A massive transformation, 0 —am, takes place in a number of copper-based systems where the ß phase field at high temperatures extends to compositions that are slightly less solute-rich than the limits of the a phase field that exists at lower temperatures. Consequently a solid-state transformation becomes possible that does not involve a change of composition. Within this narrow range of composition the massive am phase can be usually produced in two ways: by a fast quench from the ß phase through the a phase field, or by pulse heating into the a phase field of an undecomposed ß phase retained at room temperature by a prior quench. In the Cu-Ga system the occurrence of a massive am phase has been also observed in alloys whose composition falls outside the equilibrium a phase field1 but not in the Cu-Zn system.2 We have recently observed the occurrence of the ß — am transformation also in two silver-based systems, Ag-Zn and Ag-Cd. The a and 0 phase fields in these systems again slightly "overlap" in a narrow composition range. In the Ag-Zn system this range falls between 36.7 and 40.2 at. pct Zn, and in the Ag-Cd system between approximately 41 and 42.5 at. pct Cd. Alloys were prepared from high-purity materials and cast in quartz tubes under inert atmosphere. No significant change of composition occurred during casting. After homogenizing in the 0 phase field, small pieces of each alloy were reheated at the homogenizing temperatures for a few minutes and quenched into various media. There were examined metallographic-ally after removal of surface layers that may have suffered from contamination or from the loss of the solute element. In the Ag-Zn system extensive areas of the am phase (identified by selective etching, observation of the slip trace variants, and occurrence of twinning) were observed in a comparatively low-zinc alloy (37.8 at. pct Zn) for all quenching media employed: iced

THE relative partial molar enthalpies of aluminum, gallium, and indium in liquid tin have been measured at 750°K by liquid-metal solution calorimetry. The measured heat effects and the calculated relative partial molar heats of solutions at infinite dilution are listed in Table I along with the relative heat contents of the solutes calculated from the data of Kelley. All of the values are referred to 750°K even though the calorimeter temperature fluctuated by +1°K during the entire series of experiments. The effect of this small temperature variation on the experimental values should be less than the experimental error. The limits of error given in Table I represent the standard deviations of all values from the mean. In no case was the experimental deviation greater than the listed error limits. The reported error estimates only apply to the estimated precision of experimental values and not to their accuracy. Systematic errors could be present in the calorimeter which would affect the absolute values given. Moreover the heat-content data used could also be in error and this would affect the end results. The relative enthalpies used were listed in Table I so that future corrections could be made if necessary. The relative partial molar heats of solutions of aluminum in liquid tin and dilute A1-Sn liquid solutions are large and positive. The value at infinite dilution is given in Table I. In the dilute-solution region investigated the relative partial molar heat of solution was a linear function of composition. A least-squares analysis of the data gave the following expression at 750°K: Atf^ = 6195 - 12,160 A:A1(cal/g-atom) where XA1 is the mole fraction of aluminum in the alloy. This can be compared with the data of Cohen, Howlett, and ever' who obtained the expression: 1SM = 6075 - 10,750 XM at 573°K Apparently both the partial molar heat of solution at infinite dilution and the concentration dependence increase with increasing temperature. ORIGINALLY the Babbitt experimental plant grinding circuit consisted of one rod mill 10 ½ ft diam by 12 ft long in open circuit followed by two ball mills 10 ½ ft diam* 12 ft long in parallel circuit. Shortly after operations commenced it was apparent that the rod mill could not function satisfactorily at the required 125 gross tons of ore per hr. Attempts to operate at this rate produced: 1) excessive tramp material over rod mill trommel screen which could not be handled in this open circuit and 2) excess build-up of coarse ore in the ball mill circuits because of inadequate rod mill grinding. Since Reserve Mining Co. ore must be ground to 85 pct -325 mesh to produce a satisfactory iron concentrate, an efficient and controlled grinding circuit is highly important. The first step in trying to resolve this grinding problem was to determine which unit of the circuit was actually in trouble and to what extent. A series of tests conducted at a lower tonnage rate of rod mill feed indicated that one ball mill could grind satisfactorily at rates up to 70 gross tons of rod mill feed per hr.

