GeRmany's crude-oil production during 1936 totaled 3,112,494 bbl., an increase of 5.2 per cent over the 3,007,711 bbl. produced in 1935. The official monthly production figures published in 1936 report only the individual production figures of the three old established fields, whereas since 1936 official reports combine the production of all other fields into one figure. According to these published data, and using a conversion factor of 1 metric ton equaling 7 bbl., the oil production of Germany in 1936 was as follows:

TRANSPORTING concrete from mixer to forms has always been a problem. Twenty-five years ago this task was generally accomplished by means of wheelbarrow or concrete buggy. On large dam jobs, as the number of these projects increased, the gantry crane or highline came into use. Today several methods of handling concrete are employed on smaller surface construction jobs, for example, transit-mix trucks or dumpcrete trucks, which have crawler cranes with buckets for placing concrete into forms. In 1944, during early stages of developing Mather mine A shaft, several large underground concrete jobs were necessary. At this time the Cleveland-Cliffs Iron Co. purchased the first pumpcrete machine, introduced by the Chain Belt Co. of Milwaukee. The machine was used to pour approximately 200 cu yd of concrete for a dam, or bulkhead, located 400 ft from the shaft. Concrete was mixed on surface, lowered down the shaft 1000 ft in a 2-cu yd bucket hung under one skip, spouted into the bowl of the pumpcrete machine from the bucket, and pumped directly into the forms.

The continuous increase in energy costs has made it necessary to consider a broader use of belt conveyors for the transportation of material from the mine pit to the processing plant. Hard rock has to be crushed before it can be moved by belt conveyors. Systems are in the planning stage for mining hard rock, such as copper and iron ore, by using high-capacity, mobile, or semi-portable crushers. The mobile crusher is located in the pit, and the crushed material is transported by energy-efficient, shiftable belt conveyors out of the pit.

Accurately predicting the minor element content of an anode product is an important part of an evaluation of copper smelting processes. A general review of the minor element behavior in copper smelting is presented with the techniques to predict anode quality as a function of important process variables. Among variables considered are concentrate composition; recycle of dust, sludges and other intermediate byproducts from smelters and refineries; and other important smelting variables, including matte grade and the slag cleaning process. To evaluate the complex nature of minor element behavior relative to these variables, special techniques have been developed and are described.

He was a young man of unusual ability and high moral character, always brigh.t, happy and kind, faithful and honorable in all things; loved by both his associates and those under his authority. His life and character cannot be better described than by the following quotation from one of his superior officers: "Lieutenant Ohnsorg was a man loved by all of us, always cheerful, just and kind, with unusual executive ability. We can never expect to find a man who has his ability and fine temperament and his position can never be sled as he filled it." He was happily married and leaves to mourn his loss a wife, Constance E. (Rogers) Ohnsorg and a baby girl born since his death, Nov. 29, 1918, a father, W. H. Ohnsorg, mother, Ida May Ohnsorg, and a sister, Mrs. Stuart Strathy McNair. He was a member of the American Institute of Mining Engineers and of the Florida Phosphate Miners' Association. Lieutenant Edward Hale Perry At the height of the first great German'offensive -of'the Spring of 1918, Edward Hale Perry, of Boston, First Lieutenant, Company D, Sixth Regiment Engineers, U. S. Army, was killed on March 30, near War fusee—Aban-court, Picardy, France, while defending the Boisdes Tailloux against the terrific plunge aimed at Amiens. Lieutenant Perry was born in Boston, Jan. 23, 1887, the son of Georgianna W. and the late Charles F. Perry. After completion of his college preparatory course, he travelled for a year in South America and Europe before entering Harvard with the class of 1910. It might have been regarded as the natural thing for Perry, upon graduation, to choose a path that would lead to a business or professional career at home, but there were in his character a solidity, a horror of sham, a contempt for the "soft" things, and a love-of the open which caused him to be attracted to a life of stern and sturdy reality. The development of planning in the petroleum industry is de- scribed and the current status analyzed. Worldwide transportation networks led to corporate models which caused a differentiation between operations research and planning groups. Ranking of projects solely by ROI proved infeasible because of the diversified nature of the industry. Qualitative elements such as synergism with ongoing operations and the external socio-economic environment had to be included, leading to business plans based on scenarios of possible futures and stressing growth-opportunities over cash-flow rich mature product lines. In addition, decision analysis is finding applications in large capital, high uncertainty situations such as planning for synthetic fuel development.

