INTRODUCTION The Japanese dependency for mineral raw materials from foreign sources increased rapidly within the 20 years since the Korean war. During this 20 year period Japan has attempted to industrialize and develop her economy while depending mostly on heavy import of nearly all kinds of mineral raw materials. She has fabricated them using energy generated mostly by mineral fuel that are also imported. Fabricated goods are either used domestically to accelerate more fabrication industry or exported after adding more refinement or fabrication. In this paper iron ore as a major raw material for the Iron and Steel industry, three major base metals, copper, zinc and lead, and petroleum as a major energy source have been selected as examples to represent the general features of various kinds of mineral raw materials that are imported. Among other important mineral commodities for which Japan dependa upon foreign sources are: Aluminium, nickel and cobalt, potash and phosphorous 100 percent dependent and tin, tungusten, chromium and molybdenum over 95 percent dependent. IRON ORE Statistics for the important iron and steel raw materials, namely iron ore, coal and scrap iron are shown in Tables 1, 2 and Fig. 1. Iron ore is by far the most important and basic among these three commodities. There has been practically no steel or iron imported as a metal into Japan during this period. Iron ore, including aggregate such as pellets, and metallurgical coal are mostly transported in large ore cargo boats to the port where very efficient port facilities unload them directly at the steel mill site. This report is mainly concerned with the modification and development of a users manual for the Open-Pit Materials Handling Simulator (OPMHS) developed at Penn State. Model Modifications included the introduction of a free-format input, the application of a Weibull random generator, facilities to stochastically simulate shovel-dragline operations, and routines to increase the flexibility in making truck assignments. At the same time, core storage requirements and execution times were minimized and all P.S.U. conventions were removed to allow operation on other computing systems.

Average production from longwall mining operations in the United States has risen from approximately 800 tons per shift in 1980 to over 4,600 metric tons per shift in 1999. Such a large increase in production has the potential to generate significantly more dust. Previous NIOSH research has shown that, on average, respirable dust levels generated by the shearer accounts for 50% of the airborne dust generated during longwall mining. Ventilating air and water are primary controls being used in an effort to reduce longwall dust levels. Longwall operators are applying more air and water than ever before and have expressed concern over reaching maximum practical limits for these controls. Full-scale laboratory tests are being conducted to evaluate the impact on shearer-generated dust levels for changes in face air velocity, water quantity at the shearer, water spray pressure, spray system design, mining height and cutting direction. Results of this research should identify the most appropriate control levels for various operating conditions. When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis' when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps. This crisis was a clear demonstration of the dangers of the dependence of the United States on imported petroleum, and of the Nation's vulnerability to the actions of the oil exporting countries. Uranium miners have been shown to develop lung cancer in direct proportion to the time of exposure in the mine and the concentration of radioactivity (cumulative working level).1 Radon gas is continually evolved from the uranium ore, but because of its shoe half-life, 3.82 days, it is soon decomposed into particulate daughter products, which along with the dust in the mine, become deposited in the miners' lungs. At present, massive ventilation is the only effective method of reducing the radioactivity concentration in the mines. However, the Bureau of Mines is evaluating the possibility of using coatings on the mine wall that will have sufficiently low permeability to radon that the gas will decompose into the particulate daughter products before it can permeate the coating. Permanently trapped in the coating, the daughter products would be prevented from dispersing in the mine atmosphere. Lawrence Livermore Laboratory was asked to aid in this investigation. The direct determination of radon permeability is more difficult than that of the other noble gases because of the short half-life of the gas and radioactive contamination of the apparatus. We felt that it should be possible to estimate radon permeation coefficients from other noble gas permeation coefficients. It was noted that the log of the diffusion constants for helium, neon, argon, and krypton, as reported by Meares2,3 plotted to a straight line-against the square of-the gas molecularddia meter. The log of the permeation coefficients also plotted to a straight line against the square of the gas molecular diameter. Thus, by determining the permeation coefficients of such gases as argon and krypton through various films and coatings, it appeared likely that radon permeation coefficients could be estimated. In addition we felt it should be possible to find some relationship between polymer structure and he noble gas permeation coefficient that would aid in the selection of coatings materials as radon barriers.

