The Directive 019 on mineral industry, which was officially adopted in 1989, is the main tool used by the Quebec Ministry of Environment for the environmental evaluation and control of mineral exploitation projects presented for approval. This document contain the environmental guidelines which must be met by all the mineral companies during and after exploitation. The Directive 019 also contain all the information required by the Quebec Ministry of Environment in order to fully analyse the environmental impacts caused by the mineral projects proposed to the Ministry for approval. The proposed modifications of the Directive 019 cover many new topics that were not addressed in prior editions, these include : water recirculation, groundwater protection, tailings management and post exploitation environmental controls.

"Abstract -Yidun Island Arc in Sanjiang Region is one of the important Kuroko-type volcano­ genic massive sulfide deposits (VMS) districts in southwestern China. Tectonically, the region is situated in the eastern portion of the Tethys orogenic belt, and is a late Triassic extensional island-arc. The island-arc underwent earlier arc construction, intra-arc rifting, later arc construction and back­ arc spreading during its evolution and formed a complete trench-arc-basin system, i.e., the Ganzi­ Litang suture zone, forearc basin, outer arc, intra-arc rifting zone, inner arc and back-arc basin from east to west across the island-arc.Kuroko-type VMS deposits and occurrences discovered so far are limited to within the intra-arc rifting zone of the Yidun Island Arc and tend to occur in groups or clusters distributed in separate fault­ bound basins; e.g., Zengke, Gacun and Xiangcheng basins, in which submarine volcanic rocks, especially bimodal volcanic suites, were extensively developed. The VMS deposits formed in the waning stages of volcanic eruption in the late Triassic and are hosted in the uppermost section of acidic volcanic rocks (rhyolitic-dacitic) within a bimodal suite. The orebodies are associated with these host rocks: rhyolitic-dacitic pyroclastic rocks and exhalites and chemical sedimentary rocks.Ali VMS deposits in Sanjiang are of the Zn-Pb-Cu type. The architecture of the deposits is two­fold, consisting of concordant lenses and layers of massive sulfides and an underlying discordant stockwork. Ali deposits show metal zoning. The hydrothermal alteration related to mineralization is strong and asyrnmetrical, and is found dominantly within the stockwork zone and host rocks surrounding the ores. There are two alteration patterns: (1) chloritization - sericitization - silicification from outer sides to core of the alteration pipe; and (2) silicification + sericitization - silicification + carbonate from the lower to upper part of the alteration pipe_The mineralization temperatures of ore-forming fluids vary in the range 200°C to 335°C. Thermal evolution of the fluids displays temperature profiles that first increase and then decrease with progression of mineralization processes. The majority of black-ore minerais (Groups I and II) formed during intensifying stages of hydrothermal activity, and the majority of serni-yellow-ore minerals (Group III) formed during a thermal maximum . There followed the formation of fine-grained black-ore minerals (Group IV), which interacted with barite layers during decreasing temperature phases.Oxygen and hydrogen isotope studies show that the sources of ore-forming fluids for the Kuroko­ type VMS deposits are two-fold: seawater and magmatic hydrothermal solutions, represented by the Kuroko deposits in Japan and Kuroko-type VMS deposits in Sanjiang, respectively. In the latter case the hydrothermal solutions reacted with host rocks and mixed with cold seawater percolating downward, and circulated through volcanic rocks resulting in development of alteration zones and formation of ore minerals in Kuroko-type VMS deposits."