The finding of Wojciechowski and Chalmers that columnar crystal growth can be stopped by an already existing network of equiaxed crystals is supported by other recently reported work on both static and mechanically stirred ingots.27,28 Support for the dendrite arm fragmentation mechanism, too, can be obtained by comparing the effects of spinning on ingots cast in a material which has a dendritic solid/liquid interface during solidification with one which has a cellular interface, since no evidence of change at the interface, other than a change in growth direction, can be found in the cellular material. But there are alternative ways of producing an equiaxed zone in materials which characteristically solidify with a cellular interface. For example, interrupted spinning of a normally cast ingot can do it. In this case it has been shown28 that the equiaxed zone is caused by the showing of dendritic particles from the top surface of the ingot to nucleate a network of equiaxed crystals which forms a barrier to the continued growth of the columnar grains. This showering has also been shown to be a major effect in materials solidifying with dendritic interfaces. It has also been proposed28,29 that, for an equiaxed zone to form, not only must nuclei be present ahead of the interface but also these nuclei must grow to sufficient size to be a barrier to the further growth of the columnar grains. A further requirement is that a network of these grains continually be produced ahead of the growing interface; otherwise there is a reversion to columnar growth as found by Wojciechowski and Chalmers. In normally cast ingots it is possible for nuclei ahead of the interface to grow since during a large portion of the solidification time there is no temperature gradient ahead of the interface,30 and, in fact, the liquid may be slightly undercooled.29 This then is the major difference between the work under discussion and normal industrial solidification conditions, since Wojciechowski and Chalmers imposed a considerable temperature gradient in the liquid. I would like to call the attention of our Bessemer steel manufacturers to a few facts in regard to the action of the manganese in the spiegel with the oxide of iron in the blown iron. The oxygen is united with the iron as a magnetic oxide, as Gautier asserts, and this oxide is reduced to a protoxide by one atom of the manganese uniting with one atom of the oxygen of the magnetic oxide of iron. During the autumn of 1891, several heavy blasts (each throwing down some 3000 tons of ore) were made on what is known as the Theall side of these mines. Immediately after one of these blasts, the writer found that at least one-third of the ore was largely impregnated with pyrites, and besides this, fully 15 per cent. of the entire blast was composed of irregular lumps of magnetic pyrites. This was a revelation wholly unexpected, as previous examinations by many experts had failed to disclose any such quantity of sulphury ore. Over the center of the Theall tunnel there suddenly appeared a perfect keystone, as it were, of pyrites, 3 feet wide at the arch of the tunnel, 13 feet ride at the top, and 20 feet high. This keystone pinched out in February, 1892; but in that month large blocks of pyrites were more plentiful on or near the western wall, and these deposits extended the entire height of the workings, some 43 feet. The second blast in November, in the face and over, and on each side of the tunnel, was far more surprising. The whole cross-section it exposed was thickly interspersed with layers of magnetic pyrites, ranging in thickness from 10 to 24 inches, and quite irregular in form, while all of the ore carried much more than the usual amount of sulphur in the non-magnetic pyrite. One hundred and fifty-five tons from a portion of this breast (western side), showed the following composition upon sampling and analysis: Per cent. RepressuRIng, or gas drive, was first tried in the Seal Beach oil field during the fall of 1927, and was carried on until the spring of 1928. This experiment in the Upper or Bixby zone was highly successful in proving the feasibility of compressing gas to high pressures and also showed great increases in production. The project was discontinued because there were not enough wells to protect the property lines. In the development of the second or Selover zone, many more wells were drilled and after 2½ years of production the gas was depleted so that all producing wells in the zone were either pumping or on gas-lift. Edge-wat'er encroachment and the deepening of wells on neighboring properties to a third zone practically isolated the lease, so that during the spring of 1929 it was considered feasible to repressure the Selover zone on the Bixby lease of the Continental Oil Co. (Marland). As shown on Fig. 1, the main Seal Beach structure is an elongated dome with a northwest-southeast trend, and the north flank is cut by a fault nearly parallel to the axis of the structure. Bixby well No. 24 was chosen for the injection well on account of its location, as it is backed up by the fault and is surrounded by wells that protect the property lines. The results of the test made in the Bixby zone indicated that an injection well on the flanks of the structure would drive oil quickly to up-structure wells but would have a tendency to cause by-passing, while the drive to down-structure wells would be slower but more evenly distributed. Preferably the injection well would have been located on top of the dome but property divisions made this inadvisable. Well 24 had been completed in November, 1928, but on account of gas depletion the well failed to flow naturally. On gas-lift the well had an initial production of 1000 bbl. of oil with 30 per cent. emulsion. This well is 4825 