Personnel work is a term recently introduced to cover the great variety of activities in industrial work that deal with the human factor. Much attention has been focusscd upon individual phases of personnel work, such as accident prevention, sanitation, "welfare" work, reducing labor turnover, and so on. In most cases these activities have been carried on as though they were distinct and separate fields; as a matter of fact, they are only different phases of the single problem of human engineering, and each has important and fundamental relations with the others. Thus, for example, high labor turnover is one of the most important causes of a high accident rate, and unsatisfactory housing conditions are an important cause of labor turnover. In the early stages of the study of these problems, it was necessary to take them up separately; the time has now arrived at which it is desirable to consider them as a whole in order to bring them into the right relation to each other. When thus considered as phases of an interrelated whole, they may be grouped as personnel work. A discussion of the importance of personnel work as a means of increasing dividends in industry may be objected to by some as a too materialistic way of looking upon work that is humanitarian. Nothing could be more mistaken than such an opinion. Humanitarianism, per se, has no place in industry, and nothing is gained and much is lost in pretending that it has. The only reason why a corporation engages in business is to make profits, and any activity of the corporation that does not tend either directly or indirectly toward that end is poor business. It is equally poor business to overlook any activities that do tend indirectly to the making of profits. On this basis, personnel work can be justified as a corporate activity; there is no justification whatever for abstract *humanitarianism from the business standpoint. One characteristic of the American workman is a general high level of intelligence, and it is an insult to intelligence to ask a man to believe that anything so impersonal as a corporation is really desirous of benefiting

