"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

THE MAGNITUDE of the anthracite industry's drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. This bulletin is one of a series of Bureau of Mines reports dealing with mining methods, practices, and costs. A study of this subject was undertaken by the Bureau in cooperation with a large number of mining companies in 1928. This study continued for 5 years, during which engineers of the Mining Division of the Bureau visited most of the larger mines and many smaller ones in the United States, as well as several mines in Canada and Mexico. As a result of this study, 75 reports dealing with underground mining methods and costs at different mines were published as information circulars. Circulars also were issued on 6 open-pit mines and 2 gold-dredging operations. These circulars were written by the managers, superintendents, and engineers in charge of the operations, in some instances in collaboration with Bureau engineers. They were prepared according to a standard outline drawn up by the Bureau to obtain uniformity in textual treatment and in the arrangement and basis of setting up cost and operating data.

Researchers at the U.S. Bureau of Mines have developed personal-computer-based data acquisition, instrumentation, and mine visualization and modeling techniques to evaluate a mine accessway in a deep hard-rock mine in northern Idaho. These techniques were applied to a mine shaft in a large silver mine that has been in operation for many years. A very deep, rectangular, timber-supported shaft extending to depths exceeding 2.3 km (7,500 ft) had been deforming continuously as a result of nearby mining, resulting in operational problems. Preliminary visual observations and rock and support monitoring confirmed that severe diagonal distortion was occurring. Extensive field measurements and data analysis confirmed initial observations, provided insights into the cause of deformation, and defined a general approach to structural modeling. Computer analysis of the problem was initiated by developing a three-dimensional model of the terrain. This represented a volume of rock approximately 80 km3 (40 x 1010 ft3) and an area on the surface surrounding the mine 9 km2 (3 square miles). Based on this model, a three-dimensional, finite- element analysis was conducted to establish boundary conditions for sequentially more detailed two- and three-dimensional submodels of the shaft area. Results from the computer study are being used to develop new approaches to mine design and to provide design guidelines for deep mine accessways subject to severe rock-mass loading conditions.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

1. Domestic Production and Use: In 1982, 13 companies operated 30 primary aluminum reduction plants, with 3 firms accounting for 55% of production. Washington, Oregon, and Montana accounted for 34% of the production; Texas, Louisiana, Missouri, and Arkansas 18%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central and eastern States 34%. Based on published producer prices, output of primary metal in 1982 was valued at over $5.5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 39% of domestic consumption in 1982, transportation 20%, building 14%, electrical 8%, consumer durables 8%, and other uses 11%.

MICA is a group name for a number of complex hydrous aluminum silicate minerals that have a sheet or platy structure and extremely variable and complex compositions containing various metallic ions, particularly those from the alkali group. Muscovite and phlogopite, the two varieties of significant commercial value, are the principal consideration of this report; muscovite has major importance industrially. The mica crystal, because of its laminated structure, can be split easily and accurately into thin films that are transparent, flexible, elastic, tough, and waterproof and have outstanding dielectric and insulating characteristics. This combination of properties is not duplicated in any other known substance. The world production of mica can be divided into two main classifications: (1) Sheet mica and (2) scrap mica (including flake mica). In general, separate divisions of the industry produce these two classes of mica, which differ widely in their uses and in the forms in which they are marketed. A glossary of mica terminology is given in appendix A.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining' the potential fur reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half being metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

This Bureau of Mines report describes a chromatographic method for analyzing impurities in helium that utilizes a helium carrier gas contain-ing 25 to 30 ppm Ne. An example of the effect of trace amounts of nitrogen, methane, and moisture on the detector's response is shown. The added neon in the carrier does away with irregularities of the analysis which were experienced when the carrier contained up to 3 ppm Ne. The addition of 25 to 30 ppm Ne causes a loss of sensitivity, but the re-maining sensitivity is adequate for routine analyses. The high-neon carrier allows positive and more linear responses for eight impurities: neon, hydrogen, argon, oxygen, nitrogen, methane, carbon dioxide, and ethane. Neon concentration levels of 0.02 to 125 ppm in helium carrier gases were studied. The high-neon carrier has been in successful rou-tine use in Bureau of Mines helium facilities since October 1981.

