In 1986 and 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the nine separate parcels that comprise the 4,330-acre South Warner Contiguous Wilderness Study Area in order to evaluate their identified mineral resources. The nine parcels are along the east side of the South Warner Wilderness. They are, from north to south, the Granger, Milk, Cottonwood, Owl, Hornback, Eagle, Emerson, Barber, and Van Riper parcels. The Wilderness Study Area is underlain by basaltic, andesitic, and rhyolitic volcanic rocks and by sand and gravel deposits. Low-grade metamorphism is widespread in the volcanic rocks, with quartz, zeolites, datolite, chlorite, and calcite locally abundant in veins and amygdules. The rocks have been displaced by the mountain-front Surprise Valley fault and by crosscutting high-angle faults.

Research objectives were to determine the reasons for erratic behavior of semisilica horizontal zinc retorts in service; to investigate potential corrective measures including the possible utilization of more refractory materials in the retort body; and to delineate laboratory tests suitable for process control in the manufacture of retorts. Correlation of laboratory test results and data supplied by the cooperating smelters indicated that structural failures due to thermal shock and laminations in the retort body are largely responsible for the erratic behavior of horizontal zinc retorts in service. The most promising modifications made in the retort body and evaluated on a laboratory scale included finer grinding of the plastic clay fraction, substitution of mullite grog for calcined fire clay and grain alumina for silica, plus the use of an organic binder. Lamination-free extrusions having excellent thermal shock resistance were prepared from a mixture composed of 50 percent low-silica Missouri plastic clay through 100 mesh, 25 percent mullite grog through 6 mesh, and 25 percent alumina through 100 mesh. The mix was pugged under 28-inch vacuum with 1 percent ligno sulfonate binder in 12 percent tempering water. Laboratory tests suitable for process control in the manufacture of retorts are described.

An attempt has been made in this investigation to define the conditions under which ammonium nitrate (AN) might detonate as a result of involvement in fire. The initiation of detonation by shocks derived from explosives or from projectile impact was investigated as a function of temperature and charge diameter. A new technique was devised to investigate the burning of raw and contaminated AN under pressure. No transition, to detonation in AN was obtained in the burning experiments. The critical diameter for detonation of fertilizer-grade AN was found to be quite small when the AN was at temperatures just below melting point; this indicates that initiation of detonation may be less difficult at elevated temperatures but such initiation by gas-phase detonation was shown to be unlikely. Transition from burning to detonation was obtained with AN intimately mixed with fuels that included polyethyl-ene, paper, and fuel oil when these were contained in vessels with restricted vents. However, the experimental results supported by an analytical study indicate that the initiation of detonation in AN from fire exposure in normal storage and from transportation incidents is quite improbable. The detonation of AN in recent incidents more likely may have resulted from the effects of adjacent explosions.

A GEOLOGICAL study seeking to determine, for economic purposes, the value of the Sydney coalfield as a source of coal supply. Limitations of the coalfield come under two main heads: (a) Areal extent of the undersea coalfield. (b) The distance from shore at which coal can be mined at a cost of production permitting its profitable sale. Conclusions reached are that the areal extent of seams below the Phalen seam is of. small economic importance, and that non-persistence of these seams in full thickness and quality in the undersea extension of the coalfield will put an end to profitable mining before any limitations connected with distance from the shore-line become operative. With respect to the Phalen seam, non-persistence or deterioration of the seam will become effective in the western part of the coalfield, and less certainly in the eastern part of the coalfield, before operation of limitations by distance from shore. In the central portion of the coalfield, the seam probably persists in commercially workable thickness and quality to beyond the limit of mining set by distance from the shore-line. With respect to the seams above the Phalen seam between the Mountain fault on the extreme western boundary of the coalfield and the assumed termination of the deposition area on the eastern extremity of the field near South Head of Morien, there appear to be only such limitations as arise from engineering approach, distance from shore, sufficiency of strata cover between the sea-floor and the upper coal seams, and quality of the coal (with certain reservations as to the continuity of the upper seams under Sydney harbour and in the Sydney Mines-Little Bras d'Or district). Some of these seams have fragmentary land outcroppings from which their persistence seaward is assumed, and there may be other and still higher seams in the strata column which are entirely submarine.

