In past years the exploration of the oil possibilities of Colombia has been confined to parts of three distinct physiographic provinces; namely, the coastal plains area near the Caribbean Sea, the Magdalena Valley and the upper reaches of the Maracaibo Basin near the Venezuelan border. During 1935, little exploratory work and no drilling was carried on on the coast, but there was considerable activity in the other two areas. In the Magdalena Valley, the Tropical Oil Co. continued its producing and development operations on the De Mares Concession. The Socony-Vacuum exercised the option it acquired in 1934 on Sr. Luciano Restrepo's concession adjacent to the Tropical property and north of the Sogamoso River. No wells have been started on the Socony's lands although, according to the terms of the lease, drilling must be started within the next two years. West of the Carare River and adjacent to the Tropical's southwestern boundary, the Sociedad Nacional del Carare denounced the lands formerly held by the Union Colombiana, whose lease automatically lapsed during the year owing to the company's failure to comply with its drilling obligations. In the same area, the concessions held by Callejas et al. and the Société Européene des Pétroles are also understood to have lapsed for the same reason. Holdings of other interests in the Magdalena Valley were inactive during the year. Near the upper part of the Maracaibo Basin, the Gulf, through its subsidiary the Colombian Petroleum Co., continued active exploration and development on its Barco concession. Colombian Petroleum Co.—The following information and that presented in the accompanying tables relating to the activities of the Colombian Petroleum Co. was supplied through the courtesy of Mr. E. S. Bleecker, chief geologist of that company. Four wells were completed during the year on the north Petrolea dome, where an attempt is being made to define the limits of the field. On the south end of the Petrolea anticline, one well, Petrolea No. 3, which might be classed as a wildcat, encountered a heavy flow of salt water immediately below the oil zone and had to be abandoned. THE decreasing solid solubility limit at the titanium-rich end of the Ti-Cu constitutional diagram,' Fig. 1, suggests the possibility that titanium-rich alloys may be age-hardenable. However, results obtained by Holden et al. reproduced in Fig. 2 show that after quenching from 790°C the age-hardening of an alloy containing 1.7 pet Cu is very slight, while a 0.8 pet alloy decreases in hardness, during heat treatment at 400°C. It was believed possible that powder samples of alloys might show different results from the lump samples used by Holden et al., since small particles are often more sensitive to diffusion processes than larger samples. Consequently, a 1.9 pet (by weight) Cu alloy was made by the technique of levitation melting," checked for homogeneity, and filings of 48-65 Tyler screen size were cut from it for aging experiments. The filings were helium-quenched (by a technique described previously)' from 790°C, sealed in vacuo in silica tubes and aged at temperatures of 400°, 450°, and 500°C. Microscopic and X-ray examinations failed to reveal any structural changes during the aging process. This is not too surprising since early stages of precipitation do not usually manifest themselves in ways that are readily detectable by metallographic methods, and the extent of precipitation on overaging a 1.9 pet alloy is very small. However, hardness readings (taken on a Bergs-man micro hardness tester, using a 25 g load applied to a diamond indenter) do show a hardness peak at each aging temperature, Fig. 3. About a dozen readings were taken on each heat treated sample; the highest reading and the lowest reading were ignored and an average taken of the remaining values. In

This paper presents the results of a research effort to develop a technique for estimating in situ stresses by measuring stress-induced velocity anisotropy around a borehole. Relevant parameters required to make the estimate were identified and measured in the laboratory on a 35.6 cm (14.0 in) cube of Nugget sandstone with a 10.2 cm (4.0 in) diameter hole, under biaxial loading. Two pairs each of radially and tangentially polarized transducers were placed inside the hole with displacement directions either parallel or perpendicular to the principal stress directions. With this configuration, relative travel times were measured by both a pulsed phaselocked loop technique and a cross correlation of digitized waveforms. The biaxial velocity data were used to back-calculate the applied stress. The standard deviation of the differences between the calculated and applied stresses is 0.62 MPa (90 psi) for a stress level up to 8.63 MPa (1250 psi).

During the latter part of the Civil War an income tax was placed upon coal and the production of coal in the various collection districts during the life of this tax is shown in the tabulation that follows. The counties that include coal deposits are shown for each district. No record exists now of the production by counties, but it is calculated here on the basis of tax collected. The table, of course, does not include any territory not under the control of the northern armies, and not all of that in some cases.

Aggregate resources should be considered primary factors in urban development. Resource planning is essential because land values, previous construction, or zoning restrictions often preempt exploitation of aggregate deposits within an urban area. Sequential land use practices allow development of area prior to urban development population and aggregate consumption trends in Austin, TX, indicate that substantial quantities of reserves will be lost to future development. Aggregate materials are present in nearby areas. However, a comparison of transportation and reclamation costs indicates that reclaiming land after mineral extraction can be significantly cheaper than transporting materials longer distances.

Despite a long history of mining. Australia had no Commonwealth organization dealing specifically with the mineral industry until 1946, when the Australian Bureau of Mineral Resources, Geology and Geophysics was established. Once formed, this new organization quickly expanded to include a Mineral Economics Section, which was established in 1947. Australia's slowness to develop a Federal bureau for the mineral industry can best be explained in the light of her political history. From a group of British crown colonies, Australia evolved into six sovereign states which had no unified federal government until they formed the present Commonwealth in 1901.