Bis-basic ethers off fluorene and fluoren-9-substituted derivatives such as tilorone have been reported to inhibit silica-induced fibrosis in rats. The potential antifibrotic potency of 2,7-bis (diethylamino) ethixy fluorine fluorenone (F-9-H.H), fluorenoxime (F-9-one), and fluorenol (F-9-ol) was F-9-axime > F-9-one ~ F-9-H,H > F-9-ol. Since the release of reactive oxygen species and growth factors from alveolar macrophages (AM) in response to silica exposure has been linked to the development of pulmonary fibrosis, the present study was carried out to determine the inhibitory effects of these compounds on rat AM activity in vitro. The following parameters were monitored: (1) cellular viability; (2) zymosan-induced respiratory burst activity (superoxide and hydrogen peroxide release, chemiluminescence, and oxygen consumption) of AM; (3) drug binding to AM; and (4) lipopolysaccharide (LPS)-stimulated interleukin- I (IL-1) release from AM. The bis-basic ethers, at 40 did not affect cell viability when incubated with AM for 30 min, but significantly inhibited zymosan-induced macrophage respiratory burst activity. The inhibitory effect of these agents was F-9-oxime > F-9-one ~F-9-H,H > F-9-ol. Binding of these drugs to AM was time and dose dependent, and exhibited the following binding affinity: F-9-oxime > F-9-one > F-9-H,H > F-9-ol. F-9- oxime was shown to inhibit LPS-stimulated IL-I release by AM in a dose-dependent manner. This inhibition of IL-1 release by AM cannot be explained as a decrease in viability. In addition, these drugs were also shown to impair human fibroblast proliferation in response to serum stimuli without impairing cell viability. These results indicate a positive correlation between drug binding to AM or other cell types and their inhibitory effects on cellular activities including oxygen consumption, superoxide release, hydrogen peroxide secretion, chemiluminescence, IL-I release, and proliferation. The ability of-these bis-basic ethers to modify AM and fibroblast functions in vitro suggests that further investigation of their reported antifibrotic potency in vivo is warranted.

Cost estimates and technical feasibility are compared for six chemical coal cleaning technologies. The comparison is based on conceptual application of the chemical cleaning methods for removal of pyritic and organic sulfur from a utility grade bituminous coal. The process layout includes receipt of 8,000 tpd ROM coal, fine coal pulverizing, desulfurization, and preparation of a compacted clean coal suitable for storage and shipment. The methods are: the Magnex iron pentacarbonyl process, the KVB dry oxidation process, the Battelle hydrothermal caustic leaching precess, the TRW Meyers ferric ion leaching process, the Ledgemont oxygen/water leaching process, and the Bureau of Mines/Energy Research and Development Administration air/water leaching process. Capital costs estimated for the desulfurization operation alone, scaled to 8,000 tpd, range between $14 MM and $122 MM, while estimated operating costs for desulfurization alone on the same scale of operation range between $7 and $17 per ton clean coal produced. Relatively little is known about the chemical cleaning of coal, and present cost estimates indicate that the method might not be competitive at its present state of development when used alone to clean utility grade coals for sulfur removal. The principal attractiveness of chemical coal cleaning lies in its potential for combination with physical cleaning to produce cost competitive compliance coals in a combined process with high-Btu yields.

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 percent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. Data summaries and the analysis of data are contained in Volume I. Volume II contains basic data.

A methane monitor that complies with 30CFR75.313 has been designed and fabricated using a novel pressure modulated infrared absorption technique. The methane monitor met or exceeded in performance all of its target specifications. The monitor was operated continuously during production mining for the entire duration (45 days) of the in-mine test; no failures occurred during the test. The monitor was regularly checked with calibration gas and no shifts in calibration were found during the in-mine test. Operating principles, performance data and electrical schematics are included in the report.