ft, deep, penetrating 200 ft. of oil-bearing formation. The distribution of carbon and the type of substructure in iron-carbon martensites containing 0.02 to 0.57pct C has been studied in the as-quenched condition and after tempering at 25" to 700°C by using electrical resistivity, internal friction, hardness, and light and electron microscope techniques. in marten-sites containing less than 0.2 pct C, almost 90 pct of the carbon segregates to dislocations and to lath boundaries during quenching; in martensites containing greater than 0.20 pct C, appreciable amounts of carbon enter normal interstitial positions located far from defects. Tempering martensites with carbon contents below 0.20 pct at temperatures below 150°C results in additional carbon segregation to dislocations and to lath boundaries but no carbide precipitation whereas -carbide precipitation occurs in martensites with carbon contents exceeding 0.2 pct. Above 150°C, a rod-shaped carbide (either Fe3C or Hagg) is precipitated in all cases. At 400°C, spheroidal Fe3C precipitates at lath boundaries and at former aus-tenite grain boundaries. At 400" to 600"C, recovery of the martensite defect structure occurs. At 600" to 700°C, recrystallization of the martensite and Ost-waW ripening of the Fe3C occur. The effects of the carbon segregation that occurs during quenching and the subsequent substructural changes that occur during tempering on martensite tetragonality, hardness, and precipitation behavior are discussed. A mathematical analysis of carbon segregation during quenching is presented. RECENT studies of the strength of low-carbon martensitel-4 emphasize the importance of carbon segregation to the martensite lath boundaries and to the dislocations contained between them during quenching. Unfortunately, very few studies of the tempering of low-carbon martensites have been conducted, so the exact nature of this segregation is poorly understood. In fact, most early tempering studies5,6 were restricted to carbon contents greater than 0.20 pct. Moreover, these studies did not determine the amount of carbon segregated to the martensite substructure during quenching so that the initial state of the martensite was not established. Aborn7 studied the precipitation of carbide in low-carbon martensite during quenching but did not establish whether carbon segregation occurs prior to carbide precipitation, nor did he study the subsequent tempering sequence in detail. In the present work we have used electrical resistance and internal friction measurements, supplemented by electron transmission microscopy to establish the carbon distribution in as-quenched specimens. Specimens thin enough to avoid carbide precipitation (but not carbon segregation) were employed. The redistribution of carbon on subsequent tempering below 250°C was followed by measurements of elec- trical resistance. Additional studies were made on specimens tempered at 250" to 700°C to elucidate the overall tempering behavior of low-carbon martensites, including the formation of cementite and recrystalli-zation of the martensite. EXPERIMENTAL PROCEDURE Eight iron-carbon alloys with 0.026, 0.057, 0.097, 0.18, 0.20, 0.29, 0.39, and 0.57 wt pct C were prepared as 8-lb ingots by vacuum melting. Typical impurities in wt ppm were 40 Si, 20 Mn, 30 S, 10 P, and 10 N. These alloys were hot rolled to 3 in. plate at 1095°C) (2000°F). The hot-rolled plates were surface ground to remove scale and the decarburized layer, then cold rolled to 0.010 in. sheet. Specimens cut from the sheet were austenitized for 30 min at 1000°C (1830°F) in a vacuum tube furnace in which the pressure did not exceed 2 x 10-3 torr. Chemical analysis of specimens after austenitization indicated no decarburization at this pressure. Immediately before quenching, the furnace was filled with prepurified helium. The specimen was then pushed rapidly through an aluminum foil gasket, which sealed the bottom of the furnace, into an iced-brine bath (10 pct NaC1, 2 pct NaOH). The quenching rate at the M, temperature is about 104'c per sec for 0.010 in thick specimens, as calculated from Newton's law of heat flow2 using a heat transfer coefficient of 25 ft-'. This quenching rate is sufficiently high so that all the alloys transformed completely to martensite throughout the entire 0.010 in thickness and no carbide precipitation occurred in the martensite. All specimens were immediately transferred to liquid nitrogen after quenching and stored there until needed. Tempering below 250°C (480°F) was done in silicone oil baths thermostatically controlled to *;"C. Tempering above 250°C was done in circulating air furnaces or lead pots with the specimens contained in evacuated silica capsules. Electrical resistance was determined by measurement of the potential drop across both a standard resistance and the specimen, connected in series. All resistance measurements were made in liquid nitrogen (77K, -196°C) to minimize thermal scattering of electrons and thus maximize the contribution of impurity scattering to the resistance. Specimen dimensions were 5.10 by 0.19 by 0.025 cm. Although the precision in the electrical resistance measurements was +0.1 pct, the electrical resistivities could only be measured with an accuracy of +5 pct because of uncertainty in the specimen dimensions. Internal friction measurements were performed in an inverted pendulum apparatus at vibration frequencies of either 1.9 or 66 Hz. The specimen dimensions were 5.10 by 0.375 by 0.025 cm. Hardness measurements were made with a Leitz-Wetzlar microhardness machine with loads of 100 g. Specimens were examined by light microscopy after etching in 2 pct Nital and by electron transmission microscopy after preparation of thin sections by electrolytic thinning in a chromic-acetic acid solution.

