During the past fen- years, the requirements for steel have been raised so high that soundness is more important than ever before. The old practice mas to make steel ingots of suffciently large sections to permit a considerable reduction of area in rolling and hammering to a given size, relying on the fact that by such rolling and hammering all cavities will be squeezed together and practically eliminated. The finished sizes, if found by inspection of the surface to be faultless, were therefore pronounced to be sound. But when such steel is " worked up," the manufacturer is surprised and disappointed to find that it splits, or that streaks and seams make the product unmarketable. Large sections, such as rails, beams or heavy forgings, may, within certain limits, be sufficiently strong, even if the sides of the cavities are only squeezed, and not welded, together. But it is well known that, in the interior of heavy articles, under certain conditions, forging may develop small streaks into large cavities. Small sections, steel for ordnauce and tubes, and numberless articles in the tool-trade, always show up the defects. It may be doubted whether cavities in steel ingots can ever be completely welded. The old theory is, that the silver-clear blow-holes, without the blue oxide, can be welded by suffcient working. They are, however, not empty, but are filled with carbonic oxide. It is admitted that the " blue " cavities, resulting from air mechanically drawn down into the mold during the casting, can never be welded, because the oxide does not melt, and there would be no escape for it if it did. The only way in which steel can be made satisfactory for the above-named particular purposes is by having it " dead molten." But then the trouble of piping is encountered. While great strides have been made in the machinery for mining rock on the surface of the land, comparable advances have not been made with underground equipment. In fact, excavation of underground openings has actually declined in importance. On the other hand, surface mines are getting deeper and approaching the economic limits at which they can be worked. In the face of these approaching limits and the added problem of escalating labor costs, James Boyd, President of Copper Range Corp. and AIME, has suggested that "science and engineering must come to grips with the need for making subsurface openings more quickly and cheaply.

DRILLING through caving formations in diamond drill holes at depths greater than 2000 ft has long been a serious problem. These caving formations are normally passed only by casing the hole or by cementing the hole. Casing the hole is possible only when a resulting smaller hole is acceptable. In as much as only a limited number of reductions are economically practical, cementing is frequently considered the only method suitable for solving these problems. Cementing either by pumping a slurry into the hole or by dropping cylinders containing cement has proved satisfactory on holes under 2000 ft. In holes substantially deeper than 2000 ft these methods are not satisfactory, since during the pumping process cement separates out, whereas cylinders usually break before the bottom of the hole is reached. INTRODUCTION THE use of high blast heats on furnaces melting Mesaba ores is still the exception, the average blast temperatures carried on Mesaba stacks seldom reaching 1,100° F. Some 15 years ago, when the use of fine Mesaba ores in larger proportions to the total burden first came into practice, it was found difficult to employ even those blast heats which it had been possible to carry with the Old Range ores. The furnaces refused to "take" high heats, and would persistently labor with irregular stock movement, which impaired the practice and increased the coke consumption. By lowering the blast temperature, the working of the furnace became smoother, and experience taught that with the softer and more easily reduced Mesaba ores, satisfactory practice could be obtained with comparatively low blast heats. Therefore a large number of Mesaba furnaces have ever since been operated on very low blast temperatures, ranging between 800° and 1,000° F. In the face of these difficulties, furnace men were slow to recognize that furnaces could be so designed as to permit a free movement of the charges in combination with the use of higher heats. Since higher blast temperatures did not seem to offer great advantages in the smelting of Mesaba ores, investments in hot-blast stoves were not as attractive to the furnace man as labor-saving devices and means of obtaining greater tonnages. The effect of this preference is keenly felt at the present time. It has brought about the peculiar situation, that the majority of our furnace plants (among them some of the most progressive) lack modern and efficient stove equipment. The result is that, even where the proper furnace lines have been adopted and conditions are now favorable to the successful employment of higher blast temperatures, the heats required for the greatest fuel economy are not available.

