I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

Froth flotation is applied to mineral sand concentrates in order to produce commercially viable xenotime concentrates. Experiments indicate that a xenotime product containing 38% Y2O3 at 47% recovery or 34% Y2O3 at 83% recovery can be obtained from a 27% Y2O3 feed. The process involves a primary stage of reverse flotation at which oxide and silicate gangue is floated, and secondary stage of direct flotation at which xenotime is floated. Of the various collectors screened an amphoteric compound was found to be effective at both stages. This was made possible by the addition of sodium silicate at the second stage, which acted as depressant for the remainder of the gangue. Similar studies on a low grade feed material were somewhat unsatisfactory as the grade achieved fell short of what was targeted.

The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. This supervisory bias detection method is developed in full details after which Monte Carlo simulations are done on a mineral processing plant example for showing how it can be successfully applied for detecting hidden biases.CITATION:Lachance, L, Leroux, D, Gariépy, S and Flament, F, 2014. The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

Although small scale mining is regarded by many as of historical value only, this kind of mining activity is still much more widespread than is usually assumed. It has been estimated that it produces as much as ten per cent of the global mineral output. More significantly this figure is often much higher for many of the developing countries of Africa, Asia and South America, signifying the relatively greater contribution of small scale mining to the economies of those countries. It is also noted that small scale mining has always been a feature of mineral production in New Zealand and Australia. An attempt is made to define small scale mining, and the factors determining the suitability of small scale mining operations are discussed. The state of the art in small scale mining is reviewed and the author endeavours to rationalise the important parameters which contribute to successful small scale mining operations and discusses how these parameters may be optimised. The benefits of small scale mining to the mining industry as a whole and to the community at large are outlined. The paper concludes by emphasising the necessity to maintain small scale mining and 'explores' its future 'prospects'.

Laboratory batch rod and ball milling tests were conducted on samples of Heavy Medium Separator (HMS) sinks from Renison Limited. The effects of mill rotation speed, rod volume and ball size on the resulting product size distribution were investigated. Between 48 and 69 per cent of critical speed, the product sizing distribution curves remained very similar, with a finer grind resulting from increasing the speed of rotation at constant grind time. Increasing the rod loading from ten to 53 per cent by volume caused the product size to become finer and more closely sized with a transition occurring at approximately 29 per cent. This was interpreted as a change of dominant grinding mechanism from abrasion to impact. No preferential grinding of the cassiterite was observed. The effect of increasing ball size at constant charge weight was to preferentially grind the coarser particles and generate more intermediate sized particles, whereas the product from a mixed ball charge gave a distribution similar to that obtained when a charge containing only smaller balls was used.

When it comes to structuring major mining contracts, the two most widely adopted formats are æmeasure and valueÆ and æcost-plusÆ. A problem with both of these formats is the difficultly of aligning the objectives of the mining company with those of the contractor to achieve mutually beneficial outcomes. An alternative contractual arrangement is for the mining company to enter into an Alliance arrangement with the contractor, linking remuneration to mine performance across a range of targets. These targets can change over time as operational requirements change.   The aims of this paper are to: +        outline alternative types of mining contracts, as well as their strengths and pitfalls; +        describe the philosophy behind the Alliance contract at Newmont Waihi GoldÆs Favona underground mine; and +        identify some of the keys to success and pitfalls to avoid when implementing an Alliance.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

There are many sources of gas in underground mines including development and production blasting, strata gases, spontaneous combustion, diesel equipment, chemicals used for a wide range of functions, welding activities and fires.It is only in relatively recent times that electronic gas monitors (or detectors) have become both safe and affordable for routine use.In modern mines, gas monitors should be in daily use by the ventilation department as well as blasting re-entry (or clearance) crews, and are often used by drilling crews, shift supervisors, hygienists and mine rescue or fire fighting crews.When first released, electronic gas monitors needed to be sent off-site periodically for calibration at a suitable accredited laboratory. Between calibrations, their accuracy was unknown. More recently, ‘bump testing’ and field calibration has become possible on the mine site, improving both reliability and safety as well as reducing the total number of gas monitors that need to be in use.There has been almost an overwhelming increase in the number and sophistication of gas monitor features in recent years. This paper reports on a case study into the key criteria that ventilation practitioners should be aware of with respect to the specification and selection of the most recent gas monitoring systems, and recommends good practice for site-based operation and calibration.CITATION:Brake, D J, 2015. INAP was formed in 1998 by a number of major mining companies, with a view to sharing acid rock drainage knowledge and experience, and to coordinate global research on the management of sulfidic mine wastes. INAP is now moving to further strengthen its global role by networking with regional organisations that are active in the area of ARD, including MEND 3/NEDEM 3 in Canada, the ADTI in the USA and ACMER in Australia. The INAP-Regional Organisation partnership will be formally launched at the 6th ICARD.