MEASURES appropriate for the control of the silicosis hazard in mining cannot be formulated precisely, but sufficient knowledge1-19 has accumu-lated during the past quarter century to permit the suggestion of useful, though partly empirical, rules for its alleviation. The industrial hygienist today recognizes that the peril incurred by the inhalation of harmful dust is a function of two variable factors-the degree of harmful exposure and the specific susceptibility of the exposed individual to pulmonary injury. Con-trol of the danger arising out of prolonged contact with pernicious air-borne particulate matter is consequently best exercised by influencing both of these recognized variables. Obviously the problem has two broad aspects-one, medical; the other within the province of the engineer.

INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

(written discussion ?).-There are few mine officials who will not say that there is, great need of vocational schools in mining communities, but the absence of success of so many of these ventures makes them wary about establishing such schools. They have neither the time nor the facilities to study the systems and to analyze the factors that have made certain schools a success and others a failure. In the first place, it is difficult to secure the proper instructors. Educators cannot make the appeal to the workmen, because of their lack of experience, and experienced men who are capable of the appeal are not usually educators, knowing nothing about the presentation of the subject. Then, too, there is ordinarily no objective in a mine school. The workman is not reached by a school that makes him merely a more valuable man to his employer, unless he can participate in the gain. An objective, as promotion or financial gain, would appeal to the man and would make for regular attendance. Usually vocational schools are run like all others-a number of subjects at a time, continued from one day to another. This is impractical for the workman, whose mind cannot work like the mind of a school boy. The school boy is spending most of his time in school work, while the man is doing it as a side issue, and he cannot be expected to pick up tonight's lesson where last night's left off. The workman is accustomed to the idea of completing a job and doing one thing at a time; his mind is trained that way, and for this reason a school that works on the principal that each lesson is a complete job, with no reference to the previous or following lesson, will go a long way toward removing one of the things that has caused many failures. The usual vocational schools .in mining communities are either very elementary, or are run by the engineering staff and, consequently, are too advanced. There is no plan between. It is believed that there is a possibility of a halfway type, but this is a subject that is large enough for a paper by itself and is entirely, too broad to be presented as a discussion.

MOST of us householders in the East burn anthra-cite, so the problem that interests us most is the distribution and supply of the domestic sizes of anthracite. That, however, is only a small part of the coal problem and has its own peculiarities. Whether anthracite prices are high or low is largely a matter of relativity, depending on the size of the transaction, the available supply, and other things. As an isolated example which I hesitate to quote because it is not entirely representative, you may be interested to know that the Government fuel yard has been delivering to the Government buildings in the District of Columbia, white-ash stove coal at 16 c. a ton less during January, 1923, than during the same month of 1922. The reason is that the Government deals only with large companies who have been wise enough not to boost their prices and the small increase at the mine has been more than offset by the decrease in railroad rates. The total cost is $12.50 per ton, but I want to make it perfectly clear that it does not follow that this would be a just price for a retail dealer to charge the domestic consumer. For example, in the Government business there is no such thing as a bad debt, and certain other fixed or general charges are charged to other departments. The Bureau of Effi-ciency made an effort to determine what would be a. legitimate handling charge for a retail dealer, in Washington, and concluded that if the Government's cost of handling was $1.00, then $1.88 would be the corresponding fair charge to pay a retail dealer carrying the same volume of business, allowing for bad debts, complete depletion and depreciation of his equipment, and 10- per cent. profit. Assuming that this is the correct differential for Washington, it does not' follow that it would be equally just for Pittsburgh, New York, or elsewhere; nor does it by any means follow that it is a fair differential this year, because the dealer, after being unable to use his equipment in the summer months, now has to deliver an unusually large quantity of coal. I merely cite this instance to show that on the basis of primary cost of coal plus railway charges the retail price is not necessarily higher this-year than last.

The potential behavior of radionuclides released in an underground nuclear detonation to fracture copper ore for subsequent in-situ leaching and copper recovery was studied with regard to contamination of the copper product and hazards to operating personnel. The laboratory test results indicate that only small fractions of the radioactive fission products would be dissolved on leaching the ore. Tritium (as tritiated water) would be the dominant radionuclide in the circulating leach liquor, assuming use of a fusion explosive. The test results showed solvent extraction to have important advantages over cementation for recovering copper from the leach liquors. While the radioactivity of the copper metal product produced by either method should be extremely low, the solvent extraction process provides a more effective separation of copper from the radioactive contaminants and entails fewer radiation protection problems. For these reasons it is the preferred process.