THE peninsula of Nicoya contains virtually all of the known manganese deposits of Costa Rica. These are south and west of the Tempisque River, which flows across the peninsula near its juncture with the mainland. This peninsula forms the westernmost part of the province of Guana¬caste, which is the northern of the two Pacific Coast provinces of Costa Rica. The larger villages are connected by ox-cart roads and trails. The area may be covered on horseback without difficulty except during the rainy season, when rivers are in flood and difficult to ford. This is particularly true of the Rio Seco-Guayjiniquil area, where there are no inhabitants and few open trails through the tropical jungle. Santa Cruz and Sardinal are served by the Taca Airlines, two planes a week from San Jose and Puntarenas. The port of Puntarenas has excellent loading facilities but none are available nearer the manganese districts; there ore must be lightered to vessels standing offshore. PHYSIOGRAPHY In Costa Rica there are three physiographic divisions: (I) the central plateau (Mesa Central), a somewhat dissected lava platform upon which are superimposed volcanic peaks, some of which are still active; (2) the Atlantic lowlands and (3) the Pacific lowlands. The peninsula of Nicoya and the larger part of the province of Guanacaste lie within the Pacific low lands. The term "lowland" indicates relation to the central plateau, as the peninsula of Nicoya is largely mountainous. The mountains of Nicoya form the southern extremity of a range of low hills, which are almost continuous along the Costa Rican coast to the Nicaraguan border. The coast line shows evidence of subsidence. The Gulf of Nicoya obviously is the drowned valley of the Tempisque River. The west coast of Nicoya shows many rocks, shoals, bays, inlets and small islands as evidence of a sea encroachment. The altitude of the manganese deposits ranges from 0 to 800 ft. Topography is of the mature type of wide valleys and low ,hills, often with abrupt slopes. The climate is tropical and humid; rainfall of 125 in. falls largely between Sept. I and Jan. I. Vegetation often is very dense, the Rio Seco-Guayjiniquil area being truly tropical jungle, containing many hardwoods. HISTORY AND PRODUCTION The production of manganese ore in Costa Rica apparently dates from the first World War. It reached a peak of about 10,000 tons in the year 1919, then declined rapidly. Evidence of this period of prospecting has rotted away or been swallowed by the jungle. The war now in progress apparently revived the interest in Costa Rican manganese and has encouraged further prospecting. WHEN beryllium is bombarded by gamma rays under suitable conditions it evolves neutrons. This nuclear reaction, Bes + y + n + Be", [I] is utilized in the process that is described in this paper. The equation, which physicists often abbreviate to Bevy, n)Be" shows that a photon, y, is absorbed by the Be- sotope of beryllium which then emits a neutron, n, leaving Be8 as a residue." It has been determined that the threshold for this reaction is 1.63 mev; that is, gamma rays having an energy less than 1.63 million electron volts do not have enough energy to remove a neutron from the beryllium nucleus. The threshold value for the beryllium (y, n) reaction is lower than that for any other element. The next most sensitive element is heavy hydrogen (deuterium) whose gamma neutron reaction, D2 (-y, n) H1, has a threshold of 2.2 mev. Thus, gamma rays having an intensity between 1.63 and 2.2 mev will evolve neutrons from beryllium and from beryllium only. Nuclear reactions can be considered as occurring between a projectile and a target. The probability of the occurrence of any such encounter can be expressed in terms of the "cross section" of the target nucleus for the projectile and projectile energy. This cross section, then, is the area normal to the path of the projectile controlled by the target for the purpose of the reaction under consideration. Cross sections are usually expressed in barns, in which a barn is lo-" sq cm. The cross section for Eq 1 is very small, even for nuclear reactions, and of the order of 10"3 barns. It is therefore necessary that a high flux of gamma radiation at the appropriate energy be used to obtain an appreciable neutron yield. In view of the nuclear properties of beryllium it seemed that if pieces of beryllium ore on a moving belt were bombarded with an intense beam of gamma rays, those pieces which are rich in beryllium minerals would emit neutrons at a sufficiently high rate to make it possible to detect that emission, and to use it to actuate a mechanical device for removal of the active from the barren particles. The principal economic source of beryllium is the mineral, beryl. Beryl occurs mainly in pegmatites which are characteristically coarse grained. THE H. C. Frick Coke Co. has used belt conveyers for handling coal for the last eighteen years but, until recently, only for small tonnage and over short distances. The first installations were outside the mines for distributing coal to various parts of plants. A belt conveyer was put in service at Colonial No. 4 Mine in November, 1906, to carry coal from the main hoisting shaft to a storage bin serving two blocks of beehive ovens on the other side of the valley; it was in constant service until the Colonial No. 4 ovens were abandoned less than a year ago. This conveyor was in an overhead gallery that spanned our sidings and yard tracks and the main line of the Pennsylvania Railroad. It was a crude installation, from the viewpoint of present conveyor engineering practice. It had no mechanical feeding device, the coal simply ran through a gate in the side of a bin on to the belt; but one belt on this conveyor lasted eleven years. This conveyor is about 300 ft. long center, to center of pulleys. It operated at a speed of 250 ft. per min. and carried about 400 tons per day. On this basis, the belt life of eleven years means that not over a million and a quarter tons were carried by the belt. While this is not a large tonnage, the cost per ton was much less than by any previous method in use for supplying coal to ovens located at a distance from the main shaft. The next belt conveyor was installed at Bridgeport Mine in 1907. It carried about the same daily tonnage as the first, delivering from the hoisting shaft to a coke-oven bin. Very few data were kept on this conveyor. It also operated until the coke ovens at the plant were put out of blast and the coal taken to the Clairton byproduct plant by river. In 1916, work was started to equip the Bridgeport, Palmer, Gates, and Ronco mines to load their entire output on, the river for transportation to the Clairton byproduct plant, which was then being built. These mines were all operating at that time and had a large area of coal available for river shipment. The Monongahela Railroad was located between the hoisting shaft and the river at each of these plants and,, therefore, had to be crossed at each location to deliver coal to the river.

Although marked by numerous well-known attributes of its own, gold does not possess a kind and range of physical, chemical and geological characteristics wholly different and apart from those of other metals. Instead, it is merely one of the family of metals, with its individual and distinctive traits subordinate to the underlying family relationships and resemblances. The geologist concerned with pure science will pursue, therefore, the same general course and will examine the same broad kinds of facts and interrelations when studying the occurrence of gold as when studying that of copper or cadmium, or any other metal. But when we come to consider the use and economics of the metals, we discover that gold differs strikingly from all the others. Gold, in short, is unique, not by virtue of its inherent characteristics, but because of a peculiar and concerted psychological regard in which it is held. It will be evident, therefore, that the geologist who would deal with gold supply must give far greater weight to economic considerations than is required in his contacts with any other metal. If the geologist be called the scientist of occurrence, and the economist the scientist of use, the economic geologist stands as the necessary link between them. Perhaps it is in part because the economic geologist has made himself more familiar with the science of occurrence than with the science of use and has thus in some degree failed to bridge effectively the gap between the two fields, especially with regard to gold, that the usen1 of gold now appear to be in a state of general concern and even of alarm for the security and adequacy of future supplies. In the case of no other mineral commodity do the users, as a rule, trouble themselves greatly about the adequacy of supply except in so far as that may affect the price which they shall have to pay for the commodity. Oversupply, with resulting low price, they regard as a gift of good fortune. As to long-term undersupply, they are generally content to go ahead on faith, leaving the producer to discover as best he may the means for meeting their requirements or the inventor to find a substitute. But history has shown that for gold a different situation exists. While