Hydrocarbon gases, primarily methane but also the C2 through C5 paraffins, the C2 and C3 olefins and possibly the C4 and C5 olefins, are byproducts of coal formation. Although it is generally believed that coal formation occurred at temperatures below 200° C, most experimental work on gas formation from coal has been performed at temperatures between 200° and 1,000°C. The objective of this Bureau of Mines experiment was to determine if observable changes in the gases from coal could be produced at temperatures below 200° C in relatively short periods of time. The experiment involved heating coal samples from six coalbeds at constant temperatures and analyzing evolved gases. The composition of the gases at three temperatures was compared. At 35° C, over 99 pct of the gas is methane; at 125° and 150°, methane constitutes approximately half of the hydrocarbon gas. Isobutane and pentane are the predominant higher hydrocarbons at temperatures between 100° and 150° C.

"Washington State's diverse geological setting is reflected by its several types of porphyry Cu-Mo deposits. All are associated with calc-alkaline intrusions, and they range in age from Jurassic to Miocene.The largest is the Mount Tolman Mo-Cu deposit located in the Omineca Belt. It contains 2.18 billion tonnes of material averaging 0.093% MoS2 and 0.09% Cu. There are intermediate-size Mesozoic deposits in the Intermontane Belt. The Cascade volcanic arc hosts small- to medium-Tertiary deposits. Among these, of particular interest is the Sunrise breccia pipe, which has been explored over a vertical distance of 1000 m. It contains reserves of 64.6 million tonnes averaging 0.319% Cu and 0.071% MoS2 with significant tungsten values. The Glacier Peak deposits have potential resources of 1.7 billion tonnes averaging 0.334% Cu and more than 0.015% MoS2 and also contain tungsten. The Margaret deposit can be classified as a porphyry Cu-Au type; it has reserves of 200 million tonnes averaging 0.434% Cu, 0.0175% MoS2> 0.27 g!t Au and 1.92 g!t Ag. Drill intercepts of the North Fork deposit also show significant gold values.Mineralization and hydrothermal alteration of these deposits are typical of porphyry deposits, although some differences can be noted. The Mount Tolman molybdenum deposit contains topaz alteration zones and is transitional between a plutonic type and a Climax-type molybdenum system. Other deposits, such as the Kelsey, Mazama, North Fork, and Margaret, are low-sulphide systems that contain significant amounts of magnetite."

The precise definition of an ultimate or economic pit has, over the years, received much attention in the literature on the subject of mine planning. Unfortunately, relatively little has been published in the area of pit sequencing and scheduling--an aspect which is typically of much greater economic significance both during the life of a mining operation, as well as in the evaluation of an exploration project. This paper discusses an overall mine planning methodology with emphasis on the design of an optimal sequence of pit expansions or phases. Although the concepts given are not new, it is hoped that some practical suggestions will be made. The paper will also describe graphical techniques which have been found useful in comparing the merits and impacts of alternate planning strategies and production schedules.

Literature review and extensive field survey of line and check curtain materials and practices showed: ? Miners, in general, know how to set tight curtains, and do so when needed. ? The tradeoff is economic; tight ventilation is labor-intensive. Line and check curtain techniques found are catalogued and evaluated. A fieldworthy 10 ft extensible brattice to maintain a 10 ft setback was found in use in two mines on continuous miner faces. This technique was evaluated in the laboratory for leakage and methane control at the face. Significant results include: 1) Air leakage through a gap in the extensible curtain depends upon the ratio of the cross-sectional areas between entry and return as well as gap area; 2) Gap shape has no significant effect on methane concentrations at the face -increasing gap area diminishes ventilation effectivness; and 3) Substantial reductions of CH4 concentrations at the face were accomplished by brattice extensions with gaps of up to 5 ft2 in area. An "inby hook," inserted in the roof automatically to make possible the deployment of a longer (20 ft) brattice extension in the context of a remotely controlled miner, was tested in various roof types. Insertion of this design succeeded only in coal.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. The purpose of the investigation was to describe and appraise tungsten deposits in Montana . The work supplements previous investigations made by Pattee ( 10 ) and Walker ( 17 ) in selected areas of the State . Scheelite deposits in tactite are the most numerous and most important economically , having accounted for nearly all of the State's tungsten production . Of the 64 deposits examined during the current study , 50 contained scheelite , 11 hubnerite , 2 wolframite , and 1 ferberite . The State's major tungsten production has been from scheelite deposits in Beaverhead County . The report lists , by counties , the type and grade of each deposit . The more important occurrences are accompanied by geological and assay maps .