This report discusses research being done by the Petroleum and Natural Gas Branch und the Applied Physics Branch of the Bureau of Mines to deter-mine the most effective uses of explosives in shooting oil and gas wells, as measured in terms of rates of production from the wells. An experimental investigation of the effects of detonating explosives in shallow holes drilled in rocks, chosen to be similar to those forming oil and gas reservoirs, forms the basis of this study. Records obtained from strain gages placed in the rock around the experimental shots permit determination of the generation and propagation characteristics of the strain wave. Water-injection tests made on the test holes before and after shooting allow the increase in fluid conductivity resulting from the shot to be determined. By rotating these data to the physical properties of the rock, and by conducting shooting experiments over the range of rock types common to oil and gas reservoirs, it is expected that relationships between the fluid conductivity and the properties of the explosive and rock can be developed and used for designing efficient shots for oil and gas wells. Four series of experiment.al tests were completed during the summer of 1949 and are described herein. The results of these tests confirmed the feasibility of the experimental approach and permitted outlining the plans for future research discussed in this report. This report is presented to acquaint industry with this research program and the progress to date, so that the Bureau may have the benefit of suggestions from interested readers.

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . About a century ago Bunsen and his associates invented the famous burner that bears his name and was to become the ancestor of today's gas appliances. Over the years, Bunsen's invention became the starting point of a highly developed, practical technology that culminated in the gas industry as we now know it. However, it did not occur to the early workers to investigate the scientific potentialities of the new device, and as a result the science of gas-burner performance did not keep pace with the growing industry. It was with the objective of closing the rapidly widening gap between science and technology that the present research was undertaken Its immediate purpose was to provide basic information on the combustion characteristics of .fuel gases, in particular as they affect flashback, blowoff, and yellow tipping. Information obtained in the present research and contained within this report consists of the following: (1) Fundamental flashback and blowoff characteristics have been determined, it is believed, for all fuel-gas mixtures in which the gas industry may be interested. These are critical boundary velocity gradients for flames in free air, on burners with ports at room temperature and pressure. Burner aeration is characterized by the parameter, fraction of stoichiometric. These basic limits are explained, values are presented, and calculation procedure is given for deriving corresponding values of port loading and percent primary air (chs. I and II).

NO MORE important question has come before the coal-mining industry in many places, especially in the anthracite region of Pennsylvania, than prevention of stream pollution by mine drainage. Available information on acid mine drainage in the anthracite region of Pennsylvania indicates that a pollution problem must be solved in any program of anthracite mine drainage. The major problem concerns satisfactory disposal of the daily average mine-water discharge of 327,000 gallons per minute (g. p. m.), or 472 million gallons per day (g. p. d.), containing a free-acid load of 431 tons or a total acid load of 934 tons a clay as H2S04. This report indicates the scope of the problem and gives some suggestions concerning its solution.

The primary purpose of the Bergius (hydrogenation of coal) and Fischer-Tropsch (hydrogenation of carbon monoxide) processes is the production of synthetic liquid fuels. This objective is of importance in insuring an adequate supply of motor fuels and lubricating oils in the United States. In the urgency of the basic research and process development work on synthetic liquid fuels, the possibilities for the production of synthetic chemicals inherent in these processes have hitherto received little attention in this country. However, the by-products, as well as the primary products, from the Bergius and Fischer-Tropsch processes are rich source materials for organic chemicals. The overhead oil from liquid-phase hydrogenation of coal, for example, contains benzene, toluene, xylene, cyclohexane, methylcyclohexane, aromatic solvents, about 20 percent tar acids (largely phenol, cresols, and xylenols), and 3 percent nitrogen bases. Wax, alcohols, and acids are by--products of the Fischer-Tropsch synthesis. In addition, techniques have been developed which make possible the production of aliphatic hydrocarbons, alcohols, acids, aldehydes, and other oxygenated organic compounds. These chemicals are more valuable on a unit basis than gasoline. Because of continued rapid expansion of the plastic, resin, lacquer, and solvent industries, larger amounts of many of these chemicals will be needed in the near future.
