This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimination of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To determine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with reference to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope.

This report describes the preliminary results of a Bureau program to develop and test an inexpensive grout for full-column support of roof bolts. Various inorganic grouts were tested in both cartridge and slurry form. Tests were also performed on methods of water packaging and on the effect of fillers on the grout strength. Results showed that some grouts had poor early strength and exceptional mid-to long-term strength. Laboratory tests have shown that rapid-setting inorganic grout could be an economical replacement for resin bolts if the short-term strength could be increased. Further development to improve its early strength would need to be tested in the laboratory and underground to prove its potential for the mining industry.

This report, based on information made available by four uranium-producing companies, describes the geology, exploration, open-pit development and mining, and shaft sinking in the Gas Hills uranium district of Wyoming. Open-pit stripping features motor-scrapers push-loaded by crawler or rubber-tired tractors. The ground generally can be ripped, and little blasting is necessary. Detailed data are given on grouting for ground stabilization in sinking a small-diameter shaft in the relatively unconsolidated sandstone and siltstone, Cost and performance data are presented as made available by the companies.

This report attempts to assess current valley fill regulations and practices, identifies inherent benefits and deficiencies, and develops concepts to enhance fill technology.

This information circular describes research the Bureau of fines has conducted to improve technology for recovering precious metals from low-grade resources. Many of the reported findings are recent, and some of the work described is ongoing. Topics discussed include cyanidation of carbonaceous gold ores to enhance gold recovery, a new method for precipitating mercury during cyanide leaching of gold ores, a staged heap leaching process to generate suitable solutions for direct electrowinning of gold, the use of anion-exchange resins to recover gold from cyanide solutions, and precious metals recovery from electronic scrap.

In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at B vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

Ultrasonic ranging sensors are inexpensive, have no moving parts, have no lenses to clean, are normally small and unobtrusive, and can measure distances through moderate amounts of dust, smoke, and humidity, so they are well suited to underground mines. In the work reported here, conducted by the U.S. Bureau of Mines, researchers tested ultrasonic ranging sensors for their ability to define rib line features for computer-aided navigation of underground mine mobile equipment. The investigation began with laboratory tests of field of view, angle of incidence, intersensor variation, and ranging accuracy of the individual rangers in a ring array produced by Denning Robotics of Wilmington, MA, The results showed that the sensors have good accuracy and low variability. Additional experiments at AMAX'S Henderson Mine showed the sensors could accurately and reliably measure the distance to mine features, including convex and concave corners and rib intersections. The results showed that when used properly, the ranger data are accurate enough for reliable mine vehicle navigation. When used incorrectly, ultrasonic rangers do not provide the anticipated data. Therefore, this report explains the principles of ultrasonic range measurement, describes the ranger's strengths and weaknesses, and explains proper ranger use and data analysis.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

The performance of any centrifugal machine is determined not only by the machine itself but also by the fluid-flow system on which it operates. Actual performance of centrifugal fans is therefore e matter of the type, size, and speed of fan, on the one hand, and of the relation of pressure to quantity of flow, as determined by the physical condition of the airway system, on the other.

The U.S. Bureau of Mines investigated the magnetic susceptibility of minerals as a function of mag-netic field strength to determine how it might affect the potential for high-field magnetic separation as an alternative to other separation technologies. Single-mineral concentrates were prepared from specimens from the same deposit to compare magnetic susceptibilities of minerals that occur together and from specimens from different deposits to compare magnetic susceptibilities of like minerals. A vibrating-sample magnetometer with a superconducting magnet capable of producing a magnetic field of 7.16 x 106 Aim (90 kOe) was used to measure the magnetic moment of the samples. The data were then converted to specific magnetic susceptibility data and plotted as a function of magnetic field strength. Cursory studies were also completed on the effects of iron content and oxidation roasts on magnetic susceptibility in high fields. The results showed that magnetic susceptibility is essentially constant in magnetic fields above those needed to saturate ferromagnetic constituents. Although magnetic susceptibility is influenced by iron content and by thermal treatment, the changes are not large enough to influence separations in fields above 1.59 x 106 Aim (20 kOe).

This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.

The contemplated use of dichloro-difluorco methane in domestic and commercial refrigerating appliances and in air-conditioning equipment for public buildings and possibly homes, brims attention to the health hazards involved in a wide potential exposure of the public to vapors of another new product, and for the first time to vapors of an organic fluorino compound. The objective in the development of this new refrigerant, however, has been the mitigation of health and explosion hazards in automatic refrigeration, and accordingly these factors have been given primary attention. Early in the development, the Bureau of Mines as requested to make a laboratory study of the toxicity and potential hazard, and it was ca the oasis of the results is of this work and the results of a preliminary investigation made in another laboratory6 that the compound has been selected for commercial use. The investigation conducted by the Bureau of Mines is still in progress, enough information has been obtained to indicate the order of the toxicity and the magnitude of the health hazards involved in the use of dichloro-difluoro methane as a refrigerant. The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

"INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

This publication describes development by the Bureau of Mines of a quality evaluation procedure for certifying the adequacy of production lots of Kroll process zirconium sponge the Bureau had produced for reactor applications. After the procedure was devised, the next step was to apply it in controlling the quality of one-half million pounds of zirconium sponge com-prising 259 production lots, called blends, originating at the Metallurgy Research Center of the Bureau at Albany, Oreg. The Bureau concluded that the evaluation method developed was adequate and that by this method the zirconium blends having impurity levels or other property values outside specification limits were differentiated and thus were diverted from nuclear energy end uses. The research was performed under contract for the Bureau of Ships, Department of the Navy, and for the Atomic Energy Commission (AEC).

This report summarizes the work done by the Koppers Company, Incorporated, in cooperation with the Bureau of Mines on the commercial evaluation of the primary low-temperature tars produced from Texas lignite in the Rockdale, Tex., plant of the Aluminum Company of America in conjunction with the Texas Power and Light Company. The interest of the Bureau of Mines in this project is twofold. First, through its cooperative agreement with the Texas Power and Light Company the Bureau has assisted in the technical design and practical operation of the prototype, externally heated, entrained-state carbonizer for producing char for electric-power production and for primary low-temperature tar. Second, the first successful operation of the prototype carbonizers employing the Bureau of Mines-Parry process on lignitic coal in 1953-54 led to the production of large quantities of primary lignitic tar, concerning which too little was known or had heretofore been published in this country.

Researchers at the U.S. Bureau of Mines have developed a FORTRAN computer program that can calculate stress states from overcoring measurements obtained from hollow inclusion cells, triaxial cells, strain gauges installed on the wall of a bored raise, doorstopper gauges, borehole deformation gauges, or a combination of any of these gauges. Such stress states are calculated with reference to global and principal coordinate systems. The background of the development of the program, its capabilities, and its special features, as well as the input required, are described in this report. Sample output is also shown in appendix C. Difficulties associated with numerical calculations of principal stresses and directions are pointed out. Threshold values for detecting these problems are reported; these values may be changed by the user as desired. Several test problems were set up to verify the computer program and were successfully solved.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.