The Broken Hill orebody ,occurs in the Willyama Complex, a block of Precambrian rocks which have been strongly folded and metamorphosed at moderate to high grade. Although -the origin of the silver-lead-zinc mineralization remains obscure, recent investigations have substantiated the view that the orebody has undergone concomitant high grade metamorphism with the enclosing wallrocks. The mesoscopic structures produced by this metamorphism are described, and the possible processes Telating to their formation are disoussed.In the high grade ore, metamorphic structures which can be recognized are foliation and lineation, wallrock fragments, layering, flow folds, ore breccias, and sulphide bearing veins. These structures can be related to processes involving plastic flow and fluid phase transport of the mineral assemblage. 'In areas of low grade mineralization adjacent to high grade ore, the structures more closely resemble those produced in -the wallrocks-foliatlon, lineation, layering, folds, and sulphide injections. Within areas of high grade ore, lenses and pods of manganese silicates Probably represent original inhomogeneities in the ore, i.e., portions of manganese-rich and sulphide deficient rock which have been metamorphosed to manganese silicates.From the structures displayed, a sequence of events has been established for the plastic flow of ore during deformation.

Hard rock mining has grown in importance in the Yukon Territory during the last 10 years while Alaskan hard rock mining has declined. One asbestos deposit in Alaska is dormant, but an asbestos deposit 55 miles to the east in the Yukon Territory is being mined by the Clinton Mine Div., Cassiar Asbestos Corp., Ltd. In this Bureau of Mines report, the economics of mining in the two locations were derived using the Clinton mine as a model. Both deposits were assumed to be of equal size and mined by similar methods. Conventional open pit mining and processing methods were assumed, and capital and operating costs were derived using flowsheets and standard costing methods. The estimated cost for the mine, mill, and support facilities in Alaska was about 30 percent more expensive than that in the Yukon Territory. The higher labor rates in Alaska were the primary contributor to the higher construction costs; freight rates added only slightly to the total costs. Approximately two-thirds of the additional annual costs of operating in Alaska were for wages and fringe benefits. The price required for the Alaskan asbestos fiber was $356.65 per ton compared with $287.44 for Yukon fiber, plus or minus 20 percent. A 12 percent discounted cash flow rate of return, 100 percent equity financing, and a rapid writeoff of assets were assumed.

An economic evaluation was made of the Bureau of Mines incinerator residue separation process to update the one published in 1971 to a mid-1.974 cost basis. This evaluation includes a modification of the glass-recovery operation used In the original plant design as well as a unit to bale the ferrous scrap product before shipment. Products from the plant are ferrous metal, aluminum and copper-zinc scrap, and a mixed-color glass cullet. 1. Domestic Production and Use: In 1974 twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 64% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 24%; Northern States, 33%, and other Southern States 11%. Output of primary metal in 1974 was valued at $3.4 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1974, building accounted for about 27%; transportation 19%; electrical, 13%; packaging, 15%; and consumer durab1es, 9%.

"Mattagami Lake Mines Ltd operate a zinc-copper mine with an annual output of about 200,000 tons of zinc and 30,000 tons of copper concentrates. Zinc concentrates arc shipped to a company owned smelter in Valleyfield (a distance of 690 miles), for Export to Quebec City and also to Josephtown, Pennsylvania (1,060 miles, Figure 1.)The protection of concentrates in open gondola rail shipments has been a matter of concern since operations commenced. Considerable financial losses did occur at times because of wind erosion. Operating difficulties were also encountered by customers because of excessive moisture accummulation in the concentrates. Test shipments made in 1969 established the magnitude of losses in open cars. The results and subsequent investigations at our mines and elsewhere confirmed that load protection is an economic necessity.Many types of covers were experimented with, more or less successfully. In 1972 we agreed on a joint program with Dupont of Canada Limited. A new type of cover was developed by early 1973. It has been in use since, undergoing several improvements as experience accumulates."

The use of sulfur combined with either sand or waste copper tailings was investigated by the Bureau of Mines as a substitute for a good graded aggregate in asphalt paving materials. The research was part of a utilization program to develop meaningful uses for a projected oversupply of sulfur. Many sections of the country lack good aggregate for paving but do have available sources of sands and sulfur. The development of paving mixtures of desert sands or tailings with sulfur and asphalt was accomplished in the laboratory and tested by laying small paving test sections. Three types of material were studied for use with the sulfur and asphalt. They were (1) a concrete sand similar in gradation to river or beach sands, (2) desert blow sand, and (3) waste copper tailings. Desert blow sand and waste copper tailings are much finer than concrete sand. Mix designs were established for the three types of materials, sulfur, and asphalt used in the paving materials. The best mix designs were as follows, in weight-percent: 80.5 concrete sand, 13.5 sulfur, and 6 asphalt; and 77 either blow sand or tailings, 17 sulfur, and 6 asphalt. Small-scale testing showed that these mixtures were suitable paving materials but would require specialized equipment for transporting and laying. The chemical modification of sulfur to obtain properties that would allow placement of these materials with normal asphalt paving equipment was studied. Results indicate that reacting sulfur with dicyclopentadiene before adding it to the paving mixture was effective in modifying the sand-sulfur-asphalt paving so it could be placed and rolled with conventional equipment.