Ring tension tests, permeability tests, and microscopic fracture studies have been performed to investigate the damaged zone induced by drilling (diamond, percussion, and rotary) in the borehole walls. Specimens are drilled with three different hole sizes (38, 76 and 102 mm diameter) in Pomona basalt and Grande basaltic andesite. The thickness of the damaged zone ranges from 0.0 to 1.7 mm. A larger drill bit induces more wall damage than a smaller one. Different drilling techniques show different damage characteristics (intensity and distribution). Damage characteristics are governed not only by drilling parameters (bit size, weight on bit, rotational speed, diamond radius, and energy), but also by properties of the rock. The weaker rock tends to show more intense damage than does the stronger one. Cracks within grains or cleavage fractures are predominant in coarse grained rock (larger than 0.5 mm grain size) while intergranular cracks are predominant in fine grained rock (smaller than 0.01 mm grain size). The influence of the damaged zone on the permeability of the rock around the hole is investigated by permeability tests.

ALTHOUGH a considerable amount of practical importance attaches to systems involving gases and molten metals, little is known regarding the effects of alloy elements upon the solubility of gases in liquid iron. The solubilities of hydrogen1 and nitrogen2,3 in pure liquid iron are known and it has been shown that small amounts of silicon and aluminum3 exert only a small effect upon the solubility of nitrogen but greatly increase its rate of solution. This paper presents the results of a study of the Solubility Of nitrogen, at pressures approximately one atmosphere, in molten iron containing up to 1.5.5 per cent silicon.

Speech advocating a new law of the sea-the "common heritage of mankind." The 3rd Law of the Sea (L0S) Conference was held in Caracas in mid-1974, and a fourth UN conference, scheduled for mid-March in Geneva, will once again attempt to produce a cohesive LOS Convention to take up where the 1958 Geneva Convention left off. The 1958 Convention specified coastal state resource rights on a continental shelf out to a water depth of 200 m-a supposed technological limitation at the time. But the surge of offshore petroleum drilling and the advent of the nodule resource have long since exploded beyond the 200-m limit.

Systematic sampling and analysis in coal-washing plants results in product control and economical operation. A well-organized laboratory system reduces operating costs and increases sales if the operating and sales companies make full use of information it supplies. The operating cost of a control laboratory is less than 1 pct per ton of coal produced. THE system of laboratory control as practiced by the Ayrshire group of mines was begun with the construction and organization of the first laboratory in conjunction with the completion of its first wash-ery in 1941. The primary purpose of this laboratory was to maintain a check on the quality of the coal produced from the washing plant. The laboratory was equipped to determine proximate analyses, float-and-sink tests, and screen analyses, and was staffed by a chemist. an assistant. and a technician. Soon it became apparent (1) that product control could be accomplished, (2) that a substantial reduction in operating costs could be effected by close control of coal losses in the rejects, and (3) that information furnished by the laboratory was of continuous value to the operating and sales companies. Consequently the laboratory function was expanded to supply them with additional data as required. As the parent company expanded and new mines were added, control laboratories were established at each mine equipped with washeries, and a central laboratory was maintained at one of the mines that was located equally convenient to all of them. A well-planned control laboratory assures production of a uniform, high-quality product. Whenever coal of substandard grade is loaded inadvertently, the sales company can be informed and the proper channel of distribution made. Conversely only constant and strict laboratory supervision can insure proper production of the various grades. Knowing the product, the producer can keep out of many customers' arguments that may be both awkward and expensive. Double checking between customers and mine laboratories have solved many disputes' Some nager insist On buying coal On the analysis basis only, with penalties for substandard coal and premiums for coal above normal quality. A substantial percentage of the coal sold by the Ayrshire group is of this nature. The usual procedure is for the customer to sample and analyze the coal as it is unloaded at the plant, and the mine laboratory samples it as it is loaded at the mine for subsequent analysis by the central laboratory. Only the unloaded moisture is considered, rather than the average of mine and plant moisture, and the buyer sends duplicate samples to the central mine laboratory for this determination. The average of the two analyses determines the price of coal at the mine. In this particular case, the laboratory plays an important part in increasing realization for two reasons: (1) every attempt is made to maintain plant efficiency and product quality as high as possible, (2) check on analyses and sampling by the buyer or seller.

Anglo-Saxon continued its exploratory work in the Oriente by surface geological methods and some geophysical surveys. It is understood that this concern did considerable airplane mapping. International Petroleum, on its large concessions between the Andes and Pacific Coast, did considerable surface work as well as some geophysical. The last statement I made was that the loss of antimony, during those tests, increased with the temperature, and that up to 372° C. there was no loss whatever in antimony, also that it increased to 4:2I per cent. with 545° C., the highest temperature that we obtained in our small furnace. ROBERT H. RICHARDS.-I should like to ask a second question, and that is, is it not true that stibnite can be roasted more completely than any other sulphide?

We have come together on this occasion, as so often before the members of the Institute have met in friendly council, to hear and discuss whatever investigation, observation, and experience during the past months may have developed of value or interest to the many departments of knowledge and practice represented in this association. The member, possessed of the true scientific spirit which this Institute is especially intended to foster, brings here the results of his experience and study unrestrained by fear of giving undue advantage to competitor or rival. He appreciates, moreover, the responsibilities of membership and his duty to the cause, and how much is to be gained by himself from the keen but friendly criticism of his fellow-workers and even by the suggestions that may come of shrewd question or chance remark from those who labor in other but related fields.

THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.

THE second blast furnace of the Azov steel mill was blown in on Feb. 17, says the Economic Review of the Soviet Union. This furnace, the 111th in the U. S. S. R., has a volume of 930 cubic meters, and a daily output of 775 tons of pig iron. The 1934 program at the Azov plant includes three 250-ton-open-hearth furnaces, two coke-oven batteries, a repair shop, mine and agglomeration plant at Gamysh-Burum, and two ports, one at the latter town and one at Mariupol. On Feb. 21 the sixth open-hearth furnace of the Stalinsk (Kuznetsk) mill started operations; on Feb. 12 the fourth open-hearth furnace at the Liebknecht mill at Dniepropetrovsk, produced its, first steel, 47 tons of high-grade boring steel.