The Bureau of Mines studied single - step catalytic vapor - phase hydrogenation of oils derived from coal and oil shale . Treatment of middle oil , from hydrogenation of bituminous coal , gave good yields of gasoline with a German - made molybdenum- zinc - chromium catalyst . The Bureau also achieved good results with duplicates of this catalyst made from domestic raw materials . In one set of experiments with the German catalyst , 38 to 52 wt pct of feed was converted to gasoline . The total liquid product was 91 to 98 wt pct of the feed . Not all this gasoline can be claimed as production , however , because about 20 pct of the feed was in the gasoline range , and part of it undoubtedly survived the hydrocracking treatment . Hydrogenation of crude shale oil in the presence of cobalt molybdate catalyst produced a total liquid product of 89 wt pct of feed . The hydrogenation converted 27 wt pct of feed to gasoline and 44 wt pct of feed to diesel fuel . The remaining liquid product , 18 wt pct of feed , was residue boiling above diesel fuel . The gasoline was of poor quality , with an octane number of 39.1 . The overall product seemed a suitable feed stock for a conventional refining operation . Coker distillate hydrogenation , using a cobalt molybdate catalyst , gave a total liquid product of 97 vol pct of feed ; of this product 60 vol pct was jet fuel and 40 vol pct was diesel fuel . Progress of Bureau of Mines research related to oil and gas during the past fiscal year has been marked by the publication of more than 40 reports on the various phases of the work . These include papers dealing with the production of oil and gas , transportation of gas , chemistry and refining of petroleum , thermodynamic properties of hydrocarbons , and the processing and utiliza- tion of helium . As an additional service to Pennsylvania oil operators , a new suboffice was opened in Bradford , Pa . , during the year . With this addition , the work of the Petroleum and Natural Gas Branch of the Bureau of Mines is now conducted in two large stations , the Petroleum Experiment Station , Bartlesville , Okla . , and the Petroleum and Oil Shale Experiment Station , Laramie , Wyo . , and three field offices and laboratories at San Francisco , Calif . , Dallas , Tex . , and Franklin, Pa., and two suboffices, Wichita Falls, Tex., and the newly opened suboffice at Bradford, Pa. In addition, this Branch operates large-scale helium-production plants in Texas, Kansas, and New Mexico, and maintains ex- tensive helium-bearing gas reserves in Texas and New Mexico. All helium opera- tions are supervised from headquarters at Amarillo, Tex. A small headquarters staff is in Washington, D. C. A backward glance at the road traveled during the past several years by the Petroleum and Natural Gas Eranch of the Bureau of Mines brings out a general background for the events of the fiscal year 1949. Throughout the fiscal year 1945, the activities of the Branch were still mainly concerned with such war activities as making special field studies for the Petroleum Adminis- tration for War, finding ways of increasing rates of production, and supplying data pertaining to the manufacture of aviation and jet-propulsion fuels. A period of adjustment came in 1946, characterized by a turning from war to peace procedures and efforts to give wide distribution to technical facts ob tained in wartime research; also, there came a realization that the demands of war had broadened the horizons of research. This was emphasized in 1947, when a peacetime program was restored, based upon the long view of the Bureau's place as a research agency in oil and gas. Close attention was given to tech- nical detail in 1948, and emphasis was placed on maintaining a balance between the industrial need for technical knowledge and Governmental-research possi- bilities in the fields of (1) withdrawal of petroleum from natural deposits, (2) utilization of petroleum and its products, and (3) commercial utilization of helium. Studies of petroleum production and utilization and helium production and utilization are the normal functions of the Branch. These functions (sometimes expressed in different words) have been the mainstay of this organization since initiation of the work. The details of approach vary with changing conditions, but, fundamentally, the functions have been the same in both peace and war. The work of the past fiscal year has emphasized the advantages that accrue when Government and industry join in a wise use of technical and scientific knowledge gained through research. Outstanding evidence of the beneficial results of cooperative effort by the Bureau of Mines and various organizations is found in the following typical examples, the details of which are discussed in the body of this report. Working in close cooperation with operators along the Gulf Coast, the Natural Gasoline Association of America, and the National Association of Cor- rosion Engineers, the Bureau found, through field testing, that corrosion protection by means of chromates in high-pressure gas-condensate wells costs less than $1 per million cubic feet of gas produced. Laboratory experiments to measure the corrosion effects of carbonic and propionic acids on various steels and alloy steels gave data that will serve as guides in the selection of new. materials for the construction of well equipment to be tested by industry under actual service conditions.