An aluminum-copper 4 pct Cu alloy aged at room temperature for times increasing up to 78,000 hr was annealed at 170°C and the hardness and electrolytic potential determined during retrogression and subsequent aging. It was found that there is a change of behavior with increasing time of aging at room temperature which indicates that, given sufficient time, retrogression disappears and the room-temperature aging tends to progress directly into the high-temperature aging. WHEN an age-hardenable alloy is aged at low temperature after proper quench, changes of properties and structure take place. If this material is then heated to a temperature higher than the previous one, but still well below the solution-treatment temperature, the properties and structure changes produced by the low-temperature aging disappear and the material apparently reverts to the as-quenched condition, ready to undergo aging from the start. This phenomenon is termed reversion or retrogression. First discovered by Cayler3l it has been extensively investigated, as shown by the number of publications listed in the bibliography. From all the information available the following facts emerge: 1) All aeg hardenable alloys can be retrogressed.9 13, 19) 24, 33, 41, 42, 44, 47, 53, 54, 61, 63, 64, 66, 73, 78 2) All the properties changes that take place during aging at low temperature can be retrogressed to a smaller or larger extent.4,5,7,12,19,32,49,50,57,58,60,67,75,76 67, 75, 76 3) Retrogression requires that the temperature be well above the preliminary aging temperature. If the difference between the two temperatures is small, Little or no retrogression takes place.7,20,32,33,41,49 57. 65 4) The larger the difference between the preliminary aging and the retrogression temperature, the faster and more complete is the retrogression.20, 33, 41, 48, 65, 67 5) Retrogression can be produced several times in the same alloy.23, 35,41,57,59 6) The amount of retrogression that can be obtained depends on the aging temperature. Alloys aged at the lower temperatures can be retrogressed the most. One of the most profound economic forces operating on a global scale is the movement of metals, ores, and concentrates from one country to another. A single shipment can pass through a series of ports and leave a flow map looking like some psychological nightmare. Statistical tracing often proves as difficult. How much did one given country send to another? Does the word ton represent the same thing to all people? What part did free ports and transshipment play? Where did the metal finally stop traveling and enter fabrication? The amount of mineral produced in the form of concentrate and as refined metal can be tracked down in the Minerals Yearbook of the U. S. Bureau of Mines. Quantities imported by the U. S. can also be found in that publication. But the Yearbook will not tell what happened to the metals that did not find its way to the U. S. Even after a study of supplementary literature, such as the USBM Mineral Trade Notes and the publications of the International Tin Study Group and of other private and public organizations, the picture remains vague at best.

Hole deviation has great consequences on mining economy, especially for long hole drilling technique. First of all the bore hole datas are concerned but also such factors as development, loss of ore and waste rock dilution are influenced. Hole deviation for sublevel open stoping is illustrated with examples from some mines. The deviations are indicated as mean values but also as standard deviation values, owing to their statistical distribution. The economic influence of the hole deviation is especially studied for steep, small lowgrade orebodies, mined with big hole blasting. Hole deviation can thus influence costs up to US$ 3-4 per ton for operating, development, losses of ore and rock waste dilution. This cost is of the same magnitude as the total operating costs for many sublevel stoping mines. The economic savings in accurate drilling are therefore substantial and are worth all attention.

The well-known formulae of screening efficiency and circulating load calculations in closed crushing circuits were exploited to achieve graphical estimation of these parameters. Three basic charts were proposed and constructed. The first one is for the regular closed circuits where the new feed goes to the crusher. The second is for the reverse closed circuits in which the new feed reported to the screen is free of screen undersize particles. The third chart controls the reverse circuits when they are receiving new incoming feeds containing undersize material. Compound circuits were also reanalyzed and a concept of equivalent simple circuit was introduced to enable graphical manipulation of these complex circuits with the help of the aforementioned charts

The work presented in this paper is part of an overall research programme into the problem of stability of main access roadways driven in Coal Measure strata. Data about the post-failure behaviour of rocks are generally of a qualitative rather than quantitative nature. This investigation represents the initial part of a long-term research project aimed at quantifying the post-failure properties of Coal Measure rocks and to investigate their effects on tunnel stability. The results of tests conducted to evaluate the post-failure strength characteristics of Coal Measure rocks under uniaxial and triaxial stress conditions are presented. Empirical failure models are proposed to define the triaxial intact and residual failure properties of these rock types. The application of such data to closure prediction techniques of underground excavations are outlined and discussed.
