallurgy, or chemical processing, obtaining industrial exposure to the phenomena they study via part-time employment at the Kennecott Research Center and the USBM Metallurgical Center in Salt Lake City. The stimulus has been generated by society itself. Many students are dedicated to the proposition that new technology can circumvent the destruction of our environment, a concept which provides considerable motivation. At the governmental level, the recent concern for the quality of our environment has created action in the area of chemical processing both through imposition of stringent air and water quality standards, and through increased funding for technological research in this area. The National Academy of Sciences (NAS) gave impetus to this movement when it pointed up the need for development and support of such disciplines as extractive metallurgy, particularly chemical processing, in a recent report on Mineral Science and Technology. The recommendations in the NAS report have prompted governmental action on many fronts, including the Bureau of Mines, and have also given rise to direct legislation in the form of two bills -H. R. 3492 and S. 635- presently before Congress to a mineral engineering education. The report recommends that chemical processing technology (more generally extractive metallurgy) be developed by both new engineering techniques and unconventional chemical techniques such as application of the chemistry of nonaqueous liquids to mineral systems.

"Seam gas flow in coal mines takes place through a medium which has both capacity and resistance and can therefore be expressed in terms of the basic diffusion equation, provided that the characteristics of the system can be adequately described. It may be possible to lump the variations from point to point in a seam together as an effective diffusivity. The paper discusses the characteristic flow-time patterns for various types of openings and the particular features of coal and seam which influence the diffusivity.Two field experiments are described in which gas make to a heading and to a borehole were measured in a mine for which considerable data on coal sorption properties were available. Incremental gas flow measured from the borehole experiment predicted the actual flow from the heading measurements remarkably well. The effective permeability adjacent to the face was much higher than expected from the properties of the coal. The incremental flow measurements to a horizontal (in-seam) borehole showed a striking picture of advancing 'relaxation' behind the face which is not discernible by other experimental means."

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

If you don't know a gauss from a grasshopper, you may be better off than you, think, particularly if you're an ore dressing engineer charged with the responsibility of selecting magnetic equipment for minerals separation and beneficiation. Gauss is a unit of measure for a magnetic field. It indicates the number of imaginary lines of force per square centimeter or per square inch radiating from a magnet. In discussing the strength characteristics of a magnet, we have come to speak of a magnetic field of 800 gauss, for example, meaning 800 lines of force per square centimeter. Gauss became the standard for selecting drum type separators many years ago under an arbitrary set of circumstances. The standard has continued to this day even though magnetics applications engineers have long considered it inadequate. The configurations of the older gauss meter were such that the most accurate and convenient readings on a drum type separator could be made at distances greater than one inch. So, an arbitrary distance of two inches was established and that two inches became the standard. Since then, it has become commonplace to specify magnetic strengths for drum separators according to average gauss readings at two inches; for example 500 gauss average at two inches, 750 gauss average at two inches and so on, even though gauss readings at two inches have much less to do with the separating and beneficiating function of a given application than was formerly believed. The standard was adopted as a means of gauging the strengths of electromagnetic drum type separators, for they were the only ones around at the time. These machines were usually designed with no magnetic considerations other than that the material to be separated should be agitated vigorously and the magnetic fields should be deep and strong. Drums built this way performed well enough, so it seemed logical to measure their magnetic strengths. Hence, gauss at two inches. Now, new improvements in magnetic techniques have made average gauss measurements at 2 inches positively obsolete.

A factorially designed, hydraulic fragmentation experiment using a high-pressure water jet was conducted on concrete blocks. Three levels of pressure, standoff distance, and impact angle and two levels of traverse time and surface condition were used. Three variables were measured: depth of penetration, volume of material removed, and width of slot. Three stepwise linear regression equations were developed from the jet parameters and the physical properties of the concrete. The three basic equations, describing the significant jet parameters and physical properties, were developed into 15 predictor equations, five for each variable investigated. Direct regression equations were also developed for each variable investigated to show the result of increasing or decreasing each significant variable. Energy efficiencies were developed for the experiment and for each significant factorial variable.