IT is obvious that details such as the physical and chemical properties and methods of heat-treating of the materials mentioned must be omitted in a paper on the subject of materials used in oil-refinery pumps1. Only sufficient identification is given to enable the reader to find additional information from already published data. Also, the subject covers many operating conditions, but only the most important services can be discussed here. To the oil refiner, the pumping equipment is of vital interest. Practically every refinery operation, from the charging of crude oil to a distillation unit to the shipping of refined products, involves some form of pumping machinery. Intermediate refining stages involve a great variety of pumping machinery to carry out successfully the aims of the refinery technologist. Temperatures at which oils are handled vary from -50° F. to 900° F. Pressure may vary from subatmospheric to 2000 lb. per sq. inch. The selection of the proper materials involves a careful consideration of the conditions under which the particular pump must operate. The four, most important considerations are temperature, pressure, corrosion, and abrasion or wear. Consideration of temperature may be divided into three parts: (1) extremely low temperatures of the order of -50° F.; (2) temperatures at atmospheric or slightly above; .(3) temperatures from 200° to 900° F. Pressures fall into two groups: (1) pressures reached by ordinary trade pumps of the order of. 200 lb. per sq. in., (2) extreme pressure conditions involving pressures as high as 2000 lb. Noncorrosive and corrosive oils can be treated differently. Under the latter falls corrosion in the presence of water, which will occur up to 250° F. The second type of corrosion occurs in high-temperature pumping equipment, with temperatures from 450° to 900° F., largely caused by sulfur compounds. The emergence of the dragline as the dominant stripping tool is described and reasons for this are noted. Brief comparisons are made with stripping shovels and wheel excavators. Representative output and machine availability figures for draglines are presented. The effect of changes in machine parameters such as boom length, swing power, and hoist power on machine productivity are discussed. An analysis of machine availability and the causes of machine downtime is made. Measures which are being taken to improve machine availability are discussed in detail. These include (1) improved methods of structural analysis, standardization of welded joints and welding methods to increase structural reliability and to develop more efficient structural designs, (2) standardization of gearing and mechanical componentry to permit the use of proven designs, (3) review of fairlead design and bucket hardware to improve rope life and reduce downtime, and (4) modifications to reduce maintenance time. The General Electric Data Logging system is described and consideration given to its use as a tool for improving productivity. Areas for future improvements in productivity are discussed.

THE ECONOMIC THEORY It will assist in the understanding of the Resource Rent Tax ("RRT") proposals in Australia if the economic theory behind the tax is briefly explained. The idea goes back to the concept of rent put forward by the nineteenth century economist David Ricardo. His analysis was broadly as follows: A tenant who farms land which is just on the margin of economic viability cannot afford to pay his landlord any rent, because the value of the crop produced by such marginal land is equal to the cost of producing the crop, plus the cost of keeping the tenant alive. There is nothing left out of which to pay rent to landlord. A tenant who farms good land can afford to pay his landlord rent -- but the maximum amount of rent that he can be asked to pay is the excess of the value of the crop produced by the good land over the cost of producing the crop and of keeping the tenant alive. Adapting this theory to the taxation of mining projects, modern economists who favour this system of taxation say that a profitable mining (or resource) project produces rent in the Ricardian sense. The amount of the rent is the excess of the profits by the project over the amount of profit which is required to attract the taxpayer to invest in the project in the first place. This explains why the tax is called "Resource Rent Tax". PAPUA NEW GUINEA PRECEDENT Although Papua New Guinea ("PNG") is now independent of Australia, there are still close links between the two countries, and strong similarities between their respective tax regimes. PNG introduced an Additional Profits Tax ("APT") in 1978. In many respects, Australia's RRT proposals follow the precedent set by PNG1s APT. However, in practical terms, not a great deal can be learned at this stage from PNG's experiences since, according to the writer's understanding, no PNG mining project has yet paid any APT. The Bougainville mine is not liable to APT, being subject to tax under its own separate Act, which contains a different formula. Outline of PNG Additional Profits Tax. PNG has two versions of Additional Profits Tax ("APT) - one applying to general mining, the other to petroleum mining. The two versions are very similar. The general mining version is described below. The tax applies on a licence by licence basis. This means that losses on Licence A cannot be offset against profits on Licence B. Expenditure relating to two or more licences, is apportioned "in such manner as the Chief Controller thinks reasonable". Tax is levied on the "accumulated value of net cash receipts" at the rate of (70 - n)% where n=the rate of income tax. The accumulated value of net cash receipts ("av") is calculated as follows: Calculations commence from the first year in which substantial expenditure was incurred on the construction of facilities for the carrying out of mining operations on the licence. For that year the av consists of the total allowable expenditure to date on that lease. For the second year, the av is the av at the end of year one indexed in accordance with the statutory formula set out below, plus the total allowable expenditure in year 2. For year 3, the av is the av at the end of year 2 adjusted by the index factors, plus the total allowable expenditure in year 3. This process is repeated year after year. When the licence starts to earn revenue, the revenue is deducted from total allowable expenditure for that year. If revenue exceeds total allowable