Measurements of the amount of water flowing in many of the larger rivers of the west have been made by the United States Geological Survey, and by this means the daily discharges of these rivers have been computed for a period of over two years. These measurements have been confined mainly to that part of the country commonly known as the arid region, where the rainfall is insufficient for the needs of plants most useful to man, and the supply of water, not only for agriculture, but also for mining and all other purposes, falls below the demands made upon it. In such localities flowing water has a great value, for without it many industries are impossible. Experience has shown that in the western part of the United States, over an area a little less than two-fifths of the whole extent of the country, there are great bodies of fertile land enjoying a genial climate, and in every way adapted to the support of a large population, except in the one particular of water-supply. By utilizing the water available, portions of this rich land can be rendered valnable. In other words, the laud-values rest directly upon the prospects of a continuous artificial water-supply. The same is true of many mineral lands, which require for hydraulic mining, or for the supply of concentrating-works, stanip-mills, etc., a certain water-supply, and are impaired in value if this supply is inadequate or irregular. The pressure of this need upon the mining industry is not so widespread, or in the first instance so severe as upon agriculture; but as different regions become more thickly settled, and the two industries compete for a water-supply not sufficient for both, it, is probable that the miner will suffer. But he can snspend operations with less inconvenience than the farmer. Agricuitural land, if the watersupply is not continuous, becomes a desert; on the other hand, the profit of mining is greatly enhanced by the presence of agricultural

The engineer has often to penetrate difficult or unknown regions. Mineral, irrigation, boundary and railway problems frequently necessitate journeys through, or long residence in, localities whence sustenance cannot be drawn. The selection and conveyance of provisions, outfit and implements thus become a matter of the first importance. Scientific skill, even of the highest order, is powerless unless supported by the proper appliances and foods. The advance of civilization favors the engineer, in that it is constantly enlarging his facilities and thus reducing his difficulties. Notwithstanding this fact, many are yet brought face to face with the problems considered in this paper. Distinction must be made between parties which are to be in constant or even occasional touch with a base of supplies, and those which will be for a long time dependent on their original outfit. Again, the requirements of a party on the march are different from those of a fixed camp. The district, season, cliinate, size and personnel of party also influence the character of the outfit. A party that is to be detached from its base of supplies for some time requires a greater variety of food than if it is to be gone for a short time. Much less in proportion need be taken where the journey is not long, so that privation is confined to a limited period. The ability to establish a fixed camp permits a larger outfit than would be possible if the camp mere to be moved from day to day. Transportation, climatic and other conditions are thus so varied that lists prepared for one work could hardly be applied to any other without some modification. Lists that have proved successful in some instances may, however, serve as bases to be added to, or otherwise altered, for the case in hand. The mistake usually made is in providing too large an outfit. Every emergency cannot be provided for; so that it is well to take, not what may be needed, but what cannot be spared.