Over a century ago the first ship designed solely for carrying a bulk cargo was launched. This vessel, the "John Bowes", with a deadweight of 660 tonnes was a single decked ship with machinery and accommodation aft. As such she was undoubtedly the fore- runner of the bulk carrier of today only some two hundred and fifty times smaller. Whilst the "John Bowes" pioneered the present accepted mode of transporting the bulk com- modities of the world, it is unlikely that her cargo was either loaded or discharged as quickly as that of a 150, 000 tonner of today. Two decades ago the bulk carrier was beginning to feature in the bulk handling ports of the world. Cargoes of iron ore previously carried in the 'tween deck vessels of the Empire type and Second World War Liberty ships began to be poured into the unrestricted open holds of bulk or ore carriers. The size of vessels catering for this relatively new innovation has rapidly grown to pass the 150, 000 deadweight tonne mark, but only in the last few years. The growth from now into the future is not simply one of ship size evolution. Neither is it a function of the depth of water available at ports. It is in fact a function of a number of features such as ports, loading and unloading facilities, ship trading characteristics, length of voyage and total economies of the transport task from supplier to destination.

The problems of magnetite build-up have plagued the non-ferrous pyrometallurgical industry for many years. To better understand these problems, a study was undertaken to determine the thermodynamic variables that affect the behaviour of magnetite under different smelting conditions. Equilibration studies were performed in the nickel smelting systems of matte-gas and matte-slag(silica saturation)-gas. The relationship of thermodynamic variables such as temperature, sulphur and oxygen partial pressure and matte grade on iron and magnetite activities were calculated and the significance on smelting parameters such as metal losses and partition coefficients were defined. The experimental data from this study were employed to develop practical methods which could be used to control the build up of magnetite, as well as to obtain additional metallurgical benefits. In general, a lower sulphur partial pressure and higher temperature operation was shown to enhance the metallurgical benefits of nickel smelting by decreasing the magnetite activity. Operating in this manner can also have added benefits such as higher metal recoveries, more efficient vessel utilisation and efficiency and lower smelter emissions at equivalent or higher primary furnace matte grades.

Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

A simulation and animation model was constructed for the Stockton Coal Mine. This mine is located in the north western area of the South Island of New Zealand. This model was used to study the optimum size of the stockpile areas whilst achieving the correct product coal qualities. The model evaluated the impact on stockpile size and product coal qualities for both bulk and selective mining. The effect of modifying the amount of known clean coal quality was also investigated. The software used was GPSS/H« for the simulation and Proof Professional« for the animation. From the study, it was recommended to incorporate selective mining in future studies. The shipping plan needed to be modified for a better correlation between coal production levels, in situ coal resources and wash plant capacity.

The properties of iron ore sinter – commonly defined by measures of tumble strength, reduction degradation and reducibility – have a major impact on blast furnace performance. These properties are largely influenced by raw material properties, in particular the bulk ore composition. Despite this importance, there is a lack of quantitative data on the impact of ore chemical composition on iron ore sintering. This is surprising since the levels of Fe, SiO2, Al2O3, P, MgO and other elements, together with the nature of the minerals in the fine ore, play a major role in determining the abundance and type of high-temperature bonding phases that form during sintering. It is the abundance and nature of the high-temperature bonding phase(s) that directly influences sinter quality. This study combines in situ diffraction experiments in model sinter systems with laboratory-based compact sinter tests using natural ores to examine the links between iron ore composition and sintering temperature and their effects on standard metallurgical sinter quality test methods. Results help to establish the critical compositional and thermal parameters that control the bonding phase chemistry, which in turn influences the physical characteristics of the sinter matrix. This information should enable operators to predict optimum sinter operating conditions based on the initial chemistry and mineralogy of the iron ore fines and recognise the chemical modifications to the original iron ore fines required to produce high-quality iron ore sinter.CITATION:Pownceby, M I, Webster, N A S, Manuel, J and Ware, N, 2015. Avoca Resources LimitedÆs Higginsville Gold Project has a resource base of over 1 300 000 oz of gold. The Trident underground mine, which forms the basis of the project development, has a resource base of 927 000 oz of gold. Avoca is building the Higginsville Gold Project based on a minimum ten year vision, producing over 150 000 oz per annum. The project development has taken less than three years from the Trident discovery hole in October 2004 to the first ore production in June 2007. This paper discusses the background work associated with the development of the Trident underground mine in a difficult period for new project development in Western Australia. The resources boom, led by the iron ore industry in the Western Australian Pilbara region, is creating cost pressures and, combined with a lack of people and equipment, is placing cost and timing stress on a small developing project. Avoca Resources has developed a project execution management strategy aimed at mitigating cost blow outs and schedule delays.