THE Hamilton Works of The Steel Company of Canada is a fully integrated steel plant with an annual capacity of three million tons. Located on the south shore of -Hamilton bay, it is in the centre of Hamilton's industrial belt. The heavy concentration of industrial activities found in this area, accompanied metallurgical well-known sources of pollution which are normal to urban areas is creating a pollution problem which concerns both industry and the general public. The Steel Company of Canada has recognized this problem and, accordingly, has adopted the policy of integrating suitable pollution control devices into its new installations. Much effort is also being expended to control the emissions of air contaminants from the existing equipment. At the Hamilton Works, there are two main sources of metallurgical dust emissions to the atmosphere -the Open Hearth furnaces and the Sinter Plant. Secondary aluminum dross, which has been exposed for several years to atmospheric conditions, was characterized using chemical analysis, X-ray diffraction, optical and scanning electronic microscopy, and energy-dispersive spectroscopy. Based on the characterization, a method to purify the solids is presented. This method starts with the washing of the dross in boiling water to eliminate the soluble compounds like Na and K, followed by the physical separation of the metallic aluminum by milling and screening. Finally, an acid lixiviation process is applied using three different acid solutions, HCl, HNO3, and H2SO4. The best results were obtained using HCl. The main insoluble components of the dross after lixiviation were Al, SiO2, and Al2O3. MgAl2O4, AlN, Si, and Na2Al22O3·2H20 species were also found. Based on the alumina content, the solid product could be suitable as a raw material in the manufacture of castable refractories or metal matrix composites.

"The Central Mukur deposit was discovered by the Semipalatinsk Geological Exploration Expedition (GEE) during detailed searches from 1977 to 1980. Andas Altyn Ltd., a Kazakhstanian gold mining company acquired the property and commenced mining in 1995. In 1998, Andas-Altyn Ltd. became a wholly owned subsidiary of Eurasia Gold Corporation.The Central Mukur gold project covers a linear series of parallel, discontinuous zones of near surface oxide gold mineralization that covers a distance of 7 kilometers and extends past the property boundaries. The oxide gold mineralization is a result of the regional oxidization of a primary sulfide gold mineralization emplaced in a series of shallow dipping thrust faults. Resources as calculated by the GEE are 3.45 mt at an average grade of 1.84 gmt Au in the C1 +C2 category and 7.52 mt at an average grade of 1.80 gmt Au in the P1 category. The Central Mukur Gold Heap Leach Mine consists of an open pit, heap leach pads, and an ion exchange resin gold recovery plant. Limited gold production (<2,500 ounces/year) has been achieved over the past three years leaching run of mine oxide gold mineralization. Gold recovery utiling cyanide to dissolve the Au and ionic resin technology to recover the Au for the leachate is approximately 60%. Loaded resin is shipped to a treatment plant at Almaty where the gold is stripped from the resin, refined and sold.This paper will describe the geology, mining, and processing of the Central Mukur ore. In addition, it will describe what it is like doing business in Kazakhstan and the transition from a Soviet style operation to a more western style operation.INTRODUCTIONThe Central Mukur Mine is owned and operated by Andas-Altyn Ltd. a Kazakhstanian gold mining company located in northeast Kazakhstan. Andas-Altyn is a wholly owned subsidiary of Eurasia Gold Corp., a Canadian public company listed on the Alberta Stock Exchange. The Central Mukur mine consists of a small open pit, and a heap leach operation that utilizes ion exchange resin to recover gold from pregnant solutions. In addition to the Central Mukur mine, Eurasia also owns the Myaly heap leach gold project which is also operated by Andas- Altyn Ltd."