(San Francisco Meeting, September, 1915) THROUGH wide experience at numerous mills in the United States I have found that there is a decided difference of opinion among the producers of steel as to what constitutes commercially sound steel. Some metallurgists insist upon having, for certain grades of steel, a so-called "open steel," -i.e., one which contains numerous blowholes of varying sizes, and consequently but little volume of true pipe, although a central intermittent shrinkage cavity often extends well down into the ingot: Such blowholes and pipe are expected to weld up during rolling or forging, because their surfaces are not oxidized. Even if this be admitted, included slag particles and a high degree of segregation are bound to be present in the product of such ingots. Blowholes are the result of an oxidized heat, and all heats, unless made or finished in the electric furnace, are oxidized more or less. Subsequent deoxidation, or rather degasification, either in the ladle or in the mold, or in both, is necessary to reduce or prevent blowholes. As is well known, a greater yield of billets or sheets is secured from the ingot by allowing the formation of blowholes, but this is undoubtedly obtained at the expense of the quality of the product. Decided segregation of carbon, phosphorus, and sulphur, as well as small included slag particles, undoubtedly exists throughout the greater portion of all so-called open steel, and cannot be removed by cropping. The first requisite for sound, homogeneous steel ingots and blooms is therefore, in my opinion, so to treat the steel in the furnace, ladle, and mold that "piping" steel is produced. The line of demarcation between harmful and so-called "harmless" blowholes is practically impossible to define. Is it not, therefore, the better and safer practice to use means for the elimination of blowholes and correspondingly reduce the segregation and allow the formation of a well-defined shrinkage cavity or pipe .at the upper end of the ingot? The Mercur Gold Mine is located 56 km (35 air miles) southwest of Salt Lake City in north central Utah; In July 1981 Getty Mining Company made the decision to put Mercur into production. The first gold bar was poured in April 1983. This paper provides details on: 1) the history of the camp, 2) past production, 3) geology of the deposit, 4) the exploration and development program, 5) ore reserve estimates, 6) detailed geologic pit mapping, 7) production blasthole sampling techniques and 8) the use of geostatistics (kriging) in handling assays and gold extractions to produce the required mill feed.

Events of the mid-1970s have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in deregulation activity. Those two events have produced considerable litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

In 1893 the Anglo-Mexican Mining Company, Limited, purchased the Guadalupe and adjoining mines, and, after opening up the Guadalupe, constructed a 20-stamp mill, which was started in August, 1894. Although the results were extremely profitable (the ore being very rich and carrying much free gold) they were not satisfactory, because the tailings were found to average about $20 per ton in gold. Early in 1895 the late Mr. James E. Mills made for the company a very thorough study of the subject, and decided that the tailings could be treated most advantageously by the cyanide process. In view of this opinion, Mr. Henry R. Batcheller, of Boston, was sent down in the winter of 1895-96 to experiment on a working scale. Mr. Batcheller was successful; and, during 1896-97, built a cyanide-plant with a capacity for treating 1500 tons per month. This was run until May, 1899, when all the sands suitable for the process had been treated. The mill was stopped about the same time for lack of ore; but no tailings from the mill had gone to the dump since October, 1897, as the values they contained after that date were far too low to warrant further treatment. When the cyanide-plant was stopped there still remained on the dump about 16,000 tons of slimes, consisting of about 75 per cent. of clay-slimes and 25 of sand-slimes. The successful treatment of this very unfavorable material is the theme of this paper. Fig. 1 is a view of the hacienda, taken in 1897.

