Recommendations from 44 mining industry workshops are summarized and reviewed in the context of Bureau of Mines research and development programs on-going during the period 1974-1977. Approximately 1,000 specific recommendations for research and development are summarized in a systematic and comprehensive format appropriate for review by mining research and development program managers. Relevant Bureau of Mines research programs are briefly described and some opportunities for future research and development are identified.

IN INDUSTRIAL and domestic daily life carbon monoxide is the most frequently encountered toxic gas. hazardous concentrations of carbon monoxide may be present in the vicinity of many industrial operations, such as metallurgical processes, coke ovens, and fuel- and synthesis-gas producers, and may be encountered in confined spaces, such as dwellings, garages, workshops, vehicular tunnels, and mining operations, in connection with the use of heaters, boilers, internal-combustion engines, after blasting operations, and after fires and explosions. Evaluation and control of the health and safety hazard caused by carbon monoxide depend primarily on the analytical detection of the presence of carbon monoxide and determination of its concentration in air and in various gaseous mixtures. The choice of method of analysis in any particular situation depends on such factors as required accuracy, range of concentration involved, convenience, speed of analysis required, quantity of sample available, qualitative composition of sample or atmosphere to be analyzed, and possible effects of interfering gases. Some of the methods described require only adequate understanding of operational techniques, whereas others require thorough appreciation and skill in applying the principles involved. The instruments and analytical procedures commonly used for detecting and determining carbon monoxide are described in detail, and reference is made to more specialized methods:

Kaolinitic clays are potentially a vast domestic resource for aluminum. Utilization of this resource could decrease or eliminate the nearly complete dependence of the United States on foreign raw materials for this important metal. Furthermore, processing of clay to aluminum through anhydrous chloride metallurgy could reduce the high electrical energy requirements of the conventional Hall-Heroult aluminum reduction process. Several anhydrous chloride processes have been proposed; however, unresolved technical problems have prevented their commercialization. In particular, an acceptable chemical means has not been found to extract aluminum from clay as a highly pure anhydrous aluminum chloride. This Bureau of Mines report identifies and discusses the important chemical problems involved in achieving an acceptably rapid, self-heating, selective chlorination reaction and the subsequent separation of iron chloride byproduct from the anhydrous aluminum chloride.

"FOREWORDAmong many problems created by World War II, the question of supplies and distribution of raw materials is of outstanding importance. One of the most critical of these raw materials is fuel, and of the fuels coal is of primary importance. The normal consumption of coal has increased greatly owing to the increased tempo of industry in general. It has been necessary to divert much of the fuel oil, gasoline, etc., ordinarily used for industrial and domestic purposes, to supply the enormous demands of mechanized warfare. Coal must be provided to replace this fuel. Furthermore, the enormous increase in the production of steel has increased the demand for coking coals to a critical point.The Solid Fuels Administration for War is encouraging the use of anthracite fines in the production of byproduct coke for blast furnaces for three reasons. First, the production of anthracite for domestic use; is hampered by the inability to find a market for the fines incidental to the production of domestic sizes. Second, the shortage of low-volatile coking coal is acute, and any action that will decrease the quantity of low-volatile coal required will relieve the situation. As will be seen in this report, there is some promise that use of anthracite fines in coke-oven mixes will lower the amounts of low-volatile coal required. Third, utilization of those anthracite fines will tend also to alleviate the general fuel shortage. It has been the privilege of the Bureau of Mines to cooperate with the Solid Fuels Administration in the technical problems involved."

"INTRODUCTION Sporadic beneficiation tests have been made on the Birmingham (Ala.) red iron ores for the last 55 years. Now, gravity-concentration plants are in operation, of tables are in use. A major problem, as seen by the present writers, is to obtain a coarser concentrate and add to the recovery without increasing the quantity of slime. The oily practicable solution found so far is to recover, by means of concentration (hydraulic) classifiers, the coarse concentrate normally lost in the table middling and, by a similar method, to recover middling particles from the table tailings The size and shape of the coarse concentrate Particles combine to cause them to report in the table middling rather than in the table concentrate. Similarly, mineral is lost in the tailing. Because of this, the nature of the ore, the deportment jerking table, plant tests on classifiers and tables, and the suitability of small concentration classifiers to treat table zonal middlings are discussed herein.The work was done by the Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, Tuscaloosa, Ala."