"The present study reports solvent extraction and separation of zinc from concentrated nickel sulfate solution. In our previous study, Zn and Cd in cold filter cake (CFC, 45-55% Zn, 11-16% Cd, and 2.5-4% Ni) were extracted by alkaline leaching followed by electrowinning processes respectively. The strip solution from electrowinning process, was a pregnant liquor solution (PLS) containing 16.8 g/l Ni and 4.2 g/l Zn. In this work, PLS is subjected to the solvent extraction process for separation of traces of Zn from high grade nickel. The zinc free raffinate containing 16.6 g/l Ni sulfate solution will flow to nickel electrowinning plant for cathode production. Di-(2-ethylhexyl) phosphoric acid (D2EHPA) is the organic phase used in this study. The effects of various parameters such as organic phase concentration (10- 40 % v/v), pH (1.5-3), and temperature (25 and 45°) are investigated. Zinc over nickel separation factor increases by increasing pH from1.5 to 3. The results show that 98.7% of Zn was loaded at25°C O/A ratio of 1, pH 3, and 10% vol. D2EHPA. A 10 M NaOH is used for pH control. However, replacement of pH controlling agent with ammonia solution (25%. v/v) results in interesting observations. Ammonia addition, reduces the solubility of Ni2+ cations in solution. Nickel starts to precipitate from raffinate in a crystalline bluish-green form. The obtained crystals are characterized by XRF and identified to be nickel-bearing analog of boussingaultite, a rare sulfate mineral of nickel with chemical formula of Ni (NH4)2(SO4)2.6H2O. The crystallization rate of crystals is studied. It is a slow precipitation process with 75% in 4 days.INTRODUCTION Annually, many hydrometallurgical processes such as electrowinning, solvent extraction and leaching are applied to waste filter cakes in Zanjan, Iran. These additional processes on filter cakes are critical from both environmental and economic points of view. CFC (cold filter cake) is a toxic but valuable filter cake (45-55% Zn, 11-16% Cd, 2.5-4% Ni, and 0.2-1.5% Cu) produced in many zinc production plants. Our research group at Research and Engineering Company for Non-ferrous Metals (ReCo.), developed a series of hydrometallurgical methods for extraction of zinc, cadmium and nickel from CFC (Moradkhani, & Rasouli 2012). The recovery of zinc and cadmium with alkaline leaching and electrowinning was successfully studied. The strip sulfate solution from cadmium electrowinning unit, contains high concentration of nickel with some traces of zinc impurity. This pregnant liquor solution (PLS) was analyzed and reported to contain 16.8 g/l Ni and 4.2 g/l Zn. In this work, PLS is subjected to the solvent extraction process to separate Zn from nickel (Fig. 1). The organic phase stripping solution containing 4.2 g/l zinc and 200 ppm nickel can be circulated and used in the acidic leaching step. This generates nickel solution with high purity suitable for nickel cathode production."

As a result of a test-drilling program conducted by the Research Council of Alberta in 1968, a gypsum deposit averaging 30 feet in thickness, with a chemical purity of 84 per cent gypsum, has been proven to underlie the Clearwater River valley for a distance of 18 miles at depths ranging from near-surface to 300 feet. This and other subsurface deposits in the vicinity of Fort McMurray, Alberta are the product of local hydration of anhydrite beds believed to be the water-insoluble remains of the leached Prairie Evaporite formation of Middle Devonian age, the thick salt section of which is preserved down dip. The effects of salt solution are seen in the disturbed bedding and the intermixture of greyish green shale with gypsum in the core, the shale content being responsible for the rather low chemical purity of the deposit. A similar gypsum deposit, but probably of higher purity, is postulated to occur beneath the Athabasca River valley about 60 miles north of Fort McMurray.

"Typical mining operating costs can be divided between extraction (30 % to 70 %), comminution (30 % to 50 %) and separation (5% to 20% ). Cornminition process costs, representing an important contribution to mining operating costs, can themselves be divided roughly between energy (50 %) and linerkharge wear (50 %). Developing the ability of predicting mill wear will allow a more accurate estimation of wear costs. However, total media wear in a given ball mill grinding process is a product of three recognized wear mechanisms those being abrasion, corrosion and impact. Further, the contribution to total media wear of each of these wear mechanisms has not been well established. In this paper, a overview of abrasive, corrosive and impact wear mechanisms is made from which an empirical wear prediction procedure is proposed. Further, future directions in wear prediction research is outlined. L’objectif de cet article est d’analyser l’efficacité de la conception des bancs miniers de la fosse Tiriganiaq du projet minier Meliadine par rapport à des critères de fiabilité rencontrés dans la littérature et la pratique. L’article présente les similitudes et les différences entre les résultats obtenus pour les différents critères et propose une approche multicritère systématique pour évaluer la fiabilité des bancs miniers à l’aide de cartes de susceptibilité.

Plant process optimization programs are often costly, both in technical effort and loss of production. Evolutionary Operation or "EVOP" is a mode of plant operation consisting of controlled cyclical changes in process conditions by which information is provided concerning potential process improvements while both volume and quality uniformity in production are maintained. Its conceptual simplicity and low cost of utilization have led to successful adoption in a variety of industrial manufacturing operations. This paper is an expository account of basic EVOP theory, the problems encountered and the organization required in applying it to a processing plant. Illustrations are provided which indicate the payoff that can result.

This paper outlines the function of the Safety and Compensation Division of the Mining Association of British Columbia. After a general discussion of safety and the safety program now being followed in B.C., the author goes on to describe the wide-ranging aspects of compensation payments and company assessment rates. Special attention is also given to the problem of silicosis in mining operations. In appendices to the paper, the experience rating plan of the mining industry is compared to that recently adopted for the construction industry. Introduction The Mining Association of British Columbia consists of fifty-five member companies, including virtually all the producing mines as well as the larger exploration, contracting and development companies. On completion of an extensive study of safety and compensation in the mining industry, the Mining Association of British Columbia instituted a Safety and Compensation Division in 1954. Underhand mining with cemented mill tailings for backfill has proven to be a safe and effective alternative to conventional overhand mining for rockburst prone mines. The ability of the cemented sandfill to survive a rockburst shock wave without failing has been observed at mines in the Coeur d?Alene Mining District many times in the last twenty years. To better understand the dynamic loading of this commonly used support material the National Institute for Occupational Safety and Health (NIOSH) performed laboratory experiments using a split Hopkinson Pressure Bar (SHPB) to quantify the maximum stress and energy absorption of cemented mill tailings from the Galena mine. Cylindrically shaped cemented backfill specimens aged 28 days were placed in the split Hopkinson pressure bar testing apparatus and a dynamic load was applied. The measured peak dynamic compressive strength of the cemented sandfill was 10.6 MPa (1540 psi) and is approximately twice the static unconfined compressive strength (UCS) of 5.5 MPa (800 psi). These test data showed about 95% of the initial energy was reflected away from the backfill and only 5% of the energy was absorbed. This may help to explain why backfilled stopes could withstand seismic events up to 3.5 Richter magnitude (Ml). When a compressive rockburst wave impacts a stope a large amount of the stress and energy is reflected away. The reflected wave is a tensile wave which creates tensile cracks and spalling in the entire wall of the stope. The backfill supports the damaged wall rock and holds it in place. Some of the stress and energy of the rockburst is transmitted into the backfill and because the backfill is being dynamically loaded it has a strength that is twice its static value and absorbs a substantial amount of rockburst energy. Although mining in deep underground mines is an extremely hazardous occupation, the use of underhand mining with cemented backfill for static and dynamic ground control increases the safety of the workers.

History The Con-Rycon mine is situated in the Yellowknife mining district, North West Territories, 608 air miles north of Edmonton, Alberta. The earliest reported discovery of gold in the area was made in 1898 but no extensive exploration occurred until 1928. The birth of Yellowknife as a mining community took place in 1934 with the staking of the Rich group and subsequent shipping of 16 tons of high grade ore. The Giant group was also among the claims staked in 1934, and later staking showed a tendency to close the gap between these two properties. In the fall of 1935, the A.Y.E. claims, situated south of the Giant group, were staked to cover a discovery of the Geological Survey of Canada and, after general release of the Survey&apos;s information, the adjoining ground was staked. These claims included the Con, Negus, Meg, and Kam groups. In 1936 four lapsed claims were re-staked as the P and G group and later acquired by Rycon Mines, Limited, controlled by the Consolidated Mining and Smelting Company of Canada, Limited. The Con and various adjacent groups owned by Cominco are now operated with the Rycon under one management. Surface trenching on the Con property started in 1936 and, during the fall and winter of 1936-37, a 60- foot 5 ft. by 9 ft. inclined prospect shaft was sunk. The encouragement provided by the shaft and diamond drilling in 1937 led to the decision to establish a mining plant, and in August, 1938, the 100-ton cyanide mill produced its first brick- the first gold brick poured in the history of the North West Territories. In November, 1938, the mill was enlarged to a 175-ton capacity and operated at this rate until 1941, when refractory ore was encountered. This situation was met by the installation of flotation and roasting units and, at the same time, the milling capacity was increased to 300 tons daily. Labour shortages and Government restrictions forced a reduction of output and in 1943 milling was suspended while mine development continued on a reduced scale throughout the war years. The present full-scale of operations was resumed in 1946 and the total production to the end of 1948 amounted to 288,853 oz. gold and 72,347 oz. silver.

