Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it comes into contact with the solutions of the collectors, suggesting that all these collectors can effectively adsorb onto bastnaesite. Increasing temperature can facilitate the adsorption of oleic acid onto bastnaesite. Results from attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that all of these collectors adsorb strongly onto bastnaesite, with strong absorbance spectra being detected. The ATR-FTIR results confirm those obtained by AFM. In general, hydroxamic acid collectors (HA and SHA) adsorb onto bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

The Old Bevier Aerobic Wetland in Macon County, Missouri, was constructed between 1990 and 1991 by the Missouri Department of Natural Resources’ Land Reclamation Program for the purpose of treating acid mine drainage (AMD). The principal source of the AMD is from an underground mine that operated during the 1920's through 1950's, which was partially exposed during surface mining in the 1960’s. Limestone bedding of an AMD collection system provided alkalinity similar to an anoxic limestone drain (ALD). Because the original aerobic wetland failed when a critical dilution water supply became unavailable, the total acidity of the AMD overwhelmed the limited neutralization ability of the aerobic wetland. The aquatic vegetation deteriorated and treatment became ineffective. The Missouri Land Reclamation Program with the assistance of the Office of Surface Mining, Mid-Continent Regional Coordinating Center rehabilitated the Old Bevier Aerobic Wetland in 2001, incorporating newer technologies to improve the performance. The new system, Old Bevier II treatment facility, consists of a 2-stage vertical flow pond (VFP) with associated oxidation cells and aerobic wetlands. This paper discusses the performance of this passive AMD treatment system, updating an earlier report. The new treatment system has operated with nearly continuous net alkaline discharge and a high iron removal rate. Treatment improves during warm months when emergent vegetation is fully established and biologic activity is greater. Reduction in system efficiency is evident during winter months.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

The Shirley Basin Uranium mine, located in southeastern Wyoming, USA, was an open pit mining operation consisting of a series of several open pit mines excavated into poorly consolidated sandstones, siltstones, and claystones. Since the initial open pits were developed in 1969, slope failures have plagued the mine and mining operations. These slope failures have persisted into the current mine reclamation period. When the mine was first developed, the open pit slopes were designed to range between 45 to 55 degrees. Numerous slope failures during mine development required the pit slopes to be redesigned with slopes as shallow as 26 degrees. At present, movements are occurring within the open pits on reclaimed slopes that are shallow as 12 degrees. Several detailed slope studies were conducted at the mine in the early 1970s. These studies, combined with more recent geotechnical investigations, provide a unique detailed history of pit slope failures on shallow slopes. This paper presents an evaluation of the slope failures at the Shirley Basin mine, highlighting important mechanisms causing slope failures on very shallow slopes. The evaluation demonstrates important key parameters for shallow slope design.

The effect of metallic iron fines on froth flotation of a sulfide ore was examined by comparing the flotation results with and without iron fines present in the flotation feed. Mild steel and ceramic laboratory ball mills were used to grind 600 g sulfide ore charges. The mild steel ball mill generated approximately 4.6 g of iron fines (0.8% of the ore charge mass) when grinding to a product size of 80% passing 200 mesh (75 mm). When a low dosage of a weak xanthate collector was used in flotation, the impact of the iron fines on sulfide flotation was marked. Higher dosages of stronger xanthate collectors rendered the impact of the iron fines much less significant. Consumption of the collectors by the powdery iron fines is believed to cause the differences observed in the flotation results. A galvanic effect on flotation was not evident in this study. The impact of the iron fines on silicates depression was also examined.

Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. The 2006 North American Tunneling (NAT) Conference was held June 10-15, 2006, in Chicago, IL. The biennial conference was the first NAT conference by the newly formed Underground Construction Association of SME (UCA of SME). The UCA of SME was formed earlier this year at the request of members of the American Underground Association (AUA) (ME, April 2006, page 75). The conference included a keynote session, technical programs, workshops, a trade show and social activities. The conference exceeded expectations with 570 attendees. They included engineers, equipment manufacturers, representatives from government agencies and other interested individuals in the underground construction industry. The trade show was also a success with more than 86 booth spaces sold. Vendors included the biggest names in the underground construction and tunneling industry and included equipment manufactures, construction contractors and engineering companies. The trade exhibition provided a forum for interested parties in the tunneling industry to meet and discuss services, equipment and techniques.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. In 1990, a residential area above the North Outfall Sewer (NOS) tunnel constructed in 1924, experienced subsidence. After sewage was diverted into the North Outfall Replacement Sewer (NORS), soil probing from within the tunnel was conducted, soil-improvement options were developed, and a preferred grouting scheme was analyzed by numerical modeling to evaluate the stability of the 80-year+ old tunnel liner under grouting-induced loading conditions. This paper discusses the initial field investigation and the development and analysis of a grouting scheme originally intended to be implemented before relining of the tunnel. The scheme was later modified, and the new liner was installed before the final probing and grouting work was done.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