To ensure the stability ofa tailings pond embankment, the height of the phreatic surface must be kept at or below a safe level. In this investigation, the Bureau of Mines analyzed various horizontal drain designs for tailings embankments to determine their effects on location of the phreatic surface. This report describes the investigation, and it includes 21 dimensionless graphs that can be used to estimate the drain spacing and length dimensions necessary to ensure the stability of embankments of various configurations. Analyses were based on the use of two computer codes, a three-dimensional finite-element code and a two-dimensional finite-difference code. The computer-generated results were compared with results obtained from a laboratory embankment model, other laboratory test results, and piezomet-ric data from two actual tailings embankments. Nearly the same phreatic surface locations were predicted using either of the computer codes. For one of the actual embankments studied, the predicted phreatic surface location was slightly higher than the measured location; for the other, the predicted location closely followed the actual surface trend. Phreatic surfaces of the laboratory model were slightly higher than the code-gener-ated locations, and the differences grew larger as drain length increased or drain spacing decreased.

In This Chapter [Designing bleeder systems Examining and maintaining bleeder systems Evaluating bleeder system effectiveness] INTRODUCTION Bleeder systems are that part of the mine ventilation network used to ventilate pillared areas in underground coal mines. Pillared areas are those in which pillars have been wholly or partially removed, including the areas where coal has been extracted by longwall mining. Bleeder systems protect miners from the hazards associated with methane and other gases, dusts and fumes, and oxygen deficiency that may occur in these mined-out areas. Effective bleeder systems control the air passing through the area and continuously dilute and move any methane-air mixtures and other gases, dusts, and fumes from the worked-out area away from active workings and into a return air course or to the surface of the mine. A bleeder system includes the pillared area (including the internal airflow paths), bleeder entries, bleeder connections, and all associated ventilation control devices that control the air passing through the pillared area. Bleeder entries are special air courses designed and maintained as part of the mine ventilation system. [This chapter focuses on the design, examination, maintenance, and evaluation of bleeder systems in underground coal mines.] The history of coal mine explosions in the United States is a reminder of the importance of adequate ventilation. Some of those disasters were the result of inadequately ventilated pillared areas. The importance of developing bleeder systems to ventilate these pillared areas and evaluating the bleeder system’s effectiveness is reflected in present-day federal regulations. During fiscal year 1966 the Bureau of Mines published 99 scientific and technical papers and engaged in 67 research projects on petroleum, natural gas, and oil shale. A basic appropriation of $3.4 million was supplemented by $1 million in cooperative funds from other Governmental agencies and industry groups. Petroleum conservation was advanced by development of scientific knowledge and improvement of technologic methods in both the extraction and utilization of petroleum, natural gas, and oil shale. Experimental work was carried out at research centers in Bartlesville, Okla., and Laramie, Wo., and in laboratories in Morgantown, W. Va., and San Francisco, Calif. ACHIEVEMENTS IN FISCAL YEAR 1966 Bureau of Mines--Petroleum Research in fiscal year 1966 (July 1, 1965- June 30, 1966) was involved in many public issues--air pollution, peaceful uses of nuclear explosives, utilization of oil-shale resources, computerization of recovery-stimulation techniques, and fuels for supersonic airplanes. Scientific contributions included compositional studies of petroleum and oil shale, determination of thermodynamic properties of petroleum compounds, development of analytical techniques, and correlations of petroleum properties with geologic occurrence. Technologic advances included rock-fracturing research, in situ combustion studies, waterflood techniques, use of radio-tracers to study stability of petroleum fuels, and hydrogenation as a tool to prepare shale-oil products.

A LOW-TEMPERATURE carbonization assay test is described, and factual data derived from this test are presented. The test procedure outlined in this report incorporates a mild-steel retort of improved design, an accurately controlled method of heating, and a complete collection and condensation system for the solid, liquid, and gaseous products of carbonization. The test described establishes, under closely controlled conditions, the relationship of temperature to yields of products on carbonization. Noncoking or weakly coking coals and other carbonaceous material are particularly amenable to testing by the assay. Mass balances of 100 percent± 0.3 are obtainable by this test. It is believed that the efficiency of the test and the accuracy of the type data obtained have been materially increased.

