Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

Formation of porphyry-style ore deposits starts with the metal extraction from magmas at so-called magmatic-hydrothermal transition (MHT). The processes and compositions at MHT are difficult to study as the record of them is poorly preserved. As the MHT is characterised by massive crystallisation of quartz, including quartz æeyesÆ and veins, their study can elucidate questions related to metal transport and deposition. Quartz grains from the porphyry deposits all over the world (Antapaccay, Peru; Batu Hijao, Indonesia; Climax, USA; Panguna, PNG; Far Southeast porphyry, Philippines; Rio Blanco, Chile; Omsukchan, Russia) were studied by optical, SEM-CL and BSE microscopy, electron microprobe and LA ICPMS. Quartz grains, even within each sample, have different shapes (rounded, egg-shaped, amoeboid or euhedral) and cathodoluminesence (CL) patterns (shape, number and width of bands in CL images). The outer layers of quartz are markedly different, which is unexpected if the grains had formed in the same conditions. Inflections and blurring of CL bands are often structurally associated with fractures that are commonly healed with secondary quartz and associated fluid inclusions. Our results show that quartz æeyesÆ could not crystallise from a silicate melt as normal phenocrysts. It is likely that in situ segregation of residual SiO2- and H2O-rich liquid and its solidification followed by coagulation (eg formation of silica-gel globules) took place in the magma (crystal mush) during MHT. Such globules could remain in a plastic state for a long time even at rather low temperatures. The solidification of globules occurred after bands of different composition had formed and led to fracturing of solidified and inflection of unconsolidated layers. All fluids (liquid and vapour) released from the original silicagel during solidification were trapped as inclusions (aqueous, salt-rich and sulfide). An EXTENDED ABSTRACT is available for download. This paper aims to provide some' new and original thoughts on tungsten carbide drill-bits and describe practices and performances, some of which are unique and most of which have not previously been described. Many theoretical and descriptive papers and articles on carbide bits have appeared during the last few years, and in the big majority conclusions such as these were made. These results are marked by premature failure of the bits, or The full or economic life of the bit is seldom reached due to the premature failure of the insert. Unfortunately those conclusions are seldom accompanied by the reasons for premature failure. In the few cases where reasons for failure have been advanced, very little, originality has been shown. The reasons usually given are that the failures are due to bad operators, bad workmanship, faulty steel or unsuitable machines, but it has been shown at Mount Isa that the chief reason for poor performnce is bad design.The first question asked will be, "What is wrong with the design of most bits?" and the answer'is, "The size of' the inserts". There may be many other small faults iiI different types of bit but Mount Isa experience indicates that the size of the insert is the most important factor influencing pit life. Under normal conditions it has been found, that there is a minimum size of insert that will give satisfactory performance, and this minimum is 5/16 in width and ? in. depth at the shoulder. A big majority of the bits at presentavailable in Australia do not satisfy these requirements.

The object of this paper is not to describe any particular type of engine in close technical detail but rather to give a general picture of past and present practice in this important section of the industry. The subject involves the study of almost 600 years of coal mining history which has fluctuated from stagnation to extremely rapid progress.Up to the year 1300, coal was obtained from outcrops and exposed beds, but this easily worked source soon gave out, so by that time shafts had to be sunk to the coal seams, and coal mining proper commenced its career.These early shafts were very shallow, and winding equipment was not a matter for much concern. Raising coal was generally achieved by human labour, which was called "coal bearing." Coal was loaded into baskets. strapped to a man's back, and carried from the underground workings to the pit bottom. The unfortunate individual then climbed ladders to the top of the shaft, unloaded the basket, and descended the shaft for the next load. Men, women and even children, were employed as the mine expanded, and were generally bound to the colliery for life, performing daily work which would now be regarded as slavery. This primitive method of raising coal to the surface was slow, inefficient and highly dangerous, yet for want of a better method it continued until in 1602 it isrecorded as having been abolished in Wales, one of England's great coal districts. A metallurgical balance drawn around a mineral processing plant or smelter must involve all process streams crossing the plant boundary. Modern sampling theory, as formulated by Gy, and sound statistical method can be used to determine the uncertainties in the observed assays for the set of balance analytes and in the mass flow rates of the process streams for the balance period. These uncertainties can then be used together with the material balance equations to arrive at adjusted component mass flows that satisfy the material balances exactly. To determine whether or not the data is consistent with the level of uncertainty in the data and with the material balance equations, a goodness of fit test is applied. This goodness of fit criterion is the principal tool to quantify the quality of the material balances. The mathematical structure of the statistical material balance problem poses a number of challenges. For example, while the variances of the adjusted component mass flows do not vanish, the variances of the sums of the adjusted component mass flows about each balance node do vanish, simply because the balancing computation demands that the balances close exactly. Even though it can be shown that the variances of the adjusted component mass flows are always lower than the estimates for the corresponding unadjusted component flows, it is still not possible to construct a confidence interval on the component mass flow into (and out of) a balance node using the adjusted component flows. On the face of it, such a confidence interval is exactly what is most desired from the balance calculations. The problem arises because the balance problem is a data adjustment rather than a parameter estimation problem. It is possible, however, to calculate the recovery of a component to a product stream and determine a confidence interval for the recovery value. It is also possible to calculate an uncertainty in the mass flow of any balance species in any process stream, before and after balancing.