The West Lynn Canal subarea of the Juneau Mining District (JMD) is defined by Lynn Canal on the east, Davidson Glacier to the north, Icy Strait to the south and the Glacier Bay National Park Boundary to the west (figs. C-l and C-2). This area extends along the main-land west of Juneau (across Lynn Canal) northerly, to approximately 20 miles south of the city of Haines. The only roads in the area are relatively new logging roads at the southern end constructed to support a U.S. Forest Service timber sale. There is also local road access near the community of Excursion Inlet. Access to the remainder of the region is either by boat, aircraft, or 'foot. Helicopters provide the only time effective access to all but the coastal parts of the West Lynn Canal subarea. Coastal areas may be reached by small boat or float aircraft. There is an unimproved dirt airstrip just north of the mouth of the Endicott River. This airstrip is suitable for use by light aircraft. The subarea lies within the Tongass National Forest and is managed by the Department of Agriculture, U.S. Forest Service. Approximately two-thirds of the forest lands are open to mineral entry under the current Tongass Land Management plan. The remaining forest lands comprise the Endicott River Wilderness area, which is closed to mineral entry. Private lands within the study area are sparse, with scattered homestead tracts along the coastal regions and in the Excursion Inlet area. Sealaska (Southeast Alaska Regional Native Corporation) also has land selections in the southern Chilkat Range. Tidal and submerged lands are owned by the State of Alaska.

Possible consequences of continuing internal political unrest and the imposition of foreign sanctions raise concerns about the traditional reliability of the Republic of South Africa as a major world supplier of important minerals. A recent Bureau of Mines' technical report (Open File Report 76-86) examined the impacts of temporary peacetime disruption scenarios for six key materials and mitigating options. Because of South Africa's dominant producer position for these minerals (except for cobalt), expansion of primary production capacity outside of South Africa is not a short term mitigative option. However, prospects of a longer term disruption would likely spur investment in capacity expansion in alternative Market Economy Country supply sources. This report identifies the resources, production costs, and burdens that would be placed on alternative MEC producers of chromium, cobalt, gold, manganese, and platinum-group minerals if South Africa's production were subject to a long term; disruption. When long term supplies from South African deposits are discounted, more than a few years reserves were found only for cobalt and manganese. Even for these two minerals, higher sustained prices would be required to increase manganese production capacity and to support means of cobalt transportation not through South Africa.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

A series of evaluations is being made to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. These evaluations include the estimated operating and capital costs as well as recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The three processes considered in this evaluation are designed to leach alumina as aluminum sulfate from calcined clay with sulfuric acid and to remove the silica residue by filtration. The filtrate from leaching is then purified by one of the following methods: Removal of iron in electrolytic cells using mercury cathodes; removal of iron by chemical precipitation through the formation of an iron-manganese complex; or precipitation of the alumina from an aqueous-ethanol solution, leaving iron in solution. Both the operating and capital costs for these processes are higher than those for the Bayer process. For plants producing 1,000 tons of alumina a day, the estimated operating costs per ton of alumina are: Electrolytic iron-removal process........... $81.35 Chemical iron-.removal process............... 82.08 Ethanol purification process............... 86.17 The investment in mercury is not part of the operating cost since this cost is considered equivalent to catalyst cost which would not be shown. The estimated capital investments for 1,000- ton-per- day plants on a Marshall and Stevens chemical equipment index basis of 240.0 are: Electrolytic iron-removal process...... $116,775,500 Chemical iron-removal process............... 99,418,900 Ethanol purification process................ 94,210,200 These investments include the working capital but not the land for each of the processes. Included in the electrolytic iron-removal process is an investment of $4,859,400 for mercury. Investigation of other methods for removing iron, of the decomposition operation, and of the leaching operation could reduce these costs.

As part of an effort to establish the extent of the domestic chromium supply that could be exploited in case of adverse changes in international chromium production and trading patterns, a two-part study was conducted for the Bureau of Mines, to assess the domestic availability of critical metals in scrap containing significant amounts of chromium. This report describes the part of the study that deals with wrought stainless steels and heat-resisting alloys. Data were collected on types of scrap, sources, quantities, and ultimate disposition, leading to the conclusion that In 1917 about 62,000 tons of contained chromium was unrecycled. Unrecovered obsolete stainless steel scrap accounts for most of these uncollected chromium values. Error margins in the amount of uncollected scrap are estimated to be 10 to 20 percent.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

Mineral analyses and electrical resistivity measurements of 324 representative samples of oilfield brines from 24 oil-productive counties in Mississippi and Alabama are presented in tabular form. Results of the mineral analyses, which include calcium, magnesium, carbonates, bicarbonates, sulfates, chlorides, sodium, and barium (with strontium if present), are reported in milligrams per liter. Electrical resistivity measurements in ohm-meter2 per meter at 75° F are reported in ohm-meters in the tables. Chemical analyses of formation waters are helpful to operators having water problems associated with petroleum recovery; electrical resistivity values are helpful in making interpretations from electric logs.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.