Bureau of Mines engineers examined the chemical and biological treatment of sewage water designed in one case for reuse and in another for subsurface injection. In the first case discussed, approximately 6 million gallons per day of sewage are treated by the activated sludge process followed by tertiary treatment that includes ion exchange. The renovated water is used in the industrial complex. Liquid industrial waste is sent to a waste disposal facility where it is treated for injection into a deep subsurface formation. In the second case, a community of 3,000 people is using a lagoon sewage treatment system followed by subsurface injection of t- treated effluent. Subsurface disposal is used to avoid growth of algae and weeds in a nearby lake to which the treated effluent was originally discharged. The renovation of municipal water for reuse provides a source of water for industries in a semiarid region and may also provide a source for domestic use in densely populated regions where domestic water requirements have priority over industry needs. In addition both waste treatment systems provide examples of the use of subsurface waste disposal to avoid pollution of surface streams.

The world's population by 2000 A. D. may approximate 6.5 billion and the United States' 304 million. South Asian population increases between 1970 and 2000 A. D. will be triple the projected population of North America. Such anticipated dramatic and probably traumatic increases in world population yield grave concern for the standard of living in the world and the United States. The people of the United States currently consume 32 percent of the world's energy and similarly large percentages of the world's mineral raw materials. With only 6 percent of the present world's population and slightly smaller percentage by 2000 A. D., much expanded world-wide production of energy and raw materials will be required to maintain even a standstill living standard. A minimal 2 percent increase per year in the standard of living in the United States and a 4 percent increase elsewhere in the world, beyond the demands of the estimated population increases, suggest the magnitude of the increased need for energy-mineral raw materials and the possible crises the world will face in these areas by 2000 A. D. Mineral engineers and scientists with broad educational backgrounds will be required in greatly increased numbers to help alleviate, and possibly avert, expected energy-mineral raw materials shortages of the next millenium. Explorationists, mineral engineers, commodity economists, environmentalists, city, county, state, and federal mineral materials planners and coordinators, and metallurgists will be among those most needed. AIME membership in the second century of the Institute's history will contribute directly to this personnel pool.

Early this year at the University of Arizona in Tucson, a survey was made of student opinion about the minerals industry. Over 100 of the three page questionnaires were completed and these were analyzed by the following categories: 40 Mining Engineering students, 20 Geological Engineering with 2 Geophysical Engineering students, 15 Geology students, 7 Metallurgical Engineering, 26 Underclassmen, 29 Graduate students and a composite of 84 total students. Not all of the results of the survey were predictable. After graduation there is a strong preference toward going to work in the mineral industries. The next most popular options, but trailing the first choice greatly, was graduate work or employment in another industry. A smattering of other choices were for teaching, government or research. None checked the box for drop out.

The diflerential movement of solid particles through solid-liquid suspensions is very important to many branches of engineering. The flow of suspensions around immersed bodies is mainly of a turbulent nature. Problems are encountered when attempts are made, as is the general practice, to extrapolate the velocity and resistance relationships of Newton, pertaining to Newtonian systems, into non-Newtonian solid-liquid suspensions. The conventional velocity and resistance relationships for turbulent flow in fluids when applied to suspensions, do not take into consideration the two very important variables: suspension particle size and solid volume fraction. A study of the effect of suspension particle size (dgb) on the velocity of falling balls leads to the concept of a critical particle size (dgc) at which the suspensions will be Newtonian. This leads to the classification of static suspensions into two types: suspensions consisting of particle of diameter dgh > dgt, and those with dgh, < dgr. Separate velocity and resistance equations for these two types of suspensions have been proposed, taking into account both the solid particle size and solid volume fraction. The agreement between the velocities predicted from the proposed equations and the measured velocities, confirms their validity. The resistance force offered by suspensions to the movement of immersed bodies has been calculated from the proposed equations, and the effects of suspension particle size and solid volume fraction on the resistance force and velocity have been examined. The movement of immersed bodies in solid-liquid suspensions is of great importance in many areas of engineering such as minerals processing, oil well drilling, suspension flow in pipelines, and hydrometallurgy. A number of mineral dressing processes deal essentially with the movement of solids in suspensions—in particular, classification, thickening, filtration, ore washing, and gravity concentration—thus a study of the fluid characteristics of suspensions is of theoretical and practical interest.&apos; A rigorous analysis of the mechanisms of momentum transport of a solid-liquid system is complex indeed. The rheological properties of the suspensions deviate from those of liquids, varying, for example, with density, solid volume fraction, size and shape of the solid phase of the suspension, and with the density and viscosity of the liquid phase. The flow of suspensions around immersed bodies is mainly of a turbulent nature and hence studies of the turbulent flow characteristics of suspensions are of par- ticular importance. Problems are encountered when attempts are made to extrapolate the velocity and resistance relationships of Newton, pertaining to Newtonian systems, into non-Newtonian solid-liquid suspensions. Due to the numerous variables present in a suspension, certain limitations and assumptions become necessary in order to produce quantitative relationships for predicting their effects. The solid particle size and the solid volume fraction are two of the more important variables. By comparing the measured and calculated Newtonian velocities of falling balls in simple static suspensions, the existing velocity and resistance relationships have been modified to take these variables into account. In order to keep the study less complex, all other variables such as the characteristics of suspending liquid and shape of the particle are maintained constant. Objective The objective of the present investigation is to modify the Newtonian velocity and resistance equations in order to take into account the suspension particle size and solid volume fraction. Low-temperature heat capacities, high-temperature enthalpy increments, and the enthalpy of formation at 298° K were determined calorimetrically for vanadium subnitride (VN0.465). The low-temperature investigation gave S°298.15 = 6.379 ±0.005 cal/deg mole, and a combustion calorimeter investiga¬tion provided ?Hf°298.15 = -31.80 ±0.60 kcal/mole. The two quantities were combined with the high-temperature data to give standard values of enthalpies of formation and free energies of formation above 298° K. These and related thermodynamic functions were tabulated to 1,800° K. Similar data are included in the range of 298° to 1,600° K for the mononitride, VN.