Pajingo gold mine produces over 240 000 oz Au per year from underground mining using longitudinal bench stoping methods with a 15 m sublevel interval. Average mine head grade is around 12 g/t Au, contained within quartz veins between 0.5 to 16 m wide. The veins dip steeply (>60¦) and exhibit strike variations which lead to many curved and meandering drive/stope geometries. Unplanned dilution at Pajingo is predominantly controlled by fault planes that subparallel the vein and commonly lead to slabbing failure from the stope walls. Initial efforts at determining maximum spans were based on using the Stability Graph method of stope stability. However the method had a number of shortcomings that did not address mine site observations, including previous mining, interaction of different joint sets and the presence of discrete shears which resulted in poor prediction of stability. A method was developed to rate the risk of dilution for a stope based on observations made in the ore drives. The method utilises profile mapping of the ore drive, structural features observed and the orebody itself, on 10 m spaced sections along the ore drive. A matrix of factors determines the dilution risk for stoping at the time of mapping and the rating is transferred to longsection plots in the office. The dilution risk rating is used to determine the position and density of cable bolt support aimed at lessening the risk, and can be used to review blasthole designs prior to finalisation. The method has been used for more than two years and has proven to be a good indicator of potential unplanned dilution (ie waste outside of ring design). A recent review of the dilution risk mapping process has indicated it is assisting in reducing the impact of dilution at the operation and has the scope to be utilised further in the design process.

At many locations in Australia the decommissioning of mining operations will require the disposal of excess water. If the water is contaminated its disposal may be restricted by government guidelines. The timing of water disposal may be critical to the schedule of close-out. The uncertainty of the annual rainfall input to the water storage and disposal system may determine the success or failure of close-out. The uncertainty associated with any outcome can be used to determine the reliability of the system, or inversely its risk. The technique of Monte Carlo simulation, using the uncertainty in annual rainfall, is applied to quantify the risks associated with water disposal as part of the requirements for close-out in two case studies. In both case studies it is assumed that water disposal is via evaporation only. The first case study is the Nabarlek operation, located about 270 km east of Darwin. This project is required to complete the engineering work associated with its close-out by December 1995. The second study investigates the situation of close-out for the Ranger Uranium Mine, about 250 km east of Darwin. It should be noted that the Ranger mine was examined as part of the annual update of its contingency rehabilitation plan and the probability of implementing the plan is extremely small. The probability of success for the Nabarlek case varied from less than ten per cent to greater than 95 per cent depending on the management strategy. Four possible strategies were investigated for the Ranger mine with the chance of success varying between 20 and 95 per cent. The estimation of the evaporation rate and the area allocated to evaporation was critical in both cases. By applying seasonally based evaporation pan coefficients determined on site, rather than an average monthly value of 0.75, the chance of success was improved by up to 35 per cent for Ranger. Simulation modelling is able to provide information on the likely response of mine water management systems and the level of risk. This information is required to efficiently plan and manage the disposal of water for close-out.

Newmont AustraliaÆs Callie Underground Gold Mine is located on the Dead Bullock Soak Mining Lease, approximately 600 km NW of Alice Springs, NT, in the Granites-Tanami Goldfield. Dead Bullock Soak is part of NewmontÆs Tanami Operations, which also include the Granites Gold Mine and processing plant, Groundrush Open Pit and Tanami Mill. Callie is a world class Proterozoic gold deposit; production to date is in excess of 1.7 million ounces, with an additional Proved and Probable reserves at the end of 2002 of 10.8 Mt at 6.3 g/t. Gold mineralisation at Callie occurs in thin (1 - 30 mm) steeply dipping quartz-chlorite sheeted vein system that cuts across a 40¦ plunging folded sequence of medium to fine-grained metasediments. While the vein system is highly continuous, the gold distribution is highly variable and is controlled by the interaction of lithology, alteration, structure and vein density. The mineralisation is commonly coarse-grained and has a relatively high nugget effect, consequently the orebody is problematic to estimate and shows a high degree of sensitivity to drill hole density. Resource modelling at Callie is an example of a geologically driven model that has evolved with increasing data and understanding. Lithological and structural models are employed to define domains within which the grade estimation is undertaken using multiple indicator kriging. This gradual model evolution impacted greatly on the selection of the mining method. Uncertainty in the estimation of the orebody was a significant factor that led to sublevel open stoping with cemented aggregate fill being adopted as the mining method to improve extraction selectivity. Callie often shows strong positive reconciliation compared to the mill. The mine geologistÆs face the challenge of limiting the degree of underestimation of the core of stopes whilst ensuring that stope boundaries are not conservative. This can only be achieved through the mapping of subtle geological features in order to confirm the orebody model. The increased use of the geological mapping has improved our understanding of the controls on mineralisation and has been extended into the development of new models for near mine underground exploration.