This paper evaluates the effect of longwall mining on a cluster of unconventional shale gas wells located in a district barrier pillar between a current longwall panel and the future panel north of the barrier pillar. A cluster of 19 unconventional shale gas wells have been drilled and 5 additional gas wells have been proposed in the barrier pillar. The closest gas well is 25.6 m (84 ft) to the current panel tailgate and 26.2 m (86 ft) to the tailgate of the future panel north of the barrier pillar. The rib-to-rib width of the barrier pillar is 57.9 m (190 ft). The distance between the two gas wells across the barrier pillar is 6.1 m (20 ft). The pillars in the current tailgate are on 22.9-m (75-ft) and 32.0-m (105-ft) centers, and the pillars in the tailgate of the panel north of the barrier will be on 22.9-m (75- ft) and 36.6-m (120-ft) centers. The two longwall panels adjacent to the barrier pillar are 475.5-m (1,560-ft) wide. The overburden depth at the shale gas well site is 321.6 m (1,055 ft). BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

Understanding relationships between mineralogy, texture, microstructural features, and element distribution and residence in minerals, is critical for accurate modeling of mineral weathering in waste-rock piles. The morphology of minerals and deformation structures, such as veins and faults, are important factors that control: (1) fluid access to the mineral surface to initiate dissolution, (2) the distribution of trace elements, and (3) formation of secondary minerals. We characterized the mineralogy, textures, and chemical properties of waste-rock material at three sites at scales ranging from outcrop to micrometer scale. A comprehensive hand-sample to thin-section scale methodology utilizing light microscopy, scanning electron microscopy, electron microprobe, and laser ablation ICP-MS was used to thoroughly characterize the waste-rock material.

The CTC (Certified Trading Chains) mineral certification system has been piloted in Rwanda since late 2008. CTC project implementation is jointly driven by the Federal Institute for Geosciences and Natural Resources (BGR) and the Rwanda Geology and Mines Authority (OGMR), in cooperation with other national stakeholders. Five Rwandan mineral producers participate in the CTC project with their flagship mining concessions. Based on independent third-party audits, CTC certifies supply chain due diligence measures of these companies engaged in the artisanal mining sector through on-the-ground assessments of mining conditions, transparency, as well as mineral origin and traceability. The CTC system thus allows responsible mineral producers and their clients to verifiably demonstrate supply chain due diligence and good governance in conflict-affected and high-risk areas.

A study has been made of wet, autogenous grinding of disseminated copper ores, including testing of a large number of samples from Kennecott Copper Corporation's Chino mine. The efficiency with which the various samples could be ground was found to vary over an extremely wide range, even among samples taken from different locations within the same ore body. These variations in grindability can be qualitatively correlated with the composition of the rock and the fracturing and alteration that had occurred. Because of the large-scale non-homogeneity of disseminated copper ore bodies, extensive and careful testing of autogenous grinding is needed. An accurate correlation of the grinding data from various samples with the geology of the ore body and with mining plans will indicate if variations in grinding mill throughput can be avoided in practice by mixing or blending of mill feed and if, therefore, autogenous grinding can be applied successfully.

The U.S. Bureau of Mines has conducted underground tests and computer analyses to study coal mine roof behavior. Southern Ohio Coal Company provided test sites it) their Heigs mines located near Athens, Ohio. Testing apparatus was adapted for monitoring roof behavior at the face of mining from a remote surface location. Finite element analyses were applied to study the structural conditions present. Test sites were located at three different intersections of entries and crosscuts of the room-and-pillar mine. Electrical read-out instruments were used to record roof bolt loads, roof sag, and roof-floor convergence. They were installed during the roof bolting cycle of a conventional mining section and data was recorded for several months. Normal mining operations continued throughout the test period with minimal interruptions due to the installation and monitoring of the instruments. A computerized data acquisition system, partly underground, partly on surface, permitted continuous monitoring of data and its retrieval, display, manipulation, and storage. The finite element code used to model the test sites accounted for three-dimensional geometry, nonlinear material behavior, and the mining excavation and bolt installation sequences. Results of the test are highly variable. Comparable values between test and analysis results were obtained by applying statistical averaging of. roof test data. Results of the analyses indicate that bolts have a lesser effect on the gross behavior of mine roofs than has been indicated and that bolt load changes are strongly influenced by mining excavation sequence, bolt-placement sequence, and face distance

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design.