GEOLOGICAL problems are approached from a geometrical (space relations) viewpoint, a kinematical (time sequence) viewpoint, or a dynamical viewpoint. The first two require sound training in conventional geology and in field methods. The third approach requires a solid foundation of chemistry, physics, and mathematics. Modern training for geologists should include close integration of basic sciences with geological principles. INTRODUCTION Our knowledge of the earth has increased tremendously during the last half century. We know more about its surface configuration, the distribution of its natural resources, the procession of living forms that inhabited it in the past, the chemical composition of its oceans, the areal distribution of its surface rocks, the movements of its atmosphere, and so on. Not only do we know more facts about the earth, but we have a better understanding of the processes that take place on and within it, such as the nature of earthquakes, the thermodynamics of the atmosphere, the chemical equilibria involved in the formation of igneous rocks, the mechanics of stream flow, the dynamics of the earth's origin, and so on. Many sciences contributed to the sum total of this knowledge, including such established disciplines as geology, geography, physics, chemistry, astronomy, biology. Out of this accumulation of new knowledge grew also a group of new sciences, such as seismology, oceanography, meteorology, volcanology, hydrology. Collectively these latter are known as the geophysical and geochemical sciences, and to a large extent they began as branches of geology. Until the turn of the century, for example, the study of earthquakes (seismology) was a part of geology, although as early as 1846 Mallet, a physicist, had suggested that the subject could be investigated by elastic-wave theory. Comparatively little progress was made along these lines until the seismograph was developed near the turn of the century; since then, additional earthquake data have accumulated rapidly, but more important, the interpretation of these data essentially has kept pace with their accumulation. In similar fashion, meteorology, was generally considered a branch of geology as recently as one or two decades ago. Considerable progress had been made in such aspects as weather forecasting, but the science dates its recent rapid rise from the year 1911, when Bjerknes first applied the principles of dynamics to the analysis of air masses. The rapid development of such disciplines as oceanography, volcanology and hydrology was due in part to the application of principles of chemical equilibrium, of dynamics, and of thermodynamics to earth problems, by men who were essentially physicists or chemists by training. The last half century, therefore, and particularly the last two decades, saw the influx of numerous chemists and physicists into the realm of the earth sciences. The least work analysis of constrained deformation, first proposed by Taylor and recently modified by Chin, Hosford, and Mendorf to include twinning, has been applied to the problem of axisynmetric flow. Calculations were made, for the case of (111}(110) slip and {111}(112) twinning applicable to fcc deformation. The solutions were obtained by linear programming techniques and with the aid of computer methods. The results show that in axisymnzetric tension the onset of twinning tends to decrease the plastic strength anisotropy as compared with the case of defortnation by slip alone. In compression, however, the strength anisotropy is increased as a result of twinning. The [100] and 11111 orientations and their vicinity are unfavorable for twinning in tension and compression, respecticely. With slight modifications, the present results may be applied to bcc metals deform ing by {110}(111j slip and (112} (111) twinning. Implications of present results to wire texture development of low stacking fault energy fcc materials arc discussed. PREVIOUSLY we' have applied linear programming techniques to obtain solutions to Taylor's least work analysis2 of constrained deformation of single crystals undergoing axisymmetric flow, such as occurs in an axially loaded polycrystalline aggregate. These solutions yielded values of the parameter M = o/.r = Y/w which relates the external stress-strain (u-c) curve to the shear stress-shear strain (7-y) curve for the crystal. The value of M is dependent on crystal orientation and hence enters significantly in texture strengthening considerations.3'4 Recently the Taylor hypothesis was modified by Chin, Hosford, and Mendorf' to include mechanical twinning. The latter has now been applied to the problem of axisymmetric flow and the results are reported in this paper. Calculations have been made for {111 )( 110) slip and {111 )(112) twinning applicable to fcc crystals. With minor changes in the indices of the slip and twin systems, the present results are also applicable to bcc crystals which slip on (110) (111) and twin on {112)(111) systems.

Introduction The procedures used to design slopes in rock have only been developed over the past 10 years. Therefore, continued review and assessment of field experience by the publication of case studies is necessary to determine the accuracy of the theory and the application of the design techniques being used. Where failures have occurred, mine management should insist that the slides be 'back analyzed' to determine the shear strength parameters at failure. These values should be used for any pit design as they reflect site conditions more accurately than any other procedure. The previous papers have dealt with the basic concepts and factors that influence stability. To illustrate the application of these concepts in the study of practical stability problems, six ease studies have been selected for review. The examples include failure of tailings dams due to an earthquake, failure and redesign of a slope in overburden, review of failures of rock slopes, calculation of the amount of seepage into a pit and influence of the groundwater on stability, and the design of slopes for a proposed 2,500 ft. deep open pit mine. All but the first example are drawn from the authors personal experience. EXAMPLE 1 Failure of Tailings Dams Due to an Earthquake On March 28. 1965 a serious earthquake occurred in Chile with the epicenter located near the town of La Liqua, about 80 miles north of Santiago. The earthquake had a rating of 7 to 7.25 on the Richter scale. A record of the acceleration was taken at Santiago where a maximum horizontal acceleration of 0.18 g. was recorded. Many small mines are located in this region. Each of the mines provided impoundment storage for tailings with one to three dykes. As a result of the earthquake, most of the dams failed. The most serious failure involved two dams at El Cobre where more than 2,700,000 cu. yd. of tailings flowed into the valley, travelled over 7 miles in a few minutes, destroyed part of the town of El Cobre and killed more than 200 people. The Chilean government commissioned an investigation into the failures. A summary of the findings was published by Dobry and Alvare7 in 1967 (1).