DURING the past few years a radically new process for the magnetic roasting of iron ores has been investigated and developed by Pickands Mather & Co. and the Erie Mining Co. in the Erie laboratory at Hibbing, Minn. This process, originally devised by Dr. P. H. Royster of Washington, D. C., involves the use of a roasting technique quite different from older methods. It has now been demonstrated that iron-bearing materials can be roasted as effectively as by any previously known method, and at a much lower cost. The increasing shortage of highgrade iron ores in this country has accelerated the search for new methods that would permit low grade materials to be utilized. The concept of magnetically roasting low grade nonmagnetic ores such as the oxidized taconites and then separating such material magnetically has always had considerable appeal. The magnetic concentration idea is attractive because of the sharpness of the separations and cheapness of the method. Heretofore, however, the equipment and the processes available for the magnetizing-roasting -step have left much to be desired. The customary equipment available for reduction roasting has been: 1-multiple hearth furnaces, 2-rotary kilns, and 3-shaft type kilns. In addition, it is understood that some work has been done in magnetically roasting fine ores by a process using the FluoSolids principle, but little information on this process is available. The multiple hearth kiln has been used the most but first costs and operating costs have been high because of low capacity, high maintenance, and poor gas utilization. Magnetic roasting can be done in a rotary kiln, but the radiation losses are high and the conversion to magnetite is usually unsatisfactory because of poor contact between the gases and the solids. Of the shaft-type furnaces, probably the most efficient yet developed is that designed by E. W. Davis of the Minnesota Mines Experiment Station. This furnace was operated at Cooley, Minn., during 1934-1937 but was abandoned in 1937 because the operation was uneconomic. Heretofore the basic concept behind most magnetic roasting processes has been the idea of heating iron ore to a temperature of 800° to 1100 °F in a strong reducing atmosphere, preferably either carbon monoxide or hydrogen. Temperatures under 800°F were undesirable since excessive roasting time was required. Temperatures over 1100°F were avoided because of the danger of converting part of the iron to ferrous oxide which is nonmagnetic. In the new roasting process, the operation is carried on in a shaft furnace using a controlled atmosphere containing a low percentage of reducing gas. The temperature in the roasting zone is considerably higher than with the usual reducing gas and this speeds up the reduction time. Portions of the spent furnace gases are cooled and recirculated and this together with the good contact between ore and gas makes for high reducing gas utilization. High heat economy is secured by recuperating heat from the roasted ore by passing the cold reducing gases countercurrent to flow of ore. The heat transfer principle is similar to that employed in a pebble stove and to that used in the Erie Mining Co. furnace at Aurora, Minn., for pelletizing fine magnetite concentrates derived from taconite. The theory of controlled atmosphere during the roasting operation can best be appreciated by inspecting the equilibrium diagram of the Fe-C-O system shown in Fig. 1. An inspection of this diagram shows that in certain areas magnetite, Fe3O4, is the only stable form of iron. A further inspection of this table shows that if the proper ratio is maintained between carbon dioxide to carbon monoxide, such a gas will be reducing with respect to hematite, Fe2O3, and will be oxidizing with respect to both ferrous oxide, FeO, and iron, Fe. It should be kept in mind that the formation of ferrous oxide in a roasting operation is harmful, since this oxide is nonmagnetic; if it forms in any quantity, it will cause substantial loss of iron in the ensuing magnetic separation step. If a ratio of approximately three parts carbon dioxide to one of carbon monoxide is maintained, the resulting operation can be carried on at a relatively high temperature without fear of over-reduction. Specifically, most of the tests in the Erie furnace have been made at a temperature of 1500° to 1600°F, with an entrant gas containing approximately 5 pct carbon monoxide and 15 pct carbon dioxide, with the remainder largely nitrogen. It should be remembered that the ratios of carbon monoxide to carbon dioxide shown in Fig. 1 hold even though the bulk of the gas is an inert gas such as nitrogen. It may surprise many to learn that a gas containing as low as 3 pct carbon monoxide, and 12 pct carbon dioxide with the remainder nitrogen is an extremely effective reducing gas in the 1000° to 1600°F temperature range. The reducing gas is not limited to carbon