The objective of this research was to investigate the interaction phenomena of rock and types of rock bolts to develop design principals for using grouted roof bolts. The investigation was to determine the effectiveness of grouted bolts in resisting lateral displacement and axial separation along fracture planes, and also to determine if grouted bolts eliminate the axial tensile stress near the anchor and the resulting rock fracture. The first year's effort involved defining the post-tensioning response of grouted bars and determining the amount of shear resistance generated by conventional and resin-grouted bolts. A finite-element analysis showed that if the rock and resin grout behave in an elastic manner, the post tensioning of a grouted bar will affect mine roof stability only if movement occurs near the collar. An experimental shear test program revealed that both conventional bolts and resin-grouted reinforcing bars significantly increase shear resistance along fracture or bedding plane when the average normal compressive stress on that plane is low (in the order of 25 psi) and when the bolt is oriented so that the shear displacement tends to lengthen the bolt. An increase in shear resistance is also noted at the higher normal pressure of 250 psi; however, the increase is small compared to the corresponding shear resistance without a bolt. Conventional bolts oriented so that they tended to loosen with shear displacement added no significant shear resistance.

The possible value of the red hematite iron ore of the southern Appalachian States, if some practicable method of concentrating it could be devised, has long been recognized. The ore is very low grade, and although in enormous quantities, particularly in the States of Alabama, Tennessee, and Georgia, is only at a few points rich enough to work, and even the best of it ranks among the lowest grade iron ores being mined in the United States. A cheap method of beneficiating this ore would make enormous quantities available and vastly increase the iron-ore resources of the country. However, this low-grade ore in effect constitutes a potential iron reserve, and as long as ample quantities of ore can be obtained elsewhere the question of its utilization does not demand immediate notice. Where these ores are in part of workable grade, however, a problem of more immediate importance arises which, from considerations of economy and prevention of waste in their mining, ought to be solved or, at least, attacked as quickly as possible. Where these ores are being worked they are usually intimately associated with lower-grade material that in mining is left behind. The difficulty and expense of going into ground broken by old workings makes the recovery of this lower-grade ore practically impossible and it is lost forever. Success in concentrating the red ores, therefore, would save material that is now being irretrievably lost. The successful large-scale concentration of law-grade ore in the last few years on the Lake Superior iron ranges should encourage the attack of similar problems in the Birmingham district.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. Stability analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is Limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this U.S. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

The report provides a detailed analysis of 23 electrical accident countermeasures contemplated for use in the metal/non-metal mining industry. The costs and potential benefits of implementing groups of these countermeasures are estimated, and methods arc outlined by which the operator ran choose countermeasures in an effective manner. The analysis is based largely on an extensive electrical accident event tree which is developed in detail. For those countermeasures which are not currently technically feasible, several prototype devices were developed to help speed development. These included a trolley arc eliminator and a safer mine electricians multimeter.

Drillability or a measure of drilling performance has been based on ( 1 ) hardness and toughness of rocks , ( 2 ) power input to the drill compared with total volume of hole , and ( 3 ) penetration related to resistive forces of rock on the applied penetrative forces . An analysis of some representative previous work is made . Experimental drillability curves from AX- size diamond core bit performance in eight different rocks ranging from dense hard taconite to soft limestones are presented . Results show that in small bore diamond drilling , compressive strength and possibly other rock properties may be a useful parameter in predicting drilling rates .

This Bureau of Mines manual for design of surface mine haulage roads covers such aspects of haulage road design as road alinement (both vertical and horizontal), construction materials, cross slope, and drainage provisions. Traffic control and design of proper lane widths to promote safe vehicle movement are included, as are suggested criteria for road and vehicle maintenance and for runaway-vehicle safety provisions. The aim of this publication is to provide those involved with surface mine haulage road design with a complete manual of recommended practices that, if implemented, will promote safer, more efficient haulage routes.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.