The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers&apos; pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

It is a very great pleasure indeed to participate in this interesting and important seminar. My two visits to Australia in the past have been extremely pleasant and this one is equally so. My task is to tell you what has been happening in the United States, in these past few years especially, in regard to the management of our air resources and to present in some detail the difficulties we in the copper, lead and zinc smelting industries have been experiencing. The sudden upsurge in interest in air pollution in the United States is a strange phenomenon indeed - strange because we&apos;ve had air pollution a long time, just as long as there have been large cities using fossil fuels for heating purposes. And the problem has been studied for quite a long time. As early as 1919 studies by the U. S. Bureau of Mines were done in Salt Lake City, where I .live. In the winter of that year extensive measurements were made of airborne particles - dust and smoke. The average concentration of particles found was 870 micrograms per cubic meter of air. A very large number compared to levels we find today. A microgram of course is a very small unit, one twenty-eight millionth of an ounce. A fine human hair two inches long weighs about 100 Micrograms.

The Bureau of Mines conducted compressive strength tests on model pillars of selected rock types with each pillar containing a critically oriented plane of weakness. The objective of these tests was to determine if a significant increase in the strength of the model pillar could be obtained by either (1) installing tensioned rock bolts through the pillar and normal to the plane of weakness, or (2) wrapping tensioned steel wire ropes around the pillar at uniformly spaced intervals along the pillar. Equations based on Coulomb&apos;s failure criterion are developed to predict uniaxial compressive strength of model pillars that are either rock-bolted or wire-roped. Laboratory compressive strength tests on unbolted and bolted model pillars of sandstone, marble, Indiana limestone, and oil shale containing a plane of weakness oriented at 45° showed that the bolted pillars are stronger than the unbolted pillars by 84, 31, 52, and 28 pct, respectively. Laboratory compres-sive strength tests on nonroped and roped model pillars of Texas limestone, sandstone, and granite containing planes of weakness showed that the roped pillars were stronger than the nonroped pillars by factors ranging from 1.01 to 2.41, depending upon the angle of the plane of weakness and the rock type. Rocks with a low Young&apos;s modulus benefited most by the wire-roping technique.

A joint statistical report released by the U.S. Department of Commerce and U.S. Securities and Exchange Commission indicates that business investment in new plants and equipment is expected to total $81.8 billion during 1971. This figure is based on the findings of a survey conducted in late April and May and reflects about a 1 ½ % decrease in investments from the $83.1 billion projected in February. Mining, on the other hand, is still in a bullish mood and is expected to spend $1.99 billion in 1971 compared to $1.89 billion in 1970 and $1.86 billion in 1969. Based on figures quoted above, mining investment in 1971 should show a 5.2% increase over 1970. Carl E. Bagge, president of the National Coal Association, was the dedicatory speaker at the new Milton R. Young Station of the Minnkota Power Cooperative in North Dakota. This new power plant incorporates many innovations which have overcome the problems of using the low-cost lignite abundant in the area. According to Bagge, this development and President Nixon&apos;s recent request for an extra $10 million for coal gasification plants is helping the region lead the way in providing for the power needs of the future. He also maintains that gasification of coal can reconcile coal consumption with the demand for cleaner air, and also assure the nation of adequate pipeline gas.