monoxide, and mixtures of hydrogen and carbon monoxide may be used effectively, provided that a similar ratio is maintained between the reducing gases and carbon dioxide and water vapor. For a more detailed explanation of the theory involved, the reader is referred to U. S. patents 2,528,552 and 2,528,553. From a safety standpoint, the weak reducing gas used in the furnace offers an advantage. Its composition is such that it is well below the limits of explosion should air enter a hot furnace. This condition is not true with the usual reducing furnace, in which a gas rich in carbon monoxide or hydrogen is used. Introduction This paper is a general description of current central Florida phosphate mining, beneficiation, and product transportation. It is directed and believed to be of interest to engineers not familiar with this industry. Deposit: The phosphate deposits of central Florida are generally located in a five county area which includes Polk, Hillsborough, Hardee, Manatee, and DeSota counties. Geologically, the deposit is of marine origin and is identified as the Bone Valley formation. This formation is Pliocene to Recent in geological age and overlies a Miocene limestone formation known as the Hawthorn. The Bone Valley formation sediments are regionally characterized by equal proportions of apatite, quartz, and clay. The clay is predominantly of the mont-morillonite family. On a local scale, however, the proportions of these three major constituents vary considerably. The phosphate occurs as the apatite mineral (Ca 10F2(PO4)(6) and with the clay and sand, the minable ore is commonly referred to as matrix. This matrix is overlain by unconsolidated overburden of sand and sandy clays, ranging in depth from 10 to 45 ft. The matrix usually occurs in fairly horizontal continuous beds from 3 to 25 ft in thickness. The bedded limestone formation lies directly below the matrix and is generally well defined. The phosphate particles range from 3/4 in. to 200 mesh (Tyler) in size. The phosphate particles coarser than 14 mesh are called pebble phosphate and those less than 14 mesh are termed flotation feed which, when beneficiated, subsequently become concentrates. Through mining and beneficiation, phosphate quality is measured in BPL percent which stands for bone phosphate of lime units. In subsequent chemical manufacturing, the quality is indicated by P205 content. The deposit is economically characterized by various ratios such as tons of product per acre and cubic yards handled per ton of product. Magnesium, iron, and aluminum content are also considered in evaluating ore reserves. These elements are often critical to the chemical fertilizer processes. Presently, an ore body is considered economically minable if it meets the criteria shown in [Table 1]. These, of course, are general guidelines and specific costs and returns on investment must be considered in each case for acquiring reserves. On a new grass-root venture, a 20-30 year life is generally expected with a mineral recovery of 80%. History and Uses Phosphate mining in central Florida began around the turn of the century. However, in the early days, only pebble phosphate was produced until about 1930 when technology was available to beneficiate the -14 + 150 mesh particles. The -150 or -200 mesh material was discarded as it is today. The basic processes for beneficiation are washing, scrubbing, desliming, sizing, and flotation. These basic unit processes are essentially the same today although many improvements have been developed since the early days. Phosphate is used primarily in the production of high analysis fertilizer chemicals, typical of which are triple superphosphate, monoammonium phosphate (MAP), and diammonium phosphate (DAP). Phosphate is also used in the production of food preservatives, dyes for cloths, vitamin and mineral capsules, steel hardeners, gasoline and oil additives, toothpaste, shaving creams and soaps, bone china dishes, plastics, optical glass, photographic films, light filaments, water softeners, insecticides, soft drinks, road fill, and livestock feed supplements. Florida produces over 80% of the nation's marketable phosphate rock and one-third of the world production, according to the US Bureau of Mines. This amounted to approximately 35 million tons in 1975. Exports of Florida phosphate rock were to such countries as Canada, Japan, West Germany, Italy, and India, with Canada and Japan being the major users. Almost 95 o of all outbound cargo shipped through the port of Tampa is phosphate rock or related products. Beneficiation Following is a description of Agrico's new Fort Green beneficiation plant which is typical of the newer large capacity plants being built in the field. Agrico's Fort Green mine was completed in 1975 and is located in the southwest corner of Polk County and is directly adjacent to Manatee, Hillsborough, and Hardee Counties. With some minor