The Tooloom gold field is located within the New England Fold Belt in the far northeast of New South Wales, approximately 130 km south southwest of Brisbane. Gold was first discovered at Tooloom in 1857. Within a few years up to 10 000 people were mining placer gold deposits in the Tooloom valley and a few tried their hand at mining hard rock occurrences as well. Mining of alluvial gold continued in a small way at Tooloom until very recently, but only in the last few years, since Malachite Resources acquired its interest at Tooloom (now 100 per cent), has the full potential of this large, reduced intrusion-related gold field been appreciated. By the mid 1870s, once the alluvials were largely worked out, most of the early miners had made the 270 km trek north to the newly discovered Gympie gold field and Tooloom slipped into obscurity. Such was this obscurity that the Tooloom gold field was not recorded on published Government geological maps until 2001, four years after Malachite became involved. The many hard rock prospects that Malachite has identified in recent years were largely or completely unknown. Tooloom is a good example of blinkered thinking when it comes to modern mineral exploration. The New England province in NSW has long been the æpoor relationÆ to the much better known and more highly favoured Lachlan Fold Belt in NSW. It has also suffered serious neglect compared with the Queensland part of the New England Fold Belt that hosts such major gold deposits as Mt Morgan (>7 Moz), Gympie (>3 Moz) and Cracow (>1 Moz). Tooloom is proof that prospective geology does not stop at state borders.

Within the mining industry computers have made their most significant impact with 3D design, visualisation and resource modelling/ optimisation. Recently, the application of computers to data gathering and accounting functions has also started to reap benefits. These two areas of application cover the beginning and end of the mining process. There has been limited use of computers on the middle section, the actual mining process. This is interesting when considering the relative proportion of overall mining costs that this section produces. There is a certain amount of irony in the lack of mining application software for developing accurate budgets compared to the systems/software then used to review performance against budget. Computers have been used extensively in the manufacturing industry to design, model and simulate the manufacturing process. This has not been extended to the mining process. But, we all strive to have an open pit that replicates a manufacturing plant û smooth, efficient, optimal production. If we could model mining operations with the confidence of plastic box makers we would reduce risk by an order of magnitude, improve planning and focus on value drivers. Cost û benefit analysis would be easy. The extrapolation of manufacturing to mining process models is difficult. The variables in the manufacturing process are fewer in number, have low volatility and are highly predictable. The time between a box falling on a conveyor belt and falling off is very consistent. Mining is quite the opposite. It has large numbers of variables, some of which are unpredictable and volatile. The time to fill an excavator bucket could vary by 30 per cent and the frequency distribution is unlikely to be a mathematically simple normal distribution. Further, each of these variables can be distorted by one-another û they are interrelated. The mining process is a disjointed flow of parcels whereas manufacturing is a controlled continuous feed. A loaded truck might join a ramp and follow a slow water cart up. This is the equivalent of a localised voltage drop on equipment in a manufacturing plant. The manufacturing plant is quite likely to rapidly recover to full capacity. Whereas the slow truck might throw the mining fleet cycle out of balance for hours û trucks queuing at the ROM bin and so on. A mining process simulation has been created that addresses these mining variable issues to produce a highly accurate model of the open pit mining process. The number of uses for such a model is growing rapidly as it is being utilised for a variety of projects within the industry. This paper discusses the need for and application of mining process models.

This paper discusses how advanced manufacturing technology (AMT), which is fundamentally reliant on and developed via multi-disciplinary skills, has benefitted non-mining industries, and what lessons can be derived from this experience to benefit the mining industry, particularly underground coal mining. Examples of AMT use in æconventionalÆ industry, some drawn from the more than 25 years experience in many different industries of the Automation and Robotics team at the University of Wollongong, are described to show typical benefits, risks and opportunities expected in using AMT. Applying AMT to mining brings many unique challenges and this paper expands on these and then provides practical examples of how a multi-disciplinary team can develop new processes and systems leading to productivity, safety and other benefits for underground coal mining.