Late in 1974 at a meeting with the Cedar Coal Company in Chelyan, West Virginia, a very definite requirement for an automatic heat sensing fire suppression system for the type coal augers used in their mine was revealed. Several fires had been experienced, and while equipment loss was a consideration, operator safety was also a concern. As of that date no one had developed an automatic system specifically for fire suppression on coal augers. II. EQUIPMENT DEVELOPMENT As a result of the above meeting, an unsolicited proposal was made to the Bureau on March 1, 1975, and a contract was issued to provide the following services: A. Determine and define fire hazard problem on Compton Coal Auger. B. Modify or otherwise mike a Lease "AFEX" system suitable for protecting the fire hazard area developed in paragraph "A". C. Make installation of "AFEX" system. D. Monitor installation for reliability for a period of 90 days after installation. C. ConJurt a simulated fire test to determine effectiveness on system.

Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

Coal, America's most abundant fossil fuel, is expected to play a key role in our pursuit of energy independence. A substantial increase in coal exploitation will be required if we are to fulfill our future energy needs. It is essential that new developments continue if stable coal prices are to be achieved and maintained. The challenge of the mining industry is to continue these developments in the face of problems related to increasing labor costs, inflation and environmental restoration. With expectations of increased activity in surface coal mining, the U.S. Bureau of Mines has authorized this study to determine the preliminary economic and technologic feasibility of underspoil haulage in area strip coal mines and to identify geologic and geographic areas where such a system could be used. These objectives were met by literature search, data-gathering visits to several active area strip mines and by analyzing various haulage systems that were superimposed on three model mines. Potential advantages of such a system include: 1) improved mine design; 2) lower mine operating costs; 3) improved land reclamation; 4) lower manpower requirements; 5) lower mobile equipment requirements; and 6) smaller, less sophisticated maintenance facilities.

As a consequence of the Coal Mine Health and Safety Act of 1969(PL91-173), the Bureau of Mines (BOM) entered into a contract with Ocean Energy Inc. (OEI) to develop, fabricate, install, and evaluate a permissible lighting system for use on a longwall coal mining operation. The program schedule is shown in Figure 1.1. The proposed regulations are contained in Appendix A. The initial part of the program involved a survey of existing longwall lighting practices in Germany and England and an evaluation of a variety of lighting components on a mockup of a longwall mining operation that was fabricated under this program. Visits made to German and British mines uncovered major differences in lighting level requirements, permissibility aspects, size, and operating constraints which identified wide disparities and essentially eliminated from further consideration any known imported lighting devices for meeting the higher lighting levels and standards proposed for US coal mines by the Mining Enforcement and Safety Administration (MESA). The longwall mockup provided use¬ful information regarding the amount of illumination required, physical size and shape of lamps, light distribution problems, cable routing, use of connectors, signaling, glare, and other important factors unique to the lighting of low coal longwalls.

This report is an engineering-economic evaluation of alternate methods of handling the parting between two coal seams. It consists of evaluations of parting stowing techniques applicable in a representative, thick seam western United States mine. Methods are examined for their potential implementation, and an estimated operating cost per yard of material moved is developed. The methods are of two categories castback or haulback. Haulback methods use truck haulage except With scrapers, and the castback methods are a direct stowage with no intermediate haulage equipment. Possible equipment combinations include draglines, shovels, hydraulic backhoes, bucket wheel excavators, scrapers, and front end loaders. The purpose of this report is to evaluate the effective competetiveness of the various alternatives.

The Coal Mine Health and Safety Act of 1969 legislated maximum dust levels for the working place. As the law was implemented, extensive efforts were undertaken to provide the technology necessary to control dust generation. One approach to dust control was the use of high expansion foam in place of the usual water sprays on coal cutting equipment. At the time of the act, high expansion foam had already seen considerable testing for the suppression of dust in underground coal mines. Work by MSA, several coal companies and the Bureau of Mines itself had provided data which showed foam to have some merit as a dust control mechanism. It suffered in a few areas, however, which limited its practical application. Its principal difficulty was persistence which hampered operations due to foam buildup, but problems were also encountered due to equipment size and form.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

This report (rind related Appendices) provides a description of the functional design specifications and related rationale for development of a training system for dragline equipment operators. Phase I activities involved a delineation and detailed analysis of specific behavioral requirements for successful dragline operation. Following the field data collection effort, job/activity/task descriptions were formulated into training requirements which can be achieved by a trainee with training hardware having specific functional capabilities. The training system analysis integrated the training requirements and the trainer functional capabilities into recommendations which configure a total training system. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.