differences, Fort Green is typical of a modern central Florida plant. The rated capacity is 3,000,000 plus tons of product per year and this varies according to the richness of the ore being handled. A simplified flowsheet is presented in [Figs.1 and 2]. This plant is served by three draglines of the 40-cu-yd class. The phosphate beneficiation is usually divided into three major functional steps: (1) washing and screening to produce a pebble product and flotation feed, (2) feed preparation and (3) flotation to produce concentrates. The typical plant is similarly divided into these three functional areas. Washer: Briefly, the slurried matrix is pumped from two draglines simultaneously at a combined rate of about 20,000 gpm at 2000 tph (solids) to rotary trommel screens sized to make a 7/8-in. separation. ([See Fig. 1]-) The trommel oversize is sent to hammermills where it is crushed and returned to the trommel screens, or pumped to tailings if minor impurities (Fe203, A1203, MgO) are too high. Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. This paper presents a brief discussion of numerous devices and processes which have been utilized for the recovery of values from gases in copper reduction works and describes in greater detail the development and application in recent years of electrical precipitation, more familiarly known as the Cottrell process, to the problems of dust losses with furnace gases in copper-smelting and refining plants. The field for collection of suspended particles in gases is widely extended in our modern complex, congested .and industrialized mode of living, and its satisfactory solution is required by our increasing appreciation of the extravagant waste, unhealthful effects and nuisance which such uncontrolled emission of solid suspensions represents. Much of the special dust-recovery equipment in use today has been developed in one industry and carried over to many others. The early work of Cottrell was with sulfuric acid mists, aimed at the purification problem in contact acid manufacture, but the present uses of Cottrell equipment cover a diversified field—carbon black, combustible gas, oil mists, iron blastfurnace fumes and dusts, cement-kiln gases, as well as the purification of gases in contact and chamber acid plants and its wide and extended use in the nonferrous metallurgical field of copper, zinc and lead, and their associated metals. Dust and fume collection from furnace gases became a problem only with the modern development of large and amply powered auxiliary furnace equipment, which in turn permitted large furnace units, fast driving and large outputs of finished product per unit of furnace capacity. The ancient metallurgist with his small clay pot and hand-operated bellows had too little gas velocity to cause a real dust loss. As furnaces grew in size, flues and stacks were added, and undoubtedly the first observable dust losses were indicated by the deposits in the flue and stack base. Large flues, it was noted, collected more than smaller ones, and the expansion of a portion of the flue into a chamber represented the first serious attempt at recovery of furnace dust losses. For a century or more the settling chamber represented the best of skilled metallurgical practice in recovery of furnace dust, and it may be said to have reached

Few persons in this country would be likely to see this publication, and since the information presented is new and of current interest, it seems desirable to abstract and review this publication for the benefit of the members of the A.I.M.E. The purpose of the investigation is stated in the first two paragraphs of Prentice's paper, as follows: Early in 1941, The Chamber of Mines Steel Products, Limited, initiated a series of tests under semi-working scale conditions to determine, if possible, those physical and chemical properties of a ball which make it resistant to wear when used in a cylindrical mill as a grinding medium, with the primary object of incorporating those beneficial qualities in the balls being produced at their works. This paper describes the tests carried out and discusses the results obtained. From these results it was possible to formulate a new theory relating to ball wear in cylindrical mills. This theory is presented in the second portion of this paper. Practical Ball-mill Tests in a Cylindrical Mill Part I of the paper begins with a discussion of the methods used for the manu- facture of grinding balls in South Africa. The following paragraph is of particular interest. The cast steel ingots, 4¼ in. square by 3 ft. 6 in. long, are re-heated in a gas-fired sloping stationary-hearth furnace and then rolled in a six-pass continuous mill into 25/8 in. round billets. Some of these billets are then removed and cut into suitable lengths for forging into 4 in., 3¼ in. , 3 in. or 2½ in. balls by means of three Drop and two Beche hammers, but the greater