"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. Introduction Gowganda forms part of the general Cobalt area. Its rocks and ores are very similar to those of the other parts of the area. While its total production of silver is only 4 per cent of that of the famous Cobalt silver camp, its 1928 shipments contained 42 1/2 per cent as much silver as those of Cobalt for that year. During twenty years of production, 15,000,000 ounces of silver have been shipped from Gowganda. Of this, over 8,000,000 ounces have been shipped in the past five years. The area has thus made for several years a substantial contribution to the wealth of Ontario. Its future depends to a great extent on the priee of silver, which is now, unfortunately, at a record low price. This paper is a discussion of how the Gowganda ore-shoots occur, together with some notes on the milling of the ores at the Castle-Trethewey Mines. The first part is written in the hope of stimulating further study of the silver occurrences, which may lead to further discoveries. The second part, besides being a matter of record, may be of some use to operators of small mills. The drawings in the several Figures illustrating the text are by W. D. Stroud, mine superintendent of the Castle-Trethewey Mines, the benefit of whose opinions I have had in compiling these notes.

"Activated carbon is used to recover gold in solution from various gold circuit designs including carbon-in-pulp (CIP), carbon-in-column (CIC), and carbon-in-leach (CIL) processes; however, the characteristics and durability of the activated carbon can vary. Handling this medium poses challenges when fine carbon losses occur in the CIP, CIC, and CIL circuit discharge. Additionally, adsorbed gold on carbon fines can be lost to the discharge. The studies in this paper aim to standardize laboratory methods for testing activated carbon qualities specific to the gold industry. The investigation focused on size distribution, platelet content, wet attrition resistance, gold kinetics, and gold loading. Les études réalisées dans le cadre de cet article visent à normaliser les méthodes de laboratoire pour tester les qualités du charbon actif spécifiques au secteur de l’exploitation aurifère. L’étude portait sur la composition granulométrique, la teneur des plaquettes, la résistance au frottement humide, la cinétique de l’or et l’adsorption de l’or, à savoir la capacité du charbon actif à adsorber l’or sur une période spécifique. Although gold losses are inevitable in the milling process, operators often focus on reducing gold loss to tailings. One focus area that is important in gold recovery is optimizing the use of activated carbon and examining potential changes to realize improved economics for carbon-in-pulp (CIP), carbon-in-column (CIC), and carbon-in-leach (CIL) processes. Granular activated carbon (Figure 1) is widely used for gold extraction from slurries containing gold-cyanide complexes. This activated carbon—produced from charred coconut shells—is well suited because of its adsorption kinetics, gold-loading capacity, attrition resistance, and ability to be reactivated. The extraction process using activated carbon technology involves adsorbing gold from an aqueous leachate; the gold is dissolved using a cyanide salt and consequently a dicyanoaurate(I) ion (Au(CN)2–) is formed, as noted in equation 1."

Introduction Between 1903 and 1905, W. Mclnnis, of the Geological Survey of Canada, made a micrometer traverse of the Kawinogans (Crow) river from Kapkichegimaga lake to its junction with the Otoskwin river. He reported that a belt of Keewatin rocks, 1 to 4 miles wide, was exposed along the course of the river for 17 miles east of Kapkichegimaga lake. Prospectors and exploration companies paid little attention to the mineral possibilities of this belt until the summer of 1928 when, with the adoption of airplane transportation, the area became readily accessible. Within a short time widespread interest was aroused by the announcement of attractive finds, and a mild rush followed. During the winter months, hundreds of claims were staked on either side of Crow river for 12 miles east of Pickle lake. In the summer of 1929, much of this ground was systematically explored and a considerable amount of development work was done on the known deposits.

"IntroductionAgrium’s history in fertilizer production and marketing goes back to 1931. Today, Agrium Inc. is a world leader in the production, distribution, and marketing of fertilizers and related products to the agricultural industry. Agrium is the largest North American producer of nitrogen fertilizers, a major producer of phosphate and potash fertilizers, and a world leader in fertilizer wholesale distribution and retail marketing. The mine at Kapuskasing is located some 40 km southwest of Kapuskasing, Ontario (Fig. 1). It has been developed to supply high-quality, low-cost phosphate rock to the company’s Redwater, Alberta facility, where it is an ingredient in ammonium phosphate fertilizer production. The Kapuskasing mine is the only phosphate mine in Canada and will rank as one of the highest-grade phosphate mines in the world (Clark and Duncan, 1999). Apatite is the principal ore mineral mined at the Kapuskasing Phosphate Operations.GeologyThe first record of exploration in the area was from a program executed by Continental Copper Mines in 1955 which evaluated the magnetic anomaly located in the Cargill and Cumming townships for its base metal potential. Intermittent exploration of the base metal potential of this magnetic anomaly continued in the following years, until the phosphate potential of the area was first examined in 1974 by International Minerals Corporation which recognized the presence of a layer of apatite sands overlying the carbonatite host rocks.The local geology consists of a core complex of multi-phased carbonatite rocks which are surrounded by a ring of pyroxenite, and have provided a U-Pb age date of 1907 Ma ± 4 (Sage, 1988). These two rock types are in turn situated within quartz diorite gneisses that form a large portion of the Kapuskasing Structural Zone (Fig. 2). The carbonatite host rock is sub-divided into two sub-types: sovite and rauhaugite. The sovite is a medium- to coarse-grained, white, banded rock in which calcite is the dominant carbonate species and it includes accessory minerals such as phlogopite, magnetite, clinohumite, apatite, olivine, pyrrhotite, and amphibole. Apatite can reach 15% abundance in this rock type (Sage, 1988). In sharp contrast to the sovite, the rauhaugite appears as a massive, fine-grained, dense, beige to tan-coloured rock in which dolomite is the dominant carbonate species. Phosphate values can range to 14% P2O5 in the rauhaugite."

"Conventional crushing and grinding is followed by gravity concentration to recover free milling gold. Refractory gold, finely disseminated within the pyrite and arsenopyrite matrix, is recovered by flotation followed by pressure oxidation, cyanidation, and cementation. Non-refractory gold is recovered by cyanidation/CIP processing.A comprehensive test program aimed at improving flotation recovery was initiated in June 1995. Plant testing indicated that flotation tails value could be significantly reduced using mechanical flotation cells. Based on these test results, a flotation circuit that incorporates one of the three existing flotation columns followed by mechanical scavenging and cleaning was developed. Detailed engineering was completed in September 1996. Construction started in February 1997 and was completed in 3 months at a cost of $3.2 million. An on-stream X-ray analyzer was installed to provide real-time arsenic and iron analyses and inferred sulphur value on some of the flotation streams.The new flotation circuit proved to be an instant success. Flotation tails values were reduced by 27%. Final tails solids and solution was reduced from 0.035 to 0 023, and 0.0014 to 0.0006 oz/ton Au, respectively. Based on a mill throughput of 1,620 stpd this decrease in tails value will result in an increased gold production of 7,500 ounces per year. The payback for the project is estimated to be around one year.This paper describes the evolution of the project from bench scale testing to commissioning. Also, the operational and economic impacts on down stream processing are highlighted"

Vigorous agitation of suspensions of coking coals in water (or light mineral oils) will often result in catast rophic loss of caking properties. It is shown that this deterioration is not a consequence of oxidation of the coals (by dissolved oxygen), but that it can be qualitatively connected with internal "solid-state" reactions which appear to derive their activation energies from cavitation of the liquid.

The paper presents a study on the oxidation of polymetallic gold ore by oxygen in an autoclave. It presents optimum parameters of autoclave leaching of sulphide refractory ore in self-generated sulphuric acid solutions aiming to get products with favourable technological characteristics from which precious and other useful metals can be recovered. A high partial oxygen pressure (1.5 MPa to 2 MPa), high leaching temperature (190°C to 200°C), pulp density 80 g/L to 240 g/L, ore fraction size 76 µm and leaching time up to 4 hours yield good results in rich ores. The full extent of copper and zinc conversion as well as a high extent of iron conversion has been achieved, while lead, gold and silver and a minor part of iron remain as a solid residue among gangue minerals.

"We investigated the electrochemical corrosion behavior of commercial permanent magnetic material (NdFeB alloy) in 0.1 M NaH2PO4 solution (pH:4.75) containing 0 – 1000 ppm of chloride at room temperature (298 K). The material was evaluated in magnetized and demagnetized condition with different surface preparations such as: Ni-Cu-Ni coated, uncoated (bare), and anodized (in fluoride containing ethylene glycol at 60 V for 15 minutes to form a thick nanoporous oxide surface). The nickel coated magnetic sample showed reasonable pitting corrosion resistance up to 100 ppm chloride addition. The uncoated samples showed passivity in chloride free phosphate solution. Chloride additions caused pitting and the pitting protection potential was equal to the corrosion potential with 100 ppm chloride addition. Demagnetization did not alter the electrochemical polarization. However, the passive film formed on the magnetic sample showed higher charge carrier density than the film formed on the demagnetized sample. INTRODUCTIONSintered NdFeB permanent magnets exhibit excellent magnetic properties such as large energy product [(BH)max > 450 kJ/m3], high saturation magnetization (1.6 Tesla), and high coercivity (1.2 – 2.08 x 106 A/m) (Sugimoto, 2011). However, the NdFeB magnets are prone to corrosion attack because of the presence of Nd-rich intermetallic phases, such as Nd4Fe (Jurczyk & Jakubowicz, 2000). Nd-rich and B-rich intermetallic phases are distributed in a matrix of Nd2Fe14B tetragonal ferromagnetic compound in a permanent magnet. Generally, several types of Nd-rich phases are present in the magnet with Fe:Nd ratios ranging from 1:1.2 to 1:7. The volume fractions of Nd-rich and B-rich (Nd1+xFe4B4 type) phases are about 10% and 7% respectively (Li, Ma, Li, & Wang, 2011) . Among these intermetallic phases, Nd-rich phase has the most active electrochemical potential. Therefore, dissolution of this phase occurs in preference to other phases by galvanic corrosion when exposed to moisture. Since Nd-rich phases are present at the grain boundaries of the Nd2Fe14B matrix, corrosion leads to disintegration of the magnet."

Preceded by brief general considerations such as the development of the mining industry in. the Province of Quebec, the choice of plant location, the types of problems studied etc., the paper gives a complete description of this new research and treatment center for metallic, non-metallic and asbestos ores. Facilities for carrying out operations in the three sections of the plant -the sampling section, the ore treatment section and the asbestos section -are fully discussed as well as laboratory facilities for (a) the preliminary testing of ores prior to pilot plant treatment and (b) the grading and testing of asbestos fibre. Thin Spray-On Liners (TSLs) have been researched and in development for over two decades and yet their fully functional and widely justifiable application in mining has yet to be achieved. While the explanation for this is partly technical, it is also clear that proving and communicating the operational and economic case for why a mine should change from mesh or shotcrete liners to a TSL is not a trivial matter. Evidence must be presented and communicated effectively, that is both obvious and compelling for a mine operator. The paper describes recent work carried out and directed towards this end, with funding from CAMIRO?s Deep Mining Research Consortium and additional support from 3M Canada and ABB Canada. The essential progress that has been, or is in the process of being made, will be described in providing the necessary proof of acceptable or superior TSL performance in the following areas: polymer formulation, health and safety, geotechnical specification, robotic liner application, business case economics and yielding ground support effectiveness. Future plans are also presented to demonstrate the performance of a new 3M composite TSL/yielding bolt support system in underground trials where the substrate rock is intended to fail through a number of mining-induced mechanisms.

"Belt conveyors, because of their low capital and operating costs and inherent flexibility in handling a wide variety of products, have numerous applications in the mining industry. With the increased emphasis on improving the workplace environment, dust emissions from belt conveyors at transfer and other points have become a significant problem for many applications.The paper reviews belt conveyor dust control technology and compares dust emissions from belt conveyor systems with other possible materials handling systems. Technical information on existing belt conveyor installations which have been designed to minimize or eliminate dust emissions is summarized. The important features of good design as well as the necessary input from operating and maintenance personnel are highlighted. The status of research and development work on dust control on belt conveyor systems on a world-wide basis is discussed. A proposed methodology for field measurements of emission factors from belt conveyor systems is presented. Data collected from such a test program can be used to establish a design basis for new dust-free belt conveyors.IntroductionBelt conveyors have proven themselves over the year s in the mining industry as a reliable and low-co st method of moving bulk material at high tonnage rates. Because of the above, as well as their inherent flexibility in handling a wide variety of products, belt conveyors are often called the ""workhorses"" of bulk material handling systems. For many processing plants, belt conveyors serve as the ""vital link"" in providing feed to the plant and the removal of the finished product. As would be expected, there has been considerable engineering effort in designing rugged and reliable belt conveyor systems.It is also well known that belt conveyor systems are a primary source of respirable dust emissions. The major sources are from the tail pulley where material is received and the head pulley where material is discharged, from the return idlers, due to the fine material attached to the return belt, and from the take-up pulley. It is usually considered that for dust particles less than 10 microns, these particles will remain airborne and thus can have a profound effect on the workplace environment."