"The outlook for Eastern Canada is decreasing coal production over the next few years; however, a reappraisal of the long-term requirements and increased prices of coal could lead to a revitalizing of the industry. The market for Western coal is expanding and is expected to exceed 50 million tons per year in the metallurgical and thermal power fields. Western coal reserves are currently estimated at 119 billion tons. Technical developments in Eastern Canada include a shearer and gate-end support system to mechanically cut the stall and brushing at the tail-end of a longwall. In Western Canada, the most modern equipment is used in mining, beneficiating and shipping coal. Results to date on the underground hydraulic experiments exceed expectations. The importance of reclamation is recognized and plans have been made to restore and re-vegetate disturbed areas and mine dumps. In Eastern Canada, experiments were started to determine the feasibility of coal reclamation from mine dumps, including one dump that is on fire. The Mining Research Centre, Mines Branch, continued to conduct research work oriented toward solving Canadian mining problems The Western office of the Centre, opened in 1970, was set up primarily to study problems associated with a resurgent coal industry."

AT the Eagle mine, near Gilman, Colorado, where the Empire Zinc Company have installed an underground mill, transportation problems were comparatively simple. A railway siding on the Denver and Rio Grande railway is equipped with an unloading dock or platform at the portal of their service incline adit to the mill. This 18-degree incline is approximately 600 feet long from the unloading track to the head of the mill skipway. For the Big Missouri mill, upwards of 2,500 tons of material and equipment had to be trucked from tidewater at Stewart, B.C., a distance of 21 miles to the Big Missouri camp at elevation 2,800. From that point, this freight had to be moved either over or through the Big Missouri ridge, rising to elevation 3,450, to its final location 800 feet from the surface between elevations 2,150 and 2,350. Immediately after leaving the government dock at Stewart, the road crosses the International boundary line into Hyder, Alaska, and then follows a water grade for eleven miles along the lower stretches of the Salmon river. leaving the river, the road climbs for two miles before crossing back into British Columbia territory at Silver Heights, and then continues for another mile and a half to where the Big Missouri road branches off from the main road to the Premier mine. For a distance of four miles from the junction of the roads, the Missouri road is very narrow, with many sharp curves and with irregular up and down pitches and grades up to 25 per cent until it reaches the Summit. From there on, a fairly easy grade leads a mile and a half to the end of the road on Joker Plats. In winter, the last stretch of road is subject to heavy snow drifting, especially through a narrow funnel-shaped gulch, known as &apos;The Gap&apos;, where the snow may pile up to a depth of over twenty feet.

The basic studies on the surface properties and flotation characteristics of ilmenite were made by electrophoretic, adsorption, contact-angle and floatability measurements. The isoelectric point of ilmenite is found to be at pH 5.6. By combining the results of electrokinetic studies and adsorption measurements, a clearer picture of the ilmenite-solution interface was observed. These findings were correlated with the floatability of ilmenite obtained by Hallimond tube tests. The general flotation characteristics of ilmenite are compared with those obtained for magnetite and rutile. It is indicated that the above three minerals, namely, ilmenite, magnetite and rutile, have very similar surface properties and flotation characteristics. Therefore, it is difficult to make an effective separation of these minerals by flotation. However, it is found that sodium orthophosphate acts as a selective depressant for magnetite in anionic flotation. Therefore, close pH control of the pulp in the presence of the phosphate ion enhances the possibility for a successful separation of these minerals.