INTRODUCTION CIVIL engineers are primarily interested in maximum core recovery. This is even more important in foundation work than in mining investigations where sludge samples are of some value. The soft materials, such as clay, gouge, or partially decomposed seams that are most readily ground up or washed away, are the materials that usually have the greatest influence on foundation and leakage conditions. Undisturbed samples of such materials should be obtained for detailed geological examination and laboratory tests. Therefore the attainable goal of sampling in connection with foundation investigations is the recovery of 99.9 pct of undisturbed core. FACTORS CAUSING CORE LOSSES The principal factors contributing to core losses are: (I) coring badly fractured or very soft material; (2) use of improperly designed coring equipment, including the use of bits of too small a diameter; (3) lack of the proper training and attitude on the part of the drillers and pertinent technical information on the part of the supervising personnel. Little can be done about the character of the material being cored but the other two factors contributing to unsatisfactory performance can be corrected. Although the title of this paper is the improvement and standardization of core barrels, it is believed that the drillers' shortcomings and the lack of pertinent technical literature are more detrimental to good core recovery than either of the other factors. USES FOR LARGE DIAMETER CORE BARRELS It is well known that the use of larger diameter bits and core barrels generally produce better cores, particularly when sampling soft or broken material. The use of larger and larger bit diameters and the insistence on better core recovery is well demonstrated by the change in practices of the various districts of the Corps of Engineers. Today NX core is the smallest diameter commonly permitted for investigational work and the more active districts are using coring bits up to 6 in. in diameter, as well as 36 and 40-in. calyx rigs. The latter size has proved to be just as economical because it provides more room for core removal and cleanup operations. The use of large diameter cores to replace the driving and jacking methods of obtaining soil samples is also increasing. The 5 7/8-in. Denison sampler, developed by H. L. Johnson to obtain samples from soft formations, is one example. The principal uses for bits larger than NX are: sampling soils and semi-consolidated rock; sampling decomposed rock or rock with soft seams; sampling concrete; obtaining samples for laboratory tests; drilling drainage holes, and other miscellaneous work. GEOLOGISTS who are acquainted with the mines of northeastern Mexico realize that the most important lead-silver replacement deposits of the province are confined to a single formation. But since the formation is several hundred meters thick, the author has determined the relative position of the lead mantos in the belief that this information will prove useful in the search for new mines. This article describes the stratigraphic location of lead-silver replacement deposits known in several mines situated in a region comprising part of the states of Coahuila and Nuevo Leon. The area studied extends for 200 km* (125 miles) from east to west and 70 km (45 miles) north to south.

Production of both metallurgical and thermal coal represents a significant sector of the mining economy of British Columbia. The coal measures are located in the Rocky Mountains, and the majority of the coal is produced by open pit mining. The coal seams occur interbedded with siltstones, sandstones, mudstones, and shales. Consequently, large volumes of waste rock are generated in the course of open pit mining. The waste rock is consigned to waste rock piles that of necessity must be developed on moderate to steeply sloping terrain. Some of the waste dumps currently under development will ultimately contain in excess of 500 million cubic meters of material, and some of the proposed waste piles will attain heights in excess of 300 m. These waste piles must be developed in a manner that will assure their stability through all stages of development, as well as over the long term after mining operations have been completed. This paper describes methods of waste dump development, factors affecting stability, modes of potential failure, and a simple method for monitoring movements to provide a warning of pending unstable conditions.

This figure, if attained, will establish an all-time record for the Province. Great changes have taken place in the different divisions of the mining industry since 1929, the previous peak year of mineral production. A brief review of the earlier history of mining in the Province will also be given.

(written discussion?).-Regarding the statement of Mr. Ordoñez, on page 1007, concerning the synclinal curving of sedimentary beds caused by the extrusion of volcanic necks, that "this phenomenon might occur, but it is not fully proved in our fields," I beg to reply that the funnel and anticlinal-ring structure is actually associated with igneous intrusions in the Mexican oil fields, as we were able to ascertain by plotting an underground contour map and making a structural model of the oil-bearing beds of the Ebano field. It is difficult to consider any seam as unsuitable for longwall mining operation for something like 95% of British coal is produced by this system. The following is a brief report on how they do it-their techniques and equipment. Depth of working in British mines varies from about 150 ft to more than 3000 ft, with the average being about 1300 ft. Average seam thickness is approximately 40 in., but working seams vary from 16 in. to as much as 14 ft.

Within the last 15 years David Brown Gear Industries has manufactured approximately 200 large mill gears over 6m diam., 58 of them over 9 m and up to 12 m diam. The experience has not been without problems, due to a lack of clear understanding of the loads and stresses imposed on large gear wheels. American Gear Manufacturers Association (AGMA) practices suggest that a service factor be used for mill gears. But what is meant by "service factor"? The layman might be forgiven for believing that the term is synonymous with "safety factor," but this is certainly not true. The service factor is an aggregate of the following in some proportion: -An application factor, i.e., an allowance for the fact that systems do not run smoothly with uniform torque. -An ignorance factor covering the imperfections in the basic gear calculation. -Possibly a safety factor. In the following sections some of the ways in which the limits of applicability can be overstepped are discussed.