number, whilst still at about 1,000, pass directly into a set of scroll rolls which produce, in an ingenious manner, finished 3 in. balls direct from the 25/8 in. billets. Except in special cases, all balls are allowed to cool in the atmosphere and are not water quenched. Details of the Tests In order to enable the reader to evaluate properly the results and conclusions in the rest of the paper and in the discussions following the paper, most of the information presented by the author under this heading is quoted: The testing unit was a nominal 30 in. diameter and 18 in. long centre discharge Denver Ball Mill. The activity of zinc in dilute liquid lead alloys containing small additions of silver and gold has been measured using a multielectrode galvanic cell with a fused chloride salt electrolyte. The range of temperatures studied in the Pb-Zn-Ag system was 550" to 670°C and in the Pb-Zn-Au system was 680" to 800°C. Many physical properties of the porous media-immiscible liquid system are dependent upon the distribution of fluids within the pores; this in turn, is primarily a function of pore structure, liquid-liquiri interfacial tcnsion and liquid-solid wetting conditions. The cnpillary pressure hysteresis process provides a means of investigating the influence of pore structure upon fluid distribution for consistent sur/acc conditions. INTRODUCTION A reliable estimate of recoverable reserves depends not only on the amount of original oil-in-place but also on pore geometry and distribution of fluids within the pores. A critical parameter determining the recovery from a reservoir under waterflood, for example, is the amount and distribution of residual oil within the various rock types present. The purpose of this paper is to investigate the mechanism of capillary trapping and assess its importance in laboratory measureqents of residual oil saturation. The degree of wettability of a reservoir rock is recognized as an important factor in waterflood or imbibition experiments. In this paper, however, only the water-wet case has been considered. Considerable experimental evidence1 suggests that for water-wet rocks, capillary forces predominate in tile distribution of fluids and that viscous forces in the range normallv of interest in the reservoir have a minimum influence on residual oil saturation. It follows that if the ultimate recovery is controlled by pore geometry, a unique residual non-wetting phase saturation should exist for a given set of initial conditions. Two laboratory procedures.found to be extremely useful in the study of pore structure and degree of fluid interconnection at various saturations are decribed. Although air-nercury capillary injection curves have been used2 previously to characterize the drainage case, the withdrawal or imbibition case can provide valuable supplementary data. The air-mercury process, however, has several disadvantages; it is difficult to run in a sufficiently accurate manner, mercury does not always act as a strongly non-wetting liquid and in the air-mercury process the sample is rendered unsuitable for future analyses. An alternative process is described in which air is the non-wetting phase and naptha, hentane, octane or toluene is the wetting phase. INTERFACIAL TENSION AND CAPILLARY PRESSURE Interfacial tension between immiscible fluids is due to the difference in attraction of like molecules as compared with their attraction to molecules of the neighbouring fluid. This net attraction results in a tension at the interface. To extend the interface; thus, interfacial tension s can also be thought of as free surface energy. Interfacial tension is normally expressed as dynes/cm, and interfacial energy is measured in ergs/cm2 hence, both have dimensions ml A 2 and are numerically equal.

CHARACTER OF THE WORK IN HAND IN planning the present experiments, we have made a particular effort to secure that adjustment of working conditions which would render the forthcoming tests most serviceable by way of indicating the comparative properties of the three different commercial grades of copper used. More specifically, we have endeavored to obtain certain definite information with respect to the relative behavior under test of ordinary electrolytic copper and furnace-refined lake copper containing (a) a moderate percentage of arsenic and (b) a rather large percentage of arsenic, in addition to the usual content of silver and other impurities. These comparisons were made systematic and comprehensive by testing throughout a series of (eight) reductions running from 0 to 70 per cent. in the case of cold-rolled metal, and throughout a series of (15) temperatures running from 100° C. to 1,000° C. in the case of annealed metal. In other words, a survey of properties similar to that made by Grard,1 in the case of electrolytic copper, was here repeated (with modifications) and extended to two other commercial varieties of copper.