Canal communication between Lake Erie and Lake Ontario has been one of almost constant enlargement and reconstruction to meet the rapid growth of trade and commerce, and the consequent steady increase in the size of vessels plying the Great Lakes. The original canal was built by the Welland Canal Company. The first sod was turned in 1824 and the first vessel passed through in. 1829. There were 36 lift-locks, built of oak timber, 110 feet long and 22 feet wide, with a depth of water over the sills of 8 feet. The second canal, now known as the &apos;Old Welland Canal&apos; was built by the Dominion of Canada (1842 to 1850). There were 26 masonry locks, 150 feet long, 26.5 feet wide and with a depth of water over the sills of 9 feet. The walls and banks were raised in 1853 to give a 10-foot draught. The third canal, known as the &apos;New Welland Canal, built by the Dominion of Canada, was started in June 1874 and the first boat passed through in the spring of 1882. There are 25 masonry lift-locks, 270 feet long, 45 feet wide and with a depth of water over the sills of 12 feet. The walls and banks were raised in 1891 to give a 14-foot draught. This is the canal in use at present.

This paper reviews the trends in the past two years in autogenous grinding throughout the world. It covers rock grinding in South Africa, Sweden, Canada, the United States, Finland and Germany. To properly orient the discussion on this subject, the paper attempts to define and classify the scope of autogenous comminution. As this is a relatively new subject, there is often considerable confusion regarding the various practices, which sometimes differ widely. By clarifying the types and forms, we hope to help clear up this con-fusion. Autogenous grinding is being carried out, throughout the world, either in mills grinding in water or solution or in dry mills using air classification to remove the finished material. The wet grinding, particularly, can be divided into: (1) (2) (3) Primary autogenous grinding, or "run-of-mine" grinding. Secondary autogenous grinding or semi-autogenous grinding or rock pebble grinding. Combination processes. -This covers plants in which pebbles made in the primary mill are re-moved and used as grinding media for fine grinding in secondary mills.

"SherrGold's MacLellan V ne is located about five miles south east of Lynn Lake immediately to the east of the Keewatin River. (Figure # 1)The property is accessible by an all weather road, leading north from the provincial highway 391, which links Lynn Lake with the Town of. Leaf Rapids and the city of Thompson to the south.The MacLellan Mine (formerly the Agassiz property) was discovered in the early 1950's and optioned from Comiesa Corporation in 1979 by Sherritt. SherrGold Inc. was formed in September 1985. Sherritt then transferred the MacLellan Mine, 15 other gold prospects in the Lynn Lake area and the old Lynn Lake nickel-copper mill to SherrGold. At the same time Sherrgold entered into a management agreement with Sherritt whereby Sherritt would develop and operate the MacLellan Mine and conduct SherrGold's exploration activities.The ore body as outlined in the original feasibility study is expected to produce in excess of 300,000 ounces of gold and 450,000 ounces of silver over the next 5 years. However the deposit is open to depth and exploration is continuing on and around the main zone and the many satellite deposits.The start of construction of the MacLellan mine and mill was scheduled to phase in with the closure of the Fox copper-zinc mine located 30 miles west of Lynn Lake. The majority of the employees from the Fox Operation were either employed at the MacLellan mine or relocated to Sherritt's Ruttan Operation."

This paper discusses and compares methods of statistical analysis of the information relating to the evaluation of an asbestos deposit. From a study of 10-ft. lengths of drill core, the separate effects of visual evaluation errors were determined, as well as the deviations between evaluators and the deviations produced by a slight displacement in the center lines of the check drill holes. The importance of careful statistical analysis of such information is stressed.