Blast-furnace practice in France is determined more or less by the character of the ores used. Some French ores are siliceous and others are calcareous, therefore by proper burdening a self-fluxing mix can be used. This is not always done, as, for instance, at the Caen furnaces of the Société Métallurgique de Normandie, where the Soumont ore of Normandy is used, which is a carbonate. This ore is crushed and calcined at the mines, yielding a product that is porous and well sized for blast-furnace consumption. The lines of the Caen furnaces are given in Fig. 1. Originally these furnaces had 16 tuyeres; six are plucked and these tuyeres are set in the lower part of the bosh. Operating data on these furnaces are given in Table 1. THE oilfields in Illinois are located principally along the LaSalle anticline in the southeastern part of the state. The oil produced comes most largely from beds of Pennsylvanian and Mississippian age, but there is an increasing important production from deeper horizons, as will be noted under new development. The oil is largely of paraffin base, and has an average specific gravity of about 35° Baume. The rank of Illinois as an oil producer has dropped from third since 1913, when its production was exceeded only by that of California and Oklahoma, to eighth in 1923. This has been the result of failure to find new pools of considerable size to offset the declining production of the old wells and of the greatly increased production of some of the other states. The noteworthy features of petroleum production in Illinois during 1924 are: the low rate of decline for the state as a whole; the smaller percentage of dry holes; and the larger average initial yield of the new wells.

Rock engineering involves uncertainties which are large and difficult to quantify. The traditional design approach to these uncertain- ties has been conservatism, and has been satisfactory to the extent that failure rates are reasonably small. Yet, a price is paid for conservatism, and that price is not always small. Today, reliability and risk analysis are finding use in rock engineering. The introduction of such methods, usually under the name 'probabilistic design,' is controverisal. However, if the jingoism of both sizes in this controversy is stripped away, it appears that new insights about uncertainty in rock engineering are emerging.

US underground mine production of nonfuel minerals was 153 million tons of crude ore in 1971, according to a recent US Bureau of Mines report compiled by Dravo Corp. Underground capacity includes all nonfuel mineral commodities and is distributed into three general categories: (1) metallic ores; (2) nonmetallic ores; and (3) construction materials, such as clay, sandstone, and limestone. All three categories are produced by a combination of open-pit and underground methods. While US underground mining represents only 5.9% of total domestic capacity, it is significant in the types of products produced. Domestic supplies of potash, trona, A lead, zinc, sulfur, and fluorspar are almost exclusively recovered from underground mines, as well as a significant portion of the gold, silver, molybdenum, and salt supply.

IN 1923, Oklahoma took second place as an oil-producing state; whereas in 1922 it was the leader. California surpassed it, in 1923, by nearly 100,000,000 bbl. In 1923, Oklahoma produced, according to statistics of The Oil & Gas Journal, 165,013,685 bbl., or an increase of approximately 10 per cent. over the preceding year; the increase in California was approximately 90 per cent. The number of wells drilled in Oklahoma and the results of the two years are contrasted in the following table from data published in a preliminary bulletin by the U. S. It has been 32 years since oil development began in the state, last year being the largest in the amount of production. The production of the past year would have been considerably greater were it not for the shutdown order in the Burbank field and curtailment of production in the Hewitt and Tonkawa pools.

Australia, the land of the kangaroo, koala, and the platypus, is often referred to as "down under" by people of the Northern Hemisphere. It is a tropical land and has very little freezing and thawing; consequently the in-place rocks are near the surface, exposing some of the unaltered mineralization. This type of geology induces the prospector and miner to search for minerals which lie at his feet (or not far under them), and it is adapted to open cut surface mining. Some of the rules and regulations applicable to exploration and mining in Australia will be interesting and helpful towards understanding acquisitions and control of minerals. They are common and basic to the United Kingdom. Throughout Australia practically all minerals are the property of the Crown (government), and their exploration and exploitation are administered by the state Department of Mines. Surface owners, or land lessees, do not control the minerals. Their mining codes protect the prospector. If a prospector obtains a permit, "miner's right," it entitles him to search for minerals any place within the state, only holding him responsible for damages he may incur in his exploration. If he finds something of interest, he may then apply for an authority to prospect, which gives greater latitude and protection in his work to develop the find. However, he will be obligated to spend a minimum specified amount to exclusively hold an area. He will be required to furnish maps, analyses, and geological data to the Mines Department. Presuming that he has located something economically valuable for mining, he may then apply for a mining lease or be granted a franchise to produce a specific material. It will contain a quantity clause so that the area cannot be held indiscriminately without production of the mineral. The states have Bureaus of Mineral Resources, Geology, and Geophysics that keep constantly abreast of the search for minerals and often do much of the drilling and deep boring to promote geological study for the states.