A ventilation improvement index (VII) was developed in an effort to propose an optimal ventilation improvement measure for a designated mine. The index was designed to incorporate both ventilation effectiveness and cost efficiency. To verify the effect of the index, a mine experiencing a ventilation problem was selected, the ventilation assessed and ventilation network analyses were conducted. In the selected mine, four areas with ventilation difficulties were detected and an improvement schemes for each area were proposed. These were simulated through network simulation and evaluated using the ventilation improvement index. As a result, an optimum ventilation improvement scheme was proposed. The improvement scheme with the highest VII value was incorporated in the design.

Boron (B) co-precipitation was investigated with ettringite to establish a cost efficient method of removing B from acid mine drainage. For 25 mg/L of B solution, most appropriate pH for B removal was pH 11.5. The most appropriate amount of reagent for B removal within Japanese effluent standard (10 mg/L) was B:Al:Ca:SO4 = 1:3:9:4.5, which corresponds to the composition of Ettringite (Al:Ca:SO4 = 2:6:3). The effect of silicate, carbonate and temperature on efficiency of B removal is important as groundwater and hot spring water are often contaminated. When silicate and carbonate are present, more Al and Ca salts are needed for B removal since some aluminum and calcium precipitate with silicate and carbonate as kaolinite and calcium carbonate. These precipitates do not contribute much to B removal. As the temperature raised, the most appropriate pH for B removal decreased. B removal became less efficient as monosulfate precipitated more rapidly as ettringite.

The cleaning of copper smelting slag requires magnetite and cuprous oxide reduction. The slag reduction with coke, injected coal powder or bunker oil is strongly endothermic and requires heat generation by fuel combustion or the use of electric energy. The reduction of fayalitic slag with calcium carbide is slightly exothermic and the formed calcium silicate modifies the slag. Thus, the additional energy is required only for covering furnace heat losses. Results of crucible scale tests showed the rate of slag reduction approximately five times higher in comparison of the slag reduction with coke under the same conditions. It seems that the effect of exothermic reaction and slag modification with CaO at the reaction interface results in very high rate of slag reduction. Industrial scale tests carried out in the Anglo-American Chagres Smelter demonstrated the possibilities of effective reduction and cleaning of the slags from a flash smelter and Peirce-Smith converters in a Teniente Slag Cleaning Furnace. The slag reduction was carried out without any reductant or stirring gas injection, simply by calcium carbide charging through a furnace mouth, and was very fast.

Sociedad Minera Cerro Verde S.A.A leaches secondary copper sulfides. In recent years, the mine has introduced innovations that have improved the management of mineral crushing, agglomeration, curing, and leaching. The crushing plant, for example, uses the concepts of degree of balance and percentage of time in an operationally balanced state which, displayed in real time, facilitate more intensive and uniform utilization of the crushers. High agglomerate quality is ensured with the correct dose of moisture, which is adjusted to the changing characteristics of the mineral through the use of electrical conductivity measurements. The amount of acid used for curing the agglomerate is also adjusted by using quality control information. Finally, the stockpile irrigation regime is managed using the criteria established by the "Lixiviant Request Rate", which optimizes the addition of leaching solution, creating such benefits as faster recovery, and reduced acid and energy consumption.

Indirect, gravity flow, heat exchangers have become a well established technology in mineral and metallurgical process plants. The technology is a conventional heat exchanger using high efficiency plates, with a free flowing bulk solid on one side of the exchanger and a fluid on the other side. This simple concept leads to many opportunities for achieving greater energy efficiencies in process plants. Indirect heat exchange is much more efficient than direct heat exchange using air such as in a fluid bed or rotary device. When air is used directly, large fans are required, it may also be necessary to chill the air, both high consumers of energy. By contrast, using water as the cooling medium requires only low horsepower pumps, typically only 10% of fan HP. Furthermore there are no stack emissions with the requirement for removal of dust or emissions. Indirect heat exchange also creates the opportunity to recover energy. This can work in two ways: energy can be recovered from a hot bulk solid, to heat pressurized hot water for steam generation or preheat air. Alternatively recovered energy from elsewhere in the plant in the form of hot water, steam, air or thermal oil can be used to preheat a bulk solid.