Block cave mines are often thought of as rock factories where high volumes of production are mined from a fixed area suggesting little requirement for geological input and control. Yet caving operations have peculiar and specific technical requirements from prefeasibility through to post-mining reconciliation. Whilst essential elements such as resource definition, geological interpretation and sampling strategies are common to all mining methods, planning for a block cave requires a different emphasis and philosophical approach in how we deal with these issues. We will examine why a geoscientist’s input is critical towards the successful planning, design and monitoring of a caving operation.

The genesis of giant hematite ore deposits in northwest Australia remains a contentious topic in part because key evidence supporting a unifying genetic model has not been found at all deposits. In particular, several papers have proposed that carbonate replacement of silica layers in banded iron formation (BIF) by basinal brines is a requisite first step toward ore formation. This initial hypogene stage is inferred primarily from the presence of silica-poor, carbonate-rich rocks found below ore and along normal faults at the Mount Tom Price and Giles Mini deposits. However, until recently such rocks have not been identified at the largest martite-microplaty hematite deposit, Mount Whaleback. In this study, samples of the upper Mount McRae Shale are examined for their chemistry, mineralogy and petrography. These samples were collected from several key locations, including within drill core that penetrates an area immediately beneath ore along the Mount Whaleback fault at Mount Whaleback. Compared to unaltered black shale from Wittenoom Gorge in the north and altered black and red shale at Mount Whaleback, reddish-green shale below the Mount Whaleback deposit is significantly enriched in MgO and CaO and depleted in SiO2. Samples of this shale consist predominantly of fine- to medium-grained dolomite and ankerite cut by chlorite and carbonate veins, contrasting with unaltered equivalents that contain mostly stilpnomelane, K-feldspar and relatively minor carbonates. This alteration is distinct from assemblages developed during regional metamorphism, and possibly represents hydrothermal alteration after metamorphism. Although several questions remain unanswered, these results support models that invoke an early hypogene stage during the formation of the martite-microplaty hematite deposits in the Hamersley Province.

The Golden Pig mine has embarked on a diamond drill program design philosophy that increases flexibility of the program by greatly increased drill pattern densities. The use of standard broad pattern diamond drilling at the Golden Pig mine has previously lead to operational inefficiencies and impacted significantly on the costs of the mine. The diamond drill program philosophy and its interaction with mine planning is explained. The case study of the E lode mining as used to internally justify the increased drill densities is detailed.

The mining industry in common with the rest of Australian industry is in the critical situation of facing a rapidly diminishing insurance market. Huge industrial complexes and massive mining risks with limits of liability of millions upon millions of dollars are becoming increasingly difficult to insure. Insurance underwriters are still reeling from the financial shocks of cyclones, floods and fires in Australia over the past couple of years. Risk Management which calls for manage- ment involvement in the control of losses offers a serious challenge to miners, industrialists and insurance underwriters alike. Without it the insurance market could disappear altogether.

With the advent of Computer aided mapping and surface modelling techniques Geologists and Engineers have had to become familiar with the capabilities and limitations of these systems to effectively use them. In this paper we will trace a short history of the rather rapid progress in this area. From this historical perspective we will make some observations and use these to guess at what the future holds. We hope that this paper will assist in clarifying the develop- ments in computer assisted mapping and modelling and promote thought on how these techniques may be best applied to the problems of the Mineral Industry.

Prediction of large-scale underground opening stability in quite complex mining circumstances is being undertaken on a routine basis at The Zinc Corporation, Limited, (ZC) and New Broken Hill Consolidated Limited (NBHC) Broken Hill, Australia. A three- dimensional numerical modelling technique has been developed that gives good correspondence with the observed behaviour in many stopes. New insights into the rock mechanics of under- ground mining are flowing from this work. The modelling practice can be taught to engineers in a reasonable time-frame. In-house computing facilities including graphics workstations are needed. The RMS software is designed to be user-friendly and very robust.

Gold mining commenced at Telfer in Western Australia in 1977. Ore mining was carried out by owner equipment and personnel with waste stripping by a contractor. Initial ore reserves were in predominantly high grade, geologically simple reef structures. A mining method was developed using dozers to selectively mine the ore bearing horizons with a minimum of dilution. As the mine has developed the simple, high grade ore reserves have been progressively replaced by more geologically complex, lower grade reserves. In turn, mining methods have evolved to extract this ore by the most appropriate methods. On-going attention to ore mining practices will ensure that project profitability and viable mine life are optimised.

With the exeption of the United States, Canada and Russia, oil has not been around in quantity near world centres of population. Production: in Western Europe is insignificant. Japan is without production as are Australia, Southern Africa, India; Brazil, Chile, New Zealand and China. The United States is, however, a large importer of crude oil. The very fact that oil is produced generally away from centres of population means that it has to be carried by sea to the area in which it is required. There is, therefore, a constant flow of oil around the world in very definite channels